Visit Note of Uttar Pradesh

Date: 17th and 20th June, 2013 Works under Pradhan Mantri Gram Sadak Yojana (PMGSY) were inspected on 17th June, 2013 in Varanasi and Jaunpur Districts of Uttar Pradesh. During the inspection, State Quality Coordinator, Uttar Pradesh, Superintending Engineers of respective implementing agencies, Executive incharge of PIUs, relevant AEs and JEs were present. A brief of observations is as given below:

1. Name of Work: Mangari to Pindra via Jagdish Pur Kaitholi

District: Varanasi Length: 5.03 km Cost: Rs. 116.65 lakhs Date of Start: 18.5.2013 The road has been proposed for upgradation and work has been started in May, 2013. Enclosed photographs from Slide 1 to 7 are evidence of the present condition of the road starting from 0 km of the road. As is clear from the photographs the present condition of the road does not warrant full scale upgradation of the existing road. Out of full length of over 5 km, the condition of road in some stretches totaling not more than about 1.00 km indicated isolated depression. In another stretch of about 500-700 mtr passing through build up area, the depression because of poor drainage condition has been observed. The condition of rest of the road did not warrant more than just renewal of PMC. The Superintending Engineer was requested to make assessment about the present thickness of pavement and review the complete estimate before the work is

progressed. It was observed that proper investigation was not carried out by the staff while preparing the DPRs for upgradation. In this case the STA has also failed to properly scrutinize the case. (See slide 1 to 7).

2. Name of Work: Lucknow Varanasi Road (NH56) to Kaitholi District: Varanasi Length: 1.30km Cost: Rs. 23.81 lakhs Date of Completion: 24.07.2007

The road was completed in July, 2007 and the condition of the road was found to be good so far as maintenance of pavement work was concerned. The embankment and shoulders need maintenance. (See slide 8). 3. Name of Work: SH 98 Road to Mangari Sindhora Road

District: Varanasi Length: 8.00km Cost: Rs. 177.95 lakhs Date of Start: 15.05.2013

The upgradation work for this road has been started in May, 2013. The condition

of the road as shown at slide No.9, 10 and 11 indicates poor condition of pavements and this work deserves appropriate upgradation. However, care should be taken to review the DPRs for those stretches which are passing through build up areas. (See slide 9, 10 and 11)

4. Name of Work: Mangari Sindhora Road to Buchee

District: Varanasi Length: 0.50 km Cost: Rs. 9.49 lakhs Date of Completion: 10.04.2008 The road was completed in April, 2008 and the condition of the pavement of the road was found to be satisfactory with respect to pavement. However, shoulders, etc. deserve more maintenance. (See slide 12).

During the inspection of works on 20th June, 2013 in Lucknow district, the DG (NRRDA) was also present. From the State, CE (SRRDA), SE (PWD) and PIU officials were also present. A brief of observations is a given below: 1. Name of Work: Lucknow Raibareli Road to Kalandar Khada

District: Lucknow Length: 0.60 km Cost: Rs. 45.27 lakhs (with CDs) Date of Start: April, 2013

It was observed that in the initial stretches, the setting out was not proper, borrow

pits have been dug just at the toes of embankment and the compaction in earth work is almost absent. Entire earth work deserves to be removed and recompacted in layers as directed on site. In stretches beyond the railway crossing, quality of earth work and compaction appeared satisfactory. (See slide 15 and 16).

2. Name of work: Nagram Niguha Road to Dhighari

District: Lucknow Length1.00 km Cost: Rs. 27.73 lakhs

Date of Completion: July, 2008 The work was completed in July, 2008 and has been under maintenance. It was

observed that the condition of the pavement was good, however other aspects of maintenance have not been take care of. The State is required to attend the maintenance aspects regarding the embankment and shoulders etc. (See slide 17).

3. Name: Nagram Niguha Road to Garedian Kheda

District: Lucknow Length:1.03 km Cost: Rs. 59.35 lakhs

Date of Start: 25.03.2013

The earthwork on the road has been started in April, 2013. It was found that setting out of the work was satisfactory. The earth work in initial stretches needs to be compacted more in layers. It was found that the earth work in middle and end reaches has received good compaction. The borrow pits have been dug alonwith the toe of the embankment and these borrow pits are full of stagnant water. The officers were asked to stop this kind of borrow pits as the stagnant water in these pits is potential health hazard. (See slide 18 and 19).

4. Name: Nagram Niguha Road to Gadi District: Lucknow Length: 1.2 km Cost: Rs. 45.39 lakhs

Date of Completion: November, 2008 The work was completed in November, 2008. The condition was found to be generally good, however the road with respect to shoulders and embankment, etc. has not received due maintenance. (See slide 20). 5. Name of Work: Niguha Beniganj Road to Nahar Khera

District: Lucknow Length 0. 60km Cost: Rs. 33.29 lakhs

Date of Start: 25.3.13 The construction has been started recently. The setting out, alignment and earth work was found satisfactory. Even the compaction level was good. It was rather surprising to find that Citizen Information Board has not indicated quantities of various materials in pavement layers. This is extreme carelessness. The incharge AE should be asked to explain. (See slide 21 and 22). 6. Name of Work: Lucknow Raibareli Road to Ratibeni Ganj

District: Lucknow Length: 7.48 km Cost: Rs. 235.19 lakhs

Date of Start: 25.04.2013

The upgradation on this road was sanctioned recently for Rs. 235.19 lakhs. The earth work has been started in April, 2013. In fact, only some earth has been

dumped on shoulders at many places. The photographs shown in slide 23 to 31 may be seen. The conditions of this road was found to be very good having riding quality in PCI of 4 to 5. In this road, not only the pavement is in good condition
