During the first 14 months of the program, 697 patients were screened for admission, of which 363 enrolled in the program, 168 have been connected to mental health services, 40 started outpatient substance use disorder treatment, 191 connected with emergency housing and 72 are no longer homeless and are living on their own or with family. With COVID-19, more and more people are working from home and not returning to the office environment. The Peak Fire in Chatsworth Tuesday, and the current Lake Fire currently blazing near Lake Hughes, point out that fire season has exploded with the high temperatures and low humidity. Cal Fire Chief Lucas Spelman has told Valley News Group in a previous article that in California now, fire season is “all year long.”

10 Employees at Will Smith’s Calabasas Company Test Positive for COVID-19

Will and Jada Smith’s production company, Westbrook Inc, based in Calabasas, had at least 10 employees test positive for coronavirus last week, according to the L.A. County public health website. According to a statement from the company, “All 10 were retested and received negative results.” The Department of Public Health is conducting an investigation, and the employees are staying home for 10 days as required.

Woodland Hills resident and composer David Williams, above, just scored a new film. “We Die Alone” from Marc Cartwright stars Baker Chase Powell, Ashley Jones and Samantha Boscarino. It will arrive on video on demand and Amazon Prime Friday, August 21. Williams has scored over 50 feature and television films encompassing a wide range of styles and genres. Jesse Bublitz, right, has received his Ph.D. from Rochester Institute of Technology in Astrophysical Sciences and Technology.

Bublitz traveled to Granada and Madrid, Spain, to make observations with the large single-dish radio telescope (IRM 30m). He was awarded

the Chateaubriand Fellowship by the French Embassy in the United States to work in Grenoble France, for four months at the Institut

de A’astrophysique Grenoble. After that he has accepted a position as a postdoctoral researcher at the Green Bank Observatory in West Virginia, where he will pursue his own research, as well as learn to

operate the Green Bank Telescope. Bublitz is a graduate of Viewpoint High School and UC Santa Barbara. At both schools

he was an award-winning honors student.

West Hills residents and husband and wife duo Jared White and Lili Pilikian have produced a documentary entitled “100 Years from Home” that will make its broadcast premier on PBS SoCal on September 1 at 8:30 pm. The film focuses on Pilikian’s parents, who would have never met, and a new family and generation would never have formed, had her ancestors not been targeted and forced to flee their homeland during the Armenian Genocide in the early 20th century. Pilikian came to the grim realization that the systematic killings of her people is a reason why she is alive today, and embarked on a storytelling journey that subsequently led to the film. “100 Years from Home” is a vivid portrait of an American woman grappling with questions about cultural identity, intergenerational trauma, family, survival, and finding her place in her community and the world as an Armenian. The harrowing-yet-hopeful documentary was produced by the duo and directed by White, a non-Armenian who offers a unique outsider’s perspective on the subject. “My culture and identity is something I’ve always struggled with, and it’s probably something most people don’t even know about,” said Pilikian. “Jared and I were able to tell the ‘100 Years from Home’ story in a way that allows people who aren’t Armenian into this world.” Born in Los Angeles, which is home to one of the largest Armenian populations in the world, Pilikian never felt fully at home as an Armenian or as an American. Her struggles are common among American-born children of immigrants. While “100 Years from Home” deals with weighty issues, in the end, the story is a hopeful one. Pilikian comes away from the experience with a much stronger sense of herself and her heritage. The film was nominated for “Best Documentary” at the 2019 Arpa International Film Festival in Hollywood.

Is it possible to elect honest people to serve on the Los Angeles City Council and other political offices?

With FBI investigations into L.A. City Hall corruption involving elected and appointed officials and developers, and the recent arrests of two veteran council members, one might believe there are additional investigations brewing at City Hall.

With an annual salary of nearly $214,000 along with many perks, one might think that only people with the core values of honesty and integrity would consider entering the political arena and working for municipal government. The basic lessons of honesty and integrity apparently have not been a characteristic for everyone engaged in city employment.

In past years, it was ATF Special Agent Elliot Ness and the “Untouchables” that went after Al Capone and others who broke the law. Today it is agents with the FBI and U.S. Attorney Nick Hanna and his team of attorneys that are going after corruption at City Hall and beyond. When FBI agents arrive in their raid jackets, people pay attention and word spreads throughout the Los Angeles region and around America.

Former Councilmember and Reserve LAPD Officer Mitchell Englander pled guilty following his arrest on political corruption charges, without going to trial. That is very unusual and demonstrates the strong case against him. On the other hand, Councilman Jose Huizar has asked for the Federal Public Defender to represent him as he prepares to fight the multiple corruption charges he is facing. As we know, the justice system is slow and cumbersome at the best of times. With COVID-19 the entire criminal justice system has slowed to a glacier pace.

While some members of the City Council and other high-

Rantz & Ravez from Dennis Zine ranking city officials have been implicated in various forms of corruption including the Office of the City Attorney, federal investigators have kept busy with search warrants and “raids” at various locations and at least one residence.

Los Angeles has attempted to keep a watchful eye out for corruption at City Hall. There is the City’s Ethics Commission - an expensive city bureaucracy that is basically useless in discovering corruption. They levy fines for various technical violations that are not even close to corruption. One former commissioner of the Ethics Commission was recently taken to court and removed from running for a council office when they attempted to run for the seat

in violation of the restriction required after resigning from a city commission. Talk about dishonesty and lack of character!

There is also the Controller’s office. Controller Galperin has done a good job with his personnel in conducting audits. Unfortunately, the Mayor and council usually dismiss the findings brought forward by Galperin. If given additional resources and investigators, the Controller’s Office could launch more investigations and be a useful tool in uncovering City Hall corruption.

Councilman David Ryu has introduced a motion calling on the city to consider establishing “The Transparency Office” to handle corruption at City Hall and establish another multi-million-dollar department to try and keep dishonest people honest. The Office of Anti-Corruption and Transparency would oversee,

investigate and have the ability to subpoena city officials.

It has also been proposed that an Inspector General be established for land use and development. We will see where this motion goes. Since the city is running on limited and reduced funding, is it time to develop a new department that will cost millions of dollars to operate to keep elected officials honest?

•••Defund the police and you may

be the next victim.As of August 8, 2020, the

LAPD has been reduced to 9,922 officers. On July 4, 2020, the department was at 9,991 officers. As you can see, the LAPD is following the direction of the Mayor who called officers “killers,” and the majority of the city council in reducing the number of officers and tightening the belt with the reduction in funding.

As of August 8, homicides are up 17.2% and GTA is up 34.2%.

•••Now for some good news…Rents in Los Angeles are

falling even for luxury buildings. The COVID-19 virus has helped reduce rents in Los Angeles and other cities across America. In downtown L.A., the rent for a 566-square-foot one-bedroom unit that was $2,286 a month is now $1,771. If you are in the market for a new residence, it might be time to check out current rents.

Remain healthy and try to remember the “good old days” when you could go out to dinner and not wear a mask...

One might think that only people with the core values of honesty and integrity would consider entering the political arena and working for municipal government.

headlines telling us that small businesses everywhere are dying. Every night we listen to our newscasters report about another iconic local favorite spot closing their doors forever. We are shocked when we hear from friends that their business simply couldn’t survive this pandemic anymore. So now here I am asking you - when is enough ENOUGH?

There are some local heroes among us doing their best to raise awareness and bolster community support.

One such hero is Kimberly Holman-Maiden, the incredibly wonderful, hard working owner of Pickwick’s Pub in Woodland Hills. Her love of small businesses has led her to not only create an incredible community on Facebook (Maiden Community - go join now!) but her infectious, positive energy is impossible to ignore.

In fact, at a time when her own business is greatly suffering and needs support, her focus is on helping others and ensuring that fellow small businesses don’t close on her watch. That’s extraordinary community dedication right there and we are lucky to have her in our corner.

While thousands of small businesses desperately navigate their way through the current COVID-19 bureaucratic nightmare, millions of questions need to be answered.

This scenario is close to describing the desperation so many business owners are feeling right now, and they CANNOT get answers. They are calling local agencies, city agencies, state agencies and national agencies and nobody can provide solid answers. Even worse, some agencies attempt to give answers that then put businesses in even more precarious situations.

Take Jill Eastman and her business, Academy for Salon Professionals. Also known as Academy LA, this state-of-the-art

beauty school and salon, located in Northridge, provides affordable, top-notch cosmetology and esthetics educational programs and is accredited by the National Accrediting Commission of Career Arts & Sciences, Inc.

Eastman is no stranger to steering her business through mountains of paperwork and red tape. When COVID hit however, everything changed. She explained to me how she was shut down but wasn’t given any direction. The academy went virtual, but teaching cosmetology and esthetics without hands-on learning is quite difficult.

Eastman spent 12 hours a day for weeks filling out form after file after packet in hopes that she could get answers as to how to best serve her students and faculty. She kept getting different answers from different agencies as to when she could open safely and how she could open safely. Most couldn’t give any answers at all. She started dipping into her savings to keep everything going and she is still barely hanging on, just hoping that she can go back any day to honorably working her business that she loves so much. When asked about her experience so far, Eastman said, “COVID-19 has taken so much from everyone. For us, it has taken away our students’ ability to connect. We are still trying to teach virtually but there is only so much that can be done through a screen. Our students need hands-on education and right now that is impossible. Before the pandemic we also offered salon services to the community and that has been shut down too. I am desperately trying to keep

everything and everyone afloat, but I don’t have anything left to tap or anyone to borrow from anymore.”

These businesses that are dangerously teetering on the edge don’t just impact their owners’ lives. They impact everyone’s lives in the community. Academy LA, at its core, is a higher learning institution that provides tremendous career opportunities. They have helped countless women, who have gone through a divorce or had a spouse die, become financially independent for the first time in their lives. They help students who felt that they didn’t have a path or a chance to build lucrative and glamorous careers. Their salon, when open, also provides free services to cancer patients and seniors who need help.

If Academy LA disappears, the chain reaction is devastating to so many in our community. The owners, the teachers, the students, the clients, the families, the kids, you, me… we cannot just sit back and let this happen.

So, what can we do? Well, here are some ideas:

1. Join the Maiden Community on Facebook. Seriously, Holman-Maiden is doing great things and shining a light onto amazing businesses. I guarantee that there is someone on her list that you haven’t experienced and will love.

2. SHOP SMALL. Seriously. It is entirely too easy to shop on Amazon right now but your purchase, no matter how small, could mean the difference between a small business dying or having a chance to fight another day.

3. Do your homework. Read this paper, connect with your local chamber of commerce, look at the ads in the local magazines, check out location and niche hashtags on Instagram and Facebook, ask your friends for their recommendations, etc. A little bit of research can go a very long way.

4. Ask me! [email protected]. I’m happy to connect you to many magnificent small businesses just ready and waiting to help you out.

We can’t let these businesses disappear. We can’t abandon these business owners in their time of need. I know that together, we can find the answers, support each other and save our community from vanishing before our eyes. Won’t you join me, please?

out there, many of us are homebound. So it’s been a time for reading, maybe cleaning and watching movies via HBO Max, Netflix and Hulu.

But if you are looking for something new entertainment-wise you might want to check out Peacock Premium, NBCUniversal’s on-demand streaming service which debuted nationwide on July 15.

Peacock Premium offers hundreds of classic movies from Universal as well as countless shows from NBC like “Saturday Night Live.” More than 13,000 hours of movies and shows with advertising are available for free on Peacock. However for $4.99 a month a Peacock Premium subscription will provide you access to exclusive content.

If you hate commercials, Peacock Premium Plus will remove most ads for $9.99 per month which is great, however a Peacock Premium subscription does not offer as much as other on-demand services like Amazon Prime Video, Hulu or Netflix.

One day after they air, NBC’s primetime series will be available on Peacock. The network will also provide content from such live TV shows as “The Today Show,” “The Tonight Show” starring Jimmy Fallon and “Late Night With Seth Myers.”

Some shows from other networks like “Downton Abbey,” “Ray Donovan” and “Pawn Stars” will also air on the Peacock Network.

There are also about a dozen exclusive series and documentaries that can only be viewed on Peacock, like Dale Earnhardt Jr’s documentary series “Lost Speedways” and “Psyche 2: Lassie Come Home,” a new film that continues the USA mystery series.

releases are currently absent due to agreements with FX and HBO. For example, some key Universal pictures like “Fast and Furious” and the charming animated “How to Train Your Dragon” are currently on competing services like HBO and Amazon Prime but eventually they too will be available on Peacock.

provides decades of classics like the works of Alfred Hitcock and 2013’s “Lone Survivor.”

And the new service has promised that upcoming movies like “Trolls World Tour” will eventually come to Peacock.

Attention sports fans. If you don’t have access to NBC Sports you will also be able to use the Peacock Network to watch live Premiere League matches and the 2021 Olympics.

On the down side, Peacock doesn’t offer support for 4K and HDR video or Dolby Atmos sound which are all offered by Netflix, Amazon Prime and Disney Plus.

VNG: How has coronavirus most impacted your field of work?

Allen: The biggest impact is being shut down and not being able to do my work. When they shut us down at the beginning we got it– no one knew what the problems with COVID were. That first shutdown was crazy.

With this second shutdown Newsom says we can work outside. I have a patio – most places don’t have patios. The kicker is you can’t do shampoo or color. So nobody can make any money. Our industry has always been sterile – a super clean environment. It’s easy to stay six feet distant, put plastic dividers between shampoo bowls and screens over our face – but Newsom has a things with hairdressers and manicurists. It’s like buying a car and not getting the keys.

It’s affected me creatively. My whole life is being an artist. We’re essential to our clients. If they don’t get color done it’s very depressing – black roots and grey hair on top of everything else this year is awful.

VNG: What is the most surprising obstacle that you have had to face in the midst of this pandemic?

Allen: For me it’s being anxious all the time. For clients a big obstacle is people being so nervous in the salon. We take your temperature and do all necessitated. Most people are okay with that but some want to be the only one in the salon at that time. Emotions are shot from this. We make women feel good – wearing the

mask makes it more difficult. We can’t cut to the face because the face is covered.

VNG: W h a t is the most dramatic change you’ve had to make in your business?

Allen: Not being able to do color and shampooing. 98% of clients all get color.

VNG: How has coronavirus most impacted you?

Michael: Covid-19 has most impacted my education by shifting the classroom environment from an in-person setting to an online one. This creates a disconnect from the teacher-student relationship and creates a lack of motivation to complete assigned tasks.

VNG: What is the most surprising obstacle that you have had to face in the midst of this pandemic?

Michael: The most surprising obstacle that I have faced in the midst of this pandemic is how hard group work is. Because of social distancing, it has become much harder to complete projects than it was before. Instead of in-person collaboration, everything is pushed into Zoom meetings that take more time than normal and make collaborating harder than it should be.

VNG: What is the most dramatic change you’ve had to make?

Michael: The most dramatic change in my education is the fact of not being in the physical school setting and classroom. Lectures, test taking, etc. are now much different and feel disconnected/foreign to me. Many of my

peers, and myself, prefer in-person instruction.

Also, all senior activies are cancelled so basically I don’t even have that typical senior year. There’s a possiblity in Spring that half of instruction will be back in the classroom but I doubt it. I just hope that by the time we get to my freshman year of college, I can actually

go to a campus. At this point, all official college tours are cancelled and admissions aren’t even asking for the typical SAT or ACT scores.

VNG: Has this pandemic changed your perspective?

Michael: I now realize how important in-person instruction is and how I

took it for granted before. It is just not the same when your teacher is talking to you through a computer screen.

VNG: How do you want this experience to change you moving forward?

Michael: I hope that this pandemic changes the way that I look at normal education. I hope that I can appreciate it more now that I know what distance learning is like.

VNG: What is giving you hope right now?

Michael: The thing that’s giving me hope now is that this will all be over eventually. We just have to do our part in curbing the spread and it just gives me solace to know this won’t last forever. Nothing is forever and that can be said about a lot of things.

pandemic changed your perspective of the industry you’re in?

Allen: Lot of hairdresseres are losing their lust for it, their love for it. Now it’s just all about how to keep clients and make money. It’s survival right now.

VNG: How do you want this experience to change you or change your business moving forward?

Allen: The big thing for me is I would average 10+ people a day, now I do three people a day. I was starting to cut back now to working four days a week. Now I’m working seven days a week and some days I only see one person. When this is over… I’ve always worked five days. If I have to work six days I’ll do it.

I’ve been doing hair 52 years – and am still as motivated and creative as ever. I’m fast – can do five to six people a day – if allowed.

VNG: What is giving you hope right now?

Allen: My clients. They are responding and call me. Some want to pay me a year in advance to help me. It’s totally mind blowing to me. Clients have done that – they are so appreciative I’m meeting them when I can, when they need. Going forward when we reopen we’re going to make sure we go by the rules. Take a temp and write it down. Wear masks. Keep it sterile, see fewer people.

When we first opened back up we did it – and no one got sick.

Clients need to feel safe – this is not going away.

milk delivery was on your doorstep. But what’s that saying? - “If you live long enough, everything old is new again.”

So, back in Bridgeport, Connecticut and probably elsewhere as well, COVID has rekindled delivery of the dairy! Doug Wade, Jr., President of Wade’s Dairy in Connecticut, inherited the business from his father, who home delivered milk in glass bottles for near a century. It just got to be too old fashioned; customers had dwindled, wooed by grocery stores offering cheaper milk that kept longer. Women had gone off to work, leaving no one home to accept deliveries.

By 1992, Wade Dairy shut down home delivery. Now the coronavirus has resurrected that last issue. Everyone is home now. Meanwhile, many of the clients that Wade’s had pivoted to serve - restaurants, schools, corporate dining facilities - are closed.

you over 65? Your coverage may be incomplete. You may be at risk.

Lately, we have seen a lot of people over 65 being terminated, losing group health insurance, and transitioning onto COBRA.

Is your employer offering to pay for several months of COBRA? Be careful as this may give you a false sense of security.

Even though your employer is paying for COBRA you may find that your claims are being denied by the insurance carrier when your explanation of benefits arrives. You do not want a large medical bill when you can least afford to pay it. Most employers and HR departments are not aware of this exclusion of benefits under COBRA and are providing no guidance. This change should involve an exploration of Medicare and Medicare health plan options.

There is a potential problem if you do not also sign up for Medicare Parts A and B when you are over 65 and enroll in COBRA. This article was precipitated by a call from a woman experiencing this problem. I have also had a call from an attorney trying to help one of his clients with this same issue.

COBRA stands for Consolidated Omnibus Budget Reconciliation Act of 1983. It was designed to extend group health benefits for 18 months (sometimes more) for someone losing group health coverage. In California we also have CAL-COBRA which covers employers with fewer than 20 employees and can extend benefits for up to 36 months. You can continue the same coverage after termination under COBRA/CAL-COBRA, but you will pay the full amount of the premiums plus a 2% or 10% service charge.

If your employer has a group plan with 20 or more employees, that plan generally is considered the primary payor and Medicare can be the secondary payor (if you have enrolled in that coverage). We usually suggest that people turning 65 should probably enroll in Part A even if they have a company group policy, because Part A has no cost for most workers (consult with your HR dept.).

There is an issue as to whether people on a group plan with 20 or more employees should enroll in Part B, since the cost is at least $144.60/mo. There is likely no benefit to Part B enrollment if

If you are over 65 and you get terminated from your employment everything changes. You are no longer part of a group plan and Medicare becomes primary and your COBRA plan is secondary. So, if you have not already enrolled in Medicare Part A and B you can have a potential claims nightmare.

After termination, your medical claims will be submitted to Medicare, as they are the primary payor. What? You did not sign up for Medicare? Well, you will find out that COBRA will deny payment for any claim that Medicare would have paid if you had signed up for Part A and Part B – which generally is everything. Medicare is not obligated to pay, since you did not sign up for it. Who ends up paying the bill? You.

Some clients have been given verbal assurances by the HR Department of their employer that they do not need to enroll in Medicare, since COBRA will continue to pay as before. This is bad advice. If you do not get that guaranteed in writing from the COBRA carrier, do not believe it. That is not going to happen.

One other potential issue for someone over 65 who enrolls in COBRA: If you delay enrollment in Medicare you could potentially end up with a late enrollment penalty for Part B or D. You may also have timing issues with implementation. Enrolling at actual loss of the group plan is generally more advantageous.

If you are 65+ and on a group of less than 20 employees, you should enroll in Parts A and B unless the group contract specifically states that you are fully covered without being on Medicare.

Confused? We get it. Medicare causes

“Never in a million years would I have thought home delivery would come back like this,” said Doug Wade Jr., age 66. Time to get creative, he thought, and indeed he did. In April, he started a service that charges a $10 fee in exchange for crates filled with everything from eggs to cheese to yogurt placed on doorsteps. More than 250 customers from 25 towns signed up.

“At its peak, the dairy had more than 3,000 home delivery customers,” Wade commented. But by the end of the 20th century, the dairy had evolved into a processing plant, pasteurizing milk from local farms, managing innovations, 80 employees, including 40 drivers. “The pandemic surely jolted the business back into action,” said Wade.

Wade worries about how restaurant customers will survive.

His delivery business model could expire when normal life returns. But he is driven by nostalgia too. He recently purchased a vintage hand-cranked cream separator. And despite his age and asthma, he can’t keep away from his office.

“I probably shouldn’t be coming into work, but you know, this is my life,” he said. I’m a milkman!

July Home Sales Highest Level in Over Two YearsBy Michael Bloom

According to the California Association of Realtors (C.A.R.), the sale of California homes in July set a record high.

A total of 437,890 single-family homes sold in July. This total is up 28.8% from June and up 6.4% from July 2019.

The median home price was $666,320, up 6.4% from June and up 9.6% from July 2019. Year-to-

properties continue to propel the statewide median home price, as those who tend to purchase more expensive homes are less impacted by the economic recession. Furthermore, high demand in resort communities is another variable that’s fueling the increase in home prices, as a new wave of remote workers

Additionally, sales of higher-priced homes bounced back faster than the rest of the market.

Leslie Appleton-Young, C.A.R.’s chief economist, says, “Stronger sales of higher-priced

“There are tenants looking for space,” said Cook. “But not as many as there were a while ago. We are already seeing deep discounting and I think there is a market timing event on the horizon.”

“We’re probably doing five deals a month,” said Gelb. I think if we had more small space, less than 1,000 square feet, we could lease more. Now that kids are being home-schooled, people can’t work from their home offices as efficiently.”

Who is leasing? According to Silverstein

there is a lot of pent-up demand for medical space. Doctors and practitioners are looking for their own space, not necessarily into medical buildings but more retail space with immediate access from the street. Gelb agreed. “We’re leasing to home health care, hospice and

said Silverstein. “You don’t see a lot of five to 10 year leases. We are seeing a lot of subleases - companies letting go of space they don’t need.”

He said the sublease market expanded by 50% right away with the pandemic. “Larger companies are giving up space because they’ve tried remote working - and it’s working.”

Is the market dead, dying or dormant?

“It’s in the Twilight Zone,” said Cook. “Most surprising is how impactful it has been in such a short period of time. There will be long-term effects, but I’m not sure we have seen all the short-term effects yet.”

Silverstein concurred. “We have a two- year period until we see some sort of stability. Right now if COVID occurrences come down we could move forward, but if they jump back up this winter it could throw us right back in the same boat.”
