Through this program and at their own expense, students can obtain various licenses through the Department of Agriculture, such as Louisiana Nurseryman, Herbicide, Pesticide and Landscape/ Irrigation. A small group of Sims’ students joined him to discuss the horticul- ture program and how they plan to use their new skills and knowledge when they are released from prison. “Being a convicted felon, it’s hard to get a job, but with horticul- ture, you have more opportunities to work,” said Jessica Giavotella. “I feel like we can be successful despite our past.” That is the goal of the program. Jeanne Ray has spent 18 years behind bars and is nearing her release date. Her goal is to be in business for herself when she goes back home to Jonesboro. “By the time I get out, I will have all of my licenses. I will be qualified to han- dle greenhouse production, irriga- tion, pesticide related matters, you name it.” Ray says she has grown to love the horticulture industry and has embraced it so much, she prides herself in being able to identify all plants. Melissa Porche says she knew the value of the program early on and it took four years on a waiting list before she was able to join the class. Now, she even serves as a certified tutor. “This program is truly designed to help people get jobs. I’ll never leave horticulture. This is something I’ll never give up on even if it is just a hobby.” Porche says her future plans include starting a horticulture pro- gram in another prison one day. Sims supports his students every step of the way. “I want to see these women have a chance and succeed in life when they are released. We lack females in the green industry. Once they secure their GED and get into one of these programs at the prison, they are on their way to achieving their goals,” added Sims. Ray said, “It’s awesome to be a part of this program. You can read something in a book, but when you get to apply what you learn, it becomes more meaningful.” The students take care of the greenhouses, landscaping and all the food and plants grown on the grounds. Jill Hillshire, who has a college degree and was a counselor by profession before she went to prison, said, “I never dreamed I’d learn as much as I have.” Hillshire plans to become an arborist and start a tree removal service in Mississippi upon her release. “Women start the program and you can see their self-esteem grow.” Giavotella added, “I went to nursing school before I came to jail. I lost all that, but I related botany to my nursing career. We need to leave with a sense of accomplishment. I’ve started lik- ing myself more. It’s done more for me than just an education.” The students also participate in a horticulture therapy program for inmates with special needs. U.S. Department of Agriculture(USDA) Secretary Tom Vilsackrecently announced that morethan 23,000 of the nation's dairyoperations - over half of all dairyfarms in America - have enrolledin the new safety-net programcreated by the 2014 Farm Bill,known as the Margin ProtectionProgram. The voluntary programprovides financial assistance toparticipating farmers when themargin - the difference betweenthe price of milk and feed costs -falls below the coverage levelselected by the farmer.

"Enrollment far exceeded ourexpectations in the first year,"

said Vilsack. "We're pleased thatso many dairy producers are tak-ing advantage of the expandedprotection. USDA conducted a lotof outreach to get the word out.When you compare the initialenrollment rate for the MarginProtection Program to the long-standing federal crop insuranceprogram, where participationranges from 30 percent to 80 per-cent depending on the crop, it'sclear that these outreach effortsmade a difference."

During the three months of theenrollment period, USDA con-ducted a robust education andoutreach effort to the nation's

dairy producers. The departmentheld over 500 public meetings,sent out nearly 60,000 directmailings, and conducted morethan 400 demonstrations of theWeb-based tool designed to helpapplicants to calculate their spe-cific coverage needs.

Unlike earlier dairy programs,the Margin Protection Programoffers dairy producers a range ofchoices of protection that are bestsuited for their operation. Startingwith basic coverage for an admin-istrative fee of $100, producerscan select higher levels of cover-age at affordable incremental pre-miums. More than half of appli-

cants selected higher coveragebeyond the basic level.

Louisiana has 61% of dairiescurrently enrolled in the MarginProtection Program.

Dairy producers interested inenrolling in the Margin ProtectionProgram for calendar year 2016can register between July 1, 2015and Sept. 30, 2015.

Livestock Sales

Fresh produce food safety has emerged as a critical agricultural issue and oftenpresents a significant financial threat to specialty crop producers. The adoption ofon-farm food safety practices will assist producers in managing risk and regula-tory changes. The LSU AgCenter is hosting a series of FREE Good AgriculturalPractices (GAPs) and Good Handling Practices (GHPs) workshops to assistgrowers with implementing and adopting GAPs.

Who should attend? Fresh produce growers, and processors and extensionagents are encouraged attend these workshops. Financial assistance in the formof a cost reimbursement program will be established and will support 75 percent(up to $1000) of the auditing fees associated with GAPs certification for a mini-mum of 25 producers. Producers attending both workshops will be eligible for thecost reimbursement program on a first come first served basis.

Why attend? These workshops will help fresh produce growers understandfood safety risks on the farm and to develop an on-farm food safety plan. Topicsinclude water quality and management, manure management, harvesting andstorage, worker health and hygiene and recordkeeping systems. Attendees willreceive a certificate of attendance of GAPs/GHPs workshop.

You can start outknowing nothing and end upknowing a lot. I want to changesomeone’s life one day,” sheadded.

The women plan to give backto the community, such as food

banks, by donating what theygrow in their gardens. They alsouse what they produce in the gar-den in the culinary school at theprison. Eventually, they say theywant to farm weed grass to usetoward the state’s coastal erosionefforts.

In addition to horticulture,LCIW offers job training inupholstery, welding, drafting anddesign and culinary arts accred-ited through Baton RougeCommunity College.

Agriculture Secretary Tom Vilsack announced Jan. 14,2015, 100 high-impact projects across all 50 states, includ-ing Louisiana, will receive more than $370 million as part ofthe new Regional conservation Partnership Program.

RCPP’s focus on public-private partnership enables pri-vate companies, local communities and other non-govern-

ment partners a way to invest in efforts to keep our landresilient and water clean, and promote tremendous econom-ic growth in agriculture, construction, tourism and outdoorrecreation, and other industries.

This year’s projects in Louisiana will accomplish a widediversity of agriculture and natural resource goals fromimproving soil health and water quality on working landsacross the state to providing quality wildlife habitat formigratory birds and at-risk species in the longleaf pine areasof the state.

“Partners are seeing the value of conservation and invest-ing in their future,” Vilsack said. “These partnerships areforging a new path for getting conservation on the groundand are providing opportunities for communities to have avoice and ownership in protecting and improving our natu-ral resources. The Regional Conservation PartnershipProgram ushers in a new era of conservation, and we’reexcited about the down-the-road benefits from this newFarm Bill program.”

This year’s projects will engage hundreds of partners withwide-ranging interests, including communities, conservationdistricts, agribusiness, non-government organizations, for-and non-profit organizations, state and federal agencies andTribal governments. In addition to USDA funds, partnerswill contribute an estimated $400 million, more than dou-bling USDA’s investment.

“RCPP puts our partners in the driver’s seat for advancingconservation with private lands agriculture producers,” saidKevin Norton, USDA’s Natural Resources ConservationService state conservationist in Louisiana. “Projects are ledlocally and demonstrate the value of strong public-privatepartnerships working hand in hand with agriculture and for-est producers that deliver solutions to tough natural resourcechallenges.”

A project sponsored by the Louisiana Department ofAgriculture and Forestry Office of Soil and WaterConservation and its partners will conduct on-farm assess-ments in targeted watersheds to help producers identify con-cerns and potential solutions through resource managementplans developed to conserve and sustain soil health, waterquality and water quantity on working lands. “This is a goodexample of state and federal agencies working together,combining limited resources to provide additional opportu-nities for Louisiana agriculture,” said LDAF Commissioner

Mike Strain. “By pooling our financial and technicalresources, we are increasing the capacity to deliver the serv-ices that the Louisiana farmers and ranchers have told usthey want and need to increase their stewardship and ensurethe longevity of their operations.”

A second project sponsored by Ducks Unlimited, Inc. andother collaborating partners will expand the RiceStewardship Program that is assisting rice growers withwater quality improvements on working rice farms. “Ricegrowers have long recognized and celebrated the relation-ship between productive ag lands and quality migratory birdhabitat,” said Jeffery Sylvester, Evangeline Parish rice pro-ducer and president of the Louisiana Rice GrowersAssociation. “The Rice Stewardship Program providesgrowers additional resources to improve the sustainability oftheir farms.”

Alicia Wiseman, Rice Stewardship Program coordinatorwith DU said “RCPP provides an ideal opportunity forDucks Unlimited and our partners to accelerate delivery ofconservation on working lands through the Rice StewardshipProgram in southwest Louisiana. This project will improvewater quality and as a result, wetland habitat on more than11,000 acres, all while keeping working rice lands in pro-duction. It is a win for the producers, the community, theenvironment, and of course, for the ducks.”

More than 600 pre-proposals were submitted for RCPP in2014. Of those, more than 200 were invited to submit fullproposals. “With so many strong project proposals, the proj-ect selection process was extremely competitive. RCPP is a5-year $1.2 billion USDA commitment; projects not select-ed in this first year may be eligible in subsequent years,”Norton said.
