Water flows over the entrance to the condos on the south side of Hwy 38 (48 Avenue) in Redwater July 10. The barricades mark the edges of the driveway with a three foot ditch on either side connected by a culvert which can’t handle the flow of the heavy rain and runoff. Half a block east, a small whirlpool formed by the force of water rushing through the submerged culvert at the entrance to the Paradise Inn, but the flow of water from the west is so great it spills over the road and into the parking lot. This flooding is believed to be caused by roadwork done a few years ago that changed the intersection of Highways 38 and 28 and re-routed some drainage. “I contacted Alberta Transportation again today,” town manager Larry Davidson said. “I have been advised that we will be contacted Monday. I can also share that we have a meeting scheduled with the Minister of Transportation for July 14. Council has approved funding to undertake a number of short term initiatives to mitigate future flooding. This work will be completed this fall” (weather dependent). The Floral Farm mobile floristopened for business at the beginning ofMay and now serves clients from Vilnaand Smoky Lake to Redwater,Thorhild and Boyle.

The floral arrangements are made inTerry and Louilla Tychkowsky’s floristshop near Smoky Lake and deliveredwhere requested. A selection of pre-made arrangements are available incoolers at Shanes IDA drug store inSmoky Lake and Shanes Guardiandrug store in Redwater.

“This is something we always want-ed to do; we were just too busy,”Louilla said. “We talked about it foryears.” The floral team consists ofLouilla, daughters Karli and Ebbeney,and her mother, Lucille Osepchuk.

Louilla particularly enjoys knowinghow receiving flowers makes peoplefeel.

“That reward, it makes my heart sohappy,” she said. “It’s the best job inthe world. We were so busy with theoilfield, sometimes we didn’t havetime to think. Here, we just love to doit.” She added that it is emotionallymore difficult when delivering flowersto funerals.

Tychkowskys had a family ownedand operated oilfield company, and as

the economic downturn in the oil andgas sector worsened, they prepared forchange. Ebbeney took a florist courseand Karli a veterinarian assistantcourse.

This spring, with theCOVID-19 pandemic restrictingtravel and limiting how muchpeople move around their com-munities, Tychkowskys openedtheir mobile florist shop.

“We thought to bring theflowers to them,” Louilla said.

“In the area, we don’t have a florist,and we thought this would be perfect.We take orders and deliver. It’s a goodchange. This is something our commu-nity has missed.”

She converted her oilfield shopoffice to a flower shop with coolers,tables, and supplies for both freshflower and silk flower arrangements.

Orders are recieved via phone orfacebook messaging. Calls for flowershave come from as far as Vancouver,

Texas and Florida frompeople sending flowersto relatives here in localcommunities.

“They can’t comesee their relatives here,”said Louilla. “We havesome standing ordersfor monthly deliveriesto the lodge or longterm care. I try andmake it as convenientfor the customer as pos-sible. It’s lots of fun.It’s a job that you don’tfeel you work at.”

Cory was a gentle,caring, witty uncle to nieces and nephews: Mina and KaiOllikka; Jared, Kate and Emily Parker; Claire, Genevieveand Lily Irons; Dravin and Marcelle Louis. He valued andloved his aunts, uncles and cousins (and their kids) fromthe Ollikka and Koistinen sides.

Cory was predeceased by his wife, Darcy Ollikka (néeHiar) who was tragically injured in 2006 and passed awayin 2009. The Hiar family, including Darcy’s parents, Earland Clareen, her brother, Trevor, and Trevor’s sons, Dylanand Austin, have remained connected to Corbyn’s andCory’s lives.

Cory was a devoted – and nothing short of incredible -dad, partner, and friend. He was deeply connected to theland, to cycles and seasons of nature, and to buildingcommunity at regional, national, and global levels. A zingerfrom Cory was sometimes stated quietly or quietlyunderstated, and this was his way with more than humour.Cory’s contributions to farming and municipal governancewere significant, and they all stem from his values ofrespect, kindness, lifelong learning, and self-leadership,and from his commitment to a more just world.

Keeping each other and our communities safe and healthyin this pandemic was very important to Cory. He spent thepast few months leading the local community to find newways forward - adapting how we get things done, how wecreate meaningful progress, and how we gather.

Ride and Go Seek is a Friday morning activ-ity for youth in Redwater.

Participants are given clues to a location andonce they figure it out, they ride to it and learnan activity from volunteer instructors. On July10 Avery, Everett and Kayla Graham taughtrope skipping in the parking lot by the Redwa-ter Public Library.

These free activities are organized by Red-water HYPE (Helping Young People Excel)and are planned to maintain the physical dis-tancing required by COVID-19 pandemic regu-lations.

Anticipating a 27 percent reduction in its annualAgricultural Services Board (ASB) grant, ThorhildCounty reduced its beaver control program. Thecounty beaver dam program now applies only tocounty owned lands, rights-of way and infrastruc-ture. Previously county staff would remove beaversand beaver dams from private property if needed.

During the June 23 council meeting CAO PaulHanlan reported the ASB and Agricultural Servicesdepartment chose beaver control as the program tocut to accommodate the $46,000 decrease in thegrant.

Reeve Kevin Grumetza said the change to thebeaver control program will pretty well cover thefunding reduction. As well, because of the three tofour weeks it takes a municipality to work throughthe red tape and receive approval to remove a dam onprivate property, this may reduce some flooding.Landowners do not need to go through the sameprocesses to remove dams on their own property, sothey can do the removal faster and limit back flood-ing.

“We’ll see what happens,” said Grumetza. “If res-idents are not happy, I encourage them to voice theirconcerns to their MP or MLA.” The federal Depart-ment of Oceans and Fisheries approves municipalwork on water courses. The provincial Agricultureand Environment departments give the ASB grantsand environmental approvals.

Hanlan said the change to the Beaver Control Pro-gram will reduce its annual cost. “The reasoningbehind the change is the amount of man hours andmoney required to operate the program yearly,” Han-lan said. “It’s a substantial part of the ASB budget.”

In 2019, the county spent about $40,000 in trap-ping and mechanical removal of dams by back-hoe,trackhoe and explosives. That number does notinclude wages, manpower time to investigate andlocate dams or time for getting easements signed.

On average, the county removed 62 dams per yearby explosives during the past few years. Over 130beavers were trapped between April and Septemberin 2019. In 2019 about 140 beaver tails were turnedin as part of the county’s incentive program of$20/tail. Currently, due to COVID-19 restrictions,tails are not being accepted for the bounty.

Beaver control is not performed from April 16 toeither June 30 or July 31, depending on the size ofthe body of water being impacted. The restriction isto reduce impacts to fish breeding, limit sedimenta-tion and limit damage to surrounding habitats.

In March the Association of Alberta AgriculturalFieldman (AAAF) had advised there will be substan-tial cuts to the ASB Grants for the next grant cyclefrom 2020-2024. AAAF president SebastianDutrisac estimated the grant will be reduced from$168,000 to $122,000.

Thorhild County tospeed up removalof beaver damsfrom private land -- by not doing it

There was another new COVID-19 case reportedin this area last week, bringing the number of activecases up to two.

According to the Government of Alberta website,as of July 10 Sturgeon County west and its smallerurban centers reported two active cases of COVID-19. This region previously reported seven cases, nowrecovered.

There were no reported cases in Sturgeon Countyeast.

The Town of Morinville had three reported cases,all of which are now recovered.

Both Thorhild and Smoky Lake counties continueto have zero reported cases.

Submitted by Sgt. Jeff Sehn Redwater RCMP DetachmentReporting period: June 1 to June 31, 2020. Redwater RCMP dealt with 250 occurrences during the

month of June. 12 of these occurrences either involved wildlifeor domestic animals exploring their wild side after freeingthemselves from confinement. These calls consisted of vehicleshitting deer and a moose, a bull on the loose, and a hotdog thatturned out to be a dog left unattended in a vehicle (there wereno injuries to the dog). There was also a mischievous feline thatraided the detachment garbage to feed itself. Through intense onscene negotiations the cat was convinced to surrender to mem-bers. The cat was then lodged in a home with a foster parent andmembers purchased a supply of food and care itemsfor the foster home.

Your members were also busy investigatingnumerous criminal matters consisting of assaults,assault with a weapon, criminal harassment, harass-ing communications, mischief, theft, uttering threats,frauds and many other criminal acts. In addition, 3firearms complaints were received where it wasreported that firearms were being shot in areas whereshooting firearms is not permitted. Member wouldlike to remind the public that discharging firearms ongrazing leases requires the permission of the lease-holder prior to shooting.

Police received 5 calls of stolen vehicles withcharges being laid on one and the remaining stillbeing investigated. Note to vehicle owners: Ensureyou remove or cover up all valuables in your vehicle,lock the doors, and secure your keys. Try not to makeyour vehicle an easy or attractive target for the crim-inals.

Members were also kept brushed up on their colli-sion investigation skills by responding to 18 motorvehicle collisions. These collisions ranged from agravel truck that lost control and went into a swamp,to a moose that lost control and ran in front of a vehi-cle. In all cases there were only minor injuries to thevehicle occupants. Anyone that owns horses in thearea that may be short a horse or two and is encour-aged to contact the Redwater RCMP as there werecalls of two loose horses.

During the month our courageous membersresponded to two unrelated instances where suspectseither discharged firearms at or near a house. In thefirst instance, it is alleged that a 36 yr old male, andThorhild County resident, threatened an individualon a rural property with a handgun and shot the hand-gun several times. This received the immediate atten-tion of the Redwater RCMP who attended the scene.With assistance from the Smoky Lake and WestlockRCMP Detachments, Capital East and RedwaterRCMP Traffic Services, and the RCMP EmergencyResponse Team and Police Dog services. Residentsin the area may have also observed the RCMP heli-copter in the area as assistance was also provided byRCMP Air Services. Eventually the male surrenderedto police and charged with:

•Use of a firearm in the commission of an offence•Possession of a firearm for a dangerous purpose•Unauthorized possession of a firearm•Uttering threats•Disobey a court orderHe was remanded into custody to appear in Fort

Saskatchewan Provincial Court on a later date. The second incident was a report of three vehicles

that attended a rural property west of Redwater anddischarged a firearm at a residence prior to fleeingthe area. RCMP members immediately responded tothe area and conducted extensive patrols in anattempt to locate the suspects. Further investigationrevealed that this was a targeted incident. The inves-

tigation is continuing. The Redwater RCMP is requesting thatanyone who has information on this crime is asked to contactthe Redwater RCMP Detachment at 780-942-3600 or their localpolice. traffic enforcement throughout the various communities withincreased presence and visibility of our members through pro-active patrols. In the current world of COVID-19 communityengagement events have become a challenge due to social dis-tancing requirements. In order to seek important input from allstakeholders, the Redwater RCMP will be completing monthlypolice briefs (like this one) in order to keep the public aware ofour activities in the communities. While most people are looking forsome summer sun rather than the liq-uid sunshine we have been saddledwith lately, Sturgeon County Councilturned its focus to winter tires duringtheir regular Council meeting June30.

Council endorsed the proposedRural Municipalities of Alberta(RMA) resolution mandating the useof winter tires in Alberta betweenNovember 15 and March 31 each

year. Coun. Patrick Tighe wasappointed as the Resolution Champi-on as it headed to the next hurdle toget on the RMA agenda.

Tighe presented the resolution forconsideration at the July 13 PembinaRiver Zone meeting. He supported theresolution, telling council it couldsave society a lot of time and money,noting that two other provinces(Ontario and Quebec) have alreadymandated the use of winter tires.

Coun. Neil Comeau argued thattires were not the problem but ratherthe drivers, pointing out if you look atvehicles going off the roads in thewinter it is the 4x4s that are farthest inthe field.

He also pointed out Ontario andQuebec get more freezing rains so themandatory tires make sense there.Comeau and Coun. Karen Shawopposed endorsing the resolution.
