Chapter VIIDouble Murder At West Ambler JohnstonPage79

It was reasonable albeit wrong that the VTPD thought this double murder was mot likely

the result of a domestic atgu-*t, given the facts they had initially, including the

knowledge that the last person known to have bee,n with the female victim was her

boyfrieni who owned a-gun and cared greatly for her, according to police interviews,

plus the fact that she was shot. '.

Chapter VIIDouble Murder At West Ambler JohnstonPage 80

Based on past history, the probability of more shootings following a dormitory slaying

was very low,

TheVTPD had the probabilities correct.

Chapter VIIDouble Murder At West Ambler JohnstonPage 81

They sent out a carefully worded alert an hour and half after they heard that there was a

double homicide.

Chapter VItlouLle Murder At West Ambler JohnstonPage 82

No mention was made in the initial message sent to the students and staff of a double

murder, just a shooting, which might have a implied firing a gun and injuries, possibly

accidental, rather than two murdered.

The university body was not put on high alert by the actions ofthe universityadminishation and was largely take'n by surprise by the events that followed. Warning

the students, faculty, and staff might have made a difference. Putting more people on

guard could have resulted in quicker recognition ofaproblem or suspicious activity, quicker reporting to police, and quicker response of police. Nearly everyone at VirginiaTech is adult and capable of making decisions about potentially dangerous situations to

safeguard themselves. So the earlier and clearer the warning, the more chance an

individual had of surviving.

Page 8: Virginia Tech April 16 - Cho Police Reports

Chapter YIIDouble Murder At West Ambler JohnstonPage 83

However, the general practice at most large universities is not to close when a student

dies, regardless of the cause.

Virginia Tech does not have locks on the inside ofclassroom doors, as is the case formost universities and many high schools.

ChaPter VIIDouble Murder At West Ambler JohnstonPage 84

More feasible would have been canceling classes and asking everyone to stay home or

stay indoors until an all-clear was given, although even getting that message to everyone

quickly was problematical with the new emergency alerting system not totally in place.

Students couldhave been asked to retum to their dormitories or to housing off campus.

However, many might have gone to other public buildings on cilmpus unless those

buitdings also were ordered to close. Canceling classes and getting a message out to

students off campus would have stopped some from coming onto the campus. But

students still could congregate lulnerably in dorms of other places.

It is the panel's judgment that, all things considered, the toll could have been reduced had

these actions been taken. But none of these measures would likely have averted a mass

shooting altogether.

Chapter VIIDouble Murder At West Ambler JohnstonPage 84-85

To continue the story of April 1 6, there was not an event, a pause for 2 hours, and then a

second event. The notion that there was a 2 hour gap as mentioned in some news stories

and by many who sent questions to the panel is a misconception. There was continuous

action and deliberations from the first event until the second, and they made a material

difference in the results of the second event.

Chapter YIIDouble Murder At West Ambler JohnstonPage 86-87

Generally the VTPD and BPD officers responded to and carried out their investigative

duties in a professional manner in accordance with accepted police practices.

It, I .u$'*tt

,there does not seem to be aplausible scenario ofuniversityresponse to the double

homicide that could have prevented a tragedy of considerable magnitude on April 16'

Chapter VIGun Purchase And CamPus Polices

Page 75

They argued that having more guns on campus poses a risk of leading to a greater number

of accidintal and intentional sh-ootings thatit Ooes in averting some of the relatively rare

homicides.

The panel recommends that guns be banned on campus grounds and in buildings unless

mandated by law.

Chapter VInformation Privacy LawsPage 63

Information privacy laws are intended to strike a balance between protecting privacy and

allowing information sharing that is necessary or desirable. Because of this difficult

balance, the laws are often complex and hard to understand.

Chapter VInformation Privacy LawsPage 68

The lack of understanding of the laws is probably the most significant problem about

information privacy.

Chapter IVMental Ileatth History of Seung Hui ChoPage 32

The biggest issue between Cho and his family was his poor communication, which was

frustrating and worrisome to them. Over the years, Cho spoke very little to his parents

and avoided eye contact.

Chapter IVMental Health History of Seung Hui ChoPage 35

The doctor diagnosed Cho with "selective mgtism" and'tnajor depression" single

episode." He prescribed the antidepressant Paroxetine 20 mg, which Cho took from June

1999 to July 2000.

Chapter lVMental Health History of Seung Hui ChoPage 36

The said they knew he had hinted at ideas about suicide, but not about homicide'

There was practically no communication with teachers or peers-

Chapter IVMental Health History of Seung Hui ChoPage 37

Indeed, his guidance counselor raised the question to the panel: " Why did he change his

major to nngUstr at Tech?" Why did this student, whose forte appeared to be science and

math, switch to humanities?

He was turning 18 the following month and legally he could make that decision

What the admission's staffat Virginia Tech did not see were the special accommodations

that propped up Cho and his grades.

Chapter IVMental llealth History of Seung Hui ChoPage 38

As is now known, Cho never sought that heip while at Virginia Tech'

, so no one at the university ever became aware of these pre-existing conditions.

The special justice ruled that Cho "presents an imminent danger to himself as a result ofmental illness"

Chapter IVMental llealth History of Seung Hui ChoPage 52

The academic compone,nt of the university spoke up loudly about a sullen, foreboding

male student who refused to talk, frightened classmate and faculty with macabre writings,

and refused faculty exhortations to get counseling. However, after Judicial Affairs and

the Cook Counseling Center opined that Cho's writings were not actionable tlueats, the

Care Team's one review of Cho resulted in their being satisfied that private tutoringwould resolve the problem.

The Care Team was hampered by overly strict interpretations of federal and state privacy

laws

Chapter fVMental Ilealth History of Seung IIui ChoPage 53

Notwithstanding the system failures and enors in judgment that contributed to Cho's

worsening depression, Cho himself was the biggest impediment to stabilizing his mental

health. He denied having previously received mental health services when he was

evaluated in the fall of 2005.

Chapter IVMental Health llistory of Seung IIui ChoPage 56

Many of those interviewed expressed serious concerns regarding the paucity ofpsyciriatic information available to the independent evaluator and judge/special justice.

Chapter IVMental Health History of Seung Hui ChoPage 57

It is unclear under existing law whether the independent evaluator is intended to selve as

a gate keeper. Ifthe opinion ofthe independent evaluator is to be given great weight,

then it is critical that sufficient psychiatic information be available upon which an

informed judgment may be made.

Chapter IVMental Health History of Seung Hui ChoPage 58

No notice of the hearing of the order issued by the special justice was given to Cho's

family, his roommate/suitemates, the VTPD, of the Virginia Tech administation' The

Code of Virginia authorizes no such notice.

Chapter IVMental Health Ilistory of Seung Hni ChoPage 59

According to Dr. McGarvey's report, professional participants and family stakeholders

are uniformly frustrated by almost every aspect of the civil commitment process inVirginia.

Chapter IVMental Health llistory of Seung Hui ChoPage 60

However, the mental health system has major gaps in its entirety starting from the lack ofshort-term crisis stabilization units to the outpatient services and the highly important

case management functi on,

PERSONNEL O

en II-2i -2005 at 2337 hours I, Officer S.T. Moye, was dispatched to 4021 West Ambler Johnston in reference to a

female who was being harassed. When I arrived I spoke with Jennifer Nelson (Vl). Vl stated that she had been

receiving instant messages from a guy she identified through facebook and that on this date he had called her and

came by her room. Vl said she had no idea who the person was, but that he had said he went to high school with

Vl stated that the subject called for her at around 2315 hours, but her roommate Sarah Hash (Wl) answered the

phone. Vl stated that Wl asked who was calling and that the subject wouid not state who he was.

At approximat ely 2330 hours V1 stated that they heard a knock on their door. She stated that Wl went to the door

and saw an Asian male wearing a Carhartt type coat with the hood up, aviator sunglasses, a blue flannel shirt, and

blue jeans standing at the door. Wl stated that he asked for Jennifer and she told him that she was not there' Vland Wl stated that they asked the male who he was and he stated that he was "the question mark kid". Vl stated

that they told him they were calling the police and he said "Alright I'm leaving."

V1 showed me the subject's page on facebook. There was a picfure of a maie in a white nike t-shirt whose face was

whited out with a question mark placed in the void. The name on the profile was "Quesfion Mark" Also listed as a

screen name was "spankyje1ly". Vl stated that she had received multiple instant messages from the screen name of

"spankyjelly". The subject gave a false address of6009 Cochrane Hall and a false email address ofspanky@vt edu.

Vl added that there was a male in her British Literature class who had told the professor that his name was

,,euestion Mark" and that he was Asian. She believed it could be the same person, but did not know his name.

Vl stated that she was concerned about the situation. She stated that the subject known as "Question Mark" knew

things about her (such as her middle name) that she did not believe was listed anywhere. I told Vl that I would look

into the incident and get back in touch with her.

Upon returning to the police department I retumed to www.facebook.com and looked up Question Mark. I began

searching through the people he had iisted as friends and came across Andrew Koch and Christopher Tuck, both of

whom lived in room 3032 Cochrane Hall. I spoke with one of the subjects in their room and asked if they knew who

',euestion Mark" was. He stated that it was Seung Hui Cho (OFl) who lived in room 3032 Cochrane Hall.

I went to room 3032 and spoke io OFl at around 0050 hours. I asked OFl ifhe knew why I was there and he said,,'Because of the thing in West AJ?" I read OFl his Miranda rights and proceeded with questioning. OFl stated that

hq knew Vl from his British Literature class. He stated that he meant no harm by what he was doing and "it was

like ha-ha, a joke". I told OFl that he had frightened Vl and he stated that he had not meant to. I asked OFI why he

went by the room and he stated that he just wanted to say hello. I asked him why he wore sunglasses and a hood to

go say hello and he stated, "Because my eyes are very sensitive." I reminded OFl that it was approximately 2330

I am sending you ,.what cho Learaed in the English DepTtmelt'' b-y-Phyllis

Sctrlafly beiuse I think it is right oo point and you folks ha9 thc ability to

do sorr-ething about it. Fire the named mcmbers ofthe Bnglish Department

and their supcrior - that's what this Virginia taxpayer would do'

There are so many worthvfrile books for trse by any college English

Departrren! it boggles my mind that the books selected for usc at Virginia

fech are *at best TRASttit". Trustees should not have to e:camine texts in

rsg but some dean shoul4 and forhis act of omission or cornmission he

should be let go along with his inferior instustors orprofe$sors

I am a grandfrther with the first oftcn grandchildrerr about to select a

colegJor university to attend. What should I tell him about Virgrnia Tech?

Howdoes if deal with extreme adversitf
