Message from Chief Anne
The Nuu-chah-nulth Tribal Council put on a two
day Strategic Planning Session in Courtenay on
November 21st and 22nd, 2013 to discuss the
direction we would like to see the tribal council
go.
The facilitation by Priscilla Sabbas-Watts helped
identify political and organizational priorities of
the NTC, Tribal Council Executive, Program
Managers, Leadership and Administration from
the nations.
This plan allows us to work more effectively
towards achieving our goals and supporting Nuu-
chah-nulth communities. It also allows us to
assess and work towards where we want to be in
5, 10 and 20 years from now as a Tribal Council.
Strategic plans need to be revisited and re-
evaluated on a regular basis because priorities
change and shift, leadership changes, or new
issues emerge. It is important to chart a clear
path forward to guide our work together. Also,
with the recent election of President and Vice
President it is timely to be able to guide them in
the work they do on behalf of the Tribal Council.
Toquaht Chief and Council, along with the other
four Maa-nulth nations met with the Minister of
Aboriginal Relations and Reconciliation (MAAR) on
December 03, 2013 to sign a Government to
Government Memorandum of Understanding as
provided for in our treaty. Minister Rustad stated
that his mandate is to work with the five Maa-
nulth Treaty Nations to assist and help us achieve
success with our priorities. He would like to visit
each of the five communities in the future for a
first hand view of what our needs are.
I thanked the Minister and BC for moving so
promptly to alleviate the impacts of the closure of
our Toquaht Bay Marina and Campground this
year by helping us build the new Secret Beach
campground. The Boat Launch and our Marina
are still closed due to contamination, which
unfortunately may affect attendance at the new
Secret Beach campground. The Minister ensured
us that MARR is working diligently on various
options, and we hope to gain access to the water
as soon as possible.

It’s hard to believe another New Year is upon us! The Toquaht Nation Administrationhas been working on a number of things over the past year, and the upcoming year willbe no different.
Over the past year, we have made an effort to connect more with Toquaht citizens wholive away from our traditional territory. We re-designed our website and update it asregularly as we can, and we also have social media accounts with Facebook, Twitterand Instagram so you can keep up with all things Toquaht. (Our Facebook page is atwww.facebook.com/ToquahtNation and our handle on Twitter and Instagram is@ToquahtNation – please like and follow us!).
We also held a Constitutional Referendum in September that failed due to a lack ofvotes. We are holding a ‘second try’ in January, and we need every Toquaht citizenover the age of 18 to exercise their right to vote! We must receive everyone’s voteby 6:00 PM on Monday, January 27th, 2014 (either by mail, or by handing it in inperson on Jan. 27th at the Port Alberni Friendship Center from 1:00 – 6:00 PM). Wecan even arrange to have your ballot picked up from your house! For full details, checkout a special website that has been designed specifically for this Referendum: www.tfn-referendum.ca. On that website you can see the changes that are being proposed (aswell as a ‘plain language’ summary), and if you have any questions don’t hesitate tocall the office toll-free at 1-877-726-4230 and ask to speak to me (Sarah) or Anne!
There is another thing to look forward to in the New Year: a Toquaht Youth Council! Ifyou or any of your relatives are Youth between the ages of 13 – 29 and are interestedin being more involved in the Toquaht Nation’s affairs and governance, please get intouch with me at our office (toll-free) at 1-877-726-4230. You can also send me amessage over Facebook if that’s easier for you. Do not let location be a barrier! Thereare a lot of options these days with conference calls, Skype, etc. and if you areinterested in being a part of the Toquaht Youth Council, I will do absolutely everything Ican to make sure you can take part. I really want this to be Youth driven, obviously, soI’m not sure what it will look like yet – I just want to get some Youth involved and thensee where they want to take it!
I will close out with that. I hope to see all of you at our next People’s Assembly, whichis at the Best Western Barclay Hotel in Port Alberni on Saturday, January 11th from11:30 – 4:30, where we will celebrate the New Year with a community lunch and givefull details (and answer any questions) about the upcoming Constitutional Referendum.I hope to see you there!

This past summer I completed the Management Skills Program inVancouver. The course teaches first time supervisors skills to manage staffand co-workers. This program helped develop my leadership skills to enhance my performanceas the Director of Lands, Public Works and Resources.
I’ve also completed a Technical Writing course at BCIT. This course develops and improvestechnical writing skills. This enhanced my ability to generate, draft, and revise documentstypical of the construction industry including, letters, memos and email. Key elements wereformatting, and sentence and document structure. Grammar and punctuation were also touchedon. This has been extremely useful when I respond to referrals, reports and proposals.
I’m currently enrolled in a workshop hosted in Vancouver this month called Links to Learning,which is a technical training forum, offering over 60 workshops to choose from. I have chosenIntro to Land Management, Advanced Proposal Writing, Project Management, andTaxation. All these workshops I feel are beneficial to my position.
I’m also enrolled in a 8 month course called Leadership Vancouver Island (see page 11). Theparticipants engage in community leadership developmentthrough several dynamic individual and group learningopportunities during the program year. We will take turns inthe “Leaders of the Day” role, which share the facilitationduties for the day.

Beef & Cabbage Stir-Fry with Peanut Sauce

1/3 cup orange juice
3 tablespoons reduced-sodium soy sauce
1 tablespoon rice vinegar
2 teaspoons sugar
4 teaspoons canola oil, divided
3 cloves garlic, minced
1 pound sirloin steak, trimmed and thinly sliced (see Tip)
1 small head Savoy cabbage, thinly sliced
2-5 tablespoons water
2 medium carrots, grated

2. Heat 2 teaspoons oil in a wok or large skillet over medium-high heat.

3. Reduce heat to medium. Swirl in the remaining 2 teaspoons oil. Add
ĐĂďďĂŐĞĂŶĚϮƚĂďůĞƐƉŽŽŶƐǁ ĂƚĞƌĐŽŽŬƐƟƌƌŝŶŐƵŶƟůďĞŐŝŶŶŝŶŐƚŽwilt, 3 to 5 minutes. Add carrots (and more water if necessary toƉƌĞǀ ĞŶƚƐƟĐŬŝŶŐŽƌďƵƌŶŝŶŐͿĂŶĚĐŽŽŬƐƟƌƌŝŶŐƵŶƟůũƵƐƚƚĞŶĚĞƌĂďŽƵƚ3 minutes more. Return the steak and any accumulated juices to thepan, then pour in the peanut sauce and toss to combine. Servesprinkled with peanuts (if using).

Lisa is working on a project to get recycling happening out at Macoah and to
generally encourage lowering our Carbon Footprint, so here are a few steps in the
right direction.
1. Maintain proper tire inflation for your car; check your tires weekly.
2. Install weather-stripping on windows, doors, and attic hatches.
3. Close your drapes and blinds at night.
4. Wash your clothes in cold water.
5. Walk, cycle or inline skate to work one day a week.

KIDS SCIENCE WORLD PROJECT – SUMMER 2013
This past summer, our Youth Worker Gloria Webber took some Toquaht children toVancouver on a Science World Adventure. Six children were able to go with her andchaperone Patti Williams, and they spent a day at Science World and a day at the
Vancouver Aquarium. These fun environments were perfect for the kids to learn newthings in an engaging way, which is a much more enriching than learning from a book!

LEADERSHIP VANCOUVER ISLAND –
WEST COAST CHAPTER
In the fall of 2013, a new program began in ourarea called Leadership Vancouver Island (LVI) –West Coast Chapter. LVI is a program that hasrun out of Vancouver Island University in theNanaimo area for almost 10 years, but this isthe first time is has come to the west-coast.
It is a 8-month leadership program that hasparticipants from all over the west-coast:Toquaht Nation, Ucluelet Nation, Tla-o-qui-ahtFirst Nation, Ahousaht Nation, and the towns ofUcluelet and Tofino. Participants cometogether once a month on ‘program days’ (thatrotate through each of the communities) tobuild leadership skills and work on localcommunity projects. This exciting programbegan in September and will wrap up aroundMay.
Our Director of Lands, Lisa Morgan, andCouncillor Noah Plonka are representing theToquaht Nation in this program, and wecouldn’t be more proud to support these twoleaders within our Nation!
