October 2017 Florissant Old Town Partners and the City of Florissant along with the the Missouri Arts Council co-sponsor the festival on rue St. Francois each year on the 2nd Sunday in October. In the past few years over 30,000 visitors attended the weekend events and we expect this to be the biggest and best ever! The Old Town Fall Festival kicks off at 11 am on Sunday October 8th and runs until 5pm on rue St. Francois Street in the heart of Old Town Florissant. Eleven full blocks from Florissant Road down to the St. Ferdinand Shrine are closed off for this event. All side streets will be blocked off to accom- modate the festival. The street will be filled with activities for everyone with over 150 booths including a full craft fair area, games to play, sale items, food and beverages. We will have the old favorites like the Chili Cook-off, the wine garden, pumpkin decorating, Kincaid Puppets and enter- tainment on almost every block. Fido Follies Dog Contest! Everyone’s favorite event the Fido Follies dog show returns and will be located at the Government Center at 1055 rue St. Francois at the very top of the street. This is a dog friendly event, water bowls will be provided on every block. Bring your furry friends (Properly licensed and leashed of course) and enter them in the dog show. We have categories such as smallest dog, best kisser, best costume, best trick and largest dog to name a few. Free Children’s activities! Once again, if you are looking for the Children’s Hands-On art projects sponsored by the Hazelwood Head Start Program it will be up at the top of St. Francois on the City Hall lawn. The concert at the Lawyers Building in the 100 Block of St. Francois this year will be the Bob Kuban Band on the band shell! Presented by the Florissant Fine Arts Council with support from the Missouri Arts Council and City of Florissant on Sunday afternoon. Performances will be at 1:00 and 3:00 p.m. We also have many entertainers throughout the 11 blocks of fun that include Cookie the Clown, Dan Sproat Solo Musician, Kraig Kalkbrenner Flint Knapper, the Kincaid Karacter Puppets, Stiltwalker/Juggler, Story Teller, North County Big Band, Dennis Schilligo Solo Singer Guitarist , Bucket List Band, The Retro Band, DK Dance Productions, After Hours Community Band, The Florissant Men of Harmony, and more… While at the Shrine you can also visit the petting zoo where guests of all ages can enjoy up-close interactions with wonderful animals. This is a first time event at the Shrine, so be sure to attend and help make the petting zoo a welcome addition to the festival. The Children's area at the Shrine will also have a bubble machine, face painting, and snow cones along with other refreshments. There are many additional events and activities at the Shrine. The Antiques and Treasures Sale will have many items for sale, including some that have been a part of the Shrine such as furniture, reli- gious items and much more. Get to the sale early as these items will sell fast. The Book Store will be open with special Fall Festival prices. There will also be food and drink in the comfortable, air con- ditioned schoolhouse. Pull tabs will be sold out- side of the Schoolhouse…this might be your year to win big! The Shrine Gift Shop will also be open. If you have never had a tour of the Church and Convent, you should include that impressive experience as part of your Fall Festival visit. While on the tour you will learn how the early sellers lived and their determination to have a thriving community with farms, schools and churches. Why start a household compostheap? I can reel off a long list ofreasons for keeping your foodscraps and other householdwaste out of the trash can.Compost adds nutrientsand organic matter backinto the soil. Composingdiverts methane-pro-ducing organic materi-als from landfills, andimproves soil waterretention when put intosoil, so you don’t needto water as much.You just want to makethe food break down.You can compost vegetableand fruit peelings and cores,left-over greens and grains. Butdon’t add meat, poultry, fish ortheir bones and byproducts. Don’tput animal feces in the pile. Somepeople add dead leaves andgrass.To start a compost heap, buy ormake bins or buckets to containyour compost and mix with a lit-tle dirt. (Some people recom-mend adding lime to help itbreak down, but it’s notrequired.) Mix it with a smallshovel and cover the bucket. Dothis each time until the bin orbucket is full. Then about oneweek later, mix it up again andbury it in the ground about fourinches deep.When I compost, I separate myleaves and grass clippings frommy other organic waste. I pile and

Playground ended with our FamilyNight. The James J. Eagan Center hadapproximately 300 children regis-tered for the programs. The themefor this year’s family night was “Nightof Inspiration”. The Koch Day campProgram had over 320 enrolled insummer camp. We had great partici-pation from the families that attend-ed Family Night where refreshmentswere served and a slide show playedwith pictures of all the fun activitiesof the summer camps.Congratulations to our Florissant

Fish Swim Team who completed intheir 15th season winning theireighth conference championship. Iwas able to attend several eventsand was amazed at the large numberof parents, grandparents, brothersand sisters and friends that attendedeach competition for all participat-ing teams. This year’s team com-prised of around 165 swimmers and8 coaches. The swim program isdesigned to accommodate a widerange of physical talent and balancesbetween competition, participation,family values and good old fashionfun. There may be a future Olympianswimming with us. The BellefontaineNeighbors swim team ended our 6year undefeated streak during headto head competition but we wereable to edge them out in the confer-ence finals. CongratulationsFlorissant Fish!VFW Post 4105 and City hosted a 9-11 ceremony on Monday,September 11th at the VFW Post at410 rue St. Francois. Members fromthe American Legion Post 444 pre-sented and retired the colors.Special thanks to VFW AuxiliaryPresident Tina Wright, Friends ofVFW President Randy Schroeder andthe new Post Commander RonScanlon who plan this event to giveus an opportunity to reflect on thesacrifice and commitment requiredto advance the progress of democra-cy and recognize the special role ofthe military, police, firefighters andall first responders to keep our soci-ety safe. Ward 8 Councilman RobertParson, who is a Navy SeabeeReserve Veteran and Fire Chief ScottSeppelt were the guest speakers. Iwas attending the MissouriMunicipal League annual Conferencewith Council President Pagano andCouncilmen Caputa and Jones. (Apersonal note, I was at the MML con-ference at the same venue on 9-11-01and happened to be at Breakfast withDavid Prater who is now the Mayorof Desloge MO. I expect we willreflect on this infamous hour togeth-er at this year’s conference.)Florissant is very proud to host thisyear’s Veteran Day Parade whichwill be held on Sunday, November12th. Parade participants will assem-ble and start the parade at BangertPark and precede North onFlorissant Road and then turn left onSt. Francois and end the parade atVFW Post 4105 where the ceremonywill take place to honor the 2017Veteran of the Year. We thank all the seniors who attend-ed the Senior Town Hall meeting onSeptember 14th to be informedabout the progress in the beautifulcity and to get an opportunity tospeak with the City Administration.We would like to thank the Bridge atFlorissant for graciously providing adelicious breakfast to those that

Department has nearly completed$3,350,000 in street work this year2017 which includes $931,000 in slur-ry seal resurfacing work on 130+ dif-ferent streets throughout the City,$565,000 in concrete pavementreplacement and repairs on 34+streets, and $1,854,000 in majorstreet repairs with an asphalt over-lay on 15+ different streets. Majorstreet repairs have begun with thecompletion of major repairs, newcurbing and an asphalt overlay onKeeven Lane. Thanks to the passage of Prop S inNovember 2015 Florissant has thestreet maintenance funds availableto keep up with our 167 miles ofstreets and to establish a program ofrestoration. These funds were usedthis year to make improvements to13 different streets plus majorimprovements to Keven Lane (com-pleted) and St. Marie Street whichwill include all new curbs, gutters,and asphalt overly and other neededimprovements.St. Louis County continues to makeprogress on the Shackelford RoadImprovements and have just begunmaking much needed improvementsto Washington Street.The Public Works Department has

three grant projects in progress thisyear that are funded at 80 percent bya federal grants received in 2014 and2015. • Design work is nearing completionfor the replacement of St. AnthonyLane Bridge over Fountain Creek a$550,000 project which will be outfor bids this fall.• Design work and pre-constructionwork continues for the NorthLafayette Reconstruction projectwhich will include repaving thestreet, installing storm sewers, andadding ADA-compliant sidewalk andbicycle facilities from North Highway

The “33rd Annual National Night Out” (NNO) campaign has been scheduled forTuesday, October 3, 2017. National Night Out is designed to:• Heighten crime and drug prevention awareness;• Generate support for, and participation in, local anticrime programs;• Strengthen neighborhood spirit and police-community partnerships; and• Send a message to criminals letting them know that neighborhoods are organ-ized and fighting back.Florissant residents are being encouraged to lock their doors, turn on outsidelights, and spend the evening outside with their neighbors between the hoursof 6:00 p.m. and 9:00 p.m. Activities such as block parties, cookouts, visits frompolice officers, or scheduling a tour of the police station are encouraged.Residents are required to apply for a no cost “Block Party” permit. Neighborhood Watch ProgramThis program encourages citizens

to take an active role in keepingtheir neighborhoods safe by report-ing suspicious activity, practicingeffective personal safety techniquesto reduce the risk of becoming a vic-tim of a crime, watching out for eachother in their neighborhood andstaying in touch with fellow neigh-bors to encourage keeping yourneighborhoods safe and free fromcrime. Chief Lowery says, “Our resi-dents are our eyes and ears in theneighborhoods, I encourage everyresident in the city to participate inthis very important program.”Those who volunteer to become ablock captain will be trained on howto conduct a neighborhood watch meeting, pass along important safety infor-mation, discuss issues in the neighborhoods and keep their group members upto date on crime trends in their neighborhoods. New Fall ClassesThe City of Florissant’s Parks & Recreation Department offers manyrecreational classes for residents and non-residents. Ice Rink Opening

The City of Florissant’s Ice Rink will open for the season on October23rd. Public Skate session are scheduled on Wednesday 7-9 p.m., Friday7-9 p.m. and Saturday 2-4 p.m. and 7-9 p.m. and Sundays 2-4 p.m. Stickand Puck sessions will be available at various times along with a Learnto Skate Lessons.The Ice Rink also offers a Learn to Skate Program. This program helpsyour child gain confidence on the ice and learns the skills necessary tobecome an accomplished ice skater. Lessons consist of instruction forall beginning skaters. Dates for the lessons are December 26th – 30thand Saturdays, January 6th – February 3. Rodenticides are highlytoxic to pets and can be fatal ifingested. If you use these prod-ucts, please do so with caution andput them in a location inaccessibleto your pets.In the fall when you are changingyour car’s engine coolant, the ethyl-ene glycol based coolants are high-ly toxic so please make sure spillsare cleaned up immediately andkeep away from pets. Propylene gly-col based coolants aren’t complete-ly nontoxic but much less thanother engine coolants• School SuppliesWe all know back to school timeand time to stock up on schoolsupplies. Most school supplies

(glue sticks, pencils, magic mark-ers) are low toxicity to pets but cancause gastrointestinal upset andblockages can occur if ingested.Please keep school supplies out ofreach of all pets• MushroomsFall and spring are mushroom sea-sons.
