This Information pertains to one of the JICA Knowiedge Co-Creation Program (Group &Region Focus) of the Japan Internationai Cooperation Agency (JICA), which shall beimplemented as part of the Official Development Assistance of the Government of
Japan based on bilateral agreement between both Governments.
'JICA Knowledge Co-Creation Program (KCCP)' as a New Start
In the Development Cooperation Charter which was released from the JapaneseCabinet on February 2015, it is clearly pointed out that "In Its development
cooperation, Japan has maintained the spirit of jointly creating things that suit partnercountries while respecting ownership, intentions and Intrinsic characteristics of thecountry concerned based on a fleld-orlented approach through dialogue and
collaboration. It has also maintained the approach of building reciprocal relationships
with developing countries in which both sides learn from each other and grow and
develop together." We believe that this 'Knowledge Co-Creation Program' will serve
as a center of mutual learning process.

Background
Traffic congestion in the metropoiitan area of deveioping countries is gettingworse and worse, and it has caused the obstacie of sociai and economic
activities. Aithough impiementing the countermeasure for the traffic congestion isan urgent issue, there are some constraints on improvement of road networksuch as iand acquisition and budget ailocation. Under such circumstances,recentiy, inteiiigent Transport Systems (iTS) has attracted much attention as aninnovative tooi to fuily utiiize existing road infrastructure.iTS appiies information, data processing, communication, and sensor
technoiogies to vehicies, transport infrastructure and transport users to improvethe safety, efficiency, effectiveness, resiiience and environmental performance ofthe transport system, introduction of ITS is expected to contribute to reducetraffic congestion.
in order to maximize the function of ITS, it is indispensable for governments toformulate a comprehensive and perspective plan taking into account aneconomic condition, traffic characteristics and a system of traffic administrationetc.
This program focuses on capacity development of government officials whoare engaged in traffic management, transportation policy and/or introduction ofITS in respective countries.
For what?
This program aims to enhance the capacity of government officials tointroduce ITS effectively in each country.
For whom?
This program is offered to staffs of governments or governmentalorganizations responsible for ITS related tasks (road traffic and transportationmanagement, transportation planning and policy, etc.).
How?
This program introduces theoretical background, essential knowledge and thelatest situation in Japan of ITS. Participants will have opportunities to share anddiscuss their experiences and issues they are facing on introducing ITS in eachcountry with other participants and Japanese experts.Furthermore, participants will receive professional feedback from Japanese
professors, institute of industrial Science, The University of Tokyo andconsultants.
