Provides that a park owner who increasesrent, fees, or other charges imposed upon a tenant in violation of an ordinance enacted underthe new provisions shall be liable to that tenant for all damages and attorney's fees reasonablyincurred as a result of the park owner's violation.

    establish and collect a nuclear storage impact fee from the entity that operated a nuclear facilitywithin the boundaries of the municipality. Provides that the nuclear storage impact fee shallonly be imposed on nuclear facilities that ceased generating electricity on or before the effectivedate of this amendatory Act. Provides that the fee shall be charged to the entity that operated anuclear facility within the boundaries of the municipality immediately before the nuclear facilityceased to generate electricity. Provides that the nuclear storage impact fee can only be appliedprospectively. Provides that in any calendar year, the nuclear storage impact fee shall not exceed25% of the average annual amount of property taxes paid to the municipality by the entity thatoperated the nuclear facility during the last 5 years that the nuclear facility was operational.Provides that the municipality shall conduct a public hearing before imposing the nuclearstorage impact fees. Provides that the revenue collected from the fees shall be used to offsetproperty taxes for owners of property within the boundaries of the municipality. Provides thatno sale, assignment, lease, or decommissioning agreement that was executed after a nuclearfacility ceased generating electricity and before the effective date of this amendatory Act shallassign or transfer the obligation to pay any nuclear storage impact fee imposed.

    least 60 years of age; (2) has served at least 25 consecutive years of imprisonment in a facilityor institution of the Department of Corrections; and (3) is not serving a sentence for a crime ofviolence as defined in the Crime Victims Compensation Act may petition the Department forparticipation in the Pathway to Community Program. Provides that before a participant isselected for the Program, the petitioner shall successfully complete an atonement and restorativejustice program prepared by the Department. Following completion of this program of atonementand restorative justice, the Department shall make an exhaustive effort to find and notify familymembers of the victim of the petitioner's offense and to afford them the opportunity toparticipate in the Department's final selection process for the Pathway to Community Program.Provides that the Department shall select 50 participants for the Program from petitionssubmitted to it by the Department. Provides that up to $1,000 of trauma-informed victimservices or trauma-certified professional therapy shall be provided by the Department to familymembers of the victim of the petitioner's offense. Insurance policies of the family members ofthe victim of the petitioner's offense or family members financial resources shall first be used topay the costs of these services or therapy. Optional participation by family members of thevictim of petitioner's offense shall be provided by the Department at no cost to the familymembers of the victim. Makes other changes.
