How do I submit a work order? Residents must visit the office to complete work orders, as they are not accepted over the phone unless it is an emergency situation. Emergencies are identified as sewer back-ups, exterior water leaks, and exterior lights that are not working.

REMINDER OF POOL AND SPA RULES (per Residents Handbook) *Persons using pool or spa must shower before entering. *Regularly-scheduled exercise classes have exclusive use of the pool during times specified. *Resident lap swimming is from 2:00-4:30 and 6:30 pm to closing every day. *Guests with resident hours are 11:00 am to 1:00pm and 5:30-6:30 pm. *Use of lotions or oils before entering pool/spa is prohibited with the exception of sunscreen. *No swim boards/fins, toys, rafts or inflatable devices are permitted. *No jumping or diving into the pool is permitted. *Use of the spa by persons under 14 yrs of age is prohibited. *Food, beverages and smoking are not allowed in the spa area. *No more than 8 persons are permitted in the spa at any one time. *Spa must be covered when not in use.

BRIEF HISTORY OF THE

OCEANSIDE COMMUNITY ASSOCIATION

A COMMON INTEREST DEVELOMENT The original Oceana community, built by the Oceanside Land Company in the early

1960s was one of the first developments of its type in California. The Oceanside Land Compa-

ny set it up in such a way that the individual purchasers of the homes would have full owner-

ship and title to their homes and the ground under the slab of the house and exclusive use of

the adjoining patio slabs. However, the Oceanside Land Company retained ownership of the

common areas—i.e. all the remaining land in Oceana greenbelt; the clubhouse, carports and

or garages in units 1-6 and units 8 & 9, and all inner streets and driveways.

Oceanside Land Company gave the new Oceana homeowners’ association (the

Oceanside Community Association) a 99-year-lease on the common areas. The association

would then, in turn, sublease an equal interest in the common areas (of their unit) to the indi-

vidual homeowner. The monthly lease payment for each homeowner was to be $15. This

amount was to be included in the monthly association dues, collected by the Oceanside Com-

munity Association. The lease payments would then be sent to the Oceanside Land Compa-

ny. Oceana units 1,2,3,4,6,8 and a few houses in unit 5 have no provision in their common

area leases for any increase in their $15.00/month rent payment. continued on next page

However, starting with most of the houses in unit 5, (mentioned earlier) an escalation clause was included in the leases that allowed the Oceanside Land Company to increase this rent payment, based on the Consumer Price Index (C.P.I.). The first increase would take effect 20 years from the first sale of any given house, and the amount of increase depended on the amount of the increase in the C.P.I. If a house closed escrow on June 1, 1968 and the C.P.I. increased 267% during the period from then until June 1, 1988 (which is about what hap-pened), then the $15.00 would increase 267% ($15 x 267% = $40; $15 + $40 = new monthly rental payment of $55). Additional adjustments would then be made every ten years there-after. In 1986 an attempt was made by the Oceanside Community Association to purchase the common areas from the Oceanside Land Company. Under this agreement homeowners would have paid a fixed amount to buy their share of the common areas, eliminating forever the lease and the $15/month rental payment. This was presented to the homeowners who voted on it. The proposition failed by two votes. This leasing of common areas occurs only in the original Oceana development. All oth-er Oceana's own their common areas outright.

HIGH WATER PRESURE CAN LEAD TO LEAKS AND DAMAGE TO YOUR HOME The water coming from the city line to your home can reach pressures in excess of 120 psi. This can increase the chance of slab and pipe leaks in your home. At the front of your home is a pressure regulator that reduces the pressure to your home to a safe range. Most plumbers recommend that regulators be set to between 45 psi and 60 psi. When pressures reach 80 psi there is a possibility of damage to pipes and appliances. Pressure regulators can

fail at any time so it is recommended that you have the pressure regulator tested every year. Your maintenance department can check the pressure for you and test your home for leaks that can lead to unnecessary water waste and possible damage to your home.

NEWS FROM THE OCA GARDEN CLUB Spring is here and the gardens are in full bloom! There are lots going on that everyone in the garden club need to pay attention too. REMEMBER WE ARE IN A DROUGHT AND YOU CAN ONLY WATER YOUR GARDENS AFTER 6 P.M. AND BEFORE 10 A.M. TUESDAYS, THURSDAYS AND SATURDAYS! “A great big thank you needs to go to the past garden club officers”! Special thanks to Christine Gorman past chair. She engineered the Weekend of service from North Coast Church. This great weekend brought many volunteers from North Coast Church who took down dead trees, cleaned out rubbish in canyon area, removed weeds in fire break, mulched and cleared paths to make Oceana’s garden area a thing of beauty. This has been a warm winter and spring so pay attention! There have already been Rattle Snakes spotted! Make lots of noise when you walk! Happy Gardening!

FROM YOUR LANDSCAPE COMMITTEE Residents are often confused about the difference between landscape maintenance and work order

“extras.” Our contracted landscape vendor (ValleyCrest) is responsible for maintenance – mowing, trimming, weed control – all the things that go into maintaining existing landscape. This service cost is covered by the contract the OCA has with them. The Landscape Committee has very little to do with this part of the contract. Our committee focuses on work orders for removal of plant materials, replacements, hardscape – the “extras” outside the contract which, when approved by the BOD and completed, are billed to the OCA. If you have a maintenance issue, please turn in a yellow work order to the office. If you need help with removals or planting, please submit a green landscape work order or call your landscape volunteer (listed in the Highlights) for help. The forms can be obtained from the office or are online at http://www.oceanaseniors.org.

The drought continues and no one actually has any idea how long it will continue. We are in the third year of one of the worst droughts in 119 years of records. In California history there have been prolonged droughts – some lasting a decade or much longer. The past BOD wisely and proactively worked to reduce our water use to comply with regulated reductions as well as control the water bill. The Landscape Committee is still reviewing the backlog of work orders from last summer’s planting freeze, trying to balance landscaping needs with irrigation efficiency. A Wonderful Exercise Opportunity

We in Oceana, or any home with Cox North have a great exercise-at-home option.

Simply turn your cable-TV on weekdays at 1:00pm to channel 19. This is the “Feeling Fit Club,”

an exercise class for seniors. The equipment needed is simple and easy: a folding chair, a

stretch-band, two hand weights and two small paper plates. These exercises may be done seated or standing.

Class runs from 1:00 to 1:55.

Spread the word. If you have friends in Carlsbad with Time-Warner, according to their TV Guide, this

same exercise class is on at the same time on Channel 85.

Oceana Senior Emergency Response Team (OSERT)

“Helping You Prepare for Emergencies” Preparing for an catastrophic event is a not just storing food, water and emergency supplies, it is also preparing

for your recovery. We hope you are close to completing your detailed home inventory, and have talked to your insur-ance agent to have the coverage necessary to repair or replace damaged property. Remember our homes in Oceana (for insurance purposes) are insured as condominiums.

Now as promised….California Earthquake Authority and how it might help you recover after an earthquake. The California Earthquake Authority (CEA) is a “privately financed, publicly managed entity that offers residential earth-quake insurance to California homeowners, renters, and condominium owners, through its participating insurance companies”. In order for a homeowner to get a CEA policy, they must go through an insurance agent who can offer a CEA policy. For the complete list of participating insurance companies go to www.earthquakeauthority.com The web-site includes coverage details, a premium calculator and deductible information.

Oceana homes are insured as “condominiums”. As a “condominium owner” the CEA policy would help with the following items. Real Property - repair structure components such as interior upgrades, interior walls, cabinetry, plumbing, and electrical fixtures. Personal Property- personal belongings such as furniture, clothing, and electronics. Loss Of Use- the cost of alternative housing and extra expenses following a claim. Loss Assessment - protection for the unit owner to cover assessments by the Homeowners Association. Deductibles under CEA policies are deducted from your claim check.

The CEA condominium owner policy does not help rebuild your structure, since you do not “own” it—the Asso-ciation does. An individual unit owner cannot get earthquake insurance to cover the exterior structures, buildings or common areas, only the Association can.

Oceana Community Association does not currently have a master earthquake insurance policy. If there is dam-age to our home structures or Association structures, the Association would solicit estimates for repairs, and send an “assessment” to all unit owners to rebuild the property. This is where Loss Assessment coverage could be very helpful. A unit owner can purchase a CEA policy with Loss Assessment protection which could be used for most earthquake-related damage that the Association assesses and uninsured loss to the Association.

We need to protect ourselves and our property. Contact your insurance agent to discuss earthquake insurance and how it can help you recover. Remember to tell your agent you should be insured as a condominium owner and your HOA does not have a master earthquake policy.

GOLF COURSE UPDATE Everything is continuing to come along nicely with the golf course this Spring. We complet-ed an aerification process of the greens in early March, and they have recovered nicely and are in great shape! Aerification is the mechanical process of creating air space in the soil that pro-motes a healthy rooting system for natural turf. Healthy rooting systems are an integral part of a successful golf course. Turf grass on golf courses sustain a significant amount of stress and constant pounding due to play, foot traffic, and maintenance equipment. By removing cores from the compacted soil, an infusion of air, water, and nutrients enhance the turf by bringing a resurgence of growth, and keeping the turf durable during stressful conditions. We take great pride in our greens at Emerald Isle and will continue to do what is necessary to keep them in pristine condition! We have enjoyed seeing many of you at the golf course lately, and hope to

meet many more of you soon! And remember, even if you’re not a golfer, come

on down and enjoy a refreshment and some social time with friends in the club-

house or patio area! And remember, we welcome dogs, so bring them too for a

treat! See you soon!

IMPORTANT INFORMATION FROM ARCHITECTURAL CTE. I wish to review what our Committee deems an emergency and to describe the backup pa-perwork required. Emergencies as defined by the Architectural Committee are: a leaky roof, health-related emergency air conditioning, dangerous electrical issues, emergency plumbing leaks and loss of structural integrity. Deferred maintenance which become an emergency due to owner’s lack of repairing a problem is not an emergency. Procedure: If you believe an issue is an ARC emergency, notify the OCA Business Office and follow their instructions. The Architectural Request Form must be accompanied by a copy of the invoice from the licensed contractor with a detailed list of what work will be done.

Also include a copy of the brochure indicating what material and design will be used, i.e. roof shingle color, etc. A request deemed an emergency will be reviewed for completeness and dealt with by the Committee Chairperson as soon as possible. Non-emergency ARC requests if turned into the Business Office by the 1st of a given month, will appear on that month’s Committee agenda. If recommended for approval by the Committee, this request will go to the Board of Directors meeting on the 4th Wednesday of that same month. Thank you, Pat Vaszorich

6. SECRETARY’S REPORT: Secretary Flanders provided the following report: Summary of Executive Session meeting, January 28, 2015

A contract renewal with a third party vendor was approved. A committee was authorized to store files at the OCA Business Office. A recommendation from a committee was approved. A new Activities Group was approved. An authorization was approved to record the candidates forum scheduled for February 26, 2015 in lieu of the February 25, 2015 Board Meeting. An authorization was approved to initiate foreclosure on two properties. Two (2) deposits were approved for payment for the initiation of the foreclosure process.

D. Finance Committee Recommendation – Rollover CD with Ally Bank for 36 mo for $100k: M/S, Faulkner/Libby, to ap-prove the CD rollover with Ally Bank for 36 months in the amount of $100k, effective 2/25/15. Carried 6-0.

E. Finance Committee Recommendation – Rollover CD with Bank of China for 48 mo for $100k: M/S, Faulkner/Romans, to approve the CD rollover with Bank of China for 48 months in the amount of $100k, effective 2/25/15. Carried 6-0.
