I intentionally voted late in the day on Tuesday. After reading article after article that this election would be the lowest primary election turnout in state history, I wanted to ask

the poll workers at my regular polling place what their day was like. Typically one in four registered voters in Riverside and San Bernardino counties vote in primary elections that don’t feature a presidential race. Did they see many voters? What was the mood of people at the polling location? Did they think the problem, if there was one, was apathy or awareness? “It’s been slower than usual,” Lynette, a poll worker, told me as I reviewed the hourly voting logs on the wall at my polling place. She has worked elections since 2008 “I don’t care how big or small the election, they should get out and vote because every vote counts,” she said with a smile. The numbers at that location were a disappointment. After 12 hours only 100 voters had come to cast their ballots. Yes, more individuals are voting by mail than ever before, but even those numbers were low. As expected, the voter turnout was embarrassingly low, although official numbers have not been confirmed. Since 2002, that number has hovered around the 33 percent level with 2008 seeing the lowest number of voters at 28.2 percent. Here in the Inland Empire, participation in Tuesday’s election was even more dismal with 17.9 percent of registered voters participating in Riverside County and 14.8 percent in the County of San Bernardino. What does it mean when so few adults actually participate in the democratic process? In one article I read, the author said that perhaps part of the problem is the lack of focus on substantive issues and policies and the impulse to focus on the sensational, the shocking, the salacious. Perhaps, he suggested, we should look at “reshaping our politics around honest, ethical, and inspiring messages” and on “educating youth on the principles of civic engagement.” Another author summarized it with a simple equation: relative contentment + a sense of predestined outcome = little incentive to vote. As I spent the rest of Tuesday evening celebrating at my mother’s campaign headquarters in Rialto, I asked several people there, why they vote, why they volunteer to work for the candidates of their choice, and why they care at all. What I discovered was like me, these individuals grew-up in civic-minded households. They learned early that it is their responsibility to vote, run for office, and serve on volunteer boards and commissions. Like Lynette, the poll worker who greeted me at my polling place, they also believe that every vote counts, and not just during important elections or general elections. In fact, they know just how much their vote counts during the primaries. All we have to do is look at the local contests that are still too close to count, where we are waiting for every ballot to be counted to see who advances to the general election in November.

I nland Empire voters decided Tuesday whether Democratic incumbent Governor Edmund G. “Jerry” Brown will face-off with Republican opponents Assemblyman Tim Donnelly or businessman Neel Kashkari, but once election results were tallied, Governor Brown will be running against Neel Kashkari in the November election.

With a low voter turnout for the June primaries, the Inland Empire remains a hotbed for political change. For weeks the I.E. has been bombarded with campaigns sniping at each other and dueling media coverage all in anticipation of November’s general election. In Moreno Valley, Mayor Tom Owings was successfully recalled. George Price, a former city parks and recreation director will replace him. While another hotly contested and watched race in Riverside was the Riverside County District Attorney seat. And after the smoke cleared and votes counted, Mike Hestrin won his bid for top county attorney.

Conference (FMA) will launch its inaugural Film, Media, and Advocacy Conference on August 26-29, 2014 in Long Beach, California. The film festival and conference celebrates global diversity through film and digital media while teaching advocates how to use these same tools to raise awareness, build community, impact policy, and change lives. The venues for the five-day event are the Long Beach Convention

Film, Media, and Advocacy Conference Debuts at Long Beach IndieCenter, the Cinemark at the Pike Theaters, and the Renaissance Long Beach Hotel. The featured facilitators for the FMA Conference are Dr. Daniel E. Walker and Paul Watson III. Facilitator Dr. Daniel E. T he Redlands Baseball for Youth (RBY) spring baseball regular season comes to a close, a total of 12 eight year-old elite

athletes have been honored by being chosen as part of the Pinto 8 Red All-Star Team out of more than 110 boys in the division. These accolades are a tremendous honor and reward for the hard work these kids put in all season. This honor also brings the challenge of having to raise funds for their specific team. The All-Star season budget is approximately $4,500, which covers league and tournament entry fees, team uniforms, equipment, and umpire costs. W ith summer fast approaching and everyone’s attention shifting towards health and fitness, the American

College of Sports Medicine (ACSM) with support from Anthem Blue Cross Foundation, unveiled its seventh annual American Fitness Index™ (AFI) data report during the organization’s annual meeting. The metropolitan statistical area (MSA) of Riverside-San Bernardino-Ontario, CA, ranked 28th in the 2014 report with a score of 47.5 (out of 100 possible points). Capturing the top ranking is the Washington, D.C., metro area with a score of 77.3 (out of 100 possible points). The 2014 AFI data report, “Health and Community Fitness Status of the 50 Largest Metropolitan

Riverside Ranks 28th On Annual Fit City IndexAreas,” reflects a composite of preventive health behaviors, levels of chronic disease conditions, and community resources and policies that support physical activity. “Health advocates and community leaders have come to expect the arrival of the American Fitness Index as an annual check-up regarding their community’s health and fitness levels,” said Walter Thompson, Ph.D., FACSM, chair of the AFI Advisory Board. “The AFI data report is a snapshot of the state of health in the community and an evaluation of the infrastructure, community assets and policies that encourage healthy and fit lifestyles. These measures directly affect quality of life in our country’s urban areas.” To assist with measurement and to provide a baseline measure of health and fitness status,

ACSM worked with the Indiana University School of Family Medicine and a panel of 26 health and physical activity experts on the methodology of the AFI data report. Researchers analyzed the data gleaned from U.S. Census data, the U.S. Centers for Disease Control and Prevention’s Behavioral Risk Factor Surveillance System (BRFSS), The Trust for the Public Land City Park Facts and other existing research data in order to give a scientific, accurate snapshot of the health and fitness status at a metropolitan level. A pproximately 4 million Americans currently suffer from Alzheimer’s disease - a degenerative condition that affects

the brain, causing the person to forget things and eventually to become unable to perform everyday tasks. Many Americans dismiss the warning signs of Alzheimer’s, believing that these symptoms are a normal part of aging. They are diagnosed too late and miss the opportunity to get the best care possible. This is of even greater concern for African-Americans, who are more likely to develop Alzheimer’s disease than other populations. While researchers don’t know exactly what causes Alzheimer’s disease, they have identified factors that signal a greater risk, including high blood pressure, high cholesterol, lack of exercise and diabetes. African-Americans have a higher rate of vascular disease (diseases involving blood vessels, including heart attack and stroke) – one of the suspected risk factors of Alzheimer’s disease.

Alzheimer’s Warning Signs Alzheimer’s disease attacks the brain, specifically the part of the brain associated with memory. As the nerve cells in the brain associated with memory die off, the person suffering with the disease will lose not only their ability to remember, but also their ability to learn new things. Symptoms include difficulty learning and remembering new information, forgetting to pay bills, take medication, or do everyday activities they were previously in the habit of doing; Getting lost going to familiar places, such as not remembering how to get to the grocery store they’ve been going to for many years or a friend’s house they’ve known all their life. In the mild stage, the person will still be able to do other basic activities, such as driving, eating and drinking, etc. So, don’t be fooled because they still function in many ways as “normal”. These are definite signs that the disease is progressing and should be dealt with immediately. Since memories that have been in the brain longer are more ingrained, the person will lose memory starting from the present and working

back to the past. Many persons suffering from Alzheimer’s will remember, and be able to describe in vivid detail, memories from their childhood, while at the same time not knowing what day or even year they are living in. It is a proven fact that recognizing the signs and symptoms of Alzheimer’s, and getting the person treatment early on, may help slow the progression of the disease. With this in mind, the sooner the person gets help, the better.

round of meetings in Mexico City with high-ranking Mexican government officials and distinguished academics and researchers as part of a broad UC-Mexico initiative aimed at strengthening ties between the university and Mexico. The two days of scheduled meetings with officials from Mexico’s departments of Education and Foreign Affairs – as well as Mexican university presidents and the heads of scientific research and cultural organizations – grew from Napolitano’s wish to unite and build upon existing collaborations between the University of California and institutions in Mexico. The goal of the UC-Mexico Initiative is to create a sustained,

I have heard that the firefighters’ association is

planning to intimidate the voters of San Bernardino and scare them into not changing Section 186 of the city charter. The mayor and city council appointed a volunteer citizens group to review the charter

and report recommendations back to them of things they think should be removed, changed, or modified to allow them to better manage the affairs of the city and provide services for the citizens. This committee recommended and the council agreed unanimously to accept the committee’s recommendation to put the issue before the voters in November 2014. This has led to widespread speculation that the firefighters’ association will flood the voters with misinformation during a door-to-door campaign as they have done in the past. Intimidating voters, in some cases, with implied threats of bad service if they vote to change Section 186. The misinformation has already begun at Temple Missionary Baptist Church where they held a community meeting with invited guest, a Black Deputy Chief from Compton. It is funny to me that they know how to find Black people when they want to use them but cannot find us for employment in the department. Oh, I forgot to mention that the firefighters have done this door campaigning while in uniform before. I think the council should look into adopting a policy to prevent wearing uniforms

San Bernardino Charter Reform Must Happen Nowwhen not on official city business. The tactics used by the firefighters’ association sounds like voter intimidation to me if ever there was intimidation. Intimidation is defined as: “to make timid; to make fearful” as in intimidating a witness or voter. Some related words for intimidation are bullying, to frighten, hound, harass, and strong-arm. When a firefighter in uniform says to a voter, “who is going to come to your house during a medical or fire emergency if you vote for this?” This sounds official and is intended to put fear into any citizen, but especially elderly voters who might need that service. Mind you section 186 has nothing to do with the quality of services the firefighters deliver but everything to do with guaranteed salary and step increase adjustments as compared to other financially well off cities. The City of San Bernardino is the only city in the state that has such a section in its charter. What the committee is recommending is for the city and public employee associations do this type of negotiation through the collective bargaining process like all of the other employees in the city. Also, the current city charter states it is: “established to promote economic, environmental and cultural prosperity throughout our community in public service and to ensure equality of opportunity for every resident and provide for accountability.” This has not been the case when it comes to the economic and equality of opportunity within the fire department in regards to recruitment, hiring, and promotional opportunities. According to 2014 statistics of the 120 individuals listed as firefighters: there are two Asians or one percent; six Blacks or five percent; 19 Latinos or 15

percent; and 92 Whites or 77 percent which to me is an all-male club with one or .08 percent White female firefighters. Currently we have four or 3% firefighters living in San Bernardino, which is down from the 12 that were listed in a 2011 report. There are 25 non-firefighters working in the fire department of which 17 are female and only seven live in the city. In my opinion, depending on how you interpret this information, we have already outsourced our fire department to other cities. According to one study, over $40 million dollars leaves the city each and every year when our public safety employees – both fire and police – leave work and go to a home that is anywhere but here. From the latest reports between 68% and 72% of the general fund budget now goes to the police and fire departments. Since the city filed bankruptcy, they were obligated and had to give these departments over $1 million in salary increases because of Section 186 in the city charter, while other employees were taking salary cuts to help keep the city afloat. To their credit, the police did make concessions by negotiating with the city on give-backs to assist during the financial crisis while the firefighters have held to their legal position and not negotiated anything. Now they are sponsoring an initiative to have the voters give them over $6 million more. They need over 11,000 voter signatures to qualify for the ballot so I am urging citizens to refrain from their rhetoric and not sign any ballot measures.

F oster care is not fun for anyone,” says 24-year-old law student Amy Peters, who entered Nebraska’s foster care system at

age 12 and remained until she “aged out” at 19. Fortunately for Amy, she excelled in high school and was accepted at the University of Nebraska, and because she was attending college was eligible for housing, health care, and financial assistance until age 21 through Nebraska’s Former Ward Program. Amy knows very well she was one of the lucky ones. Foster care is intended to be a temporary solution during one of the darkest times of a child’s life, but the average length of stay is nearly two years, and every year more than 23,000 youths “age out” of foster care at age 18 or older without being connected to a forever family. These vulnerable young people are at huge risk of dropping out of high school and ending up unemployed, homeless, or in the criminal justice system. Now Amy is one of the thousands of foster care alumni who are sharing their stories in hopes of sparking changes in the child welfare system. Amy works for Project Everlast, a statewide, youth-led organization committed to providing resources, connections, support, and hope to young people exiting foster care. Through Project Everlast Amy and her peers successfully urged state lawmakers to replace the Former Ward Program with the Bridge to Independence Program, which will extend more services to other Nebraska youths up to age 21 transitioning from foster care so they can continue receiving supports like those that helped prepare Amy for successful adulthood. Foster care activist and college student Sixto Cancel says he was only 11 months old when he was swept into foster care after his mother’s drug habit led to abuse, poverty, and neglect. He was adopted at nine years old, but was later abandoned by his adoptive mother and re-entered foster care. In high school Sixto

children, already determined to make a difference for those following in his footsteps. Today, he is deeply grateful for the financial literacy education provided by the Jim Casey Youth Opportunities Initiative that he received in high school. Sixto “aged out” of foster care at age 18 and is now finishing his junior year at Virginia Commonwealth University. During his college years his financial literacy training has informed all his decisions from what courses to take to how to manage the basics of food, apartment, and transportation. Hardships have come his way. He’s not complaining when he says that unlike most of his peers he has no parental safety net to fall back on when the going gets tough. In his work with the Virginia Foundation for Community College Education’s “Great Expectations” program, Sixto is working on a financial literacy and match savings program to help other Virginia youths who age out of foster care get the support they need to attend and succeed at the state’s 26 public community colleges. Sixto and Amy are also both members of the National Foster Care Youth & Alumni Policy Council, which presents policy recommendations and youth perspective to the U.S. Department of Health and Human Services. Sixto will be speaking at the Children’s Defense Fund/Educational Testing Service June symposium Advancing Success for Black Men in College in Washington, D.C. Although Ashley Kuber was only in foster care four months, like Amy and Sixto the 22-year-old has been working to help others still in foster care in Idaho’s child welfare system. Growing up in a poor, unstable home, Ashley went to work early to buy clothes and help her family pay rent. When she was 14 Ashley was placed in foster care and lived with relatives until she reunited with her father. For the past two years Ashley has served on the Idaho Foster Youth Advisory Board, where the Board is working to develop a Youth Bill of Rights, a Sibling Bill of Rights, and a peer

inthenewsbilateral forum for higher education, research and innovation, known as FOBESII, in which visiting U.S. Secretary of Sate John Kerry finalized the pact announced last year by President Barack Obama and Mexican President Enrique Pena Nieto. “UC’s many and varied partnerships, exchanges and collaborations with Mexico are integral to bettering lives on both sides of our national border,” Napolitano said. “This trip is a testament to the strength of our relationship with Mexico. I’m here to ensure we grow that relationship by establishing our new project to enhance the mutual exchange of students, faculty and ideas across the border.” One immediate outcome of Napolitano’s visit was a signing of a memorandum of understanding between UC and the Mexican National Council of Science and Technology, known as CONACYT, that extends their Agreement of Cooperation in Higher Education and Research.

The agreement notes the “long and successful history of collaboration, involving bi-national research and the training and exchange of graduate students, postdoctoral researchers, and faculty,” and references the spirit of FOBESII. The pact, signed by Napolitano and CONACYT Director General Enrique Cabrero Mendoza, establishes a working group between CONACYT and UC MEXUS, based at UC Riverside, to explore new and enhanced collaborative goals. Both sides agreed to develop a program for student, faculty and researcher exchanges between UC and Mexican universities and research centers. Napolitano’s vision challenged academicians from all 10 UC campuses to build upon the numerous research, teaching, and public outreach collaborations already underway to identify high-impact activities that could strengthen engagement with Mexico, and develop the next generation of leaders. Sniff, who will enter his second term, ran a lighter campaign than his challenger, Bianco. Both men have previously offered differing opinions on how the Sheriff’s department should operate and what priorities should be managed. During a candidate’s forum in Moreno Valley, Bianco said he is looking for way to place more deputies on, while Sniff said Bianco’s ideas don’t take into account the balance needed for the department to follow through on its mission.

San Bernardino County District Attorney Winner: Mike Ramos | 61.44% Loser: Grover D. Merritt | 38.56% Incumbent District Attorney Mike Ramos, a three-term District Attorney, won a strong re-election over his challenger Grover Merritt, a prosecutor for the District Attorney’s office. The campaign between Ramos and Merritt carried a personal undertone as both candidates had previously shared a history of differences. Merritt was fired by the District Attorney in 2004 and later reinstated. He later sued Ramos for wrongful termination. Ramos will now enter his fourth term as District Attorney.

San Bernardino County Sheriff Winner: John McMahon | 62.60% Losers: Clifton Harris | 15.21% - Paul Schrader | 22.18% San Bernardino County Sheriff John

McMahon swept the sheriff’s election away from his two opponents, taking nearly two-thirds of the votes while his challengers split the remaining. McMahon was appointed to the Sheriff’s position in 2012 after former Sheriff Rod Hoops retired. On Tuesday, he faced Clifton Harris, a sheriff’s deputy who has worked with Riverside and San Bernardino County Sheriff’s Departments, and Paul Schrader, a Los Angeles County Deputy Sheriff. Schrader previously ran for San Bernardino County Sheriff in 2010.

28th State Senate District Winner: Undetermined The primary contest for the 28th Senate District remains a close call with Riverside County Supervisor Jeff Stone holding a slight edge with 21.80% against his two opponents Glenn A. Miller, and former Assemblywoman Bonnie Garcia. Miller had 19.42% of the votes and Garcia had 19.32%.

According to the Riverside County Registrar, all voting precincts were counted, but nearly 40,000 mail-in and provisional ballots needed to be counted. The 28th senate district is mostly Republican. Philip Drucker led among Democrats in the race with 19.08%. The two candidates with the most votes will face each other in November.

31st U.S. Congressional District Winners: Paul Chabot and Pete AguilarRepublican contender Paul Chabot held an advantage over his opponents for the 31st U.S. Congressional District with 26.79% of all votes. Chabot took the lead for the Republican Party over Republican challenger Leslie Gooch. Pete Aguilar lead among Democrats with 17.42% of all votes, more than the other Democratic challengers Eloise Gomez Reyes and former Congressman Joe Baca, Sr.

San Bernardino County Superintendent of Schools Winner: Ted Alejandre Ted Alejandre displayed a strong showing against opponents for the County Superintendent of Schools. Alejandre held 55.01% of all votes, while Rita Ramirez earned 29.71% and Frank Garza earned 15.29%. The challengers sought to fill former Superintendent Gary Thomas who opted not to seek re-election last year. Thomas will retire later this year.

Moreno Valley Recall Results: Mayor Tom Owings Recalled Replacement: George Price As news spread that Moreno Valley Mayor Tom Owings’ attempt to stay as Mayor had failed, recall supporters erupted in cheers that the ousted Mayor would lose his seat on the City Council. Moreno Valley officials have been buried in controversy with numerous accusations of corruption, ethical violations, and unscrupulous ties that have left the city with a black eye. Recall proponents had hoped a successful recall of Owings, who represented District 3, could bring a fresh start to Moreno Valley politics. George Price, the city’s former parks and recreation director, nabbed the majority of Tuesday’s votes that were split among six candidates. Price overcame Jose Garcia, Omorefe Igbinosa , Carlos Ketcham, Brian Lowell, and Susan Gilmore Owings, the former mayor’s wife. Price will be appointed to the City Council to complete Owings’ term, which would have end in 2016. Another City Councilmember will be appointed Mayor to replace Owings’ seat. The date of the appointment was unclear. The recall election has been a long road for citizens of Moreno Valley who began their recall petitions last year with intentions to unseat several city councilmembers, including Victoria Baca, Jesse Molina, Richard Stewart, and Mayor Tom Owings. Last year, Owings was the subject of a political corruption investigation by the FBI. Owings and several councilmembers’ homes were subsequently searched by investigators. Former City Councilmember Marcelo Co was also targeted by recall supporters, but he

resigned from his post after he was arrested and convicted

on unrelated fraud charges. The councilmembers

previously targeted by recall supporters remain

on the City Council. However, the group last week submitted signatures to recall Victoria Baca, the next

councilmember on their list.

Cub Scouts Honor Veterans With Annual Flag Placing CeremonyOn Saturday May 24, 2014, Rialto Cub Scout Pack 103 joined Boy Scout Troops 105 and 110 to honor veterans buried at Green Acres Memorial Park by placing a flag on their grave. The boys ranged in age from 7 to 13. Over 200 flags were placed. The scouts have been placing flags at Green Acres for over twenty years now. Scout leaders wanted the boys to learn that every soldier who fights for freedom is someone’s brother, sister, father, daughter, son, or daughter. It all started with Troop 105 and Pack 103. When Troop 110 was formed, they worked with Pack 103 to keep the tradition alive.

A ll Americans deserve to have “A Fighting Chance,” and this is the central theme of a new book by Senator Elizabeth

Warren. This lady tells the hard truth about our economy and our government! Warren grew up in a somewhat troubled family, where her parents struggled to maintain low-income jobs. She was fortunate to receive a college scholarship, and believes that access to public higher education should be affordable for all students. When she started working as an attorney, she became increasingly concerned about some of our laws and government policies. She served in various positions before being elected to the United States Senate, representing Massachusetts. The book tells about the development of her philosophies about government and uses of tax money, with serving the common people soaring to the top of her priorities. She describes a number of cases where big businesses and extremely wealthy people got their way by subterfuge and downright lies. She repeatedly laments that not only do ordinary people have to pay for those bad legislative choices that enrich only the top, but in many instances the poorer citizens are greatly harmed. A chapter about how the federal government helped the big banks is titled, “Bailing Out the Wrong People.” She points out that not only were individual citizens and families harmed, but small businesses also suffered. Warren met and tells about people of all types, including politicians such as President Obama and Senator Teddy Kennedy, plus many common folks with serious problems. Warren mentions how the mortgage crisis involved companies targeting African American and Latino neighborhoods, selling expensive and deceptive policies. The detailed notes at the back of the book refer to some credit and lending policies that discriminated, based on race. While race is not a primary topic in the book, her efforts to help ALL people can certainly improve things for all races. Warren herself was targeted by negative, erroneous campaign statements referring to her ethnic heritage (she is part Native

American, but they claimed this was not true). During her campaign for the Senate, tremendous numbers of ordinary citizens contributed small amounts to her campaign. She demonstrates how the people can overcome the tactics of “big money” by working together. Hopefully, this book should inspire many Americans to become more involved. The book is quite readable and personable, and it includes many short stories about Warren’s family life. She comes across as

being very human, caring, and sometimes lacking in confidence – not the typical portrait of an egotistical high-level government official or politician. The topics of this book are rather timely in their importance, so I hope it comes out in paperback soon.
