ii) In non-recognized private hospitals – upto Rs.5 lakh only in each case provided the treatment is neither available at govt. hospitals nor at recognized private hospital (Ref-IRMM Para 648(2), Rly Bd. letter no. 2000/H/6-4/Policy dated 15.01.04 read with Rly Bd. letter no. 2007/H/6-4/Policy I dated 26.11.2007 will be exercised only by GM, duly scrutinised by CMD and concurred by FA&CAO.

iii) The power for non-recognized private hospitals upto Rs 4 lakhs per case shall be exercised by CAO(Con.) personally duly scrutinised by CMD and concurred in by the FA&CAO.

iv) DRMs are delegated powers to settle the claims with the concurrence of their associate finance for reimbursement of medical expenses..

Note for 10.05:

1. In case of reimbursement claim with single chamber pacemaker with or without rate response, admissible reimbursable amount (including pacemaker, leads and accessories cost and all associated hospital charges) should not exceed Rs.1 lakh.

2. In case of reimbursement claim with dual chamber pacemaker, with or without rate response, the admissible reimbursable amount (including pacemaker, leads and accessories cost and all associated hospital charges) should not exceed Rs.2 lakh.

3. Bills for biventricular pacemakers, single and double chamber implantable cardioverter defibrillator and combo device, costing more than Rs.2 lakh may be referred to Railway Board.

10.14 Note 10.14(A): 5. When a single quotation is received against a limited tender, the tender should normally be re-invited. In case where urgency has

been certified by not less than a JAG Officer for all purchases less than Rs.5,000/- and SAG Officer for more than Rs.5,000/- CMD will be competent to accept single quotation provided that the prices have been certified as reasonable

When in response to tender, a single quotation is again received, the same may be considered for acceptance as per normal purchase power after ensuring that tender notice in a re-tendering were despatched to last supplier and other likely under Regd. Note: (a) Each Railway Hospital in charge (MD, CMS and MS in charge) will maintain a list of leading medical specialist of that locality who are also

willing to come and work in Railway Hospitals. For this purpose MD/CMS/MS in charge of the Railway Hospital will constitute a committee of 3 senior doctors from that hospital. The committee will prepare a provisional list of specialist Doctors which is required to be approved by MD/CMS/MS in charge of the Railway hospital.

(b) They will be called on case to case basis. They are to be called for management of such cases, who can not be fully managed by the IRMS specialist doctors and Honorary Visiting Specialist doctors of that Railway Hospital.

(c) For surgical procedures. The package contains: (1) pre-operation check up, (2) the surgical operation, (3) Post operative follow up for 3 days (excluding the day of operation).

(d) A separate register for expenditure is to be maintained and expenditure should be within allotted budget as per direction of Rly. Board. (e) The expenditure should not exceed above allotted budget. (f) These rates are maximum. If consultants are available at lower fees, the same should be paid.
