    For decades, medical proessionals and emergency responders have beenpreparing Americans to respond to sudden cardiac emergencies with CPR.

    Unortunately, only one-third o people who suer out-o-hospital suddencardiac arrest receive bystander CPR. Tis low number is due, in large part, tothe act that the number o people who have actually received CPR trainingis relatively small. I bystander CPR is not provided, a cardiac arrest victimschance o survival alls by as much as 10 percent or every minute o delayuntil debrillation.

    When an adult goes into sudden cardiacarrest, his or her survival depends onimmediately getting CPR rom someonenearby. Unortunately, most bystandersare reluctant to give CPR they are

    worried that they may do somethingwrong or make matters worse. VolunteerCPR is designed to encourage morepeople to take action.

    Volunteer CPR is a high-impact servicestrategy in which the mayors oce,through partnerships with local medicalproessionals or emergency responders,

    trains volunteers to use the liesaving Hands-Only CPR technique.Volunteer trainers then pledge to teach Hands-Only CPR to at leastve others riends, neighbors, co-workers and amily members thus dramatically increasing the number o CPR-trained residents and

    vastly improving a communitys ability to respond to sudden cardiacemergencies.

    1Mayors ofce partners with qualied medical proessionals oremergency responders (Fire Fighters, EMs, nurses, etc.) whowill act as Hands-Only CPR instructors duing organizedtraining sessions.

    2Volunteers trained at CPR training sessions are given AmericanHeart Association-approved training kits.

    3Volunteers pledge to train at least ve others (riends,neighbors, coworkers, and/or amily members) and reportpledge ulllment through a tracking system.

    4Mayors ofce tracks and reports impact metrics or the overallinitiative. Required metrics include:a. Number o volunteers trained directly by qualied medical

    proessionals or emergency responders.b. Number o individuals trained in Hands-Only CPR by

    volunteer trainers as conrmed by the pledge ulllmentreports.

    As the mouth-to-mouth resuscitation component has been cited in the past asa barrier to bystander provision o CPR, the latest American Heart Association(AHA) approved standard or CPR encourages manual chest compression withoutthe mouth-to-mouth resuscitation component or most circumstances. Tis moveto Hands-Only CPR will increase the condence o those trained and encouragethem to act in the event o an emergency.

    Te city can signicantly increase the number o residents trained with liesavingHands-Only CPR skills by adopting Volunteer CPR.

    1.Identiy a partner that can provide qualied individuals to conduct CPR trainingevents or interested city residents. Local re ghters, nursing stas at area hospitals,and EMs are examples o medical proessionals or emergency responders who wouldmake ideal partners to lead training sessions

    2.In coordination with the local training partner:

    a. Develop a set o regularly scheduled community CPR training events and/or aprocess where groups o interested residents can schedule appointments or groupCPR training sessions; and

    b. Identiy and secure space or training sessions taking place throughout thecommunity. A ew examples include: school gyms, large rooms at local hospitals,re houses, community centers, senior centers, and YMCAs.

    3.Develop a strategy to support the citys volunteer recruitment eorts.

    At the end o each training event, every volunteer will be sent home with an AHAapproved CPR training kit that they will use to train ve others. Tis kit includes aninstructional DVD, CPR training dummy, and instructional pamphlet. Te numbero kits you order is based directly on the size o the program you wish to run. Purchasingkits represents a great opportunity or local unders to help in your eorts to implement

    Volunteer CPR.

    Consult with City agencies to develop a menu o in-kind

    City services that can be oered to grantees to improve thephysical conditions o blocks. Te City services are intendedto compliment the volunteer eorts, not replace them.Government provided services could include:

    Providing trash collection or block projectsRepairing damaged or missing street signage

    Volunteer recognition is an eective recruitment and retention tool.Tereore, it is important to ormally thank volunteers or their participationin this initiative and ulllment o their pledge obligation (or example byproviding a thank you letter, certicate o pledge ulllment, wallet-sized

    card that provides the basic steps or CPR, etc).

    For volunteers who play a more extensive role in helping to make volunteerCPR a success, like a head nurse or reghter, the mayors oce mightconsider recognizing and highlighting the eorts o these individuals moreexplicitly.

    Te AHA has developed a comprehensive website (see resource section) that allowscities to track volunteer numbers, pledge ulllment, and the overall number o

    individuals trained in a city. For example, volunteers can use this site to input theirpledge ulllment data. Te site also sends email reminders and oers incentives tovolunteers who might need a little encouragement to ulll their pledges. Pledgeulllment metrics can then be turned into simple reports that track city leveloutcomes.

    Whether a city chooses to use the AHA site or creates its own tracking system, thekey to ensuring overall success and training as many residents aspossible is maintaining a system that encourages volunteer trainers to ulll their

    pledged training obligation and tracks overall city level progress.

    Once a metrics tracking system is established, the mayors ofce or lead partner cantrack and report impact metrics by measuring:

    Number o volunteers trained by qualied medical proessionals oremergency responders.

    Number o individuals trained on Hands-Only CPR by the volunteer

    trainers as conrmed by the pledge ulllment reports.

    In similar volunteer CPR initiatives, medical proessionals and emergencyresponders have done more than training. Tey have also helped with:

    Handling phone inquiries and scheduling group training events Storing CPR training kits and equipment Updating and posting schedules or training events online or in the

    community

    Some cities may choose to kick o their volunteer recruitment campaign

    by hosting a mass CPR training event. Te AHA, as part o its Hands-Only CPR campaign which encourages Americans to learn Hands-Only CPR through celebrity public service announcements, a nationalad campaign, and mass CPR training events may be able to assist in theexecution o mass CPR training events. Trough its local/regional oces,it can:

    Serve as the lead local AHA sta or mass training events via the AHACommunity CPR Manager. Individuals trained at these events are also

    provided with ree training kits and pledge to train ve others. Partner with the mayors oce to coordinate all planning and day-o

    event logistics, including: o Planning o event committee meetings

    o Recruitment o AHA volunteers to serve as event acilitators o Identication o training venue o Securing unding and/or donations as appropriate Conduct 1 or 2 pre-event venue site visits to map out event trac fow

    and staging areas o the venue. Tis is a critical step to anticipating any

    potential day-o-event challenges and contingency planning. Assist in overseeing the participant registration process. Manage training impact database and provides reports on status o

    numbers trained through the previously mentioned AHA website.

    VOLUNTEER CPR IN ACTIONVOLUNTEER CPR IN ACTION

    NYC Service, the oce tasked with implementing New York MayorMichael R. Bloombergs high-impact service plan, currently runs CPR oGo, a volunteer CPR program. Prior to this initiative, the New York CityFire Department (FDNY) conducted ad hoc CPR training in an eortto increase the number o New Yorkers who could respond in a cardiac-related emergency. New York ormalized this training in a partnershipbetween NYC Service, FDNY and the FDNY Foundation. Members othe FDNY eld calls, manage sign-ups, buy and store CPR training kits,and conduct ormal trainings with individual groups. Tese individualseach pledge to train ve others. Teir pledges are tracked by the FDNY,

    which uses NYC Civic Corps AmeriCorps members to conduct email andphone-pledge ollow-ups.

    In the rst year o the program, New York City was able to train 12,000volunteer CPR trainers who subsequently trained 40,000 others in Hands-Only CPR. Below are some key lessons learned rom the rst year oimplementation:

    Develop partnerships to expand training space capacity and

    community access. NYC Service partnered with a local athletic club,New York Sports Club, to oer ree training to all members o thepublic (the sports club gave a one-week ree membership pass as anincentive to those who came to get training). Partnering with a localathletic club was extremely helpul at solving space challenges.

    When possible, have sta personally call volunteer trainers to tracktheir pledge ulllment and encourage them to continue trainingothers.

    Increase awareness o CPR training eorts being conducted in the

    community whenever possible. In New York City, NYC Servicecoordinated mass training events or the 9/11 Day o Service andRemembrance, which resulted in nearly 500 people being trained.

    Another key lesson based on the AHAs experience in training events is: For mass CPR training events, plan the event where there is a built-in

    audience, high degree o oot trac, or complementary timing withan existing event. Tis makes it easier to recruit large numbers ovolunteers.
