Our quality can be higher.” “That,” said Obama, “is how we’re going to compete.” Obama spoke to a crowd of more than 1,500 Boeing employees and about 100 Washington state VIPs gathered in one end of the 40-26 Building, where 787s are assembled. The group included IAM International President Tom Buffenbarger, GVPs Mark Blondin and Rich Michalski, and District 751 Presi- dent Tom Wroblewski. Before the speech, Union leaders and District 751 President Tom Wroblewski joined Boeing’s top leadership for a meet- ing with Obama. The President complimented the union and company leaders for their ability to work together, Wroblewski said, specifi- cally mentioning the recent contract ex- tension vote that guaranteed production of the 737 MAX in Puget Sound. “We talked about the assembly line and the amount of jobs here,” Wroblewski said. “It was nice to be able to talk with him.” District 751 was also a part of the formal program with Union Steward A.C. It raises standards of living for everybody.” To do that, Obama proposed specific revisions to U.S. corporate tax laws. “Right now, companies get tax breaks for moving jobs and profits overseas,” he said. “If you’re a business that wants to outsource jobs, that’s your choice, but you shouldn’t get a tax deduction for doing it. The Area 51 team installs blan- kets, deck floors windows and elec- trical systems in the aft sections of 777s. They’re one of the first groups to work inside the aft sections once they arrive inside the Everett factory. LOU 28 is a provision in Boeing’s contract with the Machinists Union committing both sides to finding ways to improve production processes. Obama spoke to a crowd of more than1,500 Boeing employees and about 100Washington state VIPs gathered in oneend of the 40-26 Building, where 787sare assembled. District 751 leaders continued to receiverecognition for the role we played in ensur-ing the 737 MAX would be built in Renton.

The latest acknowledgement came onFeb. 22, at the Governor’s Executive Man-sion. Governor Chris Gregoire, in con-junction with the Washington AerospacePartnership (WAP), held a celebration com-memorating a “new day for aerospace” –thanks to our contract extension, whichtriggered the announcement the MAXwould be produced in Renton.

This event was to thank the collectiveefforts of Washington business, labor andgovernment leaders to build the next gen-eration of Boeing 737’s in Washington.

Like the WAP, the event brought to-gether leaders from across the state inlabor, business, education, elected offi-cials, and economic development andacknowledged the statewide effort that is

aimed at ensuring Washing-ton state remains as the centerof excellence for aerospacemanufacturing decades intothe future.

Governor Gregoirethanked the Machinists andBoeing for the historic agree-ment that landed the MAX,and thanked the AerospacePartnership for its successfulefforts on the MAX initiative.Representatives of IAM,SPEEA, and Boeing all spoketo what we have achieved,and we can now achieve if wecontinue working together.

ics of the re-lationshipbetween theMachinistsUnion andThe BoeingCompany,we believewe havehelped se-cure a stron-ger futurefor thisstate.”

751 Administrative Assistance Jim Bearden spoke at the Governor’scelebration for the 737MAX and emphasized the need to invest ineducation to ensure we have trained workers for the future.

He added that the Machinists havebeen striving to not only sustain aero-space jobs, but grow them – at Boeingand at the 600 suppliers - regardless ofwhether they are union or non union.

He also emphasized the need to invest inK-12 and higher education to ensure wehave enough trained aerospace workers tofill the jobs we are creating for the future. Toaccomplish that, we must work together.

Aerospace has long been a cornerstoneof our economy and landing the 737 MAXensures a brighter future for thousands ofaerospace workers – and strengthens ourcollective legacy long into the future.

In February, Machinists Union lead-ers held their first meeting with the mem-ber negotiating committee for URSJBLM. The committee was selected bytheir peers in January to be part of thefirst contract negotiations after the 350employees voted in favor of joining theunion in December.

At the meeting, discussion focusedon the role of the internal committee andthe goal for them to be advocates in theworkplace. Discussion also centered onmethods to best represent and communi-cate with the members. As with any firstcontract, the goal is to improve the stan-dard of living through contract negotia-tions and that is our main focus.

contract language for proposals, build-ing future surveys for the group andother important steps in the negotiationprocess.

Regardless of your per-sonal political beliefs,President Obama’s visitto Everett last month wasan important event.

By stressing the impor-tance of manufacturing,President Obama made the same argu-ments that Machinists like you and mehave made over and over again for years— that good-paying union jobs like ourssupport entire communities.

When we spend our paychecks fromBoeing – or one of the smaller manufac-turing companies whose workers we rep-resent – we generate sales for stores andrestaurants and work for every kind ofservice provider from tax accountants toHarley-Davidson mechanics.

As the President said, high-skill manu-facturing workers like us “create jobsoutside this factory.”

President Obama also correctly

pointed out that low-wage foreignworkers often don’t provide thesame high value as American work-ers, with our better education, train-ing, skills and motivation.

We can make things better, thePresident said. “Our quality can behigher. That is how we’re going tocompete.”

This is also the same argument that we’vemade in regards to right-to-work-for-lesslaws and other kinds of union-busting. Yes,unionized companies like Boeing pay morefor hourly wages and benefits, but as aresult, they attract the best talent.

Manufacturing workers from all acrossthe Northwest see the kind of pay andbenefits we’ve negotiated for ourselvesover the years, and they want that too. Sonow, when Boeing needs to add people toramp up production, the company is able topick and choose from the best candidatesavailable, rather than settle for whoever’swilling to work for a rock-bottom wage.

I think most of us also would agree with

the President’s ideas about outsourcing.Current federal tax laws, if you can believeit, actually reward U.S. companies thatsend jobs overseas by allowing them todeduct some of the costs related to thatfrom their corporate taxes.

President Obama wants to end thatand instead give tax incentives to com-panies that bring work back to America.

That seems to me to be a no-brainer, andwhoever gets elected President this fallshould pursue this kind of tax reform.

The President, of course, made hisremarks in the 40-26 Building, where787s are assembled. It’s too bad wecouldn’t take him next door afterwardsto see the 1,000th 777 in final assembly.

Machinists Union members in Everettwere preparing to deliver that 1,000th

777 as I wrote this. Everyone who hasever worked on that program deserves tobe congratulated. The 777 family is thefastest-selling widebody passenger jet inhistory, and much of its success can betraced back to the efforts of Machinists

who have made improvements to thefabrication and final assembly processesover the years.

That process has received a significantshot in the arm in the past few years, asBoeing and our union have worked to-gether to implement Letter of Understand-ing 28, which is part of our collectivebargaining agreement with the company.

As you can read elsewhere in thismonth’s AeroMechanic, the LOU 28process is making it possible for shop-floor teams to come up with new andbetter ways to do their jobs.

Sometimes these improvements canbe as simple as replacing cheap importedboot socks with higher-quality Ameri-can made products that don’t create amess someone else has to clean up.

December’s agreement between theMachinists Union and Boeing was themost-significant aerospace event of 2011,eclipsing even the launch of the 737MAX, aerospace analysts said.

“It’s transformational,” said RichardAboulafia, a noted industry analyst withthe Teal Group in Virginia. “It’s terrific.”

Aboulafia was the keynote speaker atthe Pacific Northwest Aerospace Alliance’sannual conference in Lynnwood, Feb. 6-8.The alliance is an industry group for aero-space suppliers in Washington, Oregonand British Columbia.

The alliance presented the companyand the union with its highest honor – itsChairman’s Award – to recognize thesignificance of the contract agreement(see boxed story below right).

The deal with the union opens the doorfor Boeing to achieve a significant edgeover Airbus in the next decade, Aboulafiasaid. The surge will start soon, he said,with a flood of new orders for the 737MAX, which will be built in Renton underthe terms of the contract extension.

The analyst said he’s projecting steadygrowth in demand for new airplanesthrough 2014. There will be a slight dipin 2015-16, as airlines stop taking cur-rent-model 737s and A320s in favor ofwaiting for their replacements – the 737MAX and A320Neo.

But by 2017, with the new jets in fullproduction, Boeing and the rest of theindustry should see a second upswing inproduction that will probably last an-other four or five years.

Aboulafia dismissed challenges toBoeing from Canada’s Bombardier andChina’s Comac in the single-aisle market.

Bombardier’s CSeries jet “looks like agood product but the market isn’t actinglike it looks like a good product,” he said.And the new Chinese jet “looks more likescience fair projects than anything else.”

Airbus and Boeing will maintain theirmarket dominance, Aboulafia said. Andfor Boeing, a major reason will be thefact it has a highly skilled Puget Soundworkforce to rely upon.

“In terms of the virtues of an experi-enced workforce, there’s a lot to be saidfor keeping it here,” he said.

“This is an industry that doesn’t seem

particularly amenableto the low-cost, low-skill manufacturingsolution,” Aboulafiaadded. “This is still anindustry that favorshigh-skill, high-wagelabor.”

If all goes well,Boeing could end upwith a 56-percentmarket share in com-mercial jets by 2021,Aboulafia said. Butto do that, severalthings must goBoeing’s way, in-cluding the ramp upof the 737 and devel-opment of the MAX.

In addition, the 787 must deliver on itsperformance promises, and Boeing mustunsnarl its still-tangled global supply

The IAM and Boeing have been honored for the landmarkdeal that ensured the 737 MAX will be built in Renton.

The Pacific Northwest Aerospace Alliance presented itsChairman’s Award to the Union and Boeing at theorganization’s annual conference Feb. 7 in Lynnwood.

The award commends the IAM and the Company for“reaching an accelerated and unprecedented management-labor agreement.”

In December, members of District 751 – and our fellowMachinists in Portland, Oregon, and Wichita, Kansas – ratifieda four-year contract extension with Boeing that included acommitment to keep final assembly of Boeing’s newest 737model in Renton. In addition, parts fabrication work done inPuget Sound and Portland would remain in place.

“This is a very significant event,” said PNAA PresidentKevin Steck. “It’s fantastic. It means a lot to our area, and theindustry in general, and we wanted to recognize it.”

Steck is vice president in charge of Atlantic Composites –an EADS subsidiary – in Kent.

District 751 President Tom Wroblewski accepted theaward on behalf of the union, while Boeing’s Vice Presidentin charge of marketing, Randy Tinseth, accepted for Boeing.

“We are all proud of what we accomplished in December,” saidWroblewski. He called the contract extension “a turning point forthe relationship between Boeing and the Machinists Union.”

But more than that, Wroblewski added, the agreement “showsthe need for labor, business, elected officials, education and the

chain. Aboulafiasaid he doesn’t be-lieve there’s any wayBoeing will hit itsgoal of havingEverett and Charles-ton combine to pro-duce 10 787s amonth by the end ofnext year, but he’sstill a cautious fan ofthe Dreamliner.

And Boeing’s en-gineers must come upwith a good plan toupdate the 777 fam-ily within the next fewyears, Aboulafia said.Work is moving for-

ward on the so-called 777-X, he said, and“there’s a good chance it’s going to begreat.”

Not every analyst was as upbeat about

the region’s long-term aerospace future.Michel Merluzeau, an analyst with G2Solutions in Redmond, said the new la-bor-management relationship was themost-significant development in the in-dustry in years, but added he still expectsBoeing will look to shrink its footprint inPuget Sound.

The key, he said, will be where Boeingdecides to build the wings for the updated777, which we believe will be composite.“Tell me where the next autoclave is.”

And analyst Scott Hamilton withLeeham Group in Issaquah said ifBoeing’s production rates keep climb-ing as projected, the company could “out-grow the facilities here, which wouldmean they’d have to go someplace else.”

Laura Hopkins – the executive director of the Aero-space Joint Apprenticeship Committee (AJAC) and amember of Local 751-F – was one of eight womenhonored by U.S. Sen. Maria Cantwell at her annual“Women of Valor” luncheon Feb. 22.

Hopkins was honored for her work with AJAC,which is creating new opportunities for Washingtonstate residents in one of the state’s fastest-growingindustries – aerospace.

“We’re honoring women who have helped create alot of jobs in Washington state,” said Cantwell. “We

have to invest in education and job training. We have toinvest in small business.”

“Laura has done an outstanding job opening upopportunities for young women and men in our statewho want lifelong careers in aerospace,” said JesseCote, a District 751 staff member who is on the board ofdirectors for AJAC. “She deserves the recognition.”

AJAC’s goal is to train the “next generation of mastermechanics and master machinists,” Hopkins said during apresentation at the Pacific Northwest Aerospace AllianceConference. “Not only to know how to push a button, butwhy there’re pushing that button.”

To do that, AJAC is helping companies match promis-ing young candidates with the most-experienced and skilledworkers at more than 90 aerospace suppliers across thestate. That’s critical, as again Baby Boomers prepare toretire, leaving a gap in manufacturing knowledge.

“We’ll help you capture the skills of your go-to people,”Hopkins said. “Everybody has those four or five peoplewho they’re just terrified will walk out the door.”

Hopkins’ honor came as AJAC, which is stronglysupported by District 751, prepares to launch its newMobile Training Unit this spring.

AJAC’s MTU, as it is known, is a 53-foot long trailerpacked with a range of training tools, including CAD,CAM and HAAS simulators, an advanced metrologylab, 3-D prototyping technology and a coordinate mea-suring machine.

The trailer was designed with the idea that bothcommunity colleges and small aerospace suppliers state-wide needed more equipment to train workers in inspec-tion techniques.

Boeing 777 to Emirates airline.“This is a significant mile-

stone for Boeing, its customersand the workers in Everett,” saidDistrict 751 President TomWroblewski. “Congratulations,especially to all the Machinistswhose hard work has made the777 program so successful.”

Across Puget Sound, shops have been celebrating themilestone. In late November, the Frederickson site Skin &Spar team celebrated their 1,000th delivery of wing partsto the 777 program while Composite Manufacturing cel-ebrated delivery of the 1,000th empennage mid January.

The first 777 – a 777-200 model – rolled out of theEverett factory in April 1994. Since then, it has achieveda number of industry honors and milestones. It has beennamed the favorite airplane of airline passengers severaltimes, and a 777-200LR holds the record for the longestcommercial jet flight without refueling: a trip of 11,664nautical miles from Hong Kong to London in 2005.

The success of the 777 family crushed the competingAirbus A340 in the market. Last year, Airbus announcedit was canceling the A340 because of a lack of orders.

In contrast, Boeing ran up new orders for 200 777s in2011. As of January, Boeing had a backlog of 373 777s.

But starting in early 2013, Boeing plans to increaseproduction to a record 8.3 planes a month in order to meetthe strong demand for the jets. The 777 looks to have astrong future beyond the current backlog.

Media and analyst reports say that union engineersat Boeing are working on plans for a new family of777s, tentatively identified as the 777-8x and 777-9x, toreplace the current -200ER and -300ER models. Thegoal is to bring them to market before 2020.

Among the options being studied, according to thereports, are larger wings – potentially made of compos-ites. New wings, new engines and weight-saving mea-sures are aimed at cutting fuel burn by 10 to 15 percent.

In addition, Boeing is rumored to be in early stages ofstudying an extreme-long range 777-8LX that would beable to fly non-stop from London to Sydney with enoughpassengers and cargo to be profitable. That plane would

potentially enter service with airlines after 2020.“The success of the current-generation of 777s has a

lot to do with the skill of the Machinists Union memberswho build them,” said Wroblewski. “Over the years,they’ve found ways to make final assembly go better, tobuild the planes more quickly and with less cost.

“I’ve no doubt a new generation of 777, built by thesame highly skilled workers here in Puget Sound, wouldbe just as successful,” he said.

The Machinists Union has filed sev-eral Unfair Labor Practice (ULP) chargeswith the National Labor Relations Board(NLRB) against Hytek Finishes in Kent.The charges are based on multiple viola-tions of the National Labor RelationsAct (NLRA), which gives employeesthe right to form a Union, and sets stan-dards of behavior for the employer andthe Union to operate under.

“The IAM tried very hard to not filecharges against Hytek. We waited untilthe very last second, hoping to get acontract without involving the NLRB,”said Kevin Cummings, the IAM GrandLodge Rep who is leading the negotiat-ing team for the union. “Unfortunately,the company is more interested in stall-ing and ignoring the workers’ issues.”

The 165 workers at Hytek voted in

August to join the Machinists Union andDistrict 751. Negotiations for a first IAMcontract started in October. The workersperform metal processing operations suchas chrome and nickel plating, which in-volves exposure in handling hundreds oftoxic and carcinogenic chemicals and ma-terials. The Union has made worker safetya major issue of the negotiations, and isconvinced that there is plenty of room for

improvement in this area.Hytek is a subsidiary of Bellevue-

based Esterline Corp. and is a sup-plier to Boeing, Lockheed and BellHelicopters, among others.

The union alleges that Hytek com-mitted some serious violations by co-ercing and discriminating against unionactivists. In addition, since the talksstarted, Hytek managers have violatednumerous provisions of the NLRAthat say companies cannot make uni-lateral changes in workplace policies,practices, procedures or working con-

easily, leaving “little dots everywhere,”Staab said. “They were almost like littleballs of Styrofoam.”

As a result, it was taking betweeneight and 11 hours to clean each planeonce the Area 51 team was done, timespent vacuuming up the tiny white dotsand resealing the scuffed beams – at acost of about $42,000 per airplane.

The LOU 28 process allowed the Ma-chinists to begin brainstorming their ownsolutions to the problem. They found two.

For starters, what about some sort ofeasily installed and quickly removed pro-tective barrier to cover the exposed floorgrid? After some searching, the team founda rubber-backed felt that they could cut tofit. The felt covering protects the grid fromscuffing – and it’s safer to walk on.

“It’s just a simple thing we do,” saidStaab. “It takes us about an hour to doand it saves some guy 11 hours.”

Each roll of felt costs $122, but giventhe amount of time saved by using it,Area 51’s managers calculate that they’resaving the company $78,000 a year byusing it, which represents a 456 percentreturn on the cost of the felt.

The felt was just the beginning, Staabsaid. “It got our minds working,” he said.“Everybody started bringing up stuff.”

Like what to do about those bootsocks and their tiny white dots? SomeMachinists started wearing their bootsocks inside out, but that created its ownsafety problems, given that the non-skidmaterial was now on the inside.

Once again, the Area 51 team did alittle research, and they found a higher-quality – and American-made – bootsock they could use instead of the cheaperimported ones.

That eliminated the white dot prob-lem entirely – and it improved safety.

From there, the Area 51 team has goneon to experiment with a wide range of othertime-saving and safety-improving toolsand processes: including things like newcarts that hold clips, seals and tapes neededto install insulation blankets; and a newblanket-installation tool that means theyno longer have to bring step ladders insidethe plane – they can work from the floor,which is faster and safer.

“Doing the one project and the wholeLOU process kind of opened our eyes,”said Nishimura. “We get better quality

and better safety.”The Area 51 team isn’t the only one that

has embraced the new process and foundways to improve their work processes, saidRay Baumgardner, the District 751 Busi-ness Rep who represents hourly workerson the 777 line. Many other teams havemade big gains, he said.

But they are “one of the most-suc-cessful teams so far,” Baumgardner said.

His counterparts in Boeing manage-ment agree. “This team stands out,” saidTom Carlson, who is the 777 manageroverseeing the Area 51 team.

It only makes sense to let Machinistsdrive improvements in Boeing’s pro-duction process, he said. “This is whereyour expertise is at, and unless you listento your experts on the floor, you’re not

going to get there.”That, he admitted, “is a real shift in

culture on the management side.”While Boeing will profit directly from

the improvements, Machinists saythey’re finding benefits too.

Boeing plans to go up in rate on the777 line next year, from seven planes amonth to 8.3. With the new processes inplace for Area 51, “when we get to thatpoint, it’s going to be less stressful for allof us,” said Shana Settle, a Machinistwho is part of the group.

And in the meantime, the changeshave led to improved morale, whichmakes it more enjoyable to come to workeach day, the Machinists said.

“There’s been more positive energy,”Settle said. “People want to succeed.”

On February 10, seven individualswere honored for their commitment tocontinual learning and successfulcompletion of the rigorous IAM/BoeingApprenticeship Program. The programsets the bar high and pushes participantsto rise to the top of their trade.

For the seven graduates, their hardwork and dedication earned them theright to be called “journeyman” in theirrespective trades: Cellular Manufactur-ing Machinist Sinh Nguyen; CompositeManufacturing Technician ChanvisakTep; NC Spar Mill Operator Jon Kuebler,and Industrial Electronic MaintenanceTechnicians Mark Dolan, Chris Fawcett,John Kandior and Joel Vainikka. Eachmade tremendous sacrifices and com-mitment to complete the program.

Tep had the distinction of being thefirst graduate of the Composite Manu-facturing Technician, which isone of the first such certifica-tions in the U.S.

Most people are unaware ofthe rigorous schedule and stan-dards these members endure tofinish the program. These dedi-cated individuals put in more than8,000 hours in four years that in-cludes rotating plants, learning anew machine every few months,attending school two to three daysa week afterwork, in ad-dition to hav-ing theirp r o g r e s sregularly re-viewed by agroup ofpeople. Themixture ofon-the-jobtraining andclassroom in-s t r u c t i o nc o v e r scourses suchas shop theory, trigonometry, physics, met-allurgy and machine programming to namea few.

Just getting into the program is anaccomplishment and requires meetingstringent criteria anddemonstrating certainskills. Many take classesfor years simply toqualify to enter the pro-gram.

While top officialsfrom both the Union andBoeing spoke, the high-light of the evening wasthe presentation of theArnie Durall Achieve-ment Award, which isnamed after a formerBoeing employee whospent over 40 years as anapprenticeship-related instructor. JonKuebler received the award for being thegraduate receiving the highest marks in

both shop workand classroomwork over thelife of the pro-gram.

Chan Tep, who has workedin manufacturing his whole life,also addressed the crowd as a

graduate. He talked about how intense theprogram was and much tougher than hisyears at the University of Washington. Hethanked all who helped along the way.

“Most of all I want to thank my unionbrothers and sisters onthe shop floor who werewilling to teach me everyday,” Tep said. “A foun-dation for success hasbeen set for us by ap-prenticeship committeemembers who are will-ing to put in their timeand do the work and com-mit the resources to helpus. There was alwayssomeone to help me.Most of the committeemembers graduated froman apprenticeship and

continue to give back because the peoplewho came before them laid the foundationfor the future. We are grateful they con-

tinue to build the bridges for others whowill enter the program. As a graduate of theapprenticeship program, I want to do thesame and give back to others.”

Each speaker also encouraged thegraduates to become advocates for notjust the program, but for lifelong learn-ing to meet the challenges to move thisgreat industry forward in the future.

The union sent top officials to addressthe graduates with IAM InternationalPresident Tom Buffenbarger and Dis-trict 751 President Tom Wroblewski –demonstrating the importance of appren-tice graduates.

“Going back to school is never easy,but each of you set your sites on a goaland worked to make it a reality. Youhave done your part to meet the increas-ing demands of changing technology bycompleting the apprenticeship program.The skills you have obtained in this pro-gram will help the Boeing Company

remain competitive for years to comeand ensure that America maintains itsedge in the aerospace industry,” saidWroblewski as he congratulated thegraduates and noted that apprenticeshipswere the first four-year degree.

A District 751 officer who worked formore than 25 years at Boeing in Puget Soundwill now be one of the union’s top negotiatorswith aerospace companies across NorthAmerica.

Mark B. Johnson will be a representativefor the IAM’s new Aerospace Territory, saidInternational President Tom Buffenbarger.

In his new role, Johnson will help lead anew IAM territory that’s focused on the needsof aerospace industry workers across�theUnited States and Canada.

Johnson had been a Business Representa-tive for District 751 since 2004, first at Renton,then at Auburn.

The Aerospace Territory is headed by MarkBlondin, a former District 751 presidentwho�was recently named general vice presi-dent overseeing the territory.

Blondin said Johnson is joining a teamthat�contains “some of the most capable, tal-ented and formidable union representativesthe IAM has to offer.”

“We intend to be very aggressive in pursuingorganizing leads,” Blondin said, “and just asaggressive protecting the hard-won pay, ben-efits and pensions of our existing members.”

Johnson’s been a Machinists Union mem-ber since he first hired on at Boeing in 1977as a facilities maintenance mechanic in Au-burn. Union membership was optional at thattime, Johnson recalled, but “I joined the unionthe first day.”

He became a union steward, then an of-ficer of Local 751-C, where he was lodgepresident prior to becoming a Business Rep.He also served on the District’s ExecutiveBoard and Legislative Committee.

As a Business Rep, Johnson has taken part

Obama also called on Congressto reauthorize the U.S. Export-Im-port Bank. That’s a federal agencythat provides loan guarantees to helpforeign buyers get financing to buyfrom U.S. manufacturers.

The recent order of 230 737sfrom Lion Air of Indonesia is agreat example of how the Export-Import Bank can help Boeing winbusiness overseas, Obama said.

The President said he had created aTrade Enforcement Unit to investigateunfair trade practicesoverseas. “Americanworkers … can com-pete with anybody,” hesaid. “You will out-work anybody, as longas the playing field islevel.”

Obama said theU.S. governmentneeds to continue toinvest money into ba-sic research in scienceand technology. Manyof the 787’s systemsbuild upon technology developed byNASA engineers, he noted.

“We’ve got to support this kind ofcutting-edge research,” Obama said.“We need to maintain our innovativeedge, so that jobs and industries takeroot right here in the United States.”

Al’s quiet pride as a tool and die makerearned him prominence and a reputation forexcellence among his coworkers. He wasactively involved in the fabrication and tooldesign of all Boeing’s 700 series aircraft,beginning with the Boeing B-17 through tothe 787 Dreamliner. His personal efforts

in the last three rounds of contract talks withBoeing, including the recently concludednegotiations for a four-year contractextension.�He has also been part of the unionbargaining team for contract talks at Tri-umph Composites and GKN.

“I’m very excited,” Johnson said. “Thisnew position means I’ll have even moreopportunity to help our membership, both atDistrict 751 and at all other Boeing sites.”

District 751 President Tom Wroblewskicalled Johnson’s promotion “another proudmoment” for the District. “I wish Mark muchsuccess on his new assignment and lookforward to working with him in his newrole.”

“Al trained a lot of engineers who cameout of school with good degrees, but didn'thave practical experience. After workingwith Al a couple times, their drawingsseemed to get better,” said Butch Loney, anelectrician who collaborated with Al for

years. The last 10 years orso Al worked with us in ourarea, A3770-MF, doingmanufacturing researchand design support. Al hada very high standard forhimself and the job he didat Boeing. The level ofwork he preformed was topnotch,” said member FrankMilan. “The product hemade did not leave the shopuntil his customer was sat-isfied, and he knew that itwould work. ”

Daughter Lorelei hada career and retired from Boeing, and agrandson, Brett, recently joined Boeingand now leads a team on the 747-8 flightline. He is also survived by daughter Desiree(Seifert) Ratallick, son-in-law, BillRetallick; and two other grandchildren.

He was truly the go-to guy that left animpression on everyone he met. In this ageof transience, job-hopping ambition, andshifting allegiances, Al Seifert’s life standsas an example of timeless values: honor,loyalty, patience, and incredible kindness.

Though he accrued many accolades dur-ing his 91 years, Al was most proud of his titlebestowed by his cherished grandchildren:“Poppy.”

Al Seifert: Losing a Tool & Die Maker Legend with Nearly 70 YearsContinued from page 1

Throughout his nearly 70 years at Boeing, Al Seifert was the go-toguy to solve problems. He was a legend among tool and die makersand an invaluable resource to his co-workers. Al began his careerrigging controls on B-17’s and went on to work on every Boeing 700series aircraft, including the 787.

Al anticipated his usual return to workafter Boeing’s 2011 Christmas break, butfell ill and shortly after he was diagnosedwith cancer. Al expected to resume hisduties and celebrate his 70th anniversarywith Boeing later this year. Unfortu-nately, Al’s tumor could not be removedcompletely. He spent a month recoveringat Highline Medical Center and settled forhis final days at daughter Desiree’s homein Snohomish. Loren Guzzone has been appointed to fill anopening in the organizing department cre-ated after a retirement at the end of 2011.

The movement presented the opportu-nity to realign Business Reps assignments.A seventh Business Rep was assigned toEverett, which now has nearly 18,000 mem-bers, and other staff assignments werechanged to redistribute the work load (seeBusiness Rep assignments below).

While Rich McCabe and Jason Redrupare new to the position of Business Rep, theyhave been representing members since theyhired into Boeing. Each was serving as a topleader in Local 751-A as Recording Secre-tary and Local President respectively. Inaddition, both have been serving as IAMWork Transfer Reps charged with propos-ing alternatives to convince Boeing to keepwork in-house rather than move forwardwith a scheduled offload. Rich served in thatcapacity in Renton for the past six years,while Jason served as an Everett WorkTransfer Rep for the last five years.

Before becoming a Work Transfer Rep,Rich served as a key Steward in the Rentonwing majors for nearly a decade and playedan active role on the Renton Site SafetyCommittee. He was seen as an advocate forworkers throughout Renton. He also servedas Local A Audit, District Audit, and Re-cording Secretary, as well as serving on theDistrict Council and Organizing Committee.

Rich has been active in community ser-

vice projects and serves on the SalvationArmy White Center Board, as well.

“I am honored for the opportunity toserve the membership as a Business Repand look forward to meeting the Stewardsand members in my new assignment. Myprimary focus has always been protectingthe members’ interests and building bettercommunities – whether it be through col-lective bargaining, contract enforcement,organizing other workers to have a voice orcommunity service,” said Rich.

Jason has also been a strong voice forworkers most of his life. Since hiring in atBoeing, he has served as a Union Steward,Site Safety Committee, worked his way upthrough Local A serving as Trustee, Audit,Sec-Treasurer, Vice President and Presi-dent. Under his leadership, he developedand introduced the “Get Involved in YourUnion” Program to welcome new membersto the Union and encourage additional par-ticipation.

He is a tireless volunteer on communityservice projects, was top officer and stew-ard volunteer in different years, as well asbeing named United Way Spirt of LaborVolunteer of the Year in 2004. Jason isactive in the Snohomish County Labor Coun-cil, an avid legislative volunteer, and a regu-lar volunteer on organizing drives – enjoy-ing the opportunity to bring the benefits ofunion representation to more workers.

Yet his passion to help others and im-prove their lives through Union member-

ship began long before he hired intoBoeing. He has been a union leader incopper mines in Arizona, an organizer foraerospace companies in the South, helpedfamily farmers save their land, and spokeup for shipyard workers in Seattle.

“I love my new job and am excited toserve the membership. I always consid-ered myself a union activist,” said Ja-son. “I am very honored to take on theadditional responsiblities that come withthe Business Rep position and look for-ward to representing the membership.”

While Loren Guzzone is new to full-time organizer at 751, he has worked asa Union organizer for many years in differ-ent capacities throughout the IAM.

Loren hired into Boeing in 1988 as astorekeeper in Everett and immediately be-gan taking classes to get into the IAM/Boeing Apprenticeship Program. He servedas a Steward in Auburn and again when hemoved to the Frederickson site.

Loren attended the first IAM organizingsummit in 2005 and recognized organizingwas his passion. He applied and was acceptedinto the IAM Grand Lodge Organizing Ap-prenticeship, which sent him on the road formore than three years, but provided a solideducation on running an organizing blitz.

“I got the opportunity to organize undersome of the toughest right-to-work laws inthe country,” said Loren. “When you areorganizing a group, it is not just about now,but how you will change their lives for

generations to come.”Loren is a true believer and that comes

across when he meets with workers. Heworked one aerospace campaign in Wichitavirtually by himself and was able to increasemembership by 40 percent in a right-to-workstate.

Before Loren came to Boeing, he was part ofan organizing drive at a former employer. “Thecompany ran a heavy anti-union campaign andlost by 7 votes – showing the importance ofevery vote,” said Loren. “That provided aninternal perspective and opened my eyes toimportance of having a union and the possibili-ties available with union representation.”

His most memorable campaign was inYakima when workers at Filtrona (nowPexco) voted for IAM representation. Helooks forward to bringing that same opportu-nity to workers at other employers.

District 751 Machinists VolunteerProgram (MVP) continued to help oth-ers throughout the month of February -building wheelchair ramps, preparing andserving meals, and sorting food at theNorthwest Harvest warehouse.

751 volunteers are visible every week-end across Puget Sound helping to makelife better for area residents.

In February, volunteers got to helpthe relative of a member. After memberWarren “Lyle” Edick’s mother-in-lawwas injured in a fall, she needed a wheel-chair ramp at her front and back doorbefore she could return home followingrehab. Lyle knew from the Union paperthat volunteers reguarly constructedwheelchair ramps and put in his request.

The 751 MVPs sprang into action andcompleted two ramps at the house so shecould return to her residence. Prior to theramp being built, his mother-in-law hadto stay with relatives.

In addition, MVPs prepare and servefood at the Tacoma Rescue Mission twoweekends each month and at the EverettGospel Mission two Sundays each month.

IAM/Boeing Joint Programs North Siterecently had the pleasure to conduct anEverett Site Committee Safety Tour of theEverett Modification Center (EMC), 7-334 Bldg during January 2012.

For those not familiar with the EverettModification Center, it is a Boeing-leasedfacility located on the south end of PaineField near the Everett factory where pro-duction and travelled work is currentlybeing performed on Boeing 787 Airplanes.

Because this is not a Boeing-ownedfacility, trying to adapt to building air-planes in this facility from the factoryenvironment has created many unique chal-lenges, among them employee safety. Thereare approximately 1,700 hourly produc-tion workers who work in this facilityperforming this work across all three shifts.

The EMC has recently introduced aSafety Council that is made up of hourlyand salary members such as SafetyFocals, Union Stewards, Site CommitteeRepresentatives, IAM / Boeing Joint Pro-gram Representatives, Production Man-agers, EHS Representatives and othersupport personnel and an IAM BusinessRepresentative. The Everett Site Safety Committeetour was conducted on January 31, inaccordance with Article 16 of the IAM /Boeing Contract. The 787 team at theEMC had nearly 25 hourly employeesand production managers in attendance,along with a senior manager and the areaSuperintendant and 787 Safety Cham-pion to help kick off the tour. The discus-sion was focused around some of thesafety challenges they have faced sincemoving into the facility, continuous im-provement efforts, and their vision ofwhere they hope to go as a program in the

future with commitment from the pro-gram leadership.

In addition, starting in 2012 as part ofour Tour Process, the Everett Site SafetyCommittee is recognizing hourly indi-viduals and/or teams that have gone aboveand beyond in safety and have beenrecommended by their peers and organi-zation for their efforts.

Carl also recommended that two addi-tional delegates be sent to the conferenceand be paid for by the District. PresidentSeibert will seek approval for this.

Carl reported that eight Retiree Clubmembers and Legislative Director LarryBrown met with Representative Adam

Smith on February 10 for anhour. They discussed severaltopics of importance to se-niors, including Social Secu-rity. Retirees appreciated thetime he gave us and will sendhim a thank you letter. Carlencouraged everyone to con-tact Smith if you have anyconcerns or questions.

Carl spoke about the Pa-cific Northwest Labor History

organization. Theywill be holding a con-ference in Tacoma inMay. Carl made amotion to contribute$25 to the organiza-tion to help furthertheir work.

Carl announcedthat the National La-bor Relations Boardnow has a full boardand can function toprotect workers’rights as intended.

Carl provided copies of a letter thatexplains the importance of the Medicareand Social Security programs and askedthat members pick up a copy and give itto their grandchildren or other youngerpeople to help them understand whythese programs are so vital and what is at

stake as legislators discuss changes tothe programs.

Carl encouraged people to check outthe web site of Senator Bernie Sanders.He posts a weekly column on his site andit often touches on senior issues. He alsosaid that Bill Moyers has recently cov-

“Jim could do anytype of carpentry workas well as work on cars –he was very talented. He

was a wonderful friend,” Al recalled.“Years after we retired when I moved toAuburn, I wanted to put new cabinets inmy mobile home. Jim took a few mea-surements and built all new cabinets inhis basement for my mobile home. Ev-erything fit even though he only took afew measurements, that’s just how goodhe was. He was a wonderful person, agreat guy and I will miss him dearly.”

After retirement, Jim kept in contactwith many by attending 751 RetirementClub meetings on Mondays.

He is survived by Loretta (Kuhl) hiswife of 52 years, daughter Eva (Rick)Mathews, son David (Kathy), 9 grand-children, and 2 great-grandchildren.

RETIREMENT NEWS

On Friday, Feb. 10, a group of ourRetired Club members met with Con-gressman Adam Smith to discuss ourconcerns about Social Security and Medi-care.

Retirees spoke about our concern withthe proposed cuts to the staffing of theSocial Security administration, whichwould make it almost impossible for thesystem to function. Retirees also ex-pressed hope (as noted in the resolutionpassed at the January Retired Club meet-ing), that accessible community officesshould be kept open. Retirees empha-sized the cost of operating all the func-

District 751 was sad-dened to learn that Re-tired Business Rep JimBostwick had passedaway February 6, 2012after a long battle withcancer.

Jim hired into Boeingin 1956 as a mechanic onthe B-52 airplane andlater became a FlightControl Rigger on the707, 727, 737 andAWACS programs.

Always liking to helpothers, Jim became ac-tive in the MachinistsUnion as a Union Stew-ard to give co-workers a voice in theshop. As he gained experience, he steppedup his union activities and began work-ing his way up through leadership ranksin Local A - starting as trustee and pro-gressing to Vice President and Local APresident –�a position he held for 10years in addition to serving on the Dis-trict Council.

In 1987, Jim was elected Union Busi-ness Representative and held the posi-tion until his retirement in 1994.

However, beyond his skills as a Unionrep and officer, he was also a mastercarpenter. Jim’s favorite pastimes werewood working and cross-stitch. He espe-cially loved giving his projects to family

ditions while negotiations are underway.In addition, the union alleges that the company is

stalling in order to frustrate progress in negotiations,which would also be a violation of federal labor law.

Despite the company’s tactics, the union has come for-ward with proposals that actually would have helped Hytekmanagers run their plant more effectively, Cummings said.

On Feb. 10, the IAM presented a plan to streamlineHytek’s complex employee classification system and stan-dardize the pay structure.

At the time, that proposal seemed to have created abreakthrough, Cummings said. Hytek’s negotiating teamcommitted to bringing back a counterproposal at the nextbargaining session and hinted they thought a deal was near.

Instead, Hytek hired another law firm to address the NLRBcharges. At the next negotiations session, the Union wasamazed that, rather than discuss substance, they were sub-

jected to a series of complaints by one Hytek lawyer complain-ing about the other lawyer’s fees.

“We have bent over backwards to understand their busi-ness needs, but Hytek has not come to the bargaining tablewith the same spirit,” Cummings said.

The union will keep fighting for a better system for pay andpromotions, and to get rid of the system of favoritism thatprovides a better living to relatives and friends than the rest ofthe workforce, he said.

“Your IAM negotiating team has heard you loud and clear,and we are not interested in accepting a system that is not fairand transparent,” Cummings told the Hytek Machinists.

The union is also fighting hard to make improvements tothe Esterline corporate health care package that is “driving toomany of you to the poor house,” he said.

“We thank you for your patience and your determina-tion,” Cummings told the Hytek workers. “We will notgive up, and in the end we will get a contract that rewardsyour hard work and dedication.”

Mention cross-country skiing in Spo-kane and you’re likely to hear about Lo-cal 86 member Deb Bauer. For more thantwo and a half decades she has beendominating local and regional competi-tion, and she has also been a champion innational and international events.

Yet her zest for competition and qualityis not limited tosnow sports.When she isnot training onthe Nordictrails, Deb isbusy compet-ing in mara-thon canoe rac-ing where shehas also wonn u m e r o u sevents aroundthe country.

As a FirstArticle Inspec-tor at TriumphComposi tesSystems, Debstrives for ex-cellence in allaspects of her life. At work, her skills helpdissect and decipher new parts – from thematerial used down to the configuration ofthe part. Throughout her 21 years at thefacility, she has managed to compete innational and international competition for

both cross-country skiing and marathoncanoe racing – often moving to secondshift to step up her training regiment. In thewinter she skis five or six days a week –often at night using a headlamp, and shetrains with the same intensity during theother seasons.

Her drive, determination and enthusi-asm have led to year-round train-ing that includes competing intriathlons. “It works out great thatcross country skiing and marathoncanoe racing have offsetting sea-sons that never overlap. You finishone season and start the next,” saidDeb. “Both require upper bodystrength and use the same musclesso they really complement each

kane, Deb is some-what of a local leg-end, where she haswon the women’sdivision of the an-nual Langlauf 10kcompetition 19times – includingthe most recent race

Deb is usually ahead of the competi-tion –�taking on the elements and oftenentering multiple races at the biggerevents.

Growing up in West Virginia, shewas always athletic and ran track inhigh school. After graduation, her dadgot her involved with marathon canoeracing, which she still enjoys today.During a marathon canoe race, she mether future husband, Nick. On their hon-eymoon, they traveled west to visit theirbrother-in-law and never went back.

Once in the Northwest, her enthusi-asm for sports grew and turned into a

family past time. Winning is in the family(both hers and her inlaws), as her husband,nephew, brother-in-law and sister-in-lawhave all won various competitions – on thesnow and the water. Her father and brotherare also good athletes that have won vari-ous competitions. In fact, family is thereason she is so dedicated.

She was proud to enter “The GreatGreenbrier Race” a triathlon held inMarlington, West Virginia, where sheraced in the family class with her brotherand father and won it overall. The raceconsisted of running, mountain bikingand canoeing – again a testament to herstrength and endurance.

“My husband Nick is my regular train-ing partner. He has really helped meachieve many of my accomplishmentsand is also a very successful athlete inboth skiing and canoeing,” said Deb. “Itcertainly helps to marry into a familythat is supportive and competitive. A lotof our family gatherings usually havesomething to do with sports.”

While she has won many races invarious sports, a few stand out in hermemory. In the 1998 World MastersCross-Country Ski Championships inLake Placid, New York, Deb broughthome many awards: 1st in the 4x5 Relay;2nd in the 10K Classic, 2nd in the 30Kskate and 3rd in the 15K skate. For thoseevents, she not only beat out nationalracers, but also the best from Germany,Italy, Russia and other countries.

In 1997, at the Master’s National CrossCounty Ski Championship in Anchor-age Alaska, she finished 1st in the 5Kclassic, 2nd in the 10K skate and 2nd inthe 30K skate. While in Alaska that year,she also competed in the 50K “Tour ofAnchorage” and finished fifth. “That wasa hard week of racing,” she recalls.

In 1994, she took a month off work totrain for the Olympic Trials in Anchoragewhere she finished 12th place. In addition,she had multiple top five finishes in theAmerican Ski Chase Series races (50K).

Over the last 25 years, Deb has also hadnumerous top 10 finishes at Marathon Ca-noe National Championships, includingseveral second and third place finishes.Last year in Michigan, the top three teamswere together for about 2.5 hours for thenational championship, but she ended upmissing the win by only 10 seconds.

In recent years, Deb has also taken upskijoring – a sport that incorporates herathletic snow dogs into the competition– getting even more of her family in-volved in her athletics. This unique sportis a cross between mushing and cross-country skiing. On March 3, she willtake part in the “Paws and Poles” race at49 Degrees North near Chewelah.

In May, Deb will be part of the LeanMean Machinists Team in the annualBloomsday Run – a chance to proudlyrepresent our Union with her outstandingathletic ability. Whatever the competition,she is sure to give 100 percent of her effortand ability to be the best she can be.

Trainers Refresh Course to Keep It RealHanford’s environmental cleanup workers carry out

some of the most dangerous work in the world. As aresult, they are required to take an eight-hourHAZWOPER course that contains some of the mostdemanding training requirements of any safety, health orenvironmental regulations.

Thanks to the creativity of the six peer trainers fromvarious unions and crafts, the training is never the same.They serve not just as trainers, but curriculum develop-ers as well. These highly skilled trainers use hands-onexercises, computer-based training, small group activi-ties, lecture and other blended learning techniques todrive home the HAZWOPER training. They recentlymet to revamp the course for this year.

Machinist Pat Goble has been a HAMMER instruc-

tor for 13 years and he likes the idea of workers keepingother workers safe. When he is not in the classroom, heserves as a mentor for peers working side-by-side withthem in the workplace.

“We rewrite the eight-hour refresher course eachyear to keep it fresh. Throughout the year we look atevents that happened here and other places and look atlessons learned from other sites to create a uniquescenario for the class,” said Pat. “We take the objectiveswe are required to cover and figure a different way to dothe class while still meeting the objectives.”

“I enjoy teaching and continue because I have knownpeople who were hurt or injured. If we can prevent that,then I have succeeded. I worked as a mechanic 14 yearsbefore coming to Hanford and know at other places the

pressure to just get it done,but here you have to payattention to safety – espe-cially when it comes tochemicals,” Pat added.“Who knows what wouldhappen without the train-ing. When new people en-ter the class, you can seethe light come on and theyunderstand the potentialconsequences – then youknow you have made a dif-ference.”
