The Municipality of Santo Domingo
was conferred with the Seal of Good
Housekeeping by the Secretary of
Department of Interior and Local
Government in recognition of its ef-
forts in advancing the principles of
accountability and transparency in
local governance for CY 2011.
The Criteria for the Seal include: 1)
Sound Fiscal Management or the ab-
sence of adverse COA opinion; and,
2) Accountable and Transparent gov-
ernance, or compliance to Full Dis-
closure Policy on local budget and
finances, bids and public offerings.
The conferment of the Seal makes
Santo Domingo eligible to avail of
the One Million (Php 1,000,000.00)
Performance Challenge Fund to sup-
port local development projects. The
Performance Challenge Fund is an
incentive fund to LGU’s in the form
of counterpart funding to high-
impact capital investment projects in
the Annual Investment Plan (AIP).
The Municipal Government plans to
utilize the Php 1M PCF to construct
a Business Development Center
which shall serve as venue for practi-
cal skills training co-sponsored by
TESDA and other NGAs. A portion
of the building will be utilized as dis-
play center of OTOP and OBOP of
barangays, as a promotional strategy
to attract local and foreign tourists.
Eventually, the Center shall become
a LGU enterprise.
The construction of Business Devel-
opment Center has been estimated
worth Php 2,535,058.58. The LGU
shall fund the remaining amount for
the completion of the project.
SDO AWARDED WITH THE SEAL OF GOOD HOUSEKEEPING
A variety of sports and cultural activities comprised the
festivities of Arangkada Todo-Todo Town Fiesta on
May 8-12, 2012 celebrating the 270th founding anniver-
sary of the Municipality of Santo Domingo.
The star-studded Motocross featuring famous riders in
the Philippines and the crowd-drawing Karabasa Festival
Street Dancing topped the festivities of the Fiesta. For a
more vivid description of the affair, the activities of the
five-day Arangkada are presented in the succeeding
paragraphs.
Day 1 – Arangkada Idol
After a series of elimination rounds, ten contingents

memtary School on June 1, 2012 where he emphasized
his campaign for implementation of Comprehensive
Solid Waste Management, Prevention of Dengue, Im-
provement of School Performance and Values Forma-
tion.)
Implementation of Comprehensive Solid Waste Man-
agement
It is often said that teachers are the most effective con-
veyor of change, so I called for this meeting to enlist
your help in the implementation of the Municipal Ordi-
nance, known as Comprehensive Solid Waste Manage-
ment. I believe that if we start educating children about
solid waste management, we will be more successful in
our campaign. I take Palawan as an example. Believing
that the youths are the hope of their future, Palawan
LGU started its campaign with the children. If you visit
Palawan today you will see that their strategy had been
effective. So, start teaching your pupils how the four
components of waste management such as biodegrad-
ables, recyclables, plastics, dirty/toxic substances, should
be handled. Teach them to segregate.
The biodegradables should be placed to the compost pit
to be converted into organic fertilizers. Plastics should
be collected and to be brought to the MRF where they
will be converted into plastic tiles through a plastic den-
sifier. Recyclables should be kept in a container until
they are collected and sold. Dirty/toxic substances
should be kept in cemented vault where they will be in-
cinerated.
Prevention of Dengue
The most effective means of preventing dengue is to
keep the surroundings clean. Cleaning the environment
precedes loving the environment. So teach your pupils to
keep their environment clean. You should make sure that
there are no breeding places of mosquitoes within the
school premises.
School Performance
I was not so happy when I got a copy of the schools’ per-
formances. I was surprised of your pupils’ rating in the
National Achievement Test. It is gratifying to note, how-
ever, that Sived Elementary School got the highest rating
(80.55) among all schools in our district. For this, we
have decided to reward Sived one unit (1) of computer. I
challenge the rest of the schools to exert more effort to

To Pursue the True Essence of Independence…
(Excerpts from the speech delivered by Mayor Amado T.
Tadena on the occasion of 114th Celebration of Philip-
pine Independence on June 12, 2012 at the People’s
Coliseum, Santo Domingo, Ilocos Sur).
As we mark the 114th anniversary of Philippine Inde-
pendence Day, we cannot help but review the continuous
struggles we have been through even after Gen. Emilio
Aguinaldo proclaimed our independence on June 12,
1898.
Even after we gained our full independence in 1946,
there were many things that had to be undertaken in or-
der to enjoy that freedom. Every Filipino clamored for
nation building. The country slowly rose from the rav-
ages of war and there was even a time when its economy
was the object of envy among its Asian neighbors.
Several decades have past and we still ask ourselves, are
we really free? Have we really gained our freedom?
So long as there are Filipinos depending on other people
and on the government for sustenance, we are not free.
Independence is meaningless if there are Filipinos who
have not been freed from the bondage of poverty and
lack of education, because the true essence of independ-
ence is when we are totally free from the bondage of tyr-
anny of any form.
Every citizen should therefore participate to pursue the
true essence of independence. Let us help our fellowmen
to be freed from the bondage of poverty, hunger, igno-
rance, and indolence. As public servants, we can do our
part by being true to ourselves in rendering service to
our fellowmen. While it is perceived that our economy
had improved, it is not evident among the masses. Let us
support the government so that the improvement of our
economy will cascade down to the grassroots. Let us be
vigilant so that the independence we have won from for-
eign invaders will not become meaningless or lost.

were left to compete during the Arangkada Idol: The Fi-
nal Quest held on May 8, 2012.
The ten finalists rendered their favorite numbers to their
hearts’ content before the rigid scrutiny of the Board of
Judges. Then there were top five. The top five rendered
two songs each, slow and then fast. Their performances
were splendid.
Before the decision was announced, the former Con-
gressman Ronald V. Singson arrived. After he delivered
his message, then the long awaited moment came. The
fourth, 3rd and 2nd runners-up were announced, Edward
Tibuc, Jessie Tabao, and Jerome Tagorda (in that order).
Then the moment of truth; Juningle Princess Tacsiat was
declared Arangkada Idol 2012, and Alvin John Toledo
as the First Runner-up. The Arangkada Idol went home
with a trophy and Php 10,000.00 cash.
Day 2 – Grand Parade/Agri-Food Fair
To formally usher the Town Fiesta Celebration, a grand
parade was held around the Metro Poblacion with the
participation of all barangays, the winners of the Infan-
tile Popularity Contest, Arangkada Idols, Dep-Ed, na-
tional agencies, and NGO’s. The Grand Parade show-
cased “Farm Family Floats” and the winners were:
Borobor (1st Prize), Paras (2nd Prize), Camestizoan (3rd),
Nambaran (4th), and Calay-ab (5th).
The Agri-Food Fair was held to bring to the limelight the
agricultural products, foods, and handicrafts from the
different barangays. The exhibits were a potpourri of
fish, vegetables, fruits, meat products, native delicacies,
and handicrafts. The booth of Camestizoan bearing na-
tive and unique delicacies was declared First Prize. The
other winning booths were those of Pussuac (Tagapulot
Products) Cabigbigaan (Recycled Handcrafts), Pang-
pangdan (Ornamental Plants), Parada (Onions/Garlic).
Day 3 – Family Fun Games, Boxing, and People’s
Night
Family Fun Games
A family bonding and get-together activity was held on
May 10, 2012, 8:00 A.M. in the Barangay Family Fun
Games which tested the skill, stamina and teamwork of
the participants coming from the different barangays of
Sto. Domingo.
Winners in the family group were: Tug-of-War,
Wilfredo Tadios and Family, Nambaran East (Draw) and
Robert Tubon and Family, Calautit (Draw); Obstacle
Race, Tirzo Rin and family, Suksukit (1st place) and
Jessie Fernandez Sr. and Family, Paguraper (2nd place);
Sack Race, Robert Tubon and Family, Calautit (1st
place) and Victor Lopez and Family, Nambaran (2nd
place).
For the Tanod group, winners were: Tug-of-War, Lao-
ingen and Padu-Chico, 1st and 2nd place respectively;
Sack Race, Borobor (1st place) and Paguraper (2nd
place); Obstacle Race, Lao-ingen (1st place) and Borobor
(2nd place).
The major prize in the “Huli Ko, Baboy Ko” contest was
brought home by Mr. Johnson Rabultan of Barangay
Borobor, Children’s category; Jenny Romutap of Baran-
gay Calay-ab, Mother’s category; Jessie Fernandez of
Barangay Paguraper, Father’s category; Ernesto Ramos
of Barangay Laoingen.
This fun-filled festivity was made possible through the
generosity of UNACO Feeds Co., UNO Feeds, Engr.
Larry Purugganan, Mr, Randy Candia, RJY Store, Ar-
lene’s Farm Supply, Butardo’s Farm Supply, Reburon’s
Farm, Mrs. Fe Tobia and Mrs. Milagros Fagel who do-
nated the prizes in cash and in kind.
Boxing
An Amateur Boxing Tournament, exclusively for Sto.
Domingo residents, was held on May 10, 2012, 1:00
P.M. at the Municipal Plaza.
There were 16 bouts in the said tournament. Rounding
up the winners were.... Wilbert Tabarangao, Wilson
Padron, Eric Tubon, Christopher Tabbilos, John Rey
Cortez, Arnold Tababa, Arjun Pagador, Jerome Verano,
Nathaniel Tabucao, Sadiri Javier, Ryan Unciano, Sonny
Paz, Jonard Rillera, Jay – Ar Arcilial, Bernard Tactay
and Adrian Nicolas.
This event was sponsored by Mr. Rico Soliven, a Sto.
Domingo folk who now resides in San Diego, California,
USA.
People’s Night: Timpuyog ken Pammadayaw
The People’s Night was enlivened by cultural songs and
dances as well as contemporary and interpretative ones.
Madame Sabina Viña Tadena warmed the hearts of the
audience with her song Kahit Isang Saglit. This was fol-
lowed by the mesmerizing stunts of the Punong Baran-
gays in Hagibis style, dancing to the tune of Katawan,
Katawan.
This year, seven outstanding individuals and a
family were chosen as recepients of the Arangkada
Awards, namely: Dr. Norma A. Esguerra (Education);
Hon. Joan T. Tabangcura (Barangay Development); PCI
Honesto T. Lazo, Jr. (Public Service); Mrs. Visitacion T.
dela Cruz (Religious Services); Mrs. Concepcion Tacad

The awards were presented by Congressman
Ryan Luis V. Singson assisted by Mayor Amado T. Ta-
dena and Vice Mayor Floro T. Tadena.
Day 4 – Karabasa Festival Street Dancing
Unaffected by the intense heat of the sun, in the after-
noon of May 11, 2012, the contingents gathered infront
of the Municipal Hall according to the numbers assigned
to their groups. They were once again informed of the
criteria which included: synchronization of movement
(30%); choreography (30%); rhythm and timing (15%);
production-props, costume, authenticity (15%); mobility
and discipline (10%). The participating teams were also
informed that their final rating shall comprise of the av-
erage of their combined scores in showdown (50%) and
street dancing (50%).
The participants danced with the lively rhythm of music
around the Poblacion-Vacunero area, unmindful of the
blaze of the sun. Their performance during the show-
down amazed the spectators as they skillfully executed
with breathtaking stunts.
Nalasin emerged as the Champion with a cash
prize of Php62, 000.00; San Pablo was adjudged First
Runner-up, with cash prize of Php 40,000.00; and the
Second Runner-up was Sto. Tomas with a cash prize of
Php 29,000.00. A consolation prize of Php 17,000.00
was awarded to each of the other five participating
groups.
Day 5 – Motocross/Coronation Night
Motocross: Yuzon Bags Major Title
On May 12, 2012, last day of the Arangkada Todo-Todo
Town Fiesta, a number of famous Philippine riders sur-
prised the spectators with their amazing performances in
the second Invitational Motocross.
Dondon Yuzon took the lead in the professional category
followed by Bacabac, Desvaro, Moreno and Aguilar
who settled 1st, 2nd, 3rd and 4th runners-up respectively.
Winning the Kiwi category were Gaset (champion),
Wawa (1st runner-up), both from Baguio City and Mag-
dual (2nd runner-up) from Abra.
Mapa (Pangasinan), Ibarra (Badoc), and Mendoza
(Baguio City) were ranked 1st, 2nd and 3rd in the XRM
category.
Bermudez (Bantay), won the title in the beginners cate-
gory which was followed by Galdonez, Galdonez, Itchon
(all three from Candon City), and Millare (Abra).
Winners in the Executive B category were Engr. Moreno
of Sta. Lucia (champion), Lester Bacabac of Iloilo (1st
runner-up), Emerson Acosta of Candon City (2nd runner-
up), Judy Evangelista of Ilocos Norte (3rd runner-up) and
Rey Gamata of Candon City (4th runner-up).
For the 18 years old and below division, Daryl Galdonez
(Candon City) brought home the title, followed by D.
Magduwal (Ilocos Norte), KC Hadloc (Baguio City),
Asis Palpalatoc ( Sto. Domingo), and Andengan (Baguio
City).
Dezvaro of Guimaras bagged the title in the novice divi-
sion, Bermudez of Bantay – 1st runner-up, Bacabac of
Iloilo- 2nd runner-up, Norman Moreno of Sta. Lucia 3rd
runner-up, and Nevarra of Badoc, I.N. – 4th runner-up.
Winning the local enduro was Bermudez while Gamata,
Acosta, Moreno and Mendoza settled 1st, 2nd, 3rd and 4th
runners-up respectively.
The race organized by the Sports Committee of the
Town Fiesta : Hon. Adrienne Giorgia T. Alvarado, Jose
Randy Reburon, PB Joan Tabangcura, Cecilio Licos,
Angelito U. Tacata, Paul Prederick Taay and Johannes
de Austria, was sponsored by Cong. Ryan Luis V. Sing-
son, Former Congressman Ronald V. Singson, and the
municipal officials headed by Mayor Amado Lito Ta-
dena and Vice Mayor Floro Tadena.
Coronation Night
Aptly dubbed as “Rabii Dagiti Bituen”, the Coro-
nation Night was star-studded with Ms. Dina Bonnevie,
Vice-Governor DV Savellano, SPM Jeremias Singson
and balikbayans in attendance.
The entrance of the Royal Court was followed by
a solo rendition by Arangkada Idol 2011 Miss Rochelyn
Bumatay. The Infantile Queen and princesses were sere-
naded by Arangkada Idol 2012 First Runner-up Alvin
John Toledo.
The Infantile Queen, Her Majesty Ranshell
Yvonne Rigunay was crowned by Vice Governor DV
Savellano and Ms. Dina Bonnevie. The cape was placed
by Mayor Amado T. Tadena and his wife Madame Sa-
bina Tadena. Miss Shaira Lorraine Robiñol turned over
the scepter, in lieu of Miss Raisa Alcantara who is now
residing in USA.
Sangguniang Panlalawigan Member Jeremias Singson
and Dr. Ma. Corazon V. Tadena crowned First Princess
Reshamae C. Lee, while Mayor Tadena and Mrs. Bene-
frida Ragil Pacleb crowned the Second Princess, Jeninna

strategize on the techniques of helping the children with

There is a saying that “values are caught not taught”. So
it is not enough to give lectures. Children can best learn
and pick up values from the activities they participate in,
much more on what they see from their teachers. I sug-
gest that you conduct sports activities where pupils can
develop proper behavior and attitude in winning as well
as in losing. By exposing them to friendly competition,
the pupils will not only develop sportsmanship, but also
courtesy and respect for the right of others. They will
grow up as responsible citizens and become the future
leaders of Santo Domingo.

Believing that education is a great social equalizer, the Santo Domingo LGU intensified its Scholarship Program by accepting fifteen (15) new scholars this School Year 2012-2013 in addition to the pre-sent twenty eight (28) scholars, making a total of 39 college and four (4) high school beneficiaries or a grand total of 43. It shall be recalled that the Scholarship Program started in SY 2005-2006 with four (4) college fresh-
men. Since then, the number of beneficiaries was increased by six (6) annually. The first batch of graduates was realized in 2009 consisting of three (3). Todate, a total of 19 beneficiaries of this Pro-gram have graduated and are now gainfully em-ployed in the government and in the private sector. (By: Bryan Tadena)
LGU Intensifies Scholarship Program
GOVERNMENT INTERNSHIP PROGRAM (GIP) BENEFITS 40 YOUTH Forty (40) out-of-school and in-school youths par-ticipated in the Government Internship Program (GIP) this summer, for a period of 52 days. Earning a daily wage of Php250.00, the participants were able to save for their tuition fees for the first semes-ter of this school year.
The GIP provides opportunity for both out-of-school and in-school a hands-on experience of working in various government agencies, which they could later on use when they decide to be a part of the government work force. This is likewise great
chance for them to develop positive attitude to-wards work and in the workplace. This program is implemented during summertime when the youths are on vacation, thus using their available time in a productive manner.
The participants of this program are 18-30 years old who belong to any of the following categories: 1) In school youth/students; 2) out of school; and 3) college graduates/vocational courses who are un-employed. (By: Julie Tabag)
