Transnet Freight Rail expects to complete the roll-out of its fixed scheduling of freight trains on all routes by September/October this year, CEO Siyabonga Gama told FTW on the sidelines of Transnet’s results presentation last week.

There have been some hiccups on the Natcor corridor – scheduled for implementation in mid-2012 – but Gama was confident that the October deadline would be met.

“We’re already running 55 trains a day between Johannesburg and Durban and are seeing the benefits in increased volumes.”

That much was clear from the results released by Transnet CEO Brian Molefe in Johannesburg last Tuesday, where TFR was singled out as one of the star performers, registering 10.4% volume growth, and moving 201 million tons – the highest

in its history. “This performance includes

a significant improvement in the number of trains operated per day,” said CEO Brian Molefe. “In October 2011, we ran the highest number of trains at 1 444, from about 800 trains in the previous period.”

General freight volumes rose 9.9% to 81.0mt from 73.7mt in the previous financial year, while containers on rail increased 21.5% to 762 760 TEUs from 627 825, indicating a growth in market share and significant strides in taking rail-friendly cargo off our roads, he added.

“Our new railways operating strategy is beginning to pay off with on-time departures and arrivals for GFB improving by 18.9% and 17.7% respectively compared to the previous year.”

Export coal volumes increased by 8.8% to 67.7mt from 62.2mt, while iron ore volumes jumped by an impressive 13.2% to 52.3mt from the previous year’s

46.2mt. Group revenue for the year increased by 20.9% to R45.9 billion from R38.0 billion in the previous period, mainly due to growth in

volumes in the general freight, export coal, export iron ore and container volumes as well as an 18.0% improvement in productivity, he said.

WCO Annual ReportsThe World Customs Organisation (WCO) has released its annual reports on Drugs, Intellectual Property Rights (IPR) and Tobacco.

The “WCO Customs and Drugs Report 2011” analyses seizures on a regional basis and by category of drugs intercepted, focusing in particular on routings, means of transport and concealment methods used, with an emphasis on the illegal trade in opiates, cocaine, cannabis and psychotropic substances. In 2011 there were 47 000 seizures of drugs, yielding a total of 1 795 tonnes of narcotics, including 73 tonnes of cocaine, 1 614 tonnes of cannabis and 89 tonnes of opiates. The number of seizures and the quantities of drugs intercepted in 2011 has increased substantially compared to 2010.

The “WCO Customs and Tobacco Report 2011” presents an analysis of all

reported seizures in order to provide a global overview of the tobacco smuggling phenomenon and the various international initiatives to combat this illicit trade to which the WCO contributes and in which it encourages its members to take part. During 2011 there were 1 026 recorded seizures of illicit consignments of cigarettes, translating into approximately 1.9 billion cigarettes. These figures show a remarkable decrease of both the number of seizures and the amount of contraband seized in 2011.

The “WCO Customs and IPR Report 2011” confirms the changing nature of IPR infringements. Whether it be the nature of the counterfeit goods or the routes they take, international fraud networks are still quick to react to new market conditions and the opportunities they present. In the course of 2011 there were more than 25 500 reported cases involving the seizure of more than

143 million counterfeit or pirated articles. A rise in counterfeits can be observed in pharmaceutical products, and mobile phones and their accessories.

Costa Rica WCO Contracting PartyOn 3 July 2012 Costa Rica became the 143rd Contracting Party to the WCO Harmonised System Convention.

A range of Customs and trade-related topics were discussed with the Ambassador of Costa Rica, with particular focus on trade facilitation, economic competitiveness, harmonisation of procedures, Customs reform and modernisation, and the Customs-Business partnership.

Brazil Files Chicken Dispute against South AfricaThe World Trade Organisation (WTO) has advised that Brazil has requested consultations

with South Africa under the WTO’s dispute settlement system concerning South Africa’s anti-dumping measures on chicken meat (poultry meat) from Brazil.

By way of clarification, the request for consultations formally initiates a dispute in the WTO. Consultations give the parties (Brazil and South Africa) an opportunity to discuss the matter and to find a satisfactory solution without proceeding further with litigation. After 60 days, if consultations have failed to resolve the dispute, the complainant may request adjudication by a panel.

The groundswell of support for mandatory weighing of export containers before they are loaded aboard ship is gaining momentum ahead of the International Maritime Organisation meeting in September where the issue is high on the agenda.

Chairman of the Container Liner Operators’ Forum (Clof), Andrew Thomas, gave his full backing to the initiative which will be considered at the September session of the IMO’s Dangerous Goods, Solid Cargoes and Containers (DSC) subcommittee meeting.

It’s also garnered the full support of Fonasba, the international ship brokers and ship agents federation, which points out that the problem of under-declared and unverified containers is a serious one for ports and ships.

A report to be put forward at the IMO meeting reveals that in recent containership accidents, some boxes were up to ten tonnes heavier than the manifest weight, leading to stack collapse, capsizes and even contributing to the break-up of the vessel.

According to Thomas, while it hasn’t been debated in a Clof environment, he believes the container shipping lines would favour the move.

From a practical perspective, it would need to be done in the container yards where modern equipment has the facility to be able to weigh containers. “We wouldn’t want it done by the ship-to-shore cranes because we wouldn’t want anything that reduced productivity,” said Thomas.

“For it to be practically worthwhile it would have to be done in advance because the weight of the

container has an impact on the planning of the vessel – misdeclared weights can lead to inappropriate stowage which is dangerous to the crew, to the vessel and to the environment.”

It’s important, however, that it’s achieved in a way that does not increase costs or reduce efficiencies, says Thomas, “and this is surely possible,” he said.

“Ship agents see the problems which inaccurately weighed containers cause ports and ships every day,” said Fonasba general manager, Jonathan Williams. ”It is extremely worrying that there is currently no obligation for containers to be accurately weighed anywhere along the transport chain.”

The initiative is being led by the World Shipping Council in conjunction with shipowners’ association BIMCO, the International Association of Ports and

Harbours, the International Chamber of Shipping and the International Transport Workers Federation, as well as the maritime administrations of Denmark, the Netherlands and the United States.

Transnet National Ports Authority (TNPA) has once again stressed the importance of collaboration and co-operation of all the stakeholders in the supply chain if the country wants to see its logistics costs decrease and compete globally.

TNPA’s Vusi Khumalo said while the port system remained integral to the entire supply chain in South Africa, its success was not only the responsibility of Transnet but all role-players and stakeholders.

“It is important that we realise that a more collaborative process is needed to increase efficiency and turnaround times.”

The legal action against e-tolling on the Gauteng Freeway Improvement Project (GFIP) is currently in limbo, with all the parties waiting for the Constitutional Court hearing logged for August 15.

But, said Road Freight Association spokesman Gavin Kelly: “Hopefully, from our point of view – and no doubt that of the government as well – we would like to see everyone reaching a resolution before that Constitutional Court date.”

A first step has been deputy president Kgalema Motlanthe meeting with all the stakeholders to allow them to present their arguments, and to detail what solutions they propose.

For too long the mere mention of shipping consolidated loads to Zimbabwe has brought a negative reaction from importers, exporters, transporters and clearing agents alike – and not without good reason, according to Hans Jooste, sales director of the overnight express specialists, Transmart.

“Unspecified departure dates, delays at border posts, unscheduled and often unexplained stop orders by customs officials, non-paid import duties and a host of other impediments have all made logistics a nightmare,” he told FTW. “For so long, in fact, that it has almost become an acceptable norm.

“Importers and exporters alike have succumbed to this quite unwillingly as they feel they have no other option, and shrug this off as ‘the nature of the beast’.”

But Transmart has put together a service that will overcome all these nightmares, Jooste added.

“After 17 years of carving a solid reputation in overnight express in SA,” he said, “we are applying the same level of efficiency into our new Transmart Africa service to Zimbabwe. We offer a scheduled, weekly, cross-border road service to our depots in Bulawayo and Harare. We depart every Friday with a designated date of delivery to depot, with freight being available for collection (or onward distribution) the following Monday.”

This service is specifically designed for consolidated loads ranging from parcels to pallets of stackable cargo not exceeding 12 tonnes per truck.

“Of course,” said Jooste, “we are adaptable, and can arrange shipment of non-stackable, fragile cargo

and other loads.“The advantages to our

customers are being able to plan for that specific date, organise their shipment requirements accordingly, and plan ahead for receipt and distribution. It helps reduce and minimise stock holdings, allowing for a just-in-time (JIT) delivery, helps reduce capital expenditure on stock holdings and handling as well as freeing

up valuable floor space.” Jooste described the

service as ideal for rush orders of goods for small-to -medium size business, lodges, hotels and larger corporate entities. It is also offered to Transmart’s general competitors and logistics partners who, from time to time, may require urgent delivery or are overrun on cargo destined for these regions.

Logistics major UPS has unveiled several enhancements to its technology tools for SA customers.

Speaking at the launch in Durban last week, SA sales manager Jasen Smallbone said they would streamline the process of creating shipments online and enhance customers’ ability to track multiple shipments at once.

“Our global network is enhanced by internet-based technology that allows shippers to better manage their shipments and have maximum visibility as their parcels move through our system,” he told FTW. “By continually expanding our technology offering, we help customers save time and money, and expand to new markets.”

The easy-to-use UPS Internet Shipping, which requires no software downloads, lets SA customers

create shipments online from any computer connected to the Internet. Accessible through www.ups.com, it is a streamlined screen layout with a step-by-step structure that allows shippers to enter all shipment details on a single

page and print a shipping label. “It is designed to save time and ensure that all the required fields are properly filled in,” Smallbone added. “Also, a range of additional options – from e-mail notifications to delivery confirmation – provides shippers with the

Transnet Freight Rail will engage robustly with customers on their capacity requirements, and the mining industry will be a strong focus, Transnet’s Cleopatra Schiceka told delegates at the recent Chromite Conference in Johannesburg.

“Mines in particular will be engaged,” said Shiceka, “as bulk minerals represent more than 70% of the general freight portfolio.”

It’s all part and parcel of Transnet’s aggressive drive to encourage migration from road to rail, particularly for heavy-haul cargo travelling long distances, not suited for road transport.

It’s an initiative that Graham Gaskell of the Reinhardt Transport Group has welcomed – although with some reservations. “Recent efforts by Transnet to improve service levels and its ambitious capital expenditure plans are good news for the country and industry, but may only

lead to current volumes being better serviced rather than catering for increased production volumes,” he said. “And the realisation of Transnet’s plans may be some time away.”

For the chromite industry in particular, from a road perspective, efficiency and cost are major challenges, said Gaskell. “The geographical location of the chrome ore and other mines far from the export ports in southern Africa, the imbalance in import and export dry bulk volumes, and limited industry collaboration in respect of volume movement are just some of them.”

And Gaskell believes that current legislation is indirectly designed to protect Transnet and make road less efficient and costly. “Let Transnet run an effective and efficient rail service, which is needed, but also allow road transport to introduce technology that is available, better suited, more cost-effective and safer, thereby

allowing the chrome industry to compete more effectively in the world chrome markets.”

Both however agreed that an efficient intermodal transport system was the optimal solution.

Schiceka acknowledged that Transnet’s rail network and service delivery had not always been of an acceptable standard, and

had led to more users choosing road over rail. But low productivity and efficiency were the result of a lack of investment in rail maintenance, infrastructure and rolling stock, said Schiceka, who believes that Transnet’s R300 billion seven-year investment into rail, port and pipeline will in some part help to remedy the situation.

Road transport needs to become more cost-effective and efficient in the absence of a reliable rail service, said Graham Gaskell of Reinhardt Transport Group.

He said increasing payloads in a safe and responsible manner was one solution. Reducing labour, fuel and running costs was also key, he added.

Legislation on vehicle loading focuses on axle and axle unit loadings, maximum permissible vehicle and combination masses and the so-called ‘bridge formula’, which is outdated, in his view. Gaskell argues for a Performance Based Standard (PBS) designed to improve payloads, subject to predefined performance criteria that allows vehicles to operate beyond what is permissible within current legislation.

SA ships’ register a laudable but impractical pursuitBy Alan Peat

Efforts to build an SA ships’ register – which is currently devoid of any long-haul, deep-sea cargo vessels – are generating considerable controversy.

It’s among the proposals in the 20-year maritime development framework to be presented to Cabinet by transport minister, Ben Martins, and director-general, George Mahlalela, before the end of this year.

Although the idea of SA-registered shipping lines, able to compete in the world’s cut-throat shipping market, is praiseworthy in theory, it is considered to be almost impossible to put into practice.

One step in the right direction has just been taken by the SA Maritime Safety

Authority (Samsa), which is advancing the idea of the creation of a state-owned maritime bank that would provide funding to the industry.

But a major drawback still remains. That is what is described as SA’s unfavourable and inappropriate tax regime, a current system that offers no true advantage to aspirant SA shipowners. A shipowner-friendly tonnage tax is considered to be one basic means of getting an SA ships’ register off the ground – but is one that government has so far refused to consider.

Indeed, government’s main means of getting the register going has been restrictive rather than constructive. It has proposed the introduction of cabotage regulations, which would require that ships

servicing ports within SA’s waters carry the country’s flag. In addition, cargo reservation is being examined, which will require that a certain amount of SA’s cargo be carried by SA-flagged vessels.

But it’s all considered to be a real Catch 22 position. You can’t have SA goods carried by SA-flagged ships until you have SA-owned and registered ships. And, no matter how much you demand this, it won’t happen till SA ownership becomes a sustainable

(profitable) pursuit.It’s really such an

unbelievable situation that an SA shipping authority suggested that the government’s proposal for cabotage and cargo reservation asks the question: “Just what are they smoking down in Cape Town?”

Looking to get a reasoned response to the government’s proposals, FTW talked to a shipping line executive with extensive experience both in SA and abroad. He remained unnamed due to his business position, and his necessary working relationship with government.

He opened by stating that the objective (an SA ships’ register) was laudable, and that the Samsa CEO, Tsietsi Mokhele, was to be congratulated for the energy he

had brought to the debate. “I do not, however, believe

that implementing restrictive practice is the best way to achieve this.

“My main concern is that – when we are selling our minerals – we are not in a position to dictate to the buyers the terms by which we do so, as long as there are alternative sources of supply, as there are for iron ore, coal and manganese, which constitute the larger proportion of our mineral exports.”

This means, he added, that we are a “price taker” and not a “price maker” in these commodity markets. As an example, according to the SA Chamber of Mines, we have 80% of the world’s known reserves of readily mineable manganese in SA – yet we only supply 20% of global

consumption. “Any measure that reduces the size of exports, as these proposals risk doing, would undermine rather than enhance the overarching aim of creating additional employment in SA.”

A further step in his thinking led to him issuing the caution that SA’s major trading partners had established shipping interests – and had amply demonstrated their resolve to defend those interests.

“Any restrictive practice implemented on our part would undoubtedly be met with a ‘tit for tat’ response,” he said. “You can look at the Chinese state’s defence of their Cape Size owners’ interests, where they banned Vale’s VLOCs (very large ore carriers) from Chinese ports on grounds of safety, despite the fact these vessels were built in Chinese yards, as a current

example of this.”He also told FTW that

he believed that the way to achieve the objectives of securing SA-owned and flagged vessels could only be sustainably achieved through the creation of an enabling environment.

“This means,” he said, “making SA a competitive jurisdiction for ships’ owners to be domiciled in. In turn, this means addressing the tax regime – including corporate income tax, dividends tax, personal income tax and

capital gains tax. We would also have to waive exchange controls for the sector.

“As for the performance of the register itself, there would have to be a review of home affairs (for the issue of work permits) and labour law restrictions. And, to secure international sources of ship finance, we would have to make changes to the mortgage ranking.

“Simply, we should look at best practice from around the world and adopt similar or better.”

There is a rogue forwarding company operating in Durban, FTW has been told, swindling companies that have contracted them for forwarding jobs out of huge sums of money.

In one case, a small logistics company which last October outsourced forwarding business to this black sheep, paid over a quarter of a million rand up-front. But, while the rogue company took the money, it didn’t do the job. Numerous phone calls were made to recover the cash, and a personal call was made in December, but to no avail – the money was never repaid. This almost resulted in the innocent business having to be closed.

FTW heard of a similar

case from a trading company, which also made bookings through the miscreant company – “because it gets favourable rates”, we were told. But again, no job done, and the money quietly disappearing.

“We phoned him a million times to try to get our cash back,” said our trading company contact. “But he eventually got quite rude, and we never saw a cent of it.”

Although we have been unable to confirm anything from contacts at the shipping lines, this dodgy company also apparently owes some of the big lines lots of money.

While the culprit company is still happily operating, we are also led to believe that legal action is under way.

Between 2008 and 2010 SADC undertook a trial run to measure the transit time from Durban to Blantyre in Malawi.

With seven border posts to be crossed, the study revealed that the truck driver had to have separate documentation for each border post. The final result was that 20 working days were spent just transiting through the seven border posts.

According to Eddie Kaluwa, founder of Combine Cargo, an easier process using three companies was trialled and when the border processes were simplified it only took five days to move cargo from Durban to Blantyre.

Curtis said to ultimately improve trade in the region serious attention to border posts would be necessary to bring about the faster movement of goods.

A lack of integrated border management and very little cross-border co-operation between authorities – along with cumbersome procedures – continue to challenge transporters in Southern and East Africa.

According to Barney Curtis, chief executive of the Federation of East and Southern African Road Transport Associations (Fesarta), these are some of the issues being taken up with the Tripartite Alliance that includes SADC, EAC and Comesa.

“One of the possible solutions we came up with at the first Truckers’ Forum that was held in Johannesburg earlier

this year was that border operations should not necessarily be managed by central governments, even though they would

provide the policies and documentation,” said Curtis. “The use of standardised documentation and operating procedures throughout the region will also go a long way to solving the problems at border posts

According to John Mathenge, a freight forwarding expert in the southern and East African region and a member of the managerial committee of the Comesa regional Customs Bonds Guarantee, there has been much talk of trade facilitation amongst

governments in the region but if one looks at border procedures and border regulation there is very little facilitation taking place.

“The aim would be to see the Tripartite trade as one where goods can move across 27 countries on the continent without worrying about what border is being crossed,” he said. “At the moment each country has its own set of regulations around how to control trade, and intra-regional trade is hampered by government agencies who

have their own mandate for their particular country.”

According to Curtis, one-stop border posts are the answer but this has to be accompanied by a region-wide integrated ICT system with electronic submission and acquittal of documents.

“Some of the border posts in our region are also old and the infrastructure is inadequate. One way of addressing this is by channelling a percentage of the fees collected at the borders into infrastructure specifically,” he said.

Being a project cargo forwarder isn’t what it used to be, and its image is slipping, according to Gary Dale Cearley, who is a founder and the executive director of the Global Project Logistics Network (GPLN) and a founder and director of PowerLift Events.

To cure this downward trend, he told FTW, PowerLift, along with GPLN – the world’s largest project logistics forwarders’ and charterers’ network – will be holding a one-day seminar in Durban on September 5.

“Training,” he added, “is the way to build project cargo professionalism in an industry that is heading through a no-man’s land at the moment.

effect on berthing delays at DCT”, according to Danisa. “We are severely restricted due to berth 203 currently being out for the crane rail construction,” he added. “And, with the crane damage, there are very few vessels that would fit onto the remainder of berth 204.”

The advice from Transnet Port Terminals (TPT) is for shipping lines with the right vessels and call sizes to look at using the agri/ro-ro terminals at the Point and Maydon Wharf. Also to consider using terminals outside of Durban – including Ngqura and Cape Town.

But shipping lines aren’t too keen on the idea.

“The type of vessels calling at berths 203 and 204 are generally large post-Panamax vessels with high move counts,” said Andrew Thomas, formerly CEO of Ocean Africa Container Lines (OACL), and now head of Grindrod’s capital projects. “They will not be accommodated at Point or Maydon Wharf.”

He could not be sure what services with smaller vessels could be moved from other parts of the DCT to Point or Maydon Wharf to create capacity within DCT either at Pier 1 or Pier 2.

But Thomas stressed that the TPT idea of redeployment to other ports met with a major condition.

“In order to successfully divert such services, or at least part of their cargo, to

ports such as Ngqura or Cape Town will require rail capacity and cost equalisation between those ports and the Gauteng market,” he said.

Iain McIntosh, marketing manager for Mitsui OSK Line (MOL), expressed similar sentiments about the movement of vessels

within the Port of Durban. “It certainly has its challenges,” he said.

He saw little chance of being able to move many of MOL’s vessels to Maydon Wharf or the Point, because there were no cranes on board these ships to supplement the limited ship-to-shore crane capacity at the terminals.

“I wouldn’t want to put

our ships into these two alternative berths anyway, because of the low move counts,” he said.

The support from the AP Moller-Maersk Group (Maersk Line and Safmarine) was willing, but also conditional.

The use of alternative berths is the best solution for the current situation in Durban, according to Craig Maulson, Southern Africa cluster operations manager for AP Moller-Maersk.

“But the bigger non-geared vessels can only be berthed on specific berths within Durban – thus there is not much flexibility with these vessels,” he told FTW. “However, where possible, we are already making use of the alternative berths so as to reduce the impacts across all services.”

Also, Maersk is still waiting for further information on the repairs on the last crane. “Once this is known,” Maulson said, “we will be able to plan contingencies accordingly.”

South Africa’s young freight forwarder of the year, Daniel Terbille, is heading off to Los Angeles to represent Africa and the Middle East in the finals of the International Federation of Freight Forwarder Associations’ (Fiata) Young International Freight Forwarder of the year (Yiffy) competition.

Terbille, who works for UTi in Cape Town, was awarded the title of Young Freight Forwarder for the region: Africa, Middle-East (RAME) last week. He will now compete in the finals along with the winners of the three other regions that include the Americas, Europe and Asia Pacific for the coveted title of Young International Freight Forwarder of 2012.

The overall winner of the competition will be announced at the annual Fiata congress that takes place in Los Angeles in October this year following presentations to an international panel of judges.

Terbille won the South African leg of the competition with a well-researched dissertation in which he developed a multimodal end-to-end supply chain model from a South African retail point of view in the fashion apparel retail sector.

This was the first year in which Fiata called on contestants in the competition to write their dissertations on

such broad topics.“The brief was very

simple,” said Terbille. “Take an import or export commodity and build your own case study around it. It allowed me to combine my two passions – freight forwarding and supply chain management, which I originally studied in my home country of Germany.”

Honoured to be representing not just South Africa, but the entire continent as well as the Middle East, Terbille said he was now preparing for the finals.

“Every supply chain is driven by what an organisation intends to achieve in the market place. In view of both market- and cost-related pressure it is becoming ever more important for freight forwarding companies to understand their clients’ market-related requirements.”
