Taking an overview of theprevious economic session, thebilateral trade between India-China in 2015 amounted to USD71.64 billion and registered amarginal increase compared toUSD 70.59 in 2014.

Indian exports continued to decline due to numerousreasons like- fall in the export of iron ore , a decreasingdemand in view of China's slowdown as well asrestrictions on exports. The export decline was alsoattributed to a rising dollar which according to the Indianexporters, is having a negative impact on their profits.The deficit issues continue to be a point of discussionbetween the two countries and thus India is pressingChina to open up more of its markets to IT andPharmaceuticals, which are our main strengths. Both thecountries agreed to form a special task force during thevisit of the Prime Minister, Narendra Modi, to Beijing inMay last year, to review the deficit issue.

India and China have both decided to undertake a jointstudy on the impact of regional trade agreement, a first ofits kind effort by both the nations. This move also signalsthe growing ties between the two economies on theeconomic issues. The study will be conducted jointly bythe NITI Aayog and China’s Development ResearchCentre.

We must boost all-round cooperation, especially industrialcooperation. China can participate in "Make in India" bybuilding more joint industrial parks, incubation centersand manufacturing bases. With mature technology andrich experience, China can join Indian counterparts inbuilding railways, highways, ports and smart city projects.We should invite more and more Chinese Companies tojoin us in R&D and share applicable technologies with theIndian Companies.

China is planning to give a significant push to the jointbusiness and educational tourism in India & China in2016, which is being celebrated as the “China-IndiaTourism year”. Prime Minister Narendra Modi andChinese President Xi Jinping, during his visit to India in2014, had agreed to collaborate on the tourism front inorder to “reinforce the foundation of general goodwillamong the public”. And those collaborations are nowtaking shape.

We wish a great success to all our members for the Year2016 and look forward to welcoming the visitingdelegation from China in the coming month.

Li Yuanchao Held Talks with Indian VicePresident Hamid Ansari

Vice President Li Yuanchao held talks withIndian Vice President Hamid Ansari atHyderabad House in New Delhi on November 6local time.

Li Yuanchao said that ten years after hisprevious visit to India, India has impressed himwith great vitality of the society, remarkableachievements of development and fullconfidence of the people. Indian people are fullof expectation for China-India relations which isquite inspiring for us in the development ofbilateral friendship.

Li Yuanchao said that recent years haswitnessed the heartening growth of China-Indiarelationship. During President Xi Jinping's visitto India and Prime Minister Modi's visit to China,leaders of the two countries reached broadconsensus on developing China-India relationsThe China-India relationship enjoys greatpotential for development and broad space ofcooperation, and deserves the unremittingdevotion of the two sides.

Concrete efforts shall be made to implementconsensus reached by leaders of the twocountries and take the bilateral relationship to anew high. Efforts shall be made to maintain themomentum of high-level exchanges so as tolead the bilateral relationship. Efforts shall be

made to enhance strategic and economicdialogues and financial talks, speed upcooperation in major projects such as railwaysand industrial parks, and scale up two-waytrade and investment. Efforts shall be made toexpand cultural exchanges, and encouragepersonnel exchanges as the two countrieschoose each other as destinations of the yearof tourism. Efforts shall be made to properlymanage differences, maintain the momentumof boundary negotiations, and safeguard peaceand tranquility of the border areas.

Efforts shall be made to promote developmentof the region, align the Belt and Road initiativewith India's Act East policy, and boost mutualtrust and cooperation at the regional level.Efforts shall be made to strengthen China-Indiacooperation under multilateral frameworkssuch as the UN and G20, and strive for positiveoutcomes of the Paris Climate Conference.

Vice President Ansari said that mutual visits byPrime Minister Modi and President Xi Jinpinghave brought India and China closer. VicePresident Li Yuanchao came to India with theamity of the Chinese on the occasion of the65th anniversary of bilateral ties.

Ansari said that closer cooperation betweensuch major countries as India and China willhelp realize the dream of an Asian century. Thetwo sides forged a more closely-knitpartnership of development during President XiJinping's visit to India, demonstrating the greatpotential of bilateral relations and meeting theneeds of India and China as major developingcountries. The Indian side will press ahead withits cooperation with China in industrial parks,railways and other areas, increase two-waytrade and cultural exchanges, enhancecommunication and coordination in multilateralinstitutions and properly manage differencesby accommodating each other's wishes andconcerns.

Mr. Li Yuanchao, Vice President of the People'sRepublic of China met Prime Minister Shri NarendraModi today.

The Prime Minister warmly recalled the visit ofPresident Xi Jinping to India last year, and his own visitto China in May this year.

The Prime Minister said that there is tremendouspotential for India and China to grow their economic anddevelopmental partnership. He highl ightedopportunities in Railways, Smart Cities, Infrastructureand Urban Transport for cooperation between India andChina.

The Prime Minister welcomed the increased level ofinvestments from China to India and expressed hopethat the growth in the number of Chinese tourists visitingIndia will continue. He said that the ancient cultural tiesbetween India and China are a catalyst for growth ofstronger people to people relations.

The Prime Minister and Mr. Li Yuanchao agreed thatpeaceful, cooperative and stable relations betweenIndia and China are vital for regional and global peaceand prosperity.

India and China have decided to undertake a joint studyon the impact of regional trade agreements, a first of itskind effort by the two Asian rivals, a senior official hassaid.

The move also signals growing ties on economic issuesbetween the two Asian giants. The study will beconducted jointly by the NITI Aayog and China'sDevelopment Research Centre (DRC). The deal toundertake the joint study was signed during the recentvisit of NITI Aayog officials to China. "When I went to

India, China to study regional trade pacts

China we had a very good meeting with the president ofDRC and we agreed that we will jointly do a study on theimpact of the mega regional trade arrangements thatare being formed — how the TPP (Trans Pacificpartnership) that the United States has signed with 11other countries is going to impact us," ArvindPanagariya, vice chairman of NITIAayog told TOI.

"Whether India and China should try to join thoseagreements? Should India and China speed up theirown efforts at something like the RCEP (RegionalComprehensive Economic Partnership)? There are aset of questions which we would look up in this jointwork," said Panagariya. In recent months, India andChina have collaborated on several key issue includingat the ministerial meeting of the WTO in Nairobi.

A group of 47 countries — including India, China, SouthAfrica and host Kenya — had come together to arguethat the Doha Development Round should remain firmlyon WTO's agenda and had attempted to block moves byadvanced countries led by the US to focus on "newissues".

The rise of plurilateral trade agreements such as TPP,comprising a dozen countries led by the US, are asource of concern for developing countries such asIndia as they go beyond the WTO agreements in areassuch as intellectual property rights. This has raisedfears of adverse impact on access to medicines, giventhe weak patent rules that are proposed. Similarly, theagreement on investment is loaded in favour ofdeveloped countries.

Premier Li Keqiang presided over a meeting regardingdrafting the outline of the 13th Five-Year Plan, stressingthat the draft work should be in line with newdevelopment ideas that promote economic upgradesand social progress.

On the basis of new development ideas that featureinnovation, coordination, green development,openness, and sharing, the draft work should lay a solidfoundation for the nation to keep medium-to-higheconomic growth in the next five years, Premier Li saidafter listening to National Development and ReformCommission’s report on the draft work of the 13th Five-Year Plan.

Premier Li stressed that development is the top priorityof the plan and the draft work should be visionary andapplicable.

The Premier emphasized structural reform, especiallysupply-side reform, to create new driving forces andupgrade traditional driving forces through massentrepreneurship and innovation, urbanization andregional developmental coordination.

Information technology should be integrated with theeconomic and social development as the “Internet Plus”and “Made in China 2025” strategies can promote rapiddevelopment of the manufacturing industry, strategicemerging industries, and service industry, he noted.

He also stressed the plan should be able to improvepeople’s well-being, secure employment and alleviatepoverty.

The 13th Five-Year Plan is an overall development planfor the world’s second largest economy in the next fiveyears starting from 2016.

Smart City Plans for 95 cities received in the Ministry ofUrban Development have thrown up a variety of visionstatements ranging from becoming clean and green tobeing a multi-functional tribal hub.

A perusal of Smart City Plans of 50 cities revealed that11 cities aimed at emerging as clean, green andsustainable cities followed by 9 cities seeking toleverage rich cultural heritage legacy for stimulatingdevelopment, 8 cities stating economic growth anddevelopment upfront as the core of their vision and therest seeking to emerge as tourism hubs, port cities,education and health hubs, industrial and institutionalcentres etc., taking advantage of unique features andstrengths of respective cities. Promoting economicdevelopment, improving quality of life and enablinginclusive urbanization is mentioned as part of the visionby most of the cities.

As required under the Mission Guidelines, each of theMission Cities has formulated City Vision Statementbased on citizen consultations.

New Delhi Municipal Council (NDMC) in its visionstatement aimed at emerging as the global bench markfor a capital city.

Aligarh (UP) envisaged becoming an economicallyvibrant, environment-friendly smart city whileconserving heritage and culture, by promotingcommunal harmony and sustainable urbaninfrastructure.

Dahod (Gujarat) sought to emerge as a dynamic Dahodand a multi-functional activity hub for tribals.

Visakhapatnam (Andhra Pradesh) seeks to be ahealthy metropolis while Warangal in neighbouringTelangana is keen to emerge as vibrant regionaleconomic hub besides being clean and green.

Lucknow is keen about emerging as a clean, green andefficient citizen centric city with a modern economy andoutlook anchored in its tradition, heritage and culturewith better quality of life.

Executive Vice Chairman Mr. V. K. Mishra met withConsul General of the People’s Republic of China inKolkata Mr. Ma Zhanwu at New Delhi on 03rdDecember 2015.

Mr. Mishra briefed him about the activities of ICTC forthe development of Bilateral Trade and Investmentbetween both the Countries. Mr. Ma discussed aboutthe different situation of the five states covered by theconsulate and the way to promote bilateral trade andinvestment through enhanced exchanges andcooperation between People’s Republic of China andthe five states.

Executive Director of ICTC Mr. Amit Pandey, ViceConsuls Ms. Li Jing and Mr. Wang Xiang joined them inthe meeting.

India is the third largest base for tech startups in theworld, according to the NationalAssociation of Softwareand Services Companies (NASSCOM). There arecurrently more than 4,100 startup enterprises in India,and industry experts note that the number of startupsare expected to rise to 11,500 by 2020.

There are over 300 million internet users in India –another 200 million are expected to come online by2017. By 2018, around 8 million Indian companies areexpected to connect and perform transactions online.However, other analysts have stated that it doesn’tmatter if India has 300 million internet users, but rather,the speed at which they will need to access data shouldbe quick.

The Ministry of Communications and InformationTechnology wants to connect e-commerce companieswith its common service centers (CSCs) in villages.While the government has around 100,000 CSCs, itplans to set up another 90,000 by the end of March2016. The government believes such CSC will generateemployment by developing ancillary industries such ashandicrafts and textiles, amongst others.

Paytm has suggested that CSCs can be used aspayment banks, and also for recruiting bankingexecutives in villages. Snapdeal is already helpingkhadi (hand-spun and hand-woven cloth) productmakers in Uttar Pradesh state sell their products online.Infibeam has a team to train village level entrepreneurswho are already helping with helping and dispatching ofonline orders.

The Digital India campaign hopes to connect villageswith broadband internet. Mckinsey has reported that thecountry’s GDP will be boosted by U.S. $550 billion,pushing the GDP to U.S. $1 trillion by 2025, if the thecampaign is successful.

The State Council issued a guideline on deepen reformof the commercial registration system, and once that isimplemented, enhance follow-up supervision.

Departments and governments at all levels are requiredto carry out the reform, regulate approvals inaccordance with laws and regulations and ensuretransparency, according to the guideline.

The State Administration for Industry and Commercewill be responsible for publishing a catalogue of itemsthat need approval before commercial registration, andupdate the list of items that can seek approval afterregistration.

It also asked relevant departments to perform theirduties and strengthen follow-up supervision after thereform, to avoid possible regulatory gaps.

Industry and commercial departments should informregistration applicants of the items that require approvaland departments responsible for granting approvals.They should also inform the approval departmentsabout information concerning market entities that seekefficient registration.

All relevant departments should carry out theirdesignated duties and investigate possible problems,the guideline said.

To do so, efforts should be made to innovate thesupervision mechanisms, enhance informationexchanges and sharing and improve the creditsupervision mechanism.

According to the guideline, by the end of next year, localgovernments should complete the collection ofenterprise information to be released to the public,concerning administrative approvals and punishment.

Local governments should also, by the end of next year,realize real-time information exchanges amongindustry and commerce departments, approvaldepartments and others.

The establishment of a trans-department coordinationmechanism that punishes dishonest behavior will alsobe completed by that time.

The State Council also encouraged social participationin the supervision of market entities.

Given their significance in regulating the industry,industrial associations and chambers of commerce areencouraged to participate in follow-up supervision andshare information with local governments.

In the last few months, the growth of textile and apparelexports from India had slowed down on account ofvarious internal and external factors. Realizing theturmoil that Indian exporters were facing in globalmarkets, Shri Santosh Kumar Gangwar, Union Ministerof State for Textiles (I/C) had recommended a numberof corrective actions to the Ministry of Commerce andIndustry in consultation with industry stakeholders. Oneof the major recommendations was related to theenhancement of market coverage under MerchandiseExports from India Scheme (MEIS). The TextilesMinister would like to express gratitude to Smt. NirmalaSitharaman, Minister for Commerce and Industry, fortaking due note of the recommendations and amendingMEIS as requested. The Export Promotion Councilsand other trade bodies have also appreciated this timelyaction, which will lead to improvement of textile andapparel exports from India.

Amendments in MEIS to boost textile andapparel export

Exports from India Scheme (MEIS). The duty benefitamendments as part of the allocation have beenincreased from Rs 18,000 crore to Rs 21,000 crore forMEIS. Textile and apparel sector has emerged as one ofthe major beneficiaries of the latest amendments inMEIS.

Launched in April 2015, the MEIS provided duty rewardto eligible textile and apparel categories to an extent of2% of FOB value in countries falling under Group A(Traditional markets - USA, EU-28 and Canada) and asingle country in Group B (Emerging markets) viz.Japan. Later in July 2015, the scheme was amendedwherein countries of Norway, Switzerland, Iceland andLiechtenstein were shifted from Group C (othermarkets) to Group A and 2% duty benefit was providedfor fabric exports to Bangladesh and Sri Lanka.

Despite these additions, many important markets foryarn, fabrics, made-ups and garments like LatinAmerican countries, Russia and CIS countries, Turkey,etc. remained uncovered for duty reward. Indian textileand apparel exporters had been demanding morecomprehensive market coverage to set off thedisadvantage that they faced due to factors such as lackof FTAs with EU and USA, and higher interest andpower rates than competing countries. The recentamendment in MEIS has addressed these concerns ofindustry, thereby improving industry sentiments.

In the recent amendment, the country coverage for alleligible textile and apparel categories has beenextensively extended. Eligible categories under HSCode Chapters 50 to 63 are now eligible for duty rewardof 2% to all countries of Group B, Group C and Group Acountries. This means that the duty reward is nowavailable to textile exporters in any country globally. Foreligible apparel and made-ups categories under HSCode Chapters 61 to 63, the duty reward has beenextended to all Group B countries in addition to Group Acountries. Group B comprises of 140 countries coveringimportant emerging apparel and made-up markets likeSouth Africa, Russia, China and Hong Kong, East andWest African countries, etc. Incentives in theseadditional markets would prove extremely beneficial toexporters.

The State Council has approved the establishment ofan inter-ministerial conference system on China’sexhibition industry to promote the development andreform of the sector.

strategy, plans, policies and regulations, said a StateCouncil statement.

It will also help promote the industry to be more market-oriented, professional, internationalized, branding andinformation-based within China.

The organization will involve 14 ministries andinstitutions, including the Ministry of Commerce,National Development and Reform Commission, StateAdministration for Industry and Commerce and GeneralAdministration of Quality Supervision, Inspection andQuarantine.

The State Council issued a circular to support theongoing reform of mass entrepreneurship andinnovation and the Internet Plus initiative with fourmeasures: popular entrepreneurship, crowd-sourcing,collective support for small and micro businesses andstart-ups, and crowd-funding.

The four measures are in fact the platforms that thegovernment is trying to build to support popularentrepreneurship and innovation and the Internet Plusinitiative, which will inject more dynamism andinnovation into the economy.

According to the State Council, the four measures willwork together to create a better environment andopportunities for the market, optimizing allocation ofresources and providing new platforms for popularentrepreneurship and innovation.

Aimed at gathering innovation resources from societyand lowering costs for innovation, popularentrepreneurship is one of the important measures toattract and support individual intellectuals. It does thisby integrating science park and business incubatorswith Internet platforms and encouraging leadingInternet technology companies to provide openplatforms for small and micro businesses and start-ups.

Crowd-sourcing is a method that enterprises andinstitutions use to outsource businesses or operationsto smaller companies or individuals with the help ofInternet technology so that efficiency will be improvedand costs will be cut.

Collective efforts will be made to jointly support smalland micro businesses and start-ups. According to theState Council, universities and scientific researchinstitutions will be encouraged to open scientificresearch facilities for small and micro businesses and

start-ups and large and medium enterprises will beencouraged to support them by establishing openplatforms and sharing resources. Also, open-sourcecommunities, developer communities, resource-sharing platforms, donating platforms andentrepreneurship salons will be encouraged to build upmass support for entrepreneurship and innovation.

Crowd-funding also is a significant measure to supportpopular entrepreneurship and innovation by raisingfunds from society via the Internet to meet financingneeds for small and micro businesses and start-ups.

Blending diplomacy, culture, business and geopolitics,the May 14-16 visit forged a new narrative of “majorpowers” engagement and placed the burgeoningrelations between India and China as central to therealisation of an emerging Asian century. In a raregesture, Chinese President Xi Jinping welcomed PrimeMinister Modi in Xi'an, the first time President Xi hosteda visiting foreign leader in his ancestral province. Therenewed vitality in India-China relations was reflected inthe signing of 24 agreements in diverse areas, rangingfrom infrastructure, smart cities and railways to culture,skill development, space and climate change.

Intensifying diplomatic engagement across thespectrum, the two sides decided to hold regular summitmeetings and agreed to open new consulates inChengdu and Chennai. PM Modi’s emphasis oncooperative federalism in the arena of foreign policywas reflected in the launch of the first-of-its kindState/Provincial Leaders’ Forum that will facilitategreater interaction between states and provinces of thetwo countries.

Building on China’s pledge of $20billion investment in India for the next five years, whichwas unveiled during the Chinese president’s visit toIndia in September 2014, India and China signedbusiness deals worth $22 billion even as the Chineseleadership assured to bridge the trade deficit byproviding more market access to Indian IT and pharmacompanies. Positioning cultural diplomacy and people-to-people contact at the heart of the expanding India-China partnership, PM Modi announced e-visa facilityfor Chinese tourists. In cheering news for Indianpilgrims, the two sides signed an agreement thatprovides an additional route for the annual MansarovarYatra through Nathu La Pass in Sikkim, in addition to theexisting Lipulekh Pass in Uttarakhand. Union Minister for Scienceand Technology and EarthSciences, Dr HarshaVardhan today unveiled asequence of researchoutcome initiatives atCSIR - Central FoodTechnological ResearchIns t i tu te (CFTRI ) inMysuru today. The Ministerlaunched the project for establishing an integratedSugarcane Juice Processing and bottling unit in thecampus.

The two tons per day plant will be commissioned in 90days which will be ‘Drive-in Plant’ for sugarcane farmersof the nearby region. CSIR-CFTRI has developed andpatented a technology for bottling sugarcane juice with4-months of shelf-life which has been commercializedby over 20 odd entrepreneurs. The beverage which isnatural with multitude of health benefits has thepotential to dominate the emerging wellness market.The unit has taken shape under the rural developmentprograms of CSIR and soon such a unit will bereplicated in association with farmers’ cooperatives and

Though start-ups are common withe-commerce and IT services, such enterprises in theareas as healthcare, agriculture, food sector and cleanenergy are just picking up.

As food alone is unable to meet all the nutritional needsof the body, supplementation with non-nutrients such asantioxidants, pre-biotics and probiotics have becomeessential. And the abilities of many nutraceuticals toinfluence chronic diseases are to be considered as agreat opportunity for the treatment. Presently, in theworld market India’s share for nutraceuticals is lessthan 1%. Large number of nutraceuticals are importedand it is highly costly. More concern is also aboutunproven health claims and benefits of these products.This proposed centre is expected to give a boost intaking the traditional and non-traditional nutraceuticalsinto global market with proven scientific evidence.

Inaugurating a One Day CEOs Meet of the food sector,at the CFTRI today, with a theme ‘catalysing Make inIndia for growth in agri-food processing’, Dr. HarshVardhan assured that the deliberations from the Meetwill be taken up in the Ministry for appropriateintervention for enabling a robust growth in foodprocessing sector. A total of 50 CEOs from leadingindustry attended the meet.As the make in India aims atincreasing the current level of food processing of 10% to25% by 2025, linkages with R&D is crucial for industryfor transforming the country as a emerging hub forfuture growth. Sessions at the Meet focused onconstraints faced by industry, enabling policy initiativesby Government, Potential for startup ventures in thissector and regulatory issues along with R&D Industrylinkages.

Dr Harshavardhan said that government will supportthe entrepreneurs in all possible ways to market theirproducts. He said that, all innovators, CSIRs and CFTRIresearchers are now focusing on sharing technologiesto reach the general public.The Minister earlier inaugurated the Centre for FoodNano Technology and the ‘Make in India Food pavilion’at CFTRI Campus. The Centre for Food NanoTechnology would help to accelerate the applications ofnanotechnology in food that have relevance in the foodindustry and consumer market at large. CSIR-CFTRI,being a pioneer institute in the area of food research,can play a significant role in developing advancedprocesses and products for nanodelivery of foodbioactive compounds with improved stability andbioavailability via nanoemulsions, solid lipidnanoparticles, liposomes or biopolymer basednanoparticles. Later addressing the media, DrHarshavardhan said that the union government iscommitted to transform India as a global hub forwellness food. Currently India processed only 2.2% ofthe total production which is far less compared to USA,Philippines and China. Almost 35% of fruits andvegetables are wasted because of the lack ofprocessing and storage capabilities. As the market forsoft drink is growing at 30% annually with a whopping25000 crores for carbonated drinks, this researchoutcome has immense possibilities in the consumersegment, said the minister who tasted the carbonateddrinks and other products which are ready to enter intothe market very soon.

The Union Cabinet, chaired by the Prime Minister ShriNarendra Modi, has given its ex-post facto approval toan MoU signed between India and its BRICS (Brazil,Russia, India, China and South Africa) counterparts forstrengthening and further developing of energy savingand energy efficiency cooperation based on theprinciples of equality and mutual benefit.

The MoU provides the following areas of cooperation inthe field of Energy Savings and Energy Efficiency:

• Joint scientific and technological research,• Conferencing and holding of lectures and seminars;• Capacity building and technology transfer;• Technology development, sharing policies and bestpractices;• Encouragement of use of energy efficient and energysaving approaches and instruments in the work of thebusiness entities of the BRICS countries, carried outwithin the BRICS countries in Consultation with the hostcountry.

UK Continues to Occupy Top Spot Followed by USA,France and Germany amongst the Countries availingE-Tourist Visa Facility

A total of 83,501 foreign tourists arrived in the countryon E-Tourist Visa in November 2015 as compared to2,968 during the month of October, 2014 registering agrowth of 2713.4%. UK continues to occupy top spotfollowed by USA, France and Germany amongst thecountries availing E-tourist visa facility

The following are the other important highlights of E-Tourist Visa during November, 2015:

(i) During January-November, 2015 a total of 3,41,683tourist arrived on e-Tourist Visa as compared to 24,963during January-November, 2014 registering a growth of1268.8% . This high growth may be attributed tointroduction of e-Tourist Visa for 113 countries asagainst coverage of earlier TVoA scheme for 12countries.(ii) The percentage shares of top 10 source countriesavailing e-Tourist Visa facilities during November, 2015were as follows:

UK (23.93%), USA (16.33%), Russian Fed. (8.17%),France (7.64%), Germany (5.60%), Australia (4.82%),Canada (4.71%), China (3.26%), Ukraine (2.03%) andNetherlands (1.75%).

(iii) The percentage shares of top 10 ports in touristarrivals on e-Tourist Visa during November, 2015 wereas follows:

New Delhi Airport (45.04%), Mumbai Airport (17.72%),Goa Airport (14.62%), Bengaluru Airport (5.57%),ChennaiAirport (5.16%), KochiAirport (3.56%), KolkataAirport (2.27%), Hyderabad Airport (2.19%),Trivandrum Airport (1.44%) and Ahmadabad Airport(0.93%).

E-Tourist Visa Scheme Register 2713 PerCent Growth in November

Tourist Visa on Arrival (TVoA) enabled by Electronic TravelAuthorization (ETA), presently known as E-Tourist Visascheme was launched on November 27, 2014. At presente-Tourist Visa facility is available for citizens of 113countries arriving at 16 Airports in India. E-Tourist Visa feestructure has been revised w.e.f November 03, 2015 byclubbing the 113 countries into four groups for chargingdifferential rates viz. US$ 0, US$ 25, US$ 48 and US$ 60.Bank charges have also been reduced from US$ 2 to 2.5%of the e-Tourist Visa fees.

Premier urges less overcapacity, moreinnovation

China must put “unyielding effort” into eliminatingexcess industrial capacity to make way for new growthengines, especially mass entrepreneurship andinnovation, Premier Li Keqiang has said.

Premier Li made the remarks during the first inspectiontour of 2016 on Jan 4 and 5 in north China’s Shanxiprovince, which is known for large coal reserves andoutput.

After visiting Taiyuan Iron and Steel Group, a world-leading stainless steel producer, Premier Li said thesteel sector is suffering badly from excessiveproduction and flagging demand.

“China should put unyielding effort into restructuring byeliminating outdated capacity and forbidding theconstruction of new capacity,” he said.

Companies should take pains in enhancing technology,quality and management to expand the country’seffective supply with more quality products, the Premiersaid.

In a coal mine of Xishan Coal Electricity Group, PremierLi took a tramcar more than 300 meters underground totalk with miners and check the company’s safetyconditions.“The coal mining sector is facing hardship it has rarelyseen in the face of a serious glut and plunging prices,”he said.

Mines should take the initiative in reducing output whilehelping laid-off workers find new jobs, according to thepremier.

The Premier also visited a technology park in Taiyuanwith more than 200 high-tech companies.

“China has huge market potential and bright prospects;growth impetus from innovation will create new jobs,”Premier Li said.He vowed more government support for entrepreneurs.The premier then went to a shantytown that will berenovated into apartment buildings this year, urginglocal governments to lessen people’s wait times beforemoving into the new buildings.

He also urged companies to innovate and take risks,after visiting a museum on ancient Shanxi merchantswho played a dominant role in finance and trade duringthe Ming and Qing dynasties.Source: English.gov.cn
