IntroductionThis document sets out a Call for Proposals for street activations which will take place during the UEFA European Football Championships in June 2020 of which four matches will take place in the AVIVA Stadium Dublin. The invitation is for street activations in any art form (visual arts, acrobatics, dance, street performance, street art etc.) which will respond to hosting of these matches in Dublin. This brief is intentionally open in its approach and scope, in order to encourage a range of artistic responses and there is no set formula for delivery, other than that the project must seek to showcase Dublin’s culture and personality as a creative, fun-loving and welcoming city.

BackgroundThe UEFA European Football Championships will celebrate its 60th anniversary in 2020 and UEFA is staging a pan-European tournament hosted across 12 cities (EURO 2020). Dublin will host three group matches and one “Round of 16” match for EURO 2020, in the Aviva Stadium in June 2020. It is expected that up to 160,000 overseas visitors will visit Ireland to attend EURO 2020.  If Ireland qualifies, two of our games will be held in the Aviva Stadium, although the exact fixtures will not be confirmed until March 2020. There is multi-stakeholder involvement with input from a number of agencies due to the fact that the EURO 2020 will be the biggest sporting event ever held in Ireland. It is the third largest sporting event in the world.

Spectator ExperienceIt is critical to Dublin’s hosting of EURO 2020 matches, that spectators have an excellent experience. Dublin City Council, in partnership with UEFA and the FAI, are looking to ensure that the whole city embraces the visiting spectators and Dublin’s hosting of EURO 2020. We are looking to ensure a uniquely ‘Dublin’ welcome which will encourage visiting spectators to return to Dublin and will give them a sense of Dublin’s rich culture, in an entertaining, fun and engaging manner. In short, Dublin City Council want visitors to view Dublin as the best city to experience EURO 2020.

Street Performance including busking, acrobatics and dance has a strong tradition in Dublin and has added to the vibrancy and cultural diversity of the City over many decades. Dublin City Council want to engage with this body of performers through the Irish Street Arts, Circus and Spectacle Network, to participate in EURO 2020 through this initiative.

Street Activations Programme

To animate the Spectator Experience on each of the Match Days, Dublin City Council are seeking proposals for a “Street Activations Programme” for each of the four Match Days in Dublin City. There is no set formula for delivery, other than that the programme/activations must be engaging, entertaining, and seek to showcase Dublin’s culture and personality as a fun-loving and welcoming city. The Street Activations Programme should add to the match day atmosphere and create a uniquely ‘Dublin’ experience, bearing in mind our mission to position Dublin as the best city to experience EURO 2020.

Submissions and proposals can cover the whole or part of the city, with particular emphasis on the route from the City Centre to the Aviva Stadium and areas of high-footfall in the city (see map below detailing the main areas of focus for activations). The activations should also be appealing for citizens of Dublin, and tourists who are in Dublin for reasons other than EURO 2020.

BudgetsThe budget for proposals is between €50,000 and €100,000. This is for all costs relating to the commission including the cost of fees, development, creation, any installation, dissemination and completion / removal (if relevant).

TimeframeStage 1- Proposal Submission

Initial Ideas/Proposals for the Street Activations programme should be no more than two-pages each. There is no form/template to submit proposals.

Once received, Submissions will be reviewed and any artists/companies that make the shortlist will be invited to proceed to Stage 2.

CriteriaProposals for Stage 1 will be assessed under the following criteria.

Originality of the proposal Connection with Dublin and EURO 2020 How the proposed funding costs relate to the nature of the proposal Capacity to develop, manage and deliver the project within the proposed timeframe

and within budget

Stage 2: Shortlist and Briefing

Shortlisted ideas/proposals will be invited to proceed to Stage 2, whereby shortlisted artists/companies will be invited to a briefing and discussion for which they receive a small fee each (€250). Following this discussion, we may ask the artist companies to make comprehensive proposals including a full budget and feasibility plan. A template and criteria for this process will be provided.

Stage 3: Selection

The Companies/Artists to make a full proposal will be paid a further €250 on receipt of their proposal. Interviews and presentations may be required as part of the Assessment of these applications. Final decisions and contracting of the parties will proceed from this Assessment if a standard and suitability of programme is identified and agreed.

Closing Date

The closing date for submissions is 12noon on Friday 18 th January 2019.

Selection The short-listing of proposals will be undertaken by a panel which will include Dublin City Council, the FAI etc.

Briefing and Information A briefing meeting will be arranged for interested artists, curators and creative producers. A question and answer session will form an important part of this meeting. The meeting will take place in The LAB, Foley Street, Dublin 1 on Thursday 22nd November 2pm – 5pm. Please note that this briefing meeting will be filmed for the purposes of promoting the commissioning opportunity and application to attend the meeting is taken as agreement to being filmed. Conditions

Submissions Applicants are responsible for the cost of delivering applications. Faxed submissions will not be accepted. Late submissions will not be accepted. All materials submitted should be clearly labelled with the applicant’s name and

contact details. Submissions can be collected (by arrangement) within one month of being informed of the

decisions of the selection panel, email [email protected]. The commissioners reserve the right to dispose of submissions which are not collected by this date.

All reasonable care will be taken with each submission. Dublin City Council and its promoters or managers do not accept responsibility for any loss or damage which may occur.

The selection panel, whose decision is final, has the right to clarify any issue which may arise in the course of selection.

Artists or teams may be asked to supply the names and contact details of referees as part of the selection process.

Feedback will not be provided for Stage 1 of this commissioning process.

Terms and Conditions Dublin City Council reserves the right not to award commissions and in this instance reserves

the right to pursue other selection processes. Dublin City Council reserves the right to offer a financial fee which differs from that sought for

in proposals. Teams who are awarded commissions will have to nominate one person who represents the

group / company. The appointed artist/team will be required to have public liability insurance and, where

appropriate, employer’s liability, to include people working for the artist or as part of a team.

The proposed commission and process must comply with Health and Safety legislation. The successful submission will be subject to Health and Safety checks.

The artist or team will be required to comply with legislation with regard to working with children, young people and vulnerable adults.

The appointed artist will have to supply an up to date tax clearance certificate prior to signing of contract and for the duration of the commission.

Dublin City Council will issue the successful artist/team with a Contract for Services. Non-resident artists from EU and non-EU countries must be aware of any tax or VAT

implications arising from the commission and ensure any costs arising from this are included in their budget.

Dublin City Council is subject to the provisions of the Freedom of Information Act (FOI) 1997, 2003. If you consider that any of the information supplied by you is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for the sensitivity specified. In such cases, the relevant material will, in response to the FOI request, be examined in the light of the exemptions provided for in the Acts.
