The month gone by began with the promise of goodness and
festivities, and eventually got eclipsed with a rather unfortunate
deluge that engulfed the roads, hopes and happiness. With time,
the tides turned and the sun regained its lost splendour. Karma
suffered its share of the setback too. Our resurgent team came
to the fore once again, and like the phoenix we resurrected
ourselves. The world of HR moves on as usual.
We tried to make Sanwad more specific to HR news and views.
However, based on the feedback received we realised how
much the lighter sections of our newsletter were being missed.
We are happy to bring humour back into Sanwad. Thank you for
your feedback, and for allowing us to grow and improve.

Institution of Central Inspection System for Integration of Systems
The constitution of Central Inspection System(CIS) has been aimed at integrating the Independent
Inspection system of the Labour commissionerate.
In CIS following Acts/rules under Labour commissionerate, Directorate of Industries Health and
safety, Maharasthra state Pollution Control Board and Maharashtra Labour Welfare Board will be
considered.
• All inspection will be directed through CIS
• Inspection will be schedule online.
• The inspection duration is as per the category of industries i.e. Monthly, quarterly,
Half yearly and yearly.
• Inspector’s visit on rotational basis.
• Report to be uploaded on CIS system by inspector within 48 hours from the time of inspection.
• Third party certification / Self certification is allowed for low and medium risk industries.
• Risk based inspection procedure for various departments.

Certificate of CoverageOnline generation of Certificate of Coverage (CoC) is now active for International workers and

Tamil Nadu HolidaysThe notification made to the Tamil Nadu National Festivals and Holidays Act allows for the inclusion
of special holidays within the scope of the days considered. View the official notification at

Jammu and Kashmir2 notifications issued by the government of Jammu and Kashmir mandate the issuance of the
registration certificate in Form C within 15 days, and the issuance of standing orders by the

Moving to the cloud gives HR more power
Moving to the cloud gives human resources more power and spells a lot of value for chief financial officers,
as it means built-in cost.
Impact of technology on HR
A couple of things are changing in terms of how organisations can use technology and what they expect it
to do for HR. In the past there used to be so much focus on business process, but now we are seeing much
more focus on how the HR system gives us guidance. One of the biggest transitions that has happened in
the last 10 years is the rise of mobile and when you get to the fact that technology is in your pocket and what
the tools allow you to do, it changes HR from record-keeping and process management to information.
One of the biggest shifts we see happening right now is that as companies think about the digital
experience, there is a question about whether this is only mobile or could it be done on any device.
India and the Transition
Traditionally you would see a big focus on core HR and payroll. Now India is focusing a lot more on
employee experience – what it’s like for the employee to use the system, how employee is empowered
through the system... The emphasis is more on better information and better access for the employees.
Making the shift to the cloud
The first thing is access to technology. In the on-premise world, HR is dependent on IT to do everything –
whether it is an upgrade or configuration, etc, all this has to go through IT. And IT kind of looks at HR as you
are cost centres for the business, not profit centres. Moving to the cloud gives HR the power to say I update
when I choose because that’s part of the cloud. It gives HR access to newer technology and not wait for
permission from IT. More importantly, it has a lot of value because of the predictive nature of the cost. You
know how cost is going to be, you know your first implementation, you know your subscription, you can
plan for it in advance. You don’t have to wait for or budget for, you don’t have to think of expenditure
because it is a built-in cost and hence better from a planning standpoint.
Security on-Cloud
When we were in on-premise world we were still sending third-party content, where HR data is still being
sent to places where you have no idea about security. The question is more visibility and with that comes
more responsibility. Control over the process and a reliable partner can help greatly.
Human Resources
Manpower outsourcing has become a much-talked about phenomenon where recruitment and staffing is concerned. It has proven a viable option for several companies in many situations, and the avenue for outsourcing manpower continues to grow.
The decision to recruit a resource on the payroll or look for an outsourced solution can be a tricky one. It depends on several factors including the nature and duration of the job, the resources available at hand, the investment required and the level of expertise the job demands. There are many distinct advantages that both bring, and neither is without failings. Here is what outsourcing and hiring can bring to your company.
IN-HOUSE RECRUITING
- Fosters progress, since there is active engagement with employees, and free exchange of ideas. Also promotes a better, more collaborative working environment.
- The security of a salary and benefits often lend to more sustainable relationships with extended loyalties. The chances of leaving are lower.
- Greater security to intellectual property and working solutions owned by the company.
- Issues and crises are resolved with greater immediacy.
- Proves more attractive when pitching to external audiences like clients and other investors.
- Can sometimes be hard to find quality talent required for a job, being more location bound.
- Proves to be a longer process with formalities, recruiting and on-boarding. There is also the need to cater to employee benefits as commensurate with norms
OUTSOURCING
- Resources available for jobs are highly skilled and specialised at their work. There is little training or orientation required
- With the avenues available today, finding the right resource for the job is much easier, and works better for companies even if the person is located far away.
- This method works perfectly for shorter term projects which are of shorter durations.
- Checking for credentials of the resource is difficult, as it can often be highly exaggerated. There is also a risk of exposing intellectual property and confidential information
- There may be communication gaps with different working times and styles between the organisation and freelancer.
- This usually proves to be a more expensive option since resources charge higher sums for projects.
