The State Policy Network (SPN) is an umbrella group of right-wing think tanks across the country.The Ethan Allen Institute (EAI) is SPNs cookie-cutter think tank in Vermont. While EAI claims to befocused on issues important to the people of Vermont, it actually pushes an agenda dictated by its
national right-wing funders and partners.
While EAI is not required to disclose its funders to the public, and does not publish alist voluntarily, the identities of its few known donors reveal the institute is largely
funded by out-of-state right-wing organizations. The Koch-funded Donors Capital Fund,which provided nearly a third of EAIs revenue in 2010, is EAIs largest known funder.
Donors Capital Fund keeps its own original funders secret, adding another layer ofsecrecy. All of EAIs known funders are based outside of Vermont:
