MANILA, April 28 (PNA) -- ThePhilippine government is imple-menting stricter biosecurity mea-sures and farm accreditationsystems following a report fromthe World Health Organization(WHO) of a new "multi-strainswine virus" that hit Mexico,Canada and the United States.

Agriculture Secretary ArthurYap, in a press conferenceTuesday morning, said he alsoordered the Bureau of AnimalIndustry (BAI) to strengthenquarantine checkpoints to pre-vent entry of pork from these af-flicted areas.

Yap also said that the tem-porary suspension of pork im-ports from Mexico, US and Can-ada -- where a novel strain of in-fluenza has been detected -- willstay pending further scientificevidence that will categoricallyrule out this disease as comingfrom swine.

He noted that the governmentwill maintain this policy as a pre-cautionary measure despite thelatest pronouncement by theWorld Animal Health Organiza-tion or Office International desEpizooties (OIE) that "there isno evidence that this virus istransmitted by food," and that itis "not justified to name this dis-ease swine influenza (SI) "as itis not technically the SI virus buta multi-strain one, which in-cludes in its characteristicsswine, avian and human viruscomponents."

According to the OIE report,

in the absence of any animaldisease outbreak in the threecountries concerned, it would bebetter to call this illness as the"North American influenza."

It also said that "urgent sci-entific research must be startedin order to know the susceptibil-ity of animals to this new virus."

Yap said "what is certain atthis point is that it is safe forpeople to eat properly cookedpork, given the categorical state-ment of the OIE that the virus isnot transmitted by food."

For his part, BAI DirectorDavinio Catbagan said the Phil-ippines does not import any porkproduct from Mexico but importsabout 50,000 metric tons (MT)from the US and Canada.

After the reported NorthAmerican influenza presence inUS and Canada, he said thecountry will now source the50,000 MT domestically, mostlikely from Mindanao and fromabout 10 countries that are freeof this virus.

Catbagan said the BAI iscoordinating with the Bureau ofCustoms (BoC) and other airportand seaport authorities to pre-vent the entry of pork productsthat were shipped out from thethree countries following the on-set of the human infections.

The DA-BAI earlier said it hasmounted yet another slew ofmeasures topped by more strin-gent biosecurity and border con-trol steps to prevent a domesticoutbreak of swine influenza (SI)

in response to the laboratory-confirmed cases of human infec-tions in Mexico and the US.

Catbagan said the govern-ment is taking these steps asprecautionary measures as he

assured Filipino consumersthere is nothing to worry aboutand that it is safe to eat proper-ly cooked pork as there is no SIoutbreak in the country.

He said the BAI is also coor-

dinating with the BoC and Phil-ippine Ports Authority (PPA),along with airlines and shippingcompanies on tightening bordercontrols in international airportsand seaports. –PNA

Best investmentCOMING IN second to last among the 17 school divisionsin Central Luzon hit hard at City of San Fernando MayorOscar S. Rodriguez on his very first term of office.

The ghosts of his academic past – walking barefootto school, missing meals as much as periodical testsand deprived of academic honors due to abject poverty,forced to labor his way to a college degree – may haveso haunted Rodriguez that he made education secondto none in his development agenda for the capital city.

Damning the court case aimed by former Mayor ReyAquino to torpedo his education initiatives, Rodriguezmanaged to build 36 new schoolbuildings on a loan fromthe Land Bank of the Philippines. To the rejoicing ofteachers, students and grateful parents.

And there is no stopping Rodriguez’s educationexpress since.

The city government established five integratedschools that helped reduce the drop-out rates. Locatedright in the barangays, students just walk to school,saving on travel fare or even on baon. Three more ofthese schools will be opened in June.

An alternative learning system commenced last yearto enable undergraduates of elementary and high schoolto obtain diplomas after 80 hours of schooling. To date,over 500 adults have finished the course, a number ofwhom have moved on to the special skills trainingprogram linked with the Technical Education and SkillsDevelopment Authority.

A night school, began last year, has enabled adultlearners to acquire education as they work during theday to fund their own schooling.

This school-year 2009-2010, the city college will opento 1,000 enrollees. The city government’s Scholarshipin Education for Empowerment and Development(SEED) Program supports some 8,000 college scholars.Summer jobs and training are given to 600 collegestudents through a P6-million fund.

The human infrastructure in education has been givenits due notice too.

On the principle that “well-prepared school leadersbreed the best learners,” a three-week School Managers’Enhancement Program is on-going for 50 principals andhead teachers of the 40 public elementary and highschools of the city.

Designed and conducted by the Asian Institute ofManagement, it is the first of such training for schoolmanagers with the objective “to run schools that areresponsive to the needs of the students and to raise thequality of education.”

All these investments in education, Rodriguez proudlysays, have been made possible after the city governmentimproved the collection of real property taxes. Onepercent of that has raised P100 million last year for theLocal School Board Fund that paid for the training ofteachers, electricity and water in schools, purchases ofbooks, tables and armchairs, and amortization of loansfor the newly constructed schools. And also gaveadditional allowances to teachers and principals who getmonthly basic pay of P14,000 and P17,000, respectively.

Investing in education is investing in the future, witforeseeable results. What investment can be better thanthat?

IT’S STILL over a year from the 2010 elections but already wannabesare well into the campaign mode. And I mean not just the presidentialpretenders, the local dreamers even more feverish this early intothe game.

To all of them, here are some lessons that may come in handy.You have no money? Dream on running, even winning. It

won’t cost you a thing. But never wake from that dream and live thenightmare of political realities here.

Even as a candidate, you have already been claimed by thevoters to be their personal one-way ATM: no deposit required butready to dispense cash anytime of the day or night: for their powerand water bills, cost of hospitalization, expenses for weddings,baptisms and funerals, even birthday parties and fiestas, milk fortheir infants, tuition for their kids.

You have money? Use it wisely.Yes, this is most relevant to the comebacking Dinan Labung.

More than a year before the 2004 elections, then Board MemberDinan was already crowing that thirty grand – that’s 30 thousandpesos, dummy – was doled out daily to his needy constituentseven before the cock crowed in the morning. Into the campaignperiod, Dinan upped the ante to 50 grand. Still, he ended up in thekangkungan against Dr. Rey Aquino.

Losing elections

His 2004 experience unlearned, Dinan did thesame route in 2007 and found himself in thepansitan against Dong Gonzales.

A dilemma: Identified as a generous giver inelections past, Dinan stands to lose a lot of theground he covered in 2004 and 2007 if he tightenseven just a bit his publicly-perceived-as-enormouscampaign chest. Dati kang nagbibigay ng tig-500daan, bigla kang magbibigay ng tig-100, magigingmasama ka pa sa iyong binigyan.

The flash of wealth is more a liability than anasset. Still remember Don Pepito Mercado?Soaring in the people’s imagination as a mighty,invincible eagle in 1994, reduced to a pitiful pipitin the 1995 gubernatorial polls.

While it pays to be the official candidate of aparty, especially the party in power, this is nosure-fire guarantee for victory.

In 1992, Boking Morales did theunprecedented: He was the official candidate ofthe two dominant parties at war for the presidency.President Cory Aquino and candidate Fidel V.Ramos of Lakas-NUCD graced Boking’sproclamation rally. At Boking’s miting de avance,it was candidate Ramon V. Mitra that anointedhim as the main man in Mabalacat of the LDP.

Dr. Catalino Domingo of the NPC drubbedBoking mightily. Thereafter, Boking though hasdone more unprecedented things. Like fiveconsecutive terms and still running.

Barangay chairmen are prized – and highly-priced – acquisitions in elections. But like theparty, they are no foolproof certainty to winning.

In 2004, Andrea Dizon-Domingo thrice paradedbefore the members of media 28 of the 33barangay chairmen of the City of San Fernandoas her committed campaigners.

She ended third placer to eventual winnerOscar S. Rodriguez who had no barangaychairman other than Do Santos of San Agustin inhis corner.

From organization, let’s shift to tactics.The early bird does not always get the worm.

Sometimes, because of his over-eagerness –read: gagad – he gets to be shot first.

Think Pampanga 1st district in1998 here. Thefirst pretender to the throne being vacated byCong Tarzan Lazatin was businessman BekoPanlilio. Ah, how the barangay captains swarmedaround him from late 1996, only to lose them to“Cong Rey” Guiao, whose own campaignsputtered when Atty. Ed Pamintuan left theAngeles City hall for the district. Of course, itwas Ed’s vice, Blueboy Nepomuceno who wenton to win.

The early bird gets to be fed first to the hungrymob. Heed the Kapampangan adage here: Taulingkabit, manu. Last comes first.

Opinion polls are another matter to take realcare of. Believe in published surveys at your ownperil.

In 2007, an alleged survey allegedlycommissioned by the provincial governmentalleged that Congressman Rey Aquino led MayorOscar Rodriguez 60-40 for the mayorship of theCity of San Fernando.

So what’s new here? Oca never won in anypublished survey since he entered politics.Conversely, he has won all but one – 1992 –electoral contests he joined: 1987, 1995, 1998,2001congressional races, and the 2004mayorship.

And in 2007, Oca drubbed Rey to the tune ofover 16,000-vote margin. Same margin of errorplaced in that alleged survey most certainly.

Like Oca, another one who never won in anysurvey but won all elections he entered is CrisGarbo of Mabalacat – as Mabalacat councilortwice, board member three times and vice mayoronce. And board member again in 2007.

Surveys are meant to serve as campaignguideposts. Their efficacy for propagandapurposes – to gain some bandwagon effect – havelong been lost because of surfeit and theincredibility of results.

FELIPE VELEZ NERI, 60, passed away last week. He was a dearfriend and co-worker at the Subic-Clark Alliance for DevelopmentCouncil (SCADC).

Someone has said: When you walk through the terrain ofanother’s heart you will leave some footprints.

During all the time Philip—that’s how we call him—worked withus in SCADC since January 2006, he walked through the terrain ofour hearts with quiet but sincere dedication, doing his workuncomplainingly even though his heart was being ravaged now andthen by disease which earlier had caused him to be operated onand which recurred when we were having our planning workshopon November 10, 2007 in Baguio City. (The last attack that occurredon April 21 proved fatal, unfortunately. I did not know that the dinnerI had with Philip on April 1 together with my senior staff at SCADCwas the last dinner I would ever have with him.)

The true professional that he was, after obtaining temporaryrelief, Philip insisted on finishing the three-day planning workshop,knowing its high importance and desirous of making a contributionto the planning effort.

Requiem for acolleague and friend

In the past three years that we had workedtogether, I never heard him complain about hisillness despite the rigors of work and the tightdeadlines we have had to meet in fulfilling ourduties and responsibilities at SCADC; he waseven more mindful of the health of us hiscolleagues than his and was also ever ready todo acts of kindness with his inspiring textmessages about life, faith, joy, and peace withGod.

In his usual quiet yet cheerful and unassumingfashion, Philip would do his work, contributingcompetent professional and insightful advice,sharing his thoughts, and caring for others—always in his own quiet way. Truly, Philip has leftsome footprints in our hearts, some deepfootprints that time may find hard to erase.

A beautiful human being, a kind and beautifulspirit, Philip has been to us.

ON THIS DAY in 1992, In LosAngeles, California, four Los An-geles police officers that hadbeen caught beating an unarmedAfrican-American motorist in anamateur video are acquitted ofany wrongdoing in the arrest.Hours after the verdicts were an-nounced, outrage and protestturned to violence, as rioters insouth-central Los Angelesblocked freeway traffic and beatmotorists, wrecked and lootednumerous downtown stores andbuildings, and set more than 100fires.

On March 3, 1991, paroledfelon Rodney King led police ona high-speed chase through thestreets of Los Angeles Countybefore eventually surrendering.Intoxicated and uncooperative,King resisted arrest and was bru-tally beaten by police officersLaurence Powell, TheodoreBriseno, and Timothy Wind. Un-beknownst to the police, a citi-zen with a personal video cam-era was filming the arrest, andthe 89-second video caught thepolice beating King with theirbatons and kicking him long af-ter he was capable of resistance.The video, released to the press,caused outrage around the coun-try and triggered a national de-bate on police brutality.

Rodney King was releasedwithout charges, and on March15 Sergeant Stacey Koon andofficers Powell, Wind, and Brise-no were indicted by a Los Ange-les grand jury in connection withthe beating. All four were chargedwith assault with a deadly weap-on and excessive use of force.Though Koon did not activelyparticipate in the beating, as thecommanding officer present atthe scene he was charged withaiding and abetting. Powell andKoon were also charged with fil-ing false reports.

Because of the uproar in LosAngeles surrounding the incident,the judge, Stanley Weisberg, waspersuaded to move the trial out-side Los Angeles County to SimiValley in Ventura County. On April29, 1992, the 12-person jury,which included 10 whites and noAfrican-Americans, issued itsverdicts: not guilty on all counts,except for one assault chargeagainst Powell that ended in ahung jury. The acquittals touchedoff rioting and looting in Los An-geles that grew into the mostdestructive U.S. civil disturbanceof the 20th century.

Violence first erupted at theintersection of Florence Boule-vard and Normandie Avenue insouth-central Los Angeles. Traf-

fic was blocked, and rioters beatdozens of motorists, includingReginald Denny, a white truckdriver who was dragged out of histruck and nearly beaten to deathby three African-American men.A news helicopter, hovering overthe street, recorded the grue-some event. Los Angeles policewere slow to respond, and theviolence radiated to areasthroughout the city. CaliforniaGovernor Pete Wilson deployedthe National Guard at the requestof Mayor Tom Bradley, and a cur-few was declared. By the morn-ing, hundreds of fires were burn-ing across the city, more than adozen people had been killed,and hundreds were injured.

Rioting and violence contin-ued during the next 24 hours, andKorean shop owners in African-American neighborhoods defend-ed their businesses with rifles.On May 1, President GeorgeBush ordered military troops andriot-trained federal officers to LosAngeles and by the end of thenext day the city was under con-trol. The three days of disorderkilled 55 people, injured almost2,000, led to 7,000 arrests, andcaused nearly $1 billion in prop-erty damage, including the burn-ings of nearly 4,000 buildings.

about last Monday after-noon’s incident, Immigra-tion Commissioner Mar-celino Libanan ordered thefiling of charges againstthe three musicians andtheir recruiter.

In his report, BI officer-on-duty Ramon IsidroLapid said the bribery at-tempt happened at about5:20 p.m.

He said that he initial-ly suspected the three as“profiled passengers whowere likely to work abroad”contrary to their declara-tion that they were boundfor Kota Kinabalu , Malay-sia as tourists.

Lapid said he invitedthe three to his desk andturn over to him their pass-ports for examination. Hesaid he would have allowedthem to fly to their desti-nation anyway were it notfor the bribery attempt.

“I immediately noticedP500 bills inside the pass-port (of Pajutan). Uponseeing this, I immediatelyrequired the two remainingfemale passengers to giveme their passports,” hesaid.

Manalo, who was atthe vicinity during the inci-dent, said he also saw thebills inserted in the sus-

pects’ passports and thathe gave Lapid the signalto inspect the passports.

Lapid said that whenhe showed displeasureover the apparent move tobribe him, he saw one ofthe two female suspectsattempt to take out thebills inserted in her pass-port.

“I immediately told herto return the said bills in-side her passport, then Iinformed the policemenassigned at the airport ofwhat I discovered,” hesaid.

Manalo said that thepassports were insertedwith four pieces of P500bills each.

He said charges ofbribery are set to be filedagainst the three, whiletheir recruiter is to becharged with illegal re-cruitment.

Initially, Koryo will notbe requiring additionalmanpower once the newbuilding becomes opera-tional, as the current re-cession has left the firmwith “a lot of excess man-power,” Suzuki said.

But when the expan-sion project starts to bringin more clients, the firmwill eventually increase itsmanpower, Suzuki said.

The firm, which is locat-ed at the Subic TechnoPark, constructed a new3,564-square meter ware-house that will be used inreceiving of goods, stock-ing, warehouse controlling,keeping and materials han-dling, picking or withdraw-al of parts, delivery ofpicked parts to production,as well as for shipping.
