I was pleasantly surprised last Friday night when I arrived to the San Bernardino mayoral forum held at Ecclesia Christian Fellowship and couldn’t find a parking

space. I had to, instead, park a block away because the entire lot was full of cars. The first person I saw was Marion Black standing at his post directing traffic. He immediately warned me to be prepared to stand at the back of the room and before I made it to the door I saw a diverse sea of San Bernardinians… all listening intently to the two candidates for mayor: Carey Davis and Wendy McCammack. I was proud. As someone who has criticized the apathy of San Bernardino’s voters in the past, I was thrilled to see so many interested citizens engaged and participating in the election process. During the forum, my sister Lynn (who was standing on the other side of the room), sent me an email and my attention was briefly drawn to the signature quote by Plato which seemed appropriate for the scene: “One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors.” It seemed to me at that moment, that by enthusiastically participating in the process and asking questions that are important to them as well as to transforming San Bernardino, the residents of the city are serious about selecting the best candidate. One who they believe has the appropriate experience and ability to elevate the city and move it in a positive direction. I was also proud of the number of young people who participated. I had a chance to speak to several college students who were part of a contingent of Youth Action Project students: CSUSB’s Teresa Aguilar and UCR’s Lucia Preciado, Richard Moreno, and Diana Phan. I was impressed by the thoughtfulness of their comments and level of interest in the civic process. After the forum, I was invited to observe a debriefing session led by a few of the event sponsors, a group of young men who work every day through their organizations to make San Bernardino a better place: Jonathan Buffong, Joseph Williams of the Youth Action Project, Terrance Stone of Young Visionaries, Sergio Luna of Inland Congregations United for Change, and Hardy Brown II of the Black Voice Foundation. When asked to critique the candidates, the 40 young people they had assembled in a small classroom near the forum venue, said that they believed that while both candidates seemed generally knowledgeable, “neither presented a clear plan for policy implementation,” and neither spoke about some of the serious problems of the city including homelessness, prostitution, as well as other public safety issues. And they would like to see a plan to invest in the city’s young people and not just in big business. They did agree that Davis, a financial services professional, seems to be better prepared to deal with the financial problems that continue to plague the city. I left that evening, not so much impressed with the responses of the candidates. In fact, Plato’s quote kept ringing in my mind as I listened to Ms. McCammack’s casual responses to the people’s very serious questions. But I was more impressed with the empowered citizenry. It was clear to me that the group at Friday night’s mayoral forum was looking for an intelligent and thoughtful leader and someone who answered their questions with professionalism and clarity. At least both candidates have agreed to address the young people’s unanswered questions at an upcoming forum on January 24th at San Bernardino Valley College.

R AFFMA, the Robert and Frances Fullerton Museum of Art at Cal State San Bernardino, will host a writing workshop for high school

students. The workshop, which will meet every Thursday for six weeks beginning Jan. 30, will use visual arts, featuring artwork on display at the museum and digital images of artworks, to practice and strengthen critical thinking and improve writing skills. The writing exercises and assignments will be taught by Jerry Tivey and will take place in and out of the classroom with instructor and peer critiques in

Art Museum Hosts Workshop To Help Students Through Artclass. The workshop will take place on Thursday evenings, Jan. 30-March 6, from 5:30-6:30 p.m., at RAFFMA. Workshop cost is $25 and space is limited. Registration forms will be accepted on a first-come, first-served basis and can be downloaded from the museum website at http://raffma.csusb.edu or picked up at the museum front desk. “Throughout 2013, my staff and I were committed to providing a level of constituent services and representation that residents of the Inland Empire have not had in decades,” said Rep. Takano. “This report, which shows that my office returned over $1 million in benefits to constituents, held numerous town halls, and responded to thousands of residents letters shows that while we have much more work to do, we are on the right path. Takano actively worked to educate residents about grant opportunities and helped local organizations secure funds with the key highlights include: The district received $35 million in grants from the Department of Health and Human

Services; Ensured $75 million Small Starts Grant to the Riverside County Transportation Commission was not rescinded during ongoing litigation and that construction was not halted during the government shutdown; Hosted a grants workshop in September with more than 50 attendees. Presenters included the Small Business Administration, the Department of Housing and Urban Development and the National Corporation for Community Service; Wrote 14 letters of support for grant applications from local organizations; Conducted multiple town halls throughout the district on various issues, including immigration reform, the Affordable Care Act, veterans’ issues, and education; and Responded to more than 13,000 letters from constituents.

W hen $600,000 in tax loss is wasted, cancer research, hospital and early childhood programs in the State

of California suffer. This is the reality that the California State Board of Equalization (BOE) is demonstrating during its collaborative and proactive statewide enforcement efforts against criminal tax evasion by destroying more than a half million dollars of confiscated cigarettes and tobacco products, and showing how unscrupulous businesses are using “zapper” software to illegally avoid paying sales tax, and often other point-of-sale fees. These demonstrations took place during a recent news conference at the Badlands Sanitary Landfill. BOE investigators and partners, along with the Riverside County Waste Management Department, destroyed cigarettes and tobacco products from 143 seizures throughout Southern California. The retail value of the illegal product was more than $600,000, which is a tax loss of approximately $166,000 to state and local governments. Also, BOE representatives were joined by Riverside County District Attorney Paul Zellerbach to highlight a new law, effective January, 1, 2014, that makes it illegal to use, sell, or purchase “zapper” software. The software erases sales transactions, which enables users to avoid paying sales tax, and other point-of-sale fees collected on retail sales. Violators of this new law could be sentenced up to three years in the county jail, fined up to $10,000, and be required to pay all illegally withheld taxes, including penalties and interest. Sales tax revenue funds state and local programs such as education, transportation, and public safety. “The BOE’s 2014 New Year’s Resolution is to keep cracking down on the criminals who don’t pay their fair share,” said BOE Chairman Jerome E. Horton. “Not only do they deprive California citizens of important public services, but they put legitimate, hardworking California small business owners at a disadvantage.” “Unfortunately, California’s high taxes

I grew up with our church being at the end of our backyard,

so I grew up knowing preachers. Being from a tobacco state most of the preachers grew, smoked, chewed, or dipped some form of tobacco. I also grew up hearing of Daddy Grace and other high

profile Black preachers including controversial Congressman Adam Clayton Powell so when I heard the kids talking about this television program called Preachers of LA, it peaked my interest but I did not view it until my son caught me in the mood and changed the TV channel one night. Then I noticed one of the preachers was Bishop Ron Gibson of Life Church of God in Christ from Riverside. This really peaked my interest since I remembered Rev. Gibson from delivering papers to his church, the Tyisha Miller protest and my son becoming a member of his church. As a matter of record, my last public speaking engagement was at Rev. Gibson’s church for a Black history program and he helped me from the podium and prayed for me. I am doing this piece on my friend Rev. Gibson because of some of the reviews I read on the show calling it junk and calling the pastors, power seeking and money grabbing ministers. Now I cannot speak for the other ministers but what I have seen of the program Ron is true to

himself as a person and minister. Pastor Ron has always spoke of his background growing up in a gang and drug infested neighborhood. He did it all and gives all the credit to God for saving him from a life of drugs and violence. It is through his life experience, just like so many of us, that he responds to life and certain situations. When Tyisha Miller was killed in 1998 by four White police officers in Riverside, the Black ministers came together to lead the fight for justice on her behalf and Rev. Gibson was one of those preachers. On several occasions when the committee needed a place to present controversial speakers like Rev. Al Sharpton and community activist Danny Bakewell, Gibson did

not hesitate to offer Life Church. When the police chief told the group they could not protest in front of the police station anymore, there was Rev. Gibson stepping up saying this is public property. Vermont McKinney of the United States Justice Department Community Relations stepped forward and said to Rev. Gibson and Rev. Bernell Butler give me ten minutes to talk with the chief. Needless to say they protested in front of the police station on the property. He was one of many that was arrested and hauled off to jail for protesting. When he went to jail and was in court he pulled off his Rolex watch and had the court officers hold it. Pastor Gibson showed no fear in his confrontation with law enforcement and it gave strength and courage to the other clergy when confronted with the establishment. There were many preachers who demonstrated exceptional leadership during that yearlong protest for justice on behalf of Miller. I even offered biblical nicknames for some of them, like Luke was Rev. Jesse Wilson chair of the Tyisha Miller committee. For Rev. Gibson I gave the name Peter “You the Man” because of his eagerness and quick response in critical situations. It was Peter who cut off the solider’s ear when they came to arrest Jesus. That is the way Pastor Gibson responds through his neighborhood experience. As I previously mentioned, I don’t know the other ministers in the television program but Rev. Ron Gibson and his wife, LaVette are living the life they have always lived and giving all the credit to their Lord and Savior Jesus Christ.

Dear Dr. Levister: Twenty years ago advise in this column helped save my life. I was a college student and a chain smoker. I read your warnings about the dangers of cigarette smoking and quite frankly ignored them until my my father became ill with lung cancer. Today I am a non smoker. I hope others take note and see the value in quitting before its too late. H.R. Dear H.R.: Thanks for the feedback. It’s always good to know this column helps make a difference in the lives of others. As I write this, I am reminded that the historic smoking report that put a face on the dangers of smoking, turns 50 this year. Fifty years ago, ashtrays seemed to be on every table and desk. Athletes, future presidents, and even Fred Flintstone endorsed cigarettes in TV and print commercials. Smoke hung in the air in restaurants, offices and airplane cabins. More than 42% of U.S. adults smoked, and there was a good chance your doctor was among them. The turning point came on Jan. 11, 1964. It was on that Saturday morning that U.S. Surgeon General Luther Terry released an emphatic and authoritative report that said smoking causes illness and death — and the government should

In the decades that followed, warning labels were put on cigarette packs, cigarette commercials were banned, taxes were raised and new restrictions were placed on where people could light up. The report was just the beginning. While the U.S. smoking rate has fallen by more than half to 18%, that still translates to more than 43 million smokers. Smoking is still far and away the leading preventable cause of death in the U.S. Some experts predict large numbers of Americans will puff away for decades to come. Experts agree the Terry report clearly triggered decades of changes that whittled the smoking rate down. On its 50th anniversary, officials are not only rolling out new anti-smoking campaigns but more governments and cities are clamping down on smoking in public areas. At the same time, any celebration of the anniversary must be tempered by the size of the problem that still exists. Each year, an estimated 443,000 people die prematurely from smoking or exposure to

secondhand smoke, and 8.6 million live with a serious illness caused by smoking, according to the CDC. In essence, the battle to save lives is far from over.

The two candidates exchanged ideas in front of an audience of over 200 people at Ecclesia Christian Fellowship Church located at 1314 East Date St. in San Bernardino. The questions were posed by members of the City of San Bernardino chapter of the National Association for the Advancement of Colored People (NAACP). The San Bernardino NAACP co-sponsored the debate with following organizations: Westside Action Group (WAG), Youth Action Project (YAP), Young Visionaries, and the Black Voice Foundation. McCammack believes the debate made a clear distinction between her opponent and herself. “This was a great opportunity to show the voters there is a stark difference between the two of us,” McCammack said. Davis agreed. “While I think after any public forum like a debate, you look back and think that you could always have done better but as a whole I think my points were different and well received,” Davis said. In regards to the questions posed, McCammack believed some of them could only be answered based on projection. “I think the questions were very much geared towards the youth and education components of the community,” McCammack said. “There is a very limited role the city government plays in our community’s education process so I was able to describe my personal feelings. In issues like education the best the mayor can do is point the different entities with limited resources to a forum where everyone involved can share capabilities and it is the mayor’s role to remove as many roadblocks those entities may face.” Davis, much like McCammack, said the role of the city government is limited in local education. He personally said as mayor he would use his resources to explore how his administration could “explore outside normal parameters and extend to a point where local government can be more effective in the education for the city’s youth.”

We need to be a united city to enhance collaboration and we will start to see new opportunities open for the students. Question #8: Students in our school system seem to have social and psychological needs beyond what schools are currently able to meet. How will your administration work with the School Boards to address these issues?Davis: I believe it is important to keep opportunities for after school program operating in the city. and people who can build their self esteem.McCammack: I represent a San Bernardino family that has had to deal with mental health issues and it is not easy. My daughter had some issues we had to help her overcome and we had to advocate to get the kind of care and support from area resources to help her get better. My family is not the only one who faced such issues, there seems to be an epidemic of such cases. Our city needs to partner with as many mental health related organizations we can to help such families. Question #15: How will you work with local schools and colleges to develop a more capable employment pool? Davis: We need more employers to understand the dilemma our students face and open more

doors for them. But the process of getting those kids employable starts with the families and whether that student is seeing the examples of being good employees and whether those students are motivated to be the same. I think the high schools, colleges, Chamber of Commerces, and local businesses should meet and exchange information on where our San Bernardino students are falling short in regards to skill levels and not meeting hiring standards and those shortfalls be addressed.McCammack: My company is here in San Bernardino and 13 of the 20 employees we have are San Bernardino residents. Board need to form a regular forums, examine the issues where our students aren’t meeting standards, fix those issues and form partnerships with businesses letting them know those issues are being addressed. Question #6: What will be the cornerstone of your housing policy that will address the imbalance between single family homes and high density multiple dwelling units?Davis: San Bernardino leaders needs to keep up to date on housing issues. We have a situation which excludes a rental inspection ordinance that allows slumlords to continue to operate in our city. That needs to be addressed. We need to create more housing opportunities for middle and upper class residents. With our current way of doing business here in our city, we discourage housing investors.McCammack: There is an inspection requirement for every rental property in our city but our current administration is picking and choosing who they inspect based on whether that person supports them or not … they only inspect areas of people who voted for them. Improving our housing situation is a cornerstone of making our city better but I would discourage any additional affordable housing projects until we clean up the ones we have in place now. I also believe multi-family owners need to pay for city services and many of those dwellings are poorly managed. We need ordinances made that will identify slumlords who are forcing folks to live in squalor. Question #19: How will you develop a network to reach all neighborhoods in the city and obtain feedback about community concerns? Davis: I would hold our city council meetings at a later time than 3 p.m. Many of our residents cannot make a meeting at that hour and we end up getting a narrow spectrum of opinions. I would engage conversation with local community groups and agencies to identify key needs and strategize solutions.McCammack: I would set up one neighborhood watch for every square mile of the city. I would create and send out a monthly newsletter detailing what is being accomplished in the city and let it

serve as a voice for the administration. I would create a Quality of Life task force to specifically deal with out of town landlords and hold them accountable for how they do business in our city. Closing Statements:Davis: There is time for a change in leadership in our city. A house divided falls, and we as a city must come together before that happens. San Bernardino has a ton of debt accumulated from my opponent (McCammack) and our current city leadership and we have been in a fiscal spiral downfall with them for 13 years. My opponent has been recalled so that should be an indication there is time for change. We have such a huge deficit we can’t even provide the type of services our citizens truly need. I will bring change, fresh new ideas and I will start listening to the citizens.McCammack: I will be honest and admit I am not a polished politicians who always says the safe thing. I tell you as I see it and I don’t sugar coat.

For a city to run well, you have to be straight with each other. But I am a woman and women are held to a different standard. If I were a man, posing the positions I do, I would be seen as valiant. I was removed from the Airport Board because I was asking too many questions. I just want our city’s money to be properly spent. I want our voters to know and understand I am compassionate and independent.

W ith the hiring of award-winning historian Hillary Jenks, Ph.D., as its first director, the Center for Social

Justice & Civil Liberties in downtown Riverside will move forward with plans for public visitor hours and future visits from local school groups to experience the inaugural “Riverside Stories” and Miné Okubo art exhibits. Riverside Community College District operates the Center.

“We are pleased to have attracted a director of Dr. Jenks’ stature who has experience with collections, historical and cultural programming, and grants,” said RCCD Interim Chancellor Cynthia Azari. “Her scholarship and publishing background is outstanding, and she brings particular experience in working across the public and private sectors.” Jenks is a historian and social justice advocate specializing in urban and Western U.S. history, historic and cultural preservation, and comparative ethnic studies. In addition to serving as an assistant professor at Portland State University, she spent two years as a historic/cultural neighborhood planner for the Little Tokyo Service Center in Los Angeles and was managing editor of American Quarterly. “I am thrilled to have this opportunity to work with the local community and RCCD in making the Center for Social Justice & Civil Liberties into an outstanding museum, archive, and educational center,” said Jenks, who earned her Ph.D. in American Studies and Ethnicity from the University of Southern California and has published in several respected journals, including the Journal of Urban History, California History, and Southern California Quarterly. Following a preview opening in June 2012, attended by more than 500 people, only arranged tours and events have been hosted at the

Center. More than 2,000 guests have toured the educational facility, which has garnered several design awards for the historical renovation and reuse of the 1926 structure featuring an ornate Spanish baroque facade. In the coming months, Jenks will work with an Advisory Council to advance the mission of the Center--a mission which includes showcasing the Miné Okubo Collection and developing related programming on race, culture, politics, and social justice, along with future interactive exhibitions. “My first priorities are to expand access to the Center’s rich artistic collection and inspiring “Riverside Stories” exhibit by opening to the public several days a week, as well as developing educational partnerships with both K-12 schools and the region’s colleges and universities,” Jenks said.
