Sa Isyu 101 ni Nelson S. Badilla na nalathala saiyong pahayagan noong Hulyo 1, 2010, sinabiniya na ako “ang tagapagtaguyod ng dagdag-buwis na nakapuwesto sa pamahalaan.” Hindi itototoo.

Ang pakay lang namin ay ‘di pababain angbuwis sa lebel na siyang ating nakokolektangayon. Sa kasalukuyan, ang buwis ay kulang nakulang para samga gastusin sa edukasyon,kalusugan at inprastruktura. Alam natin nasiksikan ang mga bata sa mga pampublikongpaaralan.

Mahaba ang pila sa mga pampublikong ospital.At butas-butas ang mga kalye natin na hindimaayos dahil sa kapos ang budget.

Wala kaming balak na pahirapan ang mga taosa pagbabayad ng buwis. Ang gusto lang natin aymaging sapat ang nalilikom na buwis para sapangangailangan ng taumbayan.

Ang problema ay maraming bawas sa buwis nainaprobahan ng nakaraang Kongreso. Angkabuuang bawas sa buwis noong 2009 ay P62billion at sa 2010 ay P40 billion.

Mabuti na lang at tumaas ang efficiency ngpagkolekta ng buwis sa kabuuang amount na P55billion noong nakaraang taon at nakabadyet natumaas uli ngayong taon ng P25 billion.

Noynoy looks into the‘real’ state of the economy

PRESIDENT Benigno AquinoIII and his financial team havespent their first full day in officechecking on the real health of theeconomy in a bid to root out cor-ruption and uplift the conditionof nearly 100 million Filipinos.

The country now reeling froma record budget deficit, the newpresident is accusing the pastpresidency of Gloria Macapagal-Arroyo of painting a rosy pictureof the economy to mark her legacy.

With Aquino’s order to stampout corruption, Finance SecretaryCesar Purisima promised anunrelenting campaign againsttax evaders, such as the filing ofcharges that will take place in justa matter of days.

Presidential spokesman EdwinLacierda said Aquino wanted tobe able to report the real situa-tion to Congress during his “Stateof the Nation” address on July26, when he will seek fundingsupport for his programs.

The Philippines posted a bud-get deficit of P162.1 billion ($3.5billion) in the first five monthsof the year, and analysts agree itis unlikely the full-year fundinggap would be kept below P300billion.

Aquino has also ordered a re-view of all ongoing governmentprograms and an inventory of allassets to determine which can besold off to support future projects,Purisima told reporters.

Manila Mayor Alfredo S.Lim yesterday called on thecouncilors that comprise thenew city council to take theirnewly-received mandate as achallenge to give their all forthe upliftment of the life oftheir constituents who votedthem into office.

Addressing the city coun-cil at its opening, Lim also

called on the councilors to putan end to political divisivenessand bury the political hatchet,now that elections are over.

Earlier, Lim swore into of-fice Vice Mayor Francisco `IskoMoreno’ Domagoso duringsimple rites held at theBulwagang Antonio Villegasin City Hall.

Lim calls for upliftment of Manileños

JUST two days later after walking out ofMalacanang, charges of Anti-Graft and Cor-rupt Practices Act were filed against formerPresident Goria Macapagal-Arroyo before theDepartment of Justice in connection with heralleged role in the botched NBN-ZTE broad-band deal.

Bayan Muna Rep. Teddy Casiño said thestring of cases filed against the new 2nd dis-trict of Pampanga representative was just a“test case” which means more charges willbe filed against her and other personalitiesin other equally controversial scandals thatshook her administration.

Casiño said the cases filed against Arroyowere for violation of Republic Act 3019 orthe Anti-Graft and Corrupt Practices Act,Republic Act 6713 or the Code of Conductand Ethical Standards for Public Officials,and Revised Penal Code (RPC).

The specific charges against the RPC werequalified bribery (for refraining from arrest-ing or prosecuting all those involved in thecorrupt acts arising from or in connection

He pointed out that the group opted to filethe case before the DoJ instead of the Om-budsman, saying the group has already lostits confidence in the Ombudsman.

“Wala na kaming tiwala sa Ombudsmanso we went through the noble route (of filingthe cases),” Casino stressed, adding it's upto the DoJ whether to remand the cases againstthe former leader to the Ombudsman.

MMDA confiscates‘wang-wangs’ in metro

TRAFFIC enforcers of the MetropolitanManila Development Authority (MMDA) hasstarted confiscating illegally installed vehiclesirens and blinkers in response to the call ofPresident Benigno Aquino lll to stop thewanton use of such equipment.

Chairman Oscar Inocentes of the MMDAsaid their enforcers were given strict ordersto confiscate “wang-wangs.”

Inocentes said the MMDA would still bemapping-out a coordinated plan with theLand Transportation Office (LTO) regardingthe action.

MMDA Traffic Operations Center direc-tor Angelito Vergel de Dios said MMDA traf-fic enforcers are considered as law enforcersand as such, have the authority to flag downany vehicle using an illegal siren or blinker,and then confiscate the illegal devices.

De Dios also defended the MMDA’s useof blinkers and sirens on its official duty ve-hicles saying the agency is a law enforce-ment unit.

The traffic director recommended thatPresidential Decree 96 or the law prohibit-ing the use of illegal sirens and blinkers beamended to include the official vehicles be-ing used by government agencies such as theMMDA which are involved in either law en-forcement or emergency response functions.

“That law is old. It was passed when theMMDA was still not created. Official MMDAvehicles can be fitted with sirens and blink-ers as these are used for law enforcement andemergency response actions,” De Dios said.

Gazmin recommends David as next AFP chiefDEFENSE Secretary Voltaire Gazmin yes-

terday vouched for the integrity and qualifi-cations of the incoming AFP Chief of StaffLt. Gen. Ricardo David adding that the latter’sappointment should not be thought of as anexample of patronage politics.

Gazmin, a retired Army chief, said David iswell qualified to head the military establish-ment, in place of Lt. Gen. Nestor Ochoa, whoserved as acting AFP chief since March 22 uponthe early retirement of Gen. Delfin Bangit.

“I know him to be very hard working. Hisonly liability is he was a former PSG, I wasformer PSG commander. He is from Tarlac,the President is from Tarlac,” Gazmin toldan ambush interview on his first day of of-fice as the new secretary of the Departmentof National Defense.

The new AFP chief was with the PSG forfive years during the time of Aquino’s mother,the late president Corazon Aquino, whenGazmin was the PSG commander.

The Aquinos are from Tarlac. On the otherhand, the 55-year-old David was born inPampanga but spent most of his childhoodin Tarlac.

“It’s being tied to (some issues) but let uslook at his service reputation and capabil-ity,” Gazmin said, adding being a"kababayan" of the President and his work-ing relationship with David at the PSG werenot the issues considered in his selection asAFP chief but the qualifications.

A member of the Philippine Military Acad-emy class of 1977, David is currently the chiefof the Northern Luzon Command (NLC), apost he assumed in June last year. Prior tothe NLC post, he was commander of the 4thInfantry Division in Cagayan de Oro City.

The defense secretary said he is optimis-tic that he will have a good working rela-tionship with David, whose assumption ofthe top military post will be presided by Presi-dent Aquino in Camp Aguinaldo today. Thiswill be the first time Aquino will go to CampAguinaldo as president.

HOPE brightened again for thousands of public schoolteachers after President Benigno Simeon Aquino lll re-cited his simple speech sending the message of a brighterfuture for the entire country and the education sector.

This is the general feeling of the officers and members ofthe Teachers’ Dignity Coalition (TDC), to Noynoy’s simplespeech that brings the message of hope for the entire coun-try in general and the education sector, in particular.

The group expressed hope that the big problem the presi-dent inherited particularly in the education sector will befixed the soonest possible time.

“We give him at least 100 days, after that we could eas-ily see if he is true to his promise or not,” said Benjo Basasa teacher of Caloocan City and the group’s chairman.

Basas said 100 days would be enough to see where thepresident is leading the nation.

Early this month, the group submitted a 10-point pro-posal dubbed as Teachers’ Dignity Agenda comprised ofdoable reform measures to address the education sector’sproblems.

“The president talks about quality of education andthe solution to classroom shortage, and we challenge himto consider our 10-point agenda.” Basas said.

WITH the observation of Di-saster Preparedness month thisJuly, with the rainy season andLa Niña expected until Novem-ber, the Citizens Disaster Re-sponse Center (CRDC) has calledon newly sworn-in PresidentBenigno Aquino III to prioritizedisaster preparedness plan in hisadministration.

CRDC executive directorLourdes Louella Escandor saidAquino should beef up govern-ment’s disaster-preparedness andresponse system before the nextdisaster could hit the country.

“Early preparation is the bestsolution to natural calamities,”she stressed.

Last year, the Philippinestopped the list of countries mostfrequently hit by natural disasters,as revealed by the EmergencyEvents Database (EM-DAT) being

maintained by the Belgium-basedCentre for Research on the Epide-miology of Disasters (CRED).

CRED also ranked the Philip-pines 2nd to China in the top 10list of countries most affected bynatural disasters in 2009 with 13.6million people affected. Ty-phoons “Ondoy” and “Pepeng,”two of the most devastating ty-phoons in the country's history,happened late last year.

Escandor also urged the newadministration to fully implementthe Disaster Risk Reduction andManagement Act of 2010 (RA10121) which was signed into lawby former President GloriaMacapagal Arroyo last May 27.

Under this law, the NationalDisaster Coordinating Councilshall be replaced with the Na-tional Disaster Risk Reductionand Management Council.
