President World Sikaran Brotherhood
Pursuant to the Constitution and By-laws of the World Sikaran Brotherhood, Article V,
Section 1, Subsections B and F, the President or Chief Executive Officer may issue Executive
Orders to help officers and members manage the operations within the Brotherhood itself.
Executive orders carry the full force of law since they take authority from an “Executive
Authority” which grants its power directly to the Executive by the Constitution. The Constitution
may also delegate the President some degree of discretionary powers. Executive Orders have
significant influence over all the affairs, both internal and external affairs of government,
deciding how and to what degree legislation will be enforced.
There is no constitutional provision or statute that explicitly permits Executive Orders.
Executive Orders use the Constitution as the authorization allowing for their issuance to be
justified as part of the President's sworn duties. An Executive Order of the president finds
support in the Constitution, in a clause granting the president specific power. All types of orders
issued by "the Executive" or president is classified simply as an Executive Order. Executive
Orders have a set form that carries the date and the title.
Since the President’s authority for issuing an executive order stems from within the
powers outlined in the Constitution, the order will simply proclaim "by virtue of the authority
vested in me by the Constitution.” Executive orders carry with it policy changes with wide-
ranging effects upon implementation.
Prior to March 15, 2015, Executive Orders did not have titles or numbers. With the
creation of the Office of the Secretariat and appointment of Janeth S. Geronimo as Assistant to
the President for Executive Affairs, all Executive Orders of the WSB President are now properly
recorded and journalized. They were given numbers and titles.
The First Executive Order issued by Supremo Meliton C. Geronimo was giving the
Sikaran Organization the synonymous category with the metonym title of Karate Brotherhood of
the Philippines. This synonymous categorizing Sikaran as Karate became necessary in order for
the Philippines to be accepted as a member of the Asian Karate Association and following the
example of Korea in adopting the name of Korean Karate in lieu of Korean Tang Soo Doo. Tang
Soo Doo, Sikaran, Wushu, and Karate are metonymy in nature since they resemble each other
but are not the same and independent of each other.
Accordingly, an Executive Order, states a condition, declares a law that requires
obedience, and recognizes an event or that the circumstances in law have been
realized. Presidents define situations or conditions on situations that become legal or political
truth. These orders carry the same force of law both on present, future, and prospective members
of the Brotherhood. The administrative weight of these orders is upheld because they are often
specifically authorized by constitutional statute, making them "delegated unilateral powers."
Executive Orders are considered as a practical presidential tool for policy making because of the
perception of Executive Orders as largely factual in nature. The legal weight of Executive Orders
conveys their importance to presidential governance.
In 1958, Meliton C. Geronimo, in anticipation of the Philippines being a member of the
Asian Karate Association issued three Executive Orders, which now have been journalized and a
part of the Sikaran Book of Records.
The first Executive Order was issued on March 10, 1958.

EXECUTIVE ORDER NO. 1
Title – Adoption of the Metonym title of Karate Brotherhood of the
Philippines
By virtue of the Authority vested on me as President, I hereby adopt the
title KARATE BROTHERHOOD OF THE PHILIPPINES, as metonym title
for SIKARAN BROTHERHOOD OF THE PHILIPPINES.
In this connection, I am also transferring the General Headquarters of
the Karate Brotherhood of the Philippines from Nichols Air Force Base to the
Central Gymnasium on Libertad Street in the City of Pasay for greater access
to all members, both military and civilian alike.

` Title – Establishing the Karate (Sikaran) Brotherhood of
the Philippines General Headquarters from Nichols Air Base to the Central
Gymnasium on Libertad Street in the City of Pasay, or wherever it may be.

Title –Addendum to Executive Order No. 2
In preparation for future possible move to another Headquarter
and/or Central Gymnasia, this Executive Oder No. 3 is attached as a Rider-
Addendum to Executive Order No.2, to be effective in conjunction with any
future move, without the need of the Executive Council to convene another
meeting.

With these Executive Orders, membership of the Karate (Sikaran) Brotherhood of the
Philippines exploded. Civilians, who did not have access to a military base, are now able to come
and go as they please to the General Headquarters.

On 06 November 1966, the Asian Karate Association headed by its President Grandmaster Kwai Byeung Yun of the Korean Soo Bak Doo, with the concurrence of
All Japan Karate Federation Grandmaster Koichi Kondo and Korean Tang Soo Doo Grandmaster Hwang Kee, officially recognized SIKARAN as a distinct Filipino Fighting Art. Meliton Geronimo
was acknowledged as the Grandmaster of SIKARAN and was awarded the 10th Degree Red Belt.

Not only did the membership increased monumentally but the quality of Karate play was
also raised to new heights, not only by the members of the Karate Brotherhood of the Philippines
but also by the members of the other karate organizations.
For the purpose of international acceptance of Sikaran, several facets of Karate were
adapted by Sikaran, such as the all-white uniform and color of the belt to denote the grade or
rank. Method of instruction was also adapted, including the practice of the Balangkas. The use of
protective gear was also copied from the All Japan Karate Federation to prevent injuries during
sparring and contests. Even the grading system was modified based on the grading system of
Japanese Karate, while maintaining the original Sikaran requirements and established prescribed
practice and systematic process of achieving certain ends with accuracy and efficiency. Fixed
steps of Sikaran ordered sequence proven to be scientific in method and procedure was also
followed.
The combination of the fighting techniques of Sikaran when adapted to Karate proved to
be unrivalled. The Philippines produced seven gold medalists in six Asian Karate
Championships.
In 1970, the Asian Karate Championships Series was disbanded in favor of the World
Union of Karate-do Organizations (WUKO). Philippines, represented by Meliton C. Geronimo
and Emmanuel Querubin became a signatory member of the WUKO Constitution. In the First
World Karate Congress, Meliton C. Geronimo, was named Asian Director.

I am resigning my membership from the World Union of Karate-
do Organizations (WUKO), the Asian Karate Federation (AKF), and
the Philippine Karate Association (PKA) and dropping the metonym
title of Karate Brotherhood of the Philippines and everything relative to
foreign martial arts. The all-white uniform was replaced by white shirt
patterned after Chinese shirt (camisa tsino) and red pants. However, the
color of the belt was maintained, including the red belt denoting
grandmaster.

EVOLUTION OF SIKARAN UNIFORM
In1977, Meliton C. Geronimo retired from the Philippine Air Force with the rank of
Lieutenant Colonel. Without military restrictions, he is now free to travel and propagate Sikaran,
not only in the Philippines but also in other countries. With all his free time, Supremo Meliton C.
Geronimo assumed the persona of “Ambassador of Sikaran”, both nationally and internationally.
Like mushrooms, seeds and grains, Sikaran Schools all over the martial arts world sprouted and
germinated, with the largest followings in the United States, Canada, and the Middle East.
Independent schools without link to or with foreign martial arts joined the Sikaran Brotherhood
giving Sikaran a wider and larger base.
When the country was divided into several regions, the World Sikaran Brotherhood of the
Philippines followed suit and also divided the membership into the different regions. Regional

the World Sikaran Brotherhood needed.

Meliton Geronimo proudly wears the Kendo-gi presented to him by Kendo Master Kobayashi, after
they engaged in a friendly exchange of “stick blows”. Geronimo, aside from being the Grandmaster of
SIKARAN, is also a Master of ARNIS DE MANO (Doble Baston de Abaniko). On his Kendo-gi are the
official seal of the Philippine Amateur Athletic Federation (PAAF) for international athletes and the
seal of the Karate (SIKARAN) Brotherhood of the Philippines. Meliton Geronimo presented this Kendo-
gi to the author who in the same tradition presented it to his student Victor Laxamana. The figure that
resembles a fist on the KBP patch is actually the outline of five bare feet, denoting the fighting art of
SIKARAN.
Meliton C. Geronimo’s free-time from the military gave him more time for his other
interests, like Sikaran, politics and movie career. As far as movie career is concerned, he was
able to appear in several action films with Tony Ferrer, and other Sikaran students like Bernard
Bonin, Bernard Belleza, and several others. His true-to-life story was made into film starring the
veteran actor Eddie Garcia. This film made Meliton C. Geronimo a household name in politics
and in action movies. He became known as “Mayor Latigo.”
In 1981 he was elected Mayor of Baras and served until 1996. As Mayor, his priority was
to curb the growth of illegal drugs. His “Latigo” became his famous trade mark. His constituents
approved of his “use” of his “latigo” to enforce law and order. To save the Town of Baras “gas-
money” he patrols the town in his BSA motorcycle, sometimes alone, sometimes with his wife
Ruth.

His office as Mayor of Baras, until 1996, doubled as Office of the President of the
World Sikaran Brotherhood of the Philippines, headquarters of the World Sikaran
Brotherhood of the Philippines, and evaluation room for the Sikaran classes handled by
volunteer instructors.
During a vacation in 1984 to the United States, Meliton C. Geronimo called a
meeting of his students based in the United States and other countries and initiated the
formation of the World Sikaran Brotherhood, with headquarters in the City of Vallejo in
California. He also formed the World Sikaran Brotherhood Executive Council.

In 1996, after his tenure as Mayor of Baras he concentrated on Sikaran. He attended all
the affairs of the Sikaran Brotherhood of the Philippines.
With his son Meliton, Jr. and his trusted senior officials, such as Elpidio Seletaria, Andy
Sanano, Louelle Lledo and Emmanuel Querubin all in the United States to attend to the activities
of the World Sikaran Brotherhood, Supremo Meliton C. Geronimo had to choice but to give his
brother Jaime sensitive but important assignments in the World Sikaran Brotherhood of the
Philippines. This was a big mistake in the part of the Supremo. It gave his brother the chance to
“railroad” the goals and aims of the World Sikaran Brotherhood.
When an episode of stroke forced Supremo Meliton C. Geronimo, to relinquish his
leadership, his younger brother without constitutional authority acted as president. Members
accepted the “usurpation” of authority only because the bother has the same last name of
Geronimo. This “consanguinity-takeover” marked the downfall of the prestige of the World
Sikaran Brotherhood. Several members were promoted to ridiculously high grades as long as
they can pay. Several members and prospective members who did not agree with “I am first ”of“
Jimmy Geronimo’s approach to leadership left the World Sikaran Brotherhood of the Philippines
Jimmy Geronimo not only squandered the funds of the Brotherhood but more important did not
keep records. Whether it was by chance or design, without records it will not be possible to
prove any wrongdoing. Whether no record was kept deliberately or records were “lost” and or
“misplaced,” proving illegal or dishonest behavior was not only difficult but almost inviolable.
With his last ounce of normal, rational, and sound mental health, Supremo Meliton C.
Geronimo decided that it is time to remove his brother as acting president and name his son the
rightful final Sikaran authority and president of the World Sikaran Brotherhood, and so he issued
his last Executive Order on June 2, 2014, witnessed by several people and notarized on the same
day.
This Legal Declaration which was supposed to be distributed to all the officials and
several members of the World Sikaran Brotherhood and the Municipal Board of Baras, Rizal was
“kept in the drawer” by Jimmy Geronimo. The membership who was able to get their copies
unanimously accepted this formal and explicit statement of Supremo Meliton C. Geronimo.
However, his brother, backed up by members who made “personal gains” did not want
any change in leadership. They did not want to risk their undeserved high-grades to be
questioned and possibly be repealed and reverted back to the lower grade. Once this happens
they will not be eligible to promote and charge for promotion. Likewise they will not be
authorized to act as tournament officials and be paid as such. Aside from the glory as a high-
ranking official, having a “lower” grade affects the ability to charge more and earn more.
Fortunately, these members are substantially outnumbered by members who are loyal to the
Supremo and have a firm support and allegiance to Pantas Meliton C. Geronimo.
In order to prove faithfulness and adherence to the goals and aims of Supremo Meliton
C. Geronimo, 99% of the membership stood behind Pantas Meliton S. Geronimo, Jr. during the
event on March 10, 2015, dubbed as the “Passing of the Sikaran Torch.” During this event,
Mantas Jaime Geronimo was discouraging members and asking the citizens of Baras not to
support Pantas Meliton S. Geronimo, Jr. in his bid to be President of the World Sikaran
Brotherhood and final authority in Sikaran. Despite Mantas Jimmy Geronimo’s deliberate
actions to damage and destroy Pantas Meliton S. Geronimo’s good intentions for Sikaran and the
World Sikaran Brotherhood, the memberships’ respect and love for Supremo Meliton C.
Geronimo carried more weight in the minds and heart of the members. After the election for
president, not even one vote was casted for Mantas Jimmy Geronimo. The Executive Council
and the general membership unanimously elected Pantas Meliton S. Geronimo President and
Final Authority in Sikaran.

The mismanagement of Jaime Geronimo as Acting President of the World Sikaran
Brotherhood of the Philippines caused confusion among the members, loss of revenue for the
Brotherhood, and uncertainty in the leadership.

By virtue of the authority vested on me as President and Supremo of the
World Sikaran Brotherhood and President of the World Sikaran Brotherhood
Executive Council, I am hereby passing down the Presidency and Final
Authority in Sikaran to my son Pantas Meliton S. Geronimo, Jr. effective
today June 2, 2014.

This ceremonial passing of the torch took place on March 7, 2015, in front of the Municipal Hall of
Baras, Rizal. Baras. Rizal is considered the birthplace and home of Sikaran and there can be no better
venue for such an important and meaningful event.
On March 10, 1927, Meliton C. Geronimo was born destined to take over the Geronimo
lineage of Sikaran from Cipriano Geronimo, the current commanding authority or influence of
Sikaran. Cipriano Geronimo was the acknowledged last Sikaran Hari (champion) of Baras.
In 1958, Meliton C. Geronimo, established the Sikaran Brotherhood of the Philippines. In 1966, the
Asian Karate Association recognized Sikaran as a distinct Filipino Martial Art and promoted Meliton
C. Geronimo to the 10th Degree Red Belt with the title of Grandmaster of Sikaran, the Filipino style
of Karate. On the same event, the Sikaran elders of Baras, composed of Cipriano Geronimo,
Melencio Bigasin, Manuel Ocampo, Aurelio Cabacob, Angeles Pilapil, and Servillano Javier,
bestowed on Meliton C. Geronimo the title Sikaran Supremo (Sikaran Leader). This started the 57-
year long and illustrious leadership career of Meliton C. Geronimo.
A series of bouts with stroke, which started in 2007, incapacitated Supremo Meliton C.
Geronimo, preventing him from physically exercising his duties as President of the World Sikaran
Brotherhood. This left him no choice but to eventually give up his position of President of the World
Sikaran Brotherhood of the Philippines in favor of his son Pantas Meliton S. Geronimo, Jr. This
event is what is now known as the PASSING OF THE TORCH.
Contrary to popular expectations, it was not a "hands-down-victory" for Meliton S.
Geronimo, Jr. There were dissenters to Supremo Meliton C. Geronimo's selection of his son Meliton
S. Geronimo, Jr. as his replacement as President and Leader of the World Sikaran Brotherhood of the
Philippines. The selection turned into a fierce "family feud." The selection of Meliton S. Geronimo,
Jr. represented the popular end. The dissenting group was represented by Jaime C. Geronimo, and
some members who took his side.
In September 2014, Meliton S. Geronimo, Jr., took a short trip to the Philippines to lay the
groundwork of his bid for President of the World Sikaran Brotherhood of the Philippines. To gauge
the feelings of the members, Meliton, Jr. called a meeting, with him and Jaime Geronimo presenting
their platform. During the meeting, it was obvious that there were members who were out of touch of
reality. Majority of those present during the meeting showed their support for Pantas Meliton S.
Geronimo, Jr. However, just winning the election is not Pantas Meliton S. Geronimo, Jr.'s intention.
Several members became inactive due to dissatisfaction with Jaime Geronimo's brand of leadership.
Some even changed loyalty. Pantas Meliton S. Geronimo, Jr. considered it his duty to bring back the
"lost sheep" to the fold. He knows that his father Supremo Meliton C. Geronimo will neither permit
nor accept any member to leave and not do something about it. Meliton S. Geronimo, Jr. called a
meeting with Jaime Geronimo and other senior officers to present their platform for election of
President. In the short time that he was in the Philippines, Pantas Meliton S. Geronimo, Jr. visited
several regional branches to find out what their grievances were and correct them. Before returning
to the United States, Meliton, Jr. was able to bring back to the fold the lost and wayward sheep. Only
a handful took a "wait and let us look and see if there will be any improvement" attitude. Pantas
Meliton S. Geronimo, Jr. gave them his word while invoking the legacy and record of his father
Supremo Meliton C. Geronimo. When the members learned of Pantas Meliton, Junior's programs and
plans, they were convinced of his sincerity in continuing the legacy of Supremo Meliton C.
Geronimo. They believe that Pantas Meliton S. Geronimo, Jr. is the way to progress. To prove some
members' discontent, a senior officer slammed his fist on the table during a meeting and asked Jaime
Geronimo what he has done since the time he acted as president. The question was also asked why
the Philippines were not able to send a contingent to the 4th World Sikaran Championships in
Canada in 2014. The question that really shook Jaime Geronimo was when he was asked why the
coffers of the World Sikaran Brotherhood of the Philippines are empty despite the dues paid for
membership and promotion. There was also no explanation to what happened to the funds the
Municipality of Baras gave for the Philippine Contingent to the 4th World Sikaran Championships in
Canada, which the Philippines did not attend.
However, in the manner consistent with Supremo Meliton C. Geronimo's leadership style,
Pantas Meliton S. Geronimo, Jr. in a firm and sincere voice said:
"All these problems are in the past. Now it is time for all of us to stand behind the dreams and plans
for a bigger, better, World Sikaran Brotherhood of the Philippines. Let us all work together and
continue the legacy Supremo Meliton C. Geronimo built for all of us. I pledge that I will not deviate
from the goal of my father. I will be the President that the World Sikaran Brotherhood of the
Philippines all the members need and deserve."
Therefore, the World Sikaran Brotherhood of the Philippines celebrated the "Passing of the Torch"
on March 7, 2015 to coincide with the 88th birthday of Supremo Meliton C. Geronimo.

In SIKARAN, the terms Pantas and Supremo are titles awarded and sanctioned by a legitimate
governing body. It is the highest level of skill attainment. The Pantas and Supremo have a deep
understanding of the ideas and the situations of Sikaran and have demonstrated this advanced
understanding in applying principles for any particular position with respect to conditions and
circumstances. The Pantas or Supremo speaks with authority because they are the authority, in fact
the final authority Sikaran. They are the source of power and influence to command thought,
opinion, or behavior.
Let’s move on to another interesting subject. Have you ever wondered why kyu
Baytang) class starts from 6th and decreases down to one kyu (baytang) as a
student progresses? Once you reach Plain Black Belt rank increases as you get
promoted. Eventually you will find that the system had been intentionally
structured this way. Let me share the concept behind this system and
hopefully you will see the logic. The fundamental concept of martial arts is that a student is not expected to
start a real Sikaran training until you become Shodan (first degree black belt).
Some of you may know or practice a custom of making a new Shodan to wear a
plain black belt for a short period of time (6 months or so). This custom is to let
a new Shodan know that he is now starting a real Sikaran training or he is
finally at the starting point of real learning of Sikaran. Until that level a
student’s objective or a goal is to build the foundation and at the same time,
reduce the bad habits or the “natural” ways of body movements.
This may be a difficult concept but is an important one. In other words a
student will learn the basic Sikaran ways or the conditions that are necessary
to learn the real Sikaran techniques.

BALANGKAS NG TAGAK Tagak is a bird normally found in the rice fields of Baras. Farmers claim that whenever
there is a Tagak, foragers such as locust and snail stay away from the rice fields. This
balangkas, developed by Meliton Geronimo, was suggested and named by Manuel
Ocampo.
