It is such great influence in the life that even your efforts in achieving the particular target of the life may go waste. Every person has his destiny pre decided and the life goes around it. Some times you only act as per its pre-decided ways.Karma has its role which can be influence it but it can only prepone the event or post-pone it but the fact is that it can not be changed. I have one event in my life which is such a loud bang on my life that I can not forget it even today. We went for a vacation to Goa. While going for the railway booking straight to Mumbai, I opted for the train which goes to Mumbai via Manmad, a place for going to Sai Baba Shrine. In the original plan we had not planned to go there. But the moment the train reaches Manmad station, I got up and asked my family to get down here and registered the break journey with railways. We visited the Shrine and then reached Mumbai. We already booked the railway tickets from Mumbai to Goa. But on reaching the Hotel, I was told by Hotel that your program for Goa would not allow you to have time in Goa because the train would be taking inordinate time in reaching Goa, so please reschedule your program and suggest that we may go by sea instead of train and Mumbai darshan should be curtail in order to get good time in Goa. Accordingly, we changed our program and reached Goa. On second day, my son lost in the market and we search for him for 6 hours because he could not speak and could not tell anything to anybody. We could not tell the agony which we bear during this period. We registered FIR also. One taxi driver came to us and take us all the places, but to no conclusion. I had purchased some fruits and clothes from the market, which I wanted to leave at Hotel, so requested the drier to take me their. To our surprised, we found him sitting outside the hotel on the pavement. Till today I could not have the reason to believe but the fact is fact. Whether you believe it or not, because it is faith on Sai Baba, which we have, that bring him to Hotel. All the programs were changed due to the destiny that he would be lost in the market, whereas our Darshan at Shrine brought him to us. Destiny has a very important role in life of human beings. It issuch great influence in the life that even your efforts in achievingthe particular target of the life may go waste. Every person hashis destiny pre decided and the life goes around it. DURGA SAPTASHATI

THE KING SAID: ‘Sir, I wish to ask you ne thing,without the control of my intellect, my mind is afflictedwith sorrow. Though I have lost the kingdom, like anignorant man-though I know it-I have an attachmentto all the paraphernalia of my kingdom and thismerchant has been disowned by his family, still he isinordinately affectionate towards them.

THE RISHI SAID: ‘Sir, every being has theknowledge of objects perceivable by the senses andobject of sense reaches it in various ways. Somebeings are blind by ight; some beings have equal sightboth by day and night. Human beings are certainlyendowed with the knowledge, but they are not theonly beings (to be so endowed), for cattle, birds,animals and other creatures also cognise.

The knowledge that men have, birds and beaststoo have; and what they have men also possess; andthe rest (like eating and sleeping) is common to bothof them. Look at these birds, whih though theypossess knowledge, and are themselves distressedby hunger are yet, engaged in feeding grains into beaksof their young ones. Men, O king, are full of desires.Human beings are, O tiger among men, attached totheir children because of greed, expecting rewards inreturn.

Do you not see this? Even so men are hurledinto the whirlpool of attachment, the pit of delusion,through the power of Mahamaya(The Great deusion),who makes the existence of the world possible. ThisMahamaya is the Yoganidra, of the Vishnu, the Lordof the world. It is by her world is deluded. Verily she,the Bhagwati forcibly drawing the minds of even thewise, entangles them into delusion. She creates thisentire universe, both moving and unmoving. It is shewho, when propitious, becomes a boon giver to humanbeings for their final liberation. She is the Supremeknowledge, the cause of final liberation, and eternal;she is he cause of the bondage of transmigration andthe sovereign over all lords.

THE KING SAID: ‘Venerable sir, who is that Deviwhom you call Mahamaya? The Rishi said: She iseternal, embodied as the universe. Nevertheless sheincarnates in manifold ways: hear from me. Whenshe manifests herself in order to accomplish thepurposes of devas, she is said to be born in the world,though she is eternal.

THE BRAHMA SAID: ‘O great Mother! You areSvaha (the energy of Devas). You are verily the Vasat(the emblem of sacrifice). You are the embodiment ofSvara (Vedic accent). You are Sudha (the nector). O

eternal and imperishable One, you are embodimentof the threefold mantra. You are Savitri and theSupreme Mother of devas. You are the goddess goodfortune, the ruler, modesty, intelligence characterizedby knowledge bashfulness, nourishment,contentment, tranquility, and forbearance. Armed withSword, spear, club, discus, conch, bow, arrows, slingand iron mace, you are terrible (and at the same time)you are pleasing, yea more pleasing than all thepleasing things and exceedingly beautiful. You areindeed the supreme Isvari, beyond the high and low.O Devi, Be witch these two unassailable asurasMadhu and Kaitabha with your super powers . LetVishnu, the Master of the world, be quickly awakenedfrom sleep and rouse up his nature to slay these twogreat asuras.’

THE RISHI SAID: There, the Devi of delusionextolled thus by Brahma, the creator, in order toawaken Vishnu for the destruction of Madhu andKatiabha, drew herself out from every part of Vishnu’sbody, and appeared before brahma. Janardana(Vishnu), Lord of universe, rose up from His couch onthe universe ocean, and saw those two evil (asuras)Madhu and Katiabha, of exceeding heroism andpower, with eyes red in anger, endeavouring to devourBrahma. Thereupon the all pervading Lord Vishnugot up and fought with the asuras for five thousandyears, using his own arms as weapons. And they,frezied with their exceeding power, and deluded byMahamaya, exclaimed to Vishnu, ‘Ask a boon for us.’

LORD VISHNU SAID: ‘If you are satisfied withme, you must both be slain by me now. What needis there of any other boon here? My choice is thismuch indeed.’

THE RISHI SAID: Those two (asuras), thusbewitch (by Mahamaya), gazing then at the entireworld turned into water, told lord Vishnu the lotus eyedOne, ‘Slay us at the spot where the earth is not floodedwith water.’ The Rishi said: Saying ‘be it so’, LordVishnu, the great wielder of conch, discus and mace,took them on His loins and there severed their headswith His discus. Thus she (Mahamaya) herselfappeared when praised by Brahma. Now listen againthe glory of this Devi that I will tell you. Here ends thefirst chapter called “The slaying of Madhu and Katiabha’of Devi Mahamaya Sri durga Saptashati inMarkandeya Purana, during the period of Savarni, theManu.

BUDGET GAIN FOR SENIOR CITIZENS

With no significant gains or the salaried class andthe higher income taxpayer reeling fro the additional taburden, the only section of the society that seems to berejoicing is senior citizens. The Finance Minister hasoffered a bouquet of benefits for the retired people whoconstitute nearly 9% of the total population. The taxbenefits are two-pronged, impacting their tax savingsand health protection.

In a welcome move, the tax exemption limit oninterest income from bank savings deposits and postoffice schemes has been raised to Rs. 50,000/- from theexisting Rs.10,000/-. It now also covers the interestincome from fixed deposits and recurring deposits. Thismeans that no tax will have to be deducted at source(TDS on such income under Section 194A.

Given that post office schemes and fixed depositscomprise a big chunk of senior citizens retrial corpus,this will result in a significant rise in their savings in theirincome falls in the taxable bracket. It also implies thatsenior citizens who do not have a taxable income will nothave to furnish Form 15H if they do not want tax deductedat source.

Deli based Chartered Accountant H C Sogani, 66,who has a high amount in fixed deposits, is visiblyexcited. Among his Budget wish list was a demand toraise the exemption limit on interest income and expandthe scope to fixed deposits and recurring deposits. “Mywish has been fulfilled by the Finance Minister, but I washoping the basic exemption limit too would be raised toRs.3.5 lakh.” he says.

He is also happy about the increase in theinvestment limit of the Pradhan Mantri Vaya VandanaYojana, which has been doubled to Rs.15 lakh from theexisting limit of Rs. 7.5 lakh. “I will now invest a minimumof Rs. 10 lakh in the scheme.” says Sogani.

The LIC scheme for senior citizen above 60 years ofage, was started in 2017 for one year has now extended

to March 2020. It offers an assured return of 8% for 10years and is an attractive option for senior citizens despiteit being taxed at the maturity. Given that the senior citizen’ssavings Scheme is the only other plan that, at 8.3%,offers a return of 8%, it a good option to invest in for theseniors who do not fall in the taxable bracket.

In another beneficial step, the government has raisedthe deduction limit on health insurance premium to Rs.50,000/- from the existing Rs. 30,000/- for senior citizenunder Section 80D. In addition, the deduction of medicalexpenditure for specific critical illness from Rs.60,000/-for senior citizens and Rs. 80,000/- for every citizen hasbeen raised to Rs. 1 lakh for all senior citizens, undersection 80 DDB.

“Medical inflation is at 13-15%. The enhanceddeduction of Rs.50,000/- and additional critical illnessexemption will incentivise senior citizens to get sufficientmedical insurance coverage to tackle the growingmedical expense burden.” Says Ashish Malhotra, MD &CEO, Max Bupa Health Insurance.

This is one benefit that may also accrue to thosebelow 60 years it they are paying health insurancepremium for their parents. Take Mumbai-based PurveshMehta, 38, who is paying a combined premium of Rs.50,000/-for his parents and his own family. “It is a goodinitiative and will definitely help me with my tax saving.”he says.

It will also be an incentive for people like Mehta tobuy bigger health plans for their parents since theextremely high premium for senior citizen have beendeterrent.

Adds Sanjeev Mantri, Executive Directive ICCILombard:”We expect a much higher increase of Rs. 1Lakh for senior citizen and Rs.75,000/-for those below60 years. Given that the government has inflated thenational health scheme for 10 crores families, it couldhave raised these limits too.

KEEP CALM BE AVERAGE“How are you.”, “Average?” That usually elicits

another question. “Why, what’s wrong?Apparently, nothing if you ask a new sub-cult of

There is no shame attached with the term Averageanymore. Author Ashok Chopra says, “Youngsters areself-aware these days. They recognise their strengths,ore importantly, they have be friended their faults.” Thiswas something that previous generations ignored orcompletely brushed under the carpet.

Chopra adds,” Today’s youth knows the value ofmoney but is also aware of its limitations. Nobody isinterested anymore in the pursuit of money. The 20s areknown to be age of learning. WHY JOINT FAMILIES ARE BACK IN URBAN INDIABig fat families are not just the stuff of movies. New

realities like the need for childcare, support for elderlyand rising housing expenses are making many cometogether again.

What does an Indian family look like? Mummy Daddy,kiddies in the city? Or a big branching family tree in thevillages, with several generations living under one roof,as TV serials and Barjatyas show it?

Turn out, neither assumption is right. Recentlyreleased government data reveals that even as familiesare increasingly fragmenting in rural areas, more peoplein cities are choosing to live in extended families.Between 2001 and 2011, joint families i urban India grew29%, whereas in rural areas they rose only 2%.

Then there are the hybrid models - sub-nuclear unitswhen one spise passes or when siblings live together,or supplemented nuclear, as when an unmarried relativeadds to a nuclear unit. Because of migration, supportneeds for the elderly and for children, and the need toshare resources , urban families are stretching, joiningand evolving.

Take the Bhatnagars in Bengaluru. When Siddarthmove to the city for his IT job, his family was scattered allover India —his brother Prateek was at college inChandigarh, his sister Archana in Jaipur, his mother intheir native Lucknow and his father posted to Vadodara.After he got married in 209, he brought his parents to thecity he’d made home. Soon, his brother moved theretoo, after he got a banking job. Archana and her sevenyear daughter have also joined the brood, and now thefamily of nine lives out of a five-bedroom flat inMahadevapura. “My wife Pooja, whom I dated for adecade, knew my family and understood that I would livewith my parents, brother and his family - all together.She has been brought up in a joint family. It was pointlessto stay in two different houses when my brother and sister-in-law are so warm.” says Prateek. “We, my father, brotherand sister, pool money and use it to run the house hold,”says Siddartha.

This tendency for families to cluster in cities shouldn’tsurprise us, says Rajni Palriwala, sociologist at the DelhiSchool of Economics. The rising cost of housing, thefact that more women work outside the home and childrenneed looking after, the vulnerability of the elderly, themutual support offered by a big family are all reasons tostay together in the city. “We felt guilty that our parentswere after away, and getting older and frailer while wemade our lives in Delhi,” says Gajendra Singh, who worksin Delhi as a driver, and whose wife and parents live withhim now. His wife’s brother also stays with themintermittently, while working temporary jobs. “We eattogether, live together, and it is source of comfort ratherthan a stress. My mother misses the hills and weatherof Uttrakhand, but she is happy with us,” he says.

Meanwhile, for the Sahais in Lucknow’s Indiranagar,life resembles the movie Hum Saath Saath Hain. RetiredAssistant Superintendent of Police Horendra Sahai, his

three sons, daughters-in laws and five grand childrenshare a home. “My father is cohesive force — hisexperience and wisdom has kept the flock togetherthrough highs and lows,” says elder son Anand. “Thereare disadvantages, like the greater need to adjust or theabsence of freedom (like just walking out to get dinneroutside, without stated reason),” admits his brotherRishi. But the family says the advantages —sharedresponsibilities, help at hand, healthy discussions anda sense of togetherness - far outweigh them.

Some families originally joint units, spilt because oftensions between individuals, only to come togetheragain later, like the Ghosh family in Kolkata’s Bagulati.three siblings and their families live across five flats,where the youngest is five and oldest is 72. “The bondingis so strong among the cousins that they can’t even thinkof living separately now.” says Debalina Hazra, thedaughter-in-law of one of the siblings.

“That doesn’t mean that the ideas of individualism,certain expectations of the conjugal relationship, orwomen working outside the home, haven’t seeped in,”says sociologist Janaki Abraham. People aren’tnecessarily living jointly because of love alone, but alsobecause it is convenient arrangement, or they arematerially invested in the larger unit, as seen in manybusiness families, she says. A large urban property maynot be easy to partition, she point out, compared to arural home with land around that can be easily divided.

“A lot of people gravitating to nuclear families thinkthat a big set-up will deprive them of privy. But then, theyalso carve for life of a gated community. The pull is thesame, except that here, it’s your own family,” says 53-years old Ima Kumar, who is part of the larger Josephclan in CIT colony, in Chhenni’s Mylapore neighbourhood.

Meanwhile, why are village households choosing thenuclear model? “One has to look at the whole economy.As agricultural land fragments, so does rural family thatonce lived off it, with some share in the income,” saysAbraham. Then there is migration in search of jobs. Butdespite the stereotype of the single male migrant worker,many workers also migrate in pairs, says Irudaya Rajan,demographer and associate Professor at the Centre forDevelopment Studies. The children are often left behindwith grandparents in the village, so that their schoolingis not interrupted. “One must remember that even if therural family has to separate, the ideology of the family isoften intact.” Palriwala points out. Migrant workers returnhome for rituals or at harvest time, there may be acommon budget as they send money home, so the moveaway may not mean a breaking away at all, she says.

In other words, family patterns in India do not followthe expected tracks — urbanisation and modernisationdo not break the joint family, nor is the joint the inevitableform every where. The great Indian family doesn’t makeitself available for single snapshot — it is a kaleidoscopeof many shifting stories.

ARE YOU LOSING FRIENDS AS YOU GROW?

A cryptic forward sent to me by a doctor friend todaymorning. A bit of shocker for a moment, no doubt. But asthe thought stayed with me through morning. I realisedthat one does keep losing friends along the way. Notdeliberately, nor even consciously. It just s happens thatyou are deeply engaged with someone, then look awayfor a while, and by the time you look back, you have bothmoved in different directions...

I must say this disturbs me no end. I am one ofthose emotional suckers who even keeps looking forfriends lost in childhood, let alone those I lose in mymature years. in the era of social media I found severalchildhood friends, though sadly very few of them remainrelevant or feel as close today as they once did.Sometimes I wish I had let some of them remain justmemories...

Sometimes, people who were most intimate inchildhood, find it tough to spend even half an hour witheach other as adults. You can never hope to recreate themagic of a past that you have outgrown.

You outgrow people. You outgrow situations. Peoplegrow and moved away from each other — that is thenatural way of things. Friendships outlive their relevanceafter a period of time. This is no reflection on the peopleinvolved. In fact, if the interaction remained the same,that would be a sad reflection on the fact that neither ofthem grew in the direction of their dreams. In order tomove on, it is important that you outgrow people andsituations.

However, I do not agree that we need to give up onpeople or break friendships in order to move on with ourlives. that would be most selfish. Yes, the way we relateto a particular person may change over the years. Youmay choose to give less of yourself to a friend, engage indifferent kinds of activity than earlier, or may also include

other friends into the equation. If things remainsuncomfortable despite all these efforts, that is when afriendship stars fading.

As we start understanding our own selves and ourtriggers better, some of the beliefs we held earlier startchanging. Many things we were passionate about donot matter as much anymore. How then can we stayhanging onto the same people in the same manner aswe always did? Equations are bound to change,structures of friendship shift, while set rituals suchmeetings and interactions all undergo a sea change.And it is only those who can move along with this changeand still stay relevant who remains with us.

How do your realise that the friendship is no longerrelevant?

· While earlier you used to talk over each othermost of the time, hardly pausing to listen, now you andyour friend find it tougher to find topic to discuss.

· You find excuses not to hang out together asoften as earlier.

· The thought of setting each other no longerdelights.

· You get back from a meeting with regret as timewasted.

· There are important things about each other’slives that you don’t know any more.

Now if have become that irrelevant to each other, itmakes sense for both of you to move on and spend timewith people who seem more relevant in your present.

It sadden, but should not make you feel guiltybecause you are moving in the directions that both of youshould and must grow in. How can you feel guilty aboutgrowing and moving towards your dream?

And who says you should break off all ties? Justreassess and reconnect in a manner that is comfortableto you both.

Making and keeping friends is a task that needs focus. But still, many friendships fade as you move along.

HOW INDIANS GOT THE VOTE

Studies of India’s electoral democracy have tendedto see it as inheritance of the British Raj or a product ofan elite decision-making and institutional design. Inthis perspective, democracy and the Constitution wereendowed from above. The people had little or no role inmaking democracy or the constitution. New archivalmaterials reveal a different, and hitherto unknown, story.

The origin of Indian democracy, in particular theestablishment of its edifice through the implementationof universal adult franchise, was ingeniously Indianenterprise. It was no legacy of colonial rule, and waslargely driven by the Indians, often by people of modestmeans. The turning of all adult into voters was astaggering democratic-state-building operation ofinclusion and scale, which surpassed any previousexperience in democratic world history. This work wasundertaken by Indian bureaucrats between August, 1947,when the country became independent, and January,1950, when it adopted the Constitution.

The numerous interactions between people andadministrators about preparation of the first draft electoralrolls on the basis of adult franchise were significant forthe institutionalization of India’s democracy. Makingprocedural equality central to government formation in ahierarchical unequal society turned electoral democracyinto meaningful and credible story for citizens. Becausepeople from the margins found meaning and a place forthemselves in the new polity based on universal adultfranchise, they also understood the potential new powerof making group identity claims. The SCs and STs turnedinto voters and could now, under universal franchise,fully partake in the compulsions of electoral politics. Thesuccessful implementation of universal franchise by thetime the Constitution came into force enabled theinsertion of social identities into the design of politicalrepresentation. Here lay the seeds of the dynamic casteand identity politics, which have both deepened andchallenged electoral politics in India.

Through the preparation of electorate rolls, theabstract language, forms and principles of the democraticConstitution obtained a practical basis. The DraftConstitution provided for one Election Commissions forelection to the Central Legislature and separate ElectionCommissions for each of the states. The final provision,which was informed by the experience of the preparationof electoral rolls, stipulated election machinery that wasvested in a single autonomous Election Commission atthe Centre.

The principle of universal franchise was adopted atthe beginning of the Constitutional debates in April, 1947.It was significant departure from election under colonialrule, which were based on a very limited franchise and

divided electorate. There was a large gap to bridge inturning this constitutional aspiration into reality atIndependence, in the midst of the Partition that led tomass killing and displacement of an estimated 18 millionpeople, while 552 princely states hat yet to be integratedinto India. The vast majority of the future and largestelectorate in history at the time of over 173 million peoplewas poor and illiterate. Realising that the task would becolossal, a few bureaucrats at the Secretariat of theConstitution Assembly initiated the preparation of theelectoral rolls from November, 1947.

The Secretariat designed the instructions for thepreparation of rolls in consultation with administrationfrom the provinces and princely states. In effect, theirtask was to operationalise the notion of proceduralequality for the purpose of electoral voting. They had toimagine a joint list of all adults in the land – women andmen all castes and classes – each carrying the sameweight as equal voters. This task was, in essence,revolutionary. The commitment to procedural equalitythat was cultivated in the process of the preparation ofthe electoral rolls was strikingly demonstrated when thecollector of Bombay, for example, took in November 1948proactive steps to ensure the voting rights of vagrants,servants and footpath dwellers.

Unsurprisingly, once the actual registration of votersbegan distinct forms of disenfranchisement, breachesin the instructions and difficulties surfaced on the ground.In Assam, for example, the reforms commissioner didnot initially regard refugees and immigrants asprospective citizen-voters and he instructed districtofficers not to register “the floating and ‘non-resident’populations”.

In the face of exclusionary practices in the preparationof rolls, a wide range of burgeoning citizens’organizations began struggling for their voting rights.They wrote numerous letters of complaints to thesecretariat, indicating that the provisions and directionsthat they issued in the pursuit of universal franchise werebeing undermined on the ground in the preparation ofthe rolls. Citizens’ organizations also began to demandlinking voters’ registration with acquisition of citizenship.To do so they made their claims on the Draft Constitution’scitizenship and other provisions, using the Consitution’slanguage and aspirations, while it was a still in themaking. Thus, a complaint against the reformsCommissioner of Assam suggested that his attitude“definitely engenders civic and political status of a verylarge number of residents in Assam, who are very largenumber of residents in Assam who are very eager tohave their status of citizen of Indian Dominion confirmedduring the course of enrolments as voters, ipso facto,invests
