Duterte administration believes in reformative justice, too

ABUYOG, LEYTE – 234 inmates or “persons deprived of liberty” (PDL) were released from the Leyte Prison and Penal Farm (LPPF) here on the morning of March 17, in what Bureau of Corrections Director General Atty. Benjamiin C. delos Santos said is the first of many across the country.

It was learned that only 78 in-mates were scheduled for release initially, but upon crosschecking with a request from Leyte Prisons Superintendent Geraldo I. Aro to grant Special Time Allowance (STAL) to the others, the number ballooned to 234. The STAL was for good behavior of the inmates during Yolanda, for not escaping the facility when they could have easily done so.

Atty. Delos Santos said the release was the fruit of the reforms he is institutionalizing in the Bu-reau of Corrections, starting with their records system and its com-puterization. He alluded that in the past, the shady records system of the BuCor was a source of cor-ruption, and sometimes, caused the delay of the inmates’ release.

He said that when the records of the inmates and their STAL were inputted, their computers came up with the same date for the release of the 234.

He added that next week, they will be in Sablayan, and from what he gathered, around 500 inmates might be released there.

THE CITY council of Ormoc, this week, passed a resolution asking the Maritime Industry Authority (MARINA) to update the City Government on the result of their investigation into the Supercat’s M/V St. Braquiel and SMC8 Barge collision last February 18.

The resolution was in re-sponse of a privilege speech delivered by councilor Nolito Quilang during the council’s previous section, asking why the City Government seemed quiet

about the incident. It was jointly passed by councilors Rolando Villasencio and Gerardo Penserga as chairmen of the committees on Transportation and Public Safety, respectively.

In his privilege speech, Quilang said “it also bothered me that the city government seems quiet about (the incident). I was asking myself, how many of the 48 passengers injured were from Ormoc City? How many of the 48 passengers are children and incompetents? What kind of assistance were given to the 48 victims? Were the 48 injured passengers contented with the

way they were treated by the xxx Company? Should we now be content with media reports on what happened? Did the collision really happen by accident? Is there at fault in this incident? Should we just be contented in the silence of our passivity and accept it as act of God?”

Quilang added that he thinks the City showed have shown more concern. “Let the city gov-ernment be the guardian of those passengers, who until now suf-fered for trauma and did not receive any information to at least make them understand what really happened. Let the city

government be the armor of those underprivileged and incompetent passengers who have no means to speak for their rights. Let the city government show its care by checking on Ormocanon injured passengers and see if they are all healed from their injuries. Let the city government stand up for and on behalf of the Ormocanon pas-sengers to ensure that rights are observed and protected.”

They have even started it in Ormoc City already, in the Tzu Chi Love Village in Brgy. Liloan. To adopt it citywide, they needed the cooperation of the LGU and the “source or generators” of the trash.

Li explained that Tzu Chi will collect the recyclables all over the city “out of love” and the only consolation they get is knowing they have taken an active part in helping the environment. He

added that the endeavor would also create jobs in the city, as they would be hiring collectors to do the job.

The Tzu Chi CEO said that these collectors will have proper IDs and the vehicles they use in collecting the recyclable trash will be properly marked. The recy-clables, in turn, would be sold to the “proper junk shops”.

Li also intimated that there was even a time when they want-ed to put up a recycling plant but became hesitant about it because there might not be enough recy-clables to collect.

One Eddie Castilla, who suffered a stroke in-side, broke down before Atty. Delos Santos. He told media he was crying be-cause he knew his wife already had a lover, and he had nowhere to go to. He mumbled about going to Dubai, to live with his sister who is married to an Arab.

Of the 234, only one was released on an acquittal. He is Louie Darantinao, 42, from Carigara, Leyte who faced the charge of Forcible Abduction. In an interview, Darantinao said he eloped with his girlfriend but was charged by her parents. He had been inside for two years already. Darantinao said he was a farmer and will return to farming once he is back home.

On the other hand, Mar-tin “Jaya” Ybañez, openly gay, is sure to be sorely missed by the guards for her “manicure and pedicure racket”. The guards and inmates cheered her as she sashayed to the front to re-ceive her release document.

“Jaya” said she was first imprisoned in Bilibid but was later transferred here. She was inside for 10 years and 4 months already, two years shy of her 12 years to 14 years sentence. She was a drug user.

Ybañez said that she knows inmates and the jail guards will miss her. She said she would miss them, too, and her “husband.” “Malungkot sila na wala na ako. Ako rin, malungkot na masaya dahil maiiwan ko ang asawa ko sa loob.” She vows to turn her back on

drugs when she returns to Cebu, and just go “house to house” for her manicure. “Ayokong magtrabaho sa parlor, mas malaki ang kita kung mag house to house service,” she said.

Andres Estacio, 73, is one of the oldest inmates released. He has been in the Leyte Prison and Penal Farm for five years already, for the crime of Attempted Rape in Biliran Province. He insists he was wrongly accused. He had no family to meet him. He said they were in Tondo, Manila wait-ing for him, because he sent them there for his sibling to care of. “Wala silang makain dito dahil nakaku-long ako,” he explained. He will go back to Manila alone, after he gets his fare allowance from the Bucor.

For his part, Ricky Lora, 34, said he looks forward to settling with Rosalee, 37, the mother of his two-year old son, Harold. He was in for Homicide, after a wom-an he slapped fell down and died. Theirs is a typical love story inside the prison.

Rosalee said that she met Ricky through a com-mon friend and the ro-mance blossomed through letters. Harold was “made in prison.”

Prison love stories are nothing new for the in-mates. Darius Dadulla, 28, has already been in jail for almost 8 years. But he has a 6-year old daughter with his common law wife, whom he courted through letters. He also looks for-ward to settle with them when he returns to Gipor-los, Eastern Samar.

The release of the 234 inmates was capped with them singing “Kung Maghintay Ka Lamang.”

On the other hand, the city council this week also passed two more resolu-tions upon the instance of councilor Quilang. One was to request Mayor Richard Gomez to direct the City Social Welfare and Devel-opment Office (CSWDO) to conduct trainings and semi-nars to barangay officials as members of the Barangay Council for the Protection of Children (BCPC) and monitor its functionality; the other was to request barangay officials and the BCPC to conduct informa-tion campaigns and dis-semination of the recently passed Children Welfare Code and other ordinances of the city.

Councilor Quilang said that the maxim “ “igno-rance of the law excuses no one from compliance therewith” can hardly take its place without proper information on the part of the public on the provisions of the laws” that is why it is important the information campaign is done.

“Conduction informa-tion campaigns and dissem-ination would help these children and their parents understand the legal impli-cations of whatever under-takings they will make,” the resolution further states.

BAYBAY CITY – Ormoc Mayor Richard Gomez, the keynote speaker of the College of Management and Economics of Visayas State University (VSU) during their 7th Anniver-sary Convocation, wowed administration, faculty, and students with his good command of Bisaya.

Speaking on the topic Sustainable Livelihood and Tourism, the mayor said he was happy to speak on a topic he was passionate about.

He said his love affair with Ormoc City started 18 years ago, when he courted now Rep. Lucy Torres-Go-mez and married her. He also told the audience the story of their whirlwind courtship, which made the audience excited.

The mayor said he be-lieves that tourism was an industry that Ormoc can develop. He believes the industry is all-inclusive as it would benefit the various economic strata of Ormoc society.

For this, he said Ormoc established its tourism of-fice and started to identify

its tourism potentials. In almost pure Bisaya, the mayor told the students how he leads by example, even going on barangay visits to discover more tour-ism spots. He told them how he went to Cabingtan and baptized a waterfalls “Tres Aguas.” “Wa may pangalan, ako ginganlan,” he told the audience.

Aside from harnessing natural tourist spots, he added his administration encourages the creation of man-made tourist traps. Among these, he said was the highly successful food fair “Quadro” and the three fountains of Ormoc which continues to draw visitors.

However, he said, he had to work on Ormoc’s peace and order first, be-cause aside from making sure that his constituents are safe, visitors would not come in to a city where peace and order is a prob-lem.

“I give our police full support,” he said, from gasoline, to vehicles and even giving them guns.

He added that with the proper directions set

in tourism, investments are also sure to come in. In fact, he said, they have been coming in for the past months already. He told the cheering audience that Robinsons is opening soon in the city, and he was invit-ing them to come to the city often.

Towards the end, he told the students that as management and econom-ics majors, they had to learn “leadership by example.”

He also lauded VSU for producing quality gradu-ates, saying that he is com-fortable with the City Agri-cultural Office in the hands of Elena Mendoza, a VSU graduate.

Dr. Othello Capuno, VSU vice-president for re-search and extension, said he was impressed with Mayor Gomez’s speaking Bisaya. “It shows he re-spects Ormocanons”, Ca-puno said.

Dr. Antonio Abamo, head of the Collage of Man-agement and Economics, said he appreciates the mayor ’s being down-to-earth and for being patient with the faculty and staff as they requested him for

pictures and selfies after the program. During his speech, Abamo said Mayor Gomez became the natural choice to speak on the topic for the convocation because of his passion for tourism.

The mayor was toured around the campus by Dr. Capuno. They visited the Philippine Root Crops Re-search Center; the Abaca

Research Center; the Phil-ippine Coconut Research Center; and, the Food Tech-nology department.

Mayor Gomez ex -pressed interest in food technologies available for pineapple, and bought macaroons and Macapuno Biscotti which he said was delicious.

World TB Day

WE NEED to restore the true face of con-fession whose public image is getting very distorted. This is unfortunate because confession actually plays an indispens-able role in a believer’s life. It’s where Christian life is recovered, or at least strengthened.

Of course, confession has to be under-stood as a doctrine

of faith. One misses the truth right at the source if he considers it as just one more practice, religious but mainly social, its nature determined more by its practical as-pects than by that it was instituted by Christ and taught and promoted by the Church.

This is actually our main problem these days. Many believers have a watered down attitude toward faith and religion, and of course toward the Church and the sacraments. They rely more on their reason rather than of faith to lead them in their Christian life. They believe and they follow only when they understand things and see them useful in some way. Faith is subordinated to our reason.

Again, we have to take our faith seri-ously and live it as consistently as possible. We don’t flaunt it when it is politically cor-rect, and junk it when it is inconvenient. And this seriousness in our faith should also be shown in our attitude toward con-fession.

As sacrament, confession is not just a human institution. Though it uses human instruments, it is Christ to whom one ap-proaches and from whom one asks and obtains forgiveness in confession.

Though it takes only a few minutes, the truth is that the whole drama of Christ assuming our sins, dying to them and rising from them, victorious over sin and death, and expressing the most exquisite version of love in his mercy for us, takes place there.

This is what happens in confession if understood and done well. We need to ex-pand our mind and heart to accommodate this tremendous reality of confession as taught to us by our Christian faith.

If we today pride ourselves of having gone nuclear, of having covered a vast area of worldly knowledge, then we should do something similar with respect to truths of faith. We cannot remain in the kindergarten level in our appreciation and practice of confession, for example.

Of course, all parties should do their best here. The priests and the penitents should play their respective parts well. Pope Emeritus Benedict once said that confession is where that intimate and life-changing “dialogue of salvation” transpires.

Priests should realize that as confessors they lend their faculties to Christ who is the one who forgives sins. They should be truly identified with him, effectively and affectively. Thus, they—we—should be competent and truly holy, because only in this way can we dispense God’s mercy and

MANY PEOPLE continue to think that TB (tuberculosis) is an illness of the poor. However, it can affect anyone. It is just that those living in the crowded places are more prone to acquiring TB than those who live in mansions and big houses.

In March 24, 1882, Dr. Robert Koch, a German physician and microbiologist, announced the discovery of the cause of tu-berculosis – the TB bacillus (bacteria). This is why TB is sometimes called Koch’s Infec-tion – a more benign term - with almost no stigma carried along it. This is why March 24 is marked as World TB Day. Tuberculosis (and its complications) is one of the top 10 common causes of death in the Philippines. It is a treatable disease yet stigma is greatly associated with it. The observance of World TB Day aims to increase awareness that Tuberculosis (TB) remains an epidemic in much of the world, causing the deaths of nearly one and a half million each year, globally, mostly in developing countries like the Philippines. On a personal note, I am glad that more and more infomercials on televisions are seen these days promot-ing TB awareness.

Our country is losing approximately P8 billion annually from sickness and deaths related to TB. So this spending has a big socio-economic cost. Our country has achieved an 88% cure rate for tuberculosis. However, it is 2% short of the WHO’s 90% cure rate target. Globally, we are 9th in the WHO watch-list of 22 high-burdened countries which constitute 80% of all TB cases worldwide. This is why TB remains a public health concern. Even if we cure more people, more new cases are recorded every year. So this means that there is a lack of effort in information dissemination, education, treatment and prevention of TB in the community.

Tuberculosis causes infection mostly in the lung (90%) – pulmonary TB. An es-timated 10% of TB occurs outside the lungs such as the lymph node (lisay), nervous system (brain), skeletal, gastrointestinal or urinary systems. Pulmonary TB is the most contagious as it is transmitted through droplet nuclei. The lungs are infected by the TB bacilli when one inhales the bacteria ex-pelled by a TB-infected person (who is not on treatment), who is coughing, sneezing, or even laughing. The TB bacilli are carried

to the lungs where it resides and can cause infection and then TB disease.

The progression of TB infection to TB disease depends on the immunity of a person. One will not develop TB disease if the immune system is strong. However, for patients who have other serious illnesses such as heart disease, chronic kidney dis-ease, chronic obstructive pulmonary dis-ease or diabetes and they are not properly treated, they will be prone to developing TB disease.

TB disease is manifested by 2 or more or the following - cough of more than 2 weeks duration, loss of weight, loss of appetite, hemoptysis (coughing out of blood), night chills and night sweats; with or without his-tory of exposure to TB patients. It is usually confirmed by microscopy. TB diagnosis can either be (1) bacteriologically (sputum or culture positive) or (2) clinically diagnosed (in cases where sputum test is negative, yet chest X-ray and clinical data are highly suggestive of TB). An approximately 10% of patients with pulmonary TB may not have any symptoms (asymptomatic).

The diagnosis of TB is supported by laboratory tests which includes microscopy (AFB smear) of sputum / phlegm which is done twice and a chest X-ray.

There are three basic categories for TB treatment. The first consists of 6 months du-ration of oral medications; the 2nd category is at least 8 months of oral medications with at least 56 doses of an injectable anti-TB drug called streptomycin; and, the 3rd category consists of at least 18-24 months of oral treatment with an injectable drug given at least 168 doses in the first 6 months of treatment and this is called Multi-drug resistant TB (MDR-TB). Although a shorter course of treatment consisting of 9 months is being studied in selected treatment cen-ters in 3 regions in the Philippines as of this moment. A screening test called Gen Expert is used for screening MDR-TB cases. It consists of TB DNA detection testing and Rifampicin resistance screening. There are other modified treatment regimens of TB based on culture and sensitivity results or as decided by a group of experts called TB

BEFORE I forget, on March 24, Friday, Rebecca Bustamante would be in Ormoc in the afternoon to deliver a talk to inspire women. It will be held at the multipurpose hall of the New City Hall. I read her story as published in various news organizations and Ms Bustamante’s “Maid to Made” story was impressive. I would not want to spoil your fun getting to know her, but I would like to enjoin women from all walks of life (even men) to come and hear her talk. A purpose-driven woman, she refused to bow down to poverty.

would once more mark Earth Hour. I don’t know if this year, LEYECO V would join, but just prepare for an hour of power outage. In fact, I am not much of a fan of this undertak-ing, merely because I believe that the activity should be voluntary on the part of the citizens and not imposed by the electric utility. Imposed, it loses its meaning.

rrrSpeaking of our electric utility, I hope they

are now moving on transferring the poles from the widened highways to where it should be, otherwise, it could become a traffic hazard. In Baybay City, there is one area along the Baybay-Mahaplag highway where a huge pole sticks out of the widened highway. I was told that many motorists have had near accidents in the area simply because they coast the road fast, thinking its clear of obstructions. We wouldn’t want that happening here.

rrrIn Abuyog, Leyte, while covering the release

of prisoners who have served their full or com-muted sentences, I had the chance to ask BuCor director general Atty. Benjamin delos Santos if he believes in the death penaly considering that he was Duterte’s man assigned to a rehabilita-tive facility.

A former policeman who worked in narcot-ics, he said that he believes the death penalty is an important deterrent to heinous crimes. The psyche of the Filipino criminal, he said, fears death. However, rather than expound too much on the subject, he said that let the statistics speak. During the time when the death penalty was still enforced in the country, there were only 519 people convicted of heinous crimes. When it was lifted, it ballooned to more than 5,000, he said,

THIS CORNER understands the conten-tious issue of Perfecto Yasay Jr’s American citizenship. The trouble is our Senate is showing its fangs on poor Yasay without making a short review on what they did to the same issue of Sen. Grace Poe. She held an American passport when she was given the position of MTRCB leader. She even went on to become a Senator who was given a clearance by the Supreme Court. Maybe they must have thought they owed something to FPJ who was very popular with the masses. The issue of American citizenship was placed on the hot coals of a burner.

Can we see a double standard here in the case of Yasay? Can we also say that he is less a Filipino than any of the illustrious Senators? For all we know, the vibrant heart of love of country of Yasay might be more than that of any of the Senator’s. What is really the yardstick of Filipino citizenship?

We do not have to go far. Let us discuss this issue on the local level. We have plenty of Chinese who are now Filipinos. There is even one who adopted an American name just because it was an American who was his stepfather. They had the custom of adopting the name of a stepfather. Since the stepfather is an American, his name became American. It did not create any uproar or issue or protest.

If this corner is not mistaken, Yasay was once a Chair of the Securities and Exchange Commission. When Erap became President, he was replaced by another of Erap’s choice. Why did the Commission on Appointments not disapprove it? Is it because Yasay is the choice of Pres. Rody to be Foreign Affairs Secretary?

It has reached a point that anything we do or say or plan to do is always with America in mind. During the martial law years, many Pinoys ended up in America.

When we plan to take post-graduate studies, it ends up in America. When we seek better hospital facilities, it ends up in America. When we go on a cruise, America is not far behind in the destinations.

Yasay is more fit even on the way he speaks: impeccable English. Moreover, we have a law allowing dual citizenship. Maybe this particular law was allowed because of the issue of the OFW’s who bring in about US$2B dollars. Be that as it may, the fact is we have the law on dual citizenship. How many Pinoys are there who have US citizenship? The list can be as long as my sleeve. But just because they are American means they are not less Fili-pino. How strong is the Filipino blood? Jose Rizal, our national hero, can be construed as a foreigner because our alphabet does not have both the letters J and Z in it. By way of a review, our alphabet is the following: A, BA, KA, DA, E, GA, HA, I, LA, MA, NA, NGA, O, PA, RA, SA, TA, U, WA, YA. Twenty in all. Note that there is no C, F, J, Q, V, X and Z. Caloocan should correctly be spelled Kalookan. Ejercito has the letter J and so is Roxas with the letter X. Ferdinand has the letter F. Evidently there is a mix up somewhere.

The guidelines practiced by the Com-mission on Appointments (CA) was then hinged on the Filipino citizenship which has to be amended with the passage of the law on dual citizenship. You must be a Filipino first and another country second. So long as your heart is for RP, you can pass thru the stringent requirement of the CA so long as you are nominated by the new president. It is therefore unfair to make Yasay squirm on his seat for the reason that

I HAVE MENTIONED in my previous columns that the internal and external biota in our body – called microbiome - can have an enormous impact on our physical and even mental health. Thus, there are ways to replenish the bacteria in our bodies to counteract the extensive use of antibiotics.

But now there is a “new” plan in another direction to help feed the earth’s growing population and at the same time cut back on farming practices that harm the environment. It will be done by refilling the microbiome of crops, adding back in microbes that have been killed over years of heavy use of herbicides, insecticides and other pesticides.

Scientists collected data on over 40,000 symbiotic microbes from 36,000 samples of more than 700 plant species. It then used machine learning techniques to identify important microbes that are less common in modern agriculture. They claim to have grown crops within these “renewed” microbiomes over four plantings and achieved yields 10 percent higher than comparable seeds.

For plants, the web of bacteria, fungi, and viruses that make up the microbiome is far more essential than it is for people. And while the recent interest for our own microbiome has brought the subject into the popular consciousness, the study of how it affects plants has actually been go-ing on for centuries. Martinus Beijerinck, a Dutch botanist, described the way microbes known as Rhizobia helped provide usable nitrogen to roots of leguminous plants like peanuts and alfalfa way back in 1888.

Farmers often tried to tap into these

benefits, developing techniques for rotating crops and transplanting soil in a way that encouraged a healthy microbiome to thrive. Unfortunately, just as often, they treated microbes as a threat to be suppressed, kill-ing off helpful bacteria in equal number.

Plant scientists have been looking at the microbiome for years. People on the plant side were more open to this a long time ago, because they were ecologists, and understood that there were things in the environment you couldn’t see that were important and that everything existed in a sort of mutually beneficial web.

This approach is using it as coming from the study of humans because there is so much interest around the human microbiome. It seems comprehensive and modern, but not necessarily new.

Yield gaps can often be explained by inadequate fertilizer or water, or by losses to pests or diseases, but vast increases in use of fertilizers, water, and pesticides are not only economically impractical, but would have many negative environmental consequences.

Scaling up current high-input agricul-tural systems is simply not feasible. Produc-ing more food with fewer resources may seem too good to be true, but the world’s farmers have trillions of potential partners – the microbes - that can help achieve that ambitious goal.

As the global population grows, the microbiome offers one of the most promis-ing avenues for increasing yields without harming the planet.

PRESIDENT RODRIGO Duterte is now facing an impeachment complaint in Con-gress after a minority Representative Gary Alejano of the Magdalo partylist filed an impeachment resolution to be heard on May 2, the resumption of Congress sessions after a six week break starting this week.

The main complaint in the impeach-ment resolution filed by Congressman Alejano is about the alleged summary kill-ings of drug suspects in the anti illegal drug war operations launched by the Duterte administration since July last year.

The filing of the impeachment com-plaint by Alejano this week came after news of Vice President Leni Robredo’s video message to be shown to the United Nations Commission on Narcotic Drugs annual meeting in Vienna. Vice President Robredo in her message said that “We are now looking at some very grim statistics since July last year, more than 7,000 people have been killed in summary executions.”

Though the video message of VP Robredo was done in time for Alejano’s impeachment resolution, Robredo’s camp denied that she was part of a plan to desta-bilize the administration of Pres. Duterte.The allies of the administration led by Speaker Pantaleon Alvarez laughed off the impeachment complaint saying that it will not take off nor get 1/3 votes of the House to send it to the Senate.

Another complaint that Alejano want-ed to be included in his impeachment

resolution but was held off by the Magdalo group was the Benham Rise issue over the statement of Pres. Duterte that he has an agreement with China to allow China’s naval ships to conduct surveys over this underwater landmass off the coast of Luzon island. The United Nations Convention on the Law of the Sea (UNCLOS) declared in 2012 that Benham Rise was part of the Philippine continental shelf.

Rep. Alejano said that Pres. Duterte might have committed treason if he had allowed China to survey Benham Rise. Alejano said further “The fact that the Presi-dent is making arrangements with a foreign nation who is known to grab islands in the South China Sea without the knowledge of Sdecretary of National Defense Delfin Lorenzana and the Filipino people could be tantamount to selling out or treason itself.” Alejano stated also that he can make this issue a supplemental complaint in his impeachment resolution after he can gather enough documents and facts over the Ben-ham Rise intrusion by China.

However. Presidential Spokesperson Ernesto Abella said that here was no basis for this threat of impeachment of the presi-dent. He said that “No treason, betrayal of public trust, bribery, graft and corruption, and high crime was committed.”

But this issue on Benham Rise may become a heated one after all the facts are known since Philippine Sovereignty over its own territory is involved. The Presi-dent’s men are warned and be beware.

The Philippines’ leading airline, Cebu Pacific (PSE: CEB), expands its inter-regional route network with the addition of two new routes that will connect the Visayas to Northern Mindanao.

Starting March 15, 2017, CEB will be flying four times weekly (Monday, Wednesday, Friday and Sunday) between Cagayan de Oro and Tagbilaran; and three times a week (Tues-day, Thursday and Saturday) between the former and Bacolod. Both new routes to and from Cagayan de Oro will use the airline’s ATR aircraft.

“We at CEB are very thrilled to begin flying to and from these destinations. We believe that these new routes will not only boost tourism, but also increase trade and productivity be-tween the Visayas and Mindanao. Movement of goods between these islands will also be facilitated as CEB cargo services are also available in these new routes. CEB is likewise optimistic that our newest routes will encourage a number of tourists and businessmen from Tagbilaran and Bacolod to visit Mindanao more often with direct flights,” said Alexander Lao, President and CEO of Cebgo.

True to the Cebu Pacific commitment of making everyJuan fly, the new routes to and from Cagayan de Oro provide travellers with the best connectivity option from Bacolod and Tagbilaran to Northern Mindanao through direct flights, eliminating the need to pass through Manila or Cebu . Cebgo resumed regular flights following a thorough assess-ment of the Surigao Airport runway, which had been damaged after a magnitude 6.7 earthquake struck the city last February 10, 2017. The Civil Aviation Authority of the Philippines (CAAP) had earlier released a Notice to Airmen (NOTAM) restricting operations at the Surigao Airport after the quake partially dam-aged the 1700-meter runway. CAAP noted then that repairs may take between 28 to 30 days.

“After assessing the repairs done on the Surigao Airport runway, we have determined that we may resume safe flight operations. We laud CAAP for its expedient action to restore the runway after just 12 days of repair. We are very pleased to once again be of service to everyJuan in the City of Island Adventures,” said Atty. Registrar of Mahaplag, Leyte is hereto attached as Annex “B”, that late last year, she started to process her requirement for the Professional Reg-ulations Commission (PRC) Board Examina-tion in Civil Engineering and when she obtained her Certificate of Live Birth from the Philippine Statistics Office (PSA), she found the error in the entry of her middle name initial which is “L”. This error in her middle name initial is also reflected in her Certificate of Live Birth issued by the Local Civil Registrar of Mahap-lag, Leyte; that the cor-rect middle name of her mother is “Rusora” and not “Lusora”. This fact is supported by the entry of family name of her moth-er in her (petitioner) birth certificate issued by the Philippine Statistics Of-fice (PSA) which shows that her mother ’s last last name is “Rusora”. In addition, on page two (2) of the said documents, the affidavit of delayed registration of birh also shows that the affiant’s name reflected is “Mar-ilou R. Cano”, that with the above predicament, her application for PRC Board Examination was denied to her prejudice. She sincerely desires to take the examination this 2016; that she has no hand in the erroneous en-try on her middle name initial in her Certificate of Live Birth; that because of this predicament, she begs that the entry on her birth certificate as regards the initial of her middle name be changed from “L” to “R”. Peti-tioner most respectfully prays of this Honorable Court that, after due notice, publication and hearing, an order be is-sued directing the Civil Registrar of Mahaplag, Leyte to correct the entry in the Records of Birth of Vilma Rose L. Consilium. The fact that there is more than one category or treatment regimen for TB, this means that TB can recur.

Oftentimes, patients come to the doctor because they have episodes of hemoptysis (coughing out of blood) despite the fact that this patient has completed anti-TB treat-ment of 6 months. When someone is labeled as cured, this person can still acquire TB in the next years of his/her life.

This is why one should continue to take care of his/her lungs even after complet-ing the medications by smoking cessation, avoiding alcohol, diabetes control and through constant follow-up with the doctor.

An important consequence of TB dis-ease is the acquisition of a lung condition called TB bronchiectasis which manifests as persistent coughing with phlegm like asthma/COPD. So for those with past TB disease, their cough will not disappear and they sometimes need maintenance treat-ment in a form of oral or inhaled (inhaler) medication. So if you know anyone who has the signs and symptoms of pulmonary TB, it is best to see your doctor to make sure it is not TB.

TACLOBAN CITY – Over P100 million worth of rice crops in Eastern Samar and Northern Samar provinces are deemed infested by bacterial leaf blight (BLB) and brown plant hoppers (BPH), said Francis Rosa-roso, Regional Agriculture and Fisheries Information Section (RAFIS) Chief, in an interview.

He told EV Mail that they received the informa-tion from an agricultural technologist from Palapag, Northern Samar as early as January 5, 2017, yet.

It was reported that there were early signs of BLB infestation in the prov-ince affecting 425 hectares of around 375 farmers in 9 towns caused by high hu-midity, excessive use of ni-trogenous fertilizers, closer crop canopy, continuous submersion of plants due to constant raining and indis-criminate use of pesticides.

Immediately, he said the Department of Agricul-ture (DA) conducted light trapping of pests, draining of paddies, application of

muriate of potash or bac-tericide, and advised the farmers to harvest unaffect-ed crops. Also, they have distributed metarhizium spray, a biocontrol agent that prevents hatching of the pests’ eggs and effec-tively killing them.

However, due to lim-ited production of the bio-control agent in their laboratory here, they have sought assistance from oth-er regional offices to have a sufficient supply for both provinces.

They have also advised

them to burn affected crops, however, if their local LGUs prohibit such, they may seek for exemption with certification from their local agriculture office.

Meanwhile, in a matter of two weeks since Febru-ary 28, 2017 in Eastern Sa-mar, another species called brown plant hopper (BPH) have caused damaged to 3,630 hectares in 8 towns, affecting 2,800 farmers.

As of this writing, vari-ous interventions have al-ready been made by DA so as not to affect other prov-

inces. Unconfirmed reports about similar infestations were received from Leyte towns namely: Mahap-lag, Mayorga, MacArthur, Abuyog and Javier.

Moreover, they are con-ducting massive informa-tion campaign in affected communities to change the rice variety in their next cropping season.

Rosaroso also assured the public that the situation is still manageable, and my not affect total rice pro-duction output in Eastern Visayas.

Gina Lopez gets support of EV’s DENR, environmental and anti-mining groupsTACLOBAN CITY – With Gina Lopez’s appointment as Secretary of the Depart-ment of Environment and Natural Resources (DENR) bypassed by the Commis-sion on Appointments (CA), the DENR 8, anti-mining groups, and some environmental groups re-main optimistic that her appointment will be con-firmed once Congress re-sumes session in May.

In an interview with DENR 8 Regional Director Leonardo Sibbaluca, he said that they remain in full sup-port to Lopez’s anti-mining campaign. In fact, prior to her order to close three mining firms in Samar, only

one metallic mine which is Techiron Mineral Resources Inc., was operating in the region.

He also agreed that mining should be stopped because it causes harm to the environment and degra-dation of natural resources.

Sibbaluca is one of the few DENR officials who were not affected by Lo-pez’s massive revamp of their organization.

Earlier, groups such as the Philippine Movement for Climate Justice, Aly-ansa Tigil Mina, Bukluran ng Manggagawang Pili-pino and Sanlakas staged a protest against Lopez’s non-confirmation, and also

in support and gratitude to her orders to close down mining activities.

The group was com-posed of residents affected by mining in MacArthur, Leyte, Manicani and Ho-monhon Island in Guiuan, Eastern Samar.

Brenie Morcilla Secre-tary of UNLAD-ATM from MacArthur, Leyte lamented that tons of fishes have died in Lake Bito due to mining, and it is only Secretary Lo-pez who showed real care for the environment and the people.

retary Gina lopez. Sa kanya may tiwala ang taumbayan kaya karapat-dapat siyang manatili sa posisyon,” he said.

Meanwhile, the Samar Island Partnership for Peace and Development (SIPPAD) has passed a resolution also seeking for Lopez’ appoint-ment.

EV van operators appeal to LTFRB to release route franchisesTACLOBAN CITY – Over a hundred public utility vehicle (PUV) operators are calling for the release of over 400 route franchises, which have allegedly been pending since 2015 at the Land Transportation and Franchising Regulatory Board (LTFRB) Regional Office VIII.

Eastern Visayas Opera-tors Transport Federation Vice President Marvin Mar-ticio, expressed disappoint-ment that after paying their

dues and series of hearings, their applications have not yet been approved pend-ing moratorium by LTFRB Regional Director Ahmed Cuizon, who also happens to be the concurrent chief of LTFRB VII, while some have been immediately ap-proved by former Drector Arthur Saipudin.

Hence, some of their units could not operate for fear that they will be appre-hended by the Land Trans-portation Office (LTO), or

worse, be fined P200,000, just like what some opera-tors have experienced.

City Bus operator Mar-ick Nepes, plying Catba-logan-Tacloban route, la-mented that he has suffered a great loss with six of his franchise applications with-held.

He shared that he is paying P40,000 monthly amortization for the ve-hicles that he have bought through car loans, but could not operate them.

Most of the operators have shifted their business from coconut farming to UV Express after the onslaught of Supertyphoon Yolanda in 2013. Some of the exist-ing operators also had to change their units damaged by the typhoon.

Moreover, they were disheartened to know that it seems that they are already of equal footing with pri-vate vehicles, which trans-port passengers without securing the necessary per-

mits and documents.“It’s frustrating because

we are trying to do business legally, but we are just over-powered by undocumented vehicles. It’s not only us (operators) who are suf-fering, but also the riding public,” said Marticio.

With this, they appeal to the LTFRB en banc for the immediate release of their franchise, or return the amount that they have paid to secure them as they are still bound by their

financial obligations with the banks and car dealers, aside from the fact that they have to sustains their fam-ily’s needs.

“We hope that they re-alize that the situation here in Region 8 is different be-cause we have not yet fully recovered from Yolanda, maybe they can lift the moratorium so we and the passengers will no longer need to suffer,” he added. By Tonette Marticio

NAVAL, BILIRAN – The Municipality of Biliran is set to launch its pioneer summer program for sports, music, arts and recreation, in partnership with of Naval State University, Department of Education, BILRAK, various local organizations and private individuals here.

The two-month Sports Music Arts Recreation Training (SMART) Program is open to all Navaleños for free, except for music and taekwondo however discounted registration fees will be given to students.

For Sports, clinics will be available for basketball (basic and advanced), volleyball (basic and advanced), swim-ming, chess (basic and advanced), table tennis, taekwondo, futsal/football and frisbee.

For Music, they provide lessons in guitar, drums, violin and piano. While in Arts for children, they have cooking and baking, painting, conversational English; print and broadcast journalism for elementary and high school; drama and acting workshop for 3 to 12 years old; and basic photography for all.

They also have weight loss programs, Zumba, Ball-room and Hiphop dancing for recreation.

Mayor Gerard Espina, who is known for coming up with new and unique tourism and development programs said that the municipal program is one way to make their summer productive and more fun. However, due to limited slots and funding, they can only accommodate residents of Naval for now.

“It would be unfair to my people if we allow people from other places to avail our free program, while using our funds. For now, Navaleños first. Next year, I will try to get an agreement from different municipalities in terms of funding to support this pioneer program, so that we can include everyone,” he explained. By Tonette Marticio

Naval town to launch ‘SMART’

PALO, LEYTE (PIA) – The recent outbreak in one village in the municipality of Motiong, Samar that affected 208 individuals is now under control, the Department of Health regional office officially announced in Tuesday.

In a press conference held at DOH-8 conference room, regional director Minerva P. Molon attributed this to the immediate intervention by health authorities, the support of the local government units in addition to the massive information drive conducted by the surveillance unit of the DOH to the residents.

To recall, on February 22, 2017, the village of Maypange celebrated the founding anniversary attended by the resi-dents where packed foods prepared by barangay officials were distributed to the participants. However, a number of residents complained of abdominal pains and diarrhea.

At the time of the inspection, health authorities found out that the foods were prepared one day before the event and was unrefregirated which might caused bacterial growth, and the water used in cooking came from a de-veloped spring unsafe for drinking.

Aside from these, there were presence of paints, hollow blocks, garbage and other construction materials inside the barangay hall where food were left open that might have resulted to the transmission of microorganisms.

Cases range from one year old to 80 years old and four were hospitalized at Samar Provincial Hospital in Catbalogan City.

With this, DOH is advising the public especially food handlers to observe safe steps in handling, cooking and storage of food to prevent foodborne diseases as well as clean hands, separate raw from cooked foods, cook at the right temperature and chill or refregirate foods promptly.

Diarrhea is characterized by loose, watery stools or frequent need to have a bowel movement for three or more times caused by a contaminated food and drinking water. By Consuelo Alarcon
