‘East Bali Poverty Project’ by David Booth

Sec. Anita (left) introduced the Guest Speaker, David J. Booth, the founder of the East Bali Poverty Project / EBPP (Yayasan Ekoturin). The EBPP was established in 1998 with the philosophy of ‘Helping people help themselves.’ In East Bali, some isolated villages previously had no road access. There are 3,000 families living in 19 sub-villages and hamlets on 5,000 hectares of arid mountain slopes. People in this area live in dire poverty without water, sanitation, roads, schools, health facilities or electricity. Endemic malnutrition and deficiency of iodine, which is an essential nutrient for healthy childbirths and brain/body development, are also major problems. The areas of concern for EBPP are generally agriculture, education, environment, health, infrastructure, technology and nutrition. Sec. Anita reminded the club members that nine years ago, the RCBS provided an RI Matching Grant to EBPP - supporting the construction of 90 rainwater-collection reservoirs (cubangs) for this area.

David (right) started his presentation by showing the members a map of the village of Ban, East Bali where he has been providing assistance since 1998. From the start, the key problems of this area were no roads, no active schools, no health care facilities and no clean/safe water. The next set of problems identified in 1999 were that none of the villages had midwifes, motorcycles or cars. No one had ever seen vegetables (except cassava and corn), 90% of the population were malnourished, 85% had goiter and 30% of all babies died before the age of one. EBPP began with the approach of establishing mutual trust with balancing promises to ensure sustainability with a ‘bottom-up approach’ instilling people power. No promises were made until EBPP had identified sustainable solutions and had funding available. There was no money or rice handouts. And all projects had to be agreed on by the community and have their full commitment and participation. From the Community, it was and still is required that there be 100% participation of what the villagers aspire for their future. EBPP will continue helping them get there through appropriate knowledge and technology transfer. The Poverty Alleviation virtuous cycle for sustainable development, created in 1998, connected motivation with education, organic farming, balanced-diet/ food security, nutrition to good mental and physical health.

Roads The first step to approach the Poverty Alleviation program was ACCESS. The first road that opened in the history of this area, for 2,000 families, was completed in1998-1999 with 100% community participation with funds only for cement, water and vetiver grass. EBPP assisted with the supervision and an infrastructure team. Education / Proposal No. 1 (Sending Girls to a Special Vocational (Health) High School) The first school was started in 1999 with a curriculum tailored to the needs of the locals, taught by locals. David verified that children would read only after six weeks. Thus there was the first generation of children in this area to graduate from school. By 2012 all of the established schools in this area had a plastic waste management and recycling program in progress. By June 2013, EBPP had assisted elementary, junior and senior high school - boasting a total number of 399 graduates. EBPP emphasizes educating girls. The school fees to sponsor a girl to attend a Vocational High School with a focus on Health, are: Year 1 - IDR. 32.7 million, Year 2 - IDR. 18.4 million and Year 3 - IDR 20 million. There is also a program for girls who excel in music. Health Care Between 1998-2001, there were no health facilities in the area. The nearest health center was 20 km from the Ban and the nearest hospital was 55 km away. Between 2001-2008, EBPP established 27 Posyandu for 1,100 mothers and 1,400 infants. Annual iodine and vitamin supplements, birth control and vaccinations for all babies and children were administered. A program was also initiated for maternal child health and a playground program. Basic hygiene, literacy and nutrition education for mothers and infants was also established. Pap Smears and Women’s Reproductive health awareness programs were also set-up. Safe Water With mountain springs identified in 1998, rainwater harvesting at individual homes began and artesian wells with solar pumps were installed. The RCBS organized a RI Matching Grant to complete 90 reservoirs in the villages of Jaituhu and Temakung. A total of 950 reservoirs were constructed with 100% community participation. Three remote mountain springs were utilized to provide fresh water to over 1,300 families. Darmaji Family Toilets’ Project: Proposal No. 2 Object: To provide toilets and bathrooms for each family in the Darmaji village so as to improve sanitation and environment health. One toilet costs IDR. 2.6 million. One packet (10 toilets) costs IDR 25,968,150. The number of packets needed for this project is 9.2 packets (92 toilets). From 2010 to date, the following companies and groups have generously aided EBPP with their toilet project: The Royal Bank of Scotland, Australian Consulate-General’s Direct Aid Program (DAP), R & R HIggin and Finn Anderson, Wahah Foundation, Bain & Co. Singapore Office, RC of Crawley, RC of Hannans, RC of Mumdaring, Australia, RC of Swan, Australia. Since this project was initiated, 590 toilets have been provided to 600 families in seven different villages. David concluded with these quotations: “Charity Feeds for a Day - EBPP empowers for a life time - with no handouts.” and “Help us to help more children to help themselves - they are our future.” For further information, please contact: [email protected] or visit EBPP’s website: www.eastbalipovertyproject.org
