GREATER SLIDELL DART ASSOCIATION

BY-LAWS 

ARTICLE I - NAMEThe name of the organization shall be GREATER SLIDELL DART ASSOCIATION (GSDA.).

 

ARTICLE II - DEFINITIONSSection 1: Whenever the initials "GSDA" are used in these By-Laws, they shall mean

GREATER SLIDELL DART ASSOCIATION.

Section 2: Whenever the word "BOARD" is used in these By-Laws, it shall mean that body described in Article VII, Section 1.

Section 3: Whenever the term "SENIOR BOARD MEMBER" is used in these By-Laws, it shall mean the most senior Board Member present in terms of continuous service.

Section 4: Whenever the word "MEMBER" is used in these By-Laws, it shall mean a person who has obtained membership in the GSDA as an individual only.

Section 5: Whenever the term "EXECUTIVE BOARD" is used in these By-laws, it shall mean that body as described in Article VII, Section 1.

Section 6: Whenever the term "ASSOCIATE MEMBER" is used in these By-Laws, it shall mean any person, firm, corporation, team sponsor, manufacturer, or distributor accepted and designated as such by the Board as a result of such financial or other contribution the Board may deem appropriate as an expression of friendship to the GSDA or the sport of darts.

Section 7: Whenever the term "TEAM" is used in these By-Laws, it shall mean a group of members playing darts as such.

 Section 8: Whenever the term "HONORARY MEMBER" is used in these By-Laws, it shall mean an individual who by his actions has attained special achievements, contributed outstanding efforts or made significant contributions to the sport of darts in general or the GSDA specifically.

Section 9: Whenever the term "PLURALITY" is used in these By-Laws, it shall mean an excess of votes cast for an opposing candidate.

Section 10: As used in these By-Laws, the masculine gender shall be deemed to include feminine, or neuter, and the singular or plural number, whichever the context so indicates or implies.

  

ARTICLE III - OBJECTIVESSection 1: The objectives and purpose of the GSDA are as follows:

A) Promote the sport of darts throughout the city of Slidell and St. Tammany Parish.

B) Coordinate the activities, tournaments and functions of the affiliated teams and leagues

C) Establish friendly relationships with similar organizations in neighboring cities and states.

D) Establish GSDA rules of play and regulations for utilization during GSDA-sponsored competitions, in-house tournaments, and league play

E) Develop and distribute an Association Newsletter.

 

F) Improve the conditions of play in GSDA-sponsored and GSDA-sanctioned competitions.

Section 2: The GSDA shall be a non-political, non-sectarian, not-for-profit and non-sexist organization. The objectives and purposes of the GSDA shall be in accordance with and not contrary to the Internal Revenue Code and other applicable laws of the United States.

 

ARTICLE IV - MEMBERSHIPSection 1: Membership is open to any person which (who) evidences interest in darts

as a sport. A Member shall be considered to be properly registered when, within current policy, the Treasurer has received the applicant’s fee for membership and is signed on a current team roster. With cause, such application may be subject to approval by a two-thirds (2/3) majority of the Board.

Section 2: An Honorary Membership (lifetime or for a specific duration), at no charge to the recipient, may be issued at the discretion of a two-thirds (2/3) majority vote of the board members present at a scheduled or special meeting. Such membership will carry with it any and all voting rights and privileges accorded to other GSDA members in good standing.

Section 3: An Associate membership may be issued for an indefinite period to any Association or Team sponsor, Manufacturer, or distributor, by a simple majority of the Board at any regularly scheduled meeting, and a certificate as such will be issued. Associate members have no representative or voting rights in GSDA matters. Associate members may not play in regularly scheduled league play. They may, however, participate in all other GSDA play and social events.

Section 4: A Membership may be terminated or restricted with cause by a two-thirds (2/3) majority of the board. Membership benefits may be terminated or restricted with cause by the Executive.

Section 5:  All memberships are subject to approval by the Board.

 

ARTICLE V - MEMBERSHIP FEESSection 1: Membership fees shall be established and may be revised by a two-thirds

(2/3) majority vote of the Board.

Section 2: Membership fees shall be applicable for a period from of one year, September 1 through August 30, and shall be $50.00.

Section 3: Membership fees may be paid by the season of play. The rate will be $20.00 per season, except for the summer which bill be $10.00 with no reduction due to member being added late in a given season.

Section 4: There shall be no refund of any membership fee for any reason.

Section 5: There will be a $1.00 charge for replacement membership cards.

Section 6: There is no membership fee associated with an Honorary Membership.

 

ARTICLE VI - ADO CENSURE, PROBATION, FINES, SUSPENSION, EXPULSION

Section 1: Categorically, and without restriction, the GSDA reserves the right to censure, fine, suspend, or expel (terminate) any Member Person (regardless of category) or Officer who willfully creates disharmony, behaves in a manner prejudicial to order and discipline or tarnishes the image of the sport of darts. No player, official, sponsor nor spectator needs to tolerate harassment, belligerency, defamation, or poor sportsmanship from any GSDA Member.

A) Non-GSDA tournaments and matches: Problems in public or private bars, lounges and taverns and other public or private playing venues are the province of the injured party, the owner(s), or bartender who may seek redress under local state law by ejection, police intervention or arrest.

B) GSDA-sponsored events: An infraction or altercation at a GSDA-sponsored event would definitely be cause for disciplinary action--censure, probation, fine, suspension or expulsion-by the GSDA.

 C) GSDA-sponsored events, league play, in-house tournaments and matches: However, with the exception of expulsion from a given tournament by the Tournament Director to restore order, the GSDA reserves the right to any disciplinary action.  

Section 2: Procedure

A) The President, Senior Board Member, or injured party shall prepare a list of charges based on verbal and/or written documentation or observation.

B) Within two days of hearing of the alleged incident, the President will appoint a three man Confidential Investigating Committee to investigate said incident. The Investigating Committee will prepare, within 10 days of (Article VI, Section 2A), a letter to the Executive Board citing all specifications and charges. The accused will be informed of the results and of the GSDA's intent to take disciplinary action (if any) and requesting him to submit his side of the issue. If the allegations are unfounded, the matter will be dropped. However, should the report be true and it in any way puts the GSDA in a bad light, then the charges and specifications must be reported to a Called Meeting of the Executive Board.

 

C) Should the accused plead GUILTY, he shall be allowed to resign from the GSDA with the stipulation that he may not apply for membership for __ months from the date of the resolution to take disciplinary action. (Blank to be filled in by the Executive Board for each individual incident). If he pleads NOT GUILTY, then he shall stand trial.

D) Upon receipt of the accuser's statement (or 10 days, whichever comes first, to give the Defendant time to prepare a defense), the Investigating Committee will present of all documentation to the Executive Board, asking for individual votes on recommended action. Disciplinary action requires a two-thirds (2/3) majority vote of the Board. The Executive Board shall make the determination as to whether the trial shall be a Trial by Committee or Trial by Board.

 

F) If the trial is to be by Committee, the President or Senior Board Member shall draw by lot five names of Board Members to serve as a Trial Committee. The name of any Board Member who plays for the same sponsor as the accused or plays for the same sponsor as any other player or team that may be involved in the incident or is a member of the Investigating Committee shall be excluded from the drawing. The President shall appoint a minimum of two Trial Managers to represent the GSDA. The exclusions in “Article VI Section 2B” shall apply except for members of the Investigating Committee.

G) The member may appeal a Trial by Committee’s decision in such a matter. Such appeals must be in writing and be received by the President no later than 14 days after the Committee's ruling. The appeal will automatically go to a Trial by Board.

H) The decision of the Trial Board shall be final and binding (the vote may be oral, by show of hands, or secret ballot and may bring on a tougher penalty.)

I) The General Secretary will formally notify the accused and the President of the decision.

J) Fines: When a Member/Member Person/Individual Member found guilty of conduct unbecoming a group or person, as the case may be, is to be penalized for said offense. The President, following consultation with the other members of the Board (who shall assist the President in the determination of the amount of such penalization) shall levy the penalty.

K) Should verification of any infraction at a GSDA event by the accused be received within one year of such vote, suspension of the player from the GSDA for one year without appeal will be automatically invoked.

 

 

 

L) The rule of Executive Session (total secrecy) shall apply to any members involved in any way in the investigation or trial under this by-law. (REF. Robert’s Rules of Order, Newly Revised, Chapter XX)

 

ARTICLE VII - THE BOARDSection 1: The Board shall be comprised of the President, Vice President, Secretary,

Treasurer, Public Relations Director, Tournament Director and one representative from each team in the GSDA. (The team rep. will usually be the Captain, See Article X, Section 8.)

Section 2: When any Board vacancy occurs, it shall be filled in accordance with Section 4 of this article to bring Board membership up to the required total, as established in Section 1 of this article. Such additions must be made no later than 90 days following the vacancy. No joint offices may be held.

Section 3: Each Board Member shall be elected for a period of one (1) year and shall take office on September 1st, or at the beginning of the Fall season. The President, Vice President, Secretary, Treasurer, Public Relations Director, and Tournament Director shall be elected by ballot by the General Membership. Each respective team will elect the Team Representative.

Section 4: Should a Board member resign or be removed from office during the interim between regular Board meetings, the Executive Board shall be empowered to appoint an interim Board member to fill the vacancy until the next Board meeting, provided that the vacancy was not the result of recall proceedings. The Board at its next regular meeting must approve such appointments.

Section 5: An Executive Board member automatically resigns when, without sufficient cause, he fails to appear at two (2) Board and/or Committee meetings.

Section 6: Sufficient cause shall mean "Acts of God," personal hardship or proper notice. Any Board member unable to attend any properly called meeting is obligated to so inform the President (or, in the President's absence, the presiding officer) 7 days prior to such meeting. The Board will review the merits of each "no show" and shall excuse or remove said member.

Section 7: Board members resigned, per Section 5 of this article, shall not be permitted to run for office nor vote in the subsequent election.

  

ARTICLE VIII – THE EXECUTIVE BOARDSection 1: The Executive Board shall be compromised of the President, Vice

President, Secretary, Treasurer, Public Relations Director, and Tournament Director

Section 2: The Executive Board will arbitrate all protest filed with the secretary. Protests will be filed either on the scorecard or by formal letter of protest. All protests that are arbitrated by the Executive Board will be reported at the next regularly scheduled meeting.

Section 3: Owners of Sponsoring Bars will not be permitted to be members of the Executive Committee. They may, however, be a team captain and as such serve on the Board.

ARTICLE IX - BOARD DUTIES AND QUORUMSection 1: The Board must meet at once each month. The Executive Board shall meet

as needed at the discretion of the President. The President will determine the meeting dates, times and locations.

Section 2: A simple majority of Board members in attendance shall constitute a quorum for a Board meeting. The President (or, in his absence, the Vice President), Treasurer, Secretary, Public Relations Director, and Tournament Director shall constitute a quorum at the Executive Board meeting. In the absence of the President and Vice President, the senior Board member will assume the chair.

 

ARTICLE X - DUTIES OF THE OFFICERSSection 1: PRESIDENT - The President shall oversee the functions of the GSDA,

and provide direction for the organization between and during meetings. The President shall represent the GSDA at meetings with other organizations in the absence of an appointed representative. The President shall perform such ceremonial duties as appropriate from time to time, including presentation of national awards, trophies and other such functions. The President shall preside at all Board meetings unless excused by virtue of the "no vote proviso." He may vote only to make or break a tie on procedural matters. He may vote however, for personnel to fill vacancies or head committees. The President shall decide all questions of order, appoint all committees, unless otherwise ordered, and be an ex-officio member of all committees. His legitimate organizational expenses, as a simple majority of the Board may approve, shall be paid for by the organization. At the expiration of his term of office, all pertinent books, papers and records shall be turned over to his successor within 30 days of leaving office.

 

 

 

Section 2: VICE PRESIDENT - The Vice President shall assist the President in maintaining the efficiency of the operation and in either the absence or resignation of the President, he shall assume the duties normally performed by the President. The Vice President shall act as the organization representative at meetings with other organizations in the

absence or inability of the President to serve in that capacity. His legitimate organizational expenses, as a simple majority of the Board may approve, shall be paid for by the organization. At the expiration of his term of office, all pertinent books, papers and records shall be turned over to his successor within 30 days of leaving office.

Section 3: Should both the President and Vice President take leave of office, the senior Board member shall assume the duties of the President with the provision that he call for election within 60 days of their departure from office.

Section 4: SECRETARY - The General Secretary shall issue notice of meetings of the organization, record and preserve the minutes of meetings, have the minutes of the business portion of the meeting available within 30 days of the meeting. He shall also keep a permanent record of pertinent data for all organization members and make all required reports pertaining to the activities of the organization. The Secretary shall notify all parties of their election to the Board, issue the results of all Board meetings and elections, conduct the correspondence of the organization, publish the GSDA newsletter, maintain records for existing contracts, and perform such other duties as may from time to time be imposed upon him. His legitimate organizational expenses as the CFO or a simple majority of the Board may approve, shall be approved annually and paid for monthly by the organization. At the expiration of his term of office, he shall turn over all pertinent books, papers and records to his successor within 30 days of leaving office. The Secretary shall be paid a salary of $1.25 per team per week ($200 MAX PER SEASON OR $600 MAX PER YEAR). If the Secretary neglects to do his duties or resigns his position before his term is complete, NO SALARY IS PAID

Section 5: TREASURER - The Treasurer shall be responsible for the financial funds of the GSDA and will be responsible for collection of all fees and dues and make sure all monies are promptly deposited. He shall provide a verbal monthly financial report to the Board at regularly scheduled meetings. He will also provide a written Monthly, Quarterly, Bi-Annual, and Annual Treasurers report. His legitimate organizational expenses, as a simple majority of the Board may approve, shall be paid for by the organization. At the expiration of his term of office, he shall turn over all pertinent books, papers and records to his successor within 30 days of leaving office.

Section 6: PUBLIC RELATIONS DIRECTOR – The Public Relations Director, in concert with the Executive Board will plan, initiate, direct and coordinate, all advertising, promotional and membership campaigns, etc. of and for the GSDA. The incumbent will be responsible for securing sponsors for TV, radio, newspaper, and magazine coverage of the GSDA. His legitimate organizational expenses, as a simple majority of the Board may approve, shall be paid for by the organization. At the expiration of his term of office, he shall turn over all pertinent books, papers and records to his successor within 30 days of leaving office.

Section 7: Tournament Director - The (TD) will create, manage, and oversee all GSDA sanctioned tournaments. The (TD) will also be the point of contact and Representative for all other Dart Associations private or public wishing to hold any event or other tournament in our area. If players wish to compete in ADO, All Star, WINMAU, Master, Youth League, Pacific Cup, NWDS, or any other sanctioned events the (TD) will be the point of contact to obtain certification to qualify players for them. The (TD) will be the liaison between the GSDA and any other dart organization. His legitimate organizational expense, as a simple majority of the Board may approve, shall be paid for by the organization. At the expiration of his term of office, he shall turn over all pertinent books, papers, records, and files to his successor within 30days of leaving office.

Section 8: TEAM REPESENTATIVE - The Team Representative will normally be the captain, but any team may select another of its members to that position if they so desire. The Team Representative, together with the Executive Board, shall have and exercise a general supervision of the affairs of the GSDA and shall control and manage its properties and effects. They shall assist in the administration of the GSDA policy, by enforcing penalties for infractions committed by teams and individual members. They will establish communication with their teams and expand GSDA membership. Their legitimate organizational expenses, as a simple majority of the Board may approve, shall be paid for by the organization.

Section 9: NO VOTE PROVISO - No Board member may vote on protests taking place on a Team that plays for the same sponsor as they do.

Section 10: The Treasurer and one other elected officer must sign all checks issued by the GSDA.

 

ARTICLE XI - MEETINGS

Section 1: BOARD MEETINGS - Board meetings shall have no time limit. Participation in such meetings shall be obligatory for and limited to Board members, subject to provisions set forth in Article VII. Non-Board member individuals may attend meetings if they have business to conduct and at the invitation of the Board. The President (or presiding officer) reserves the right to expel any observer at his sole discretion. The President is required to solicit Board member input and to submit a written agenda to the Secretary so that it can be distributed in the GSDA Newsletter at least two (2) weeks before the scheduled meeting.

A maximum of two minutes is imposed on each speaker in turn while a motion is in debate. The debate is automatically closed when the original speaker has had three turns to speak and his turn comes again. This may be suspended by a 2/3 vote of the members in attendance.

It is responsibility of all Board Members to have on file with the secretary, a current mailing address and phone number where they can be reached. This is so that they may be contacted readily for Called Meetings, or any other reason that they may need to be contacted for GSDA business.

Section 2: CALLED MEETINGS – Called Meetings should be announced when business of an urgent nature precludes waiting until the regularly scheduled meeting, such as a recall of a Board Officer, trial of a Member, etc. The President will have the Secretary provide notice of meetings by text message and email and a reminder message will be sent no less than 24 hours before any called meeting. Other Officers of the Board may assist him in doing this. The President or any two Members of the Executive Board may call Called Meetings for the Executive Board at any time.

Section 3: EXECUTIVE BOARD MEETINGS - Participation in such meetings is obligatory for and limited to the President, Vice President, Secretary, Treasurer, Public Relations Director, Tournament Director, and Bar Owners Representative. Its duties may include, but are not limited to, entering into new contracts and agreements on behalf of the GSDA, developing the next monthly budget, initiating long-range planning, and deciding policy issues of an organizational and financial nature, certifying awards, and planning meetings. Any and all Executive Committee decisions are subject to full Board review and approval when placed on the next Board meeting agenda.

Section 4: Unless otherwise specified, all meetings shall be called for at the discretion of the President.

ARTICLE XII - ELECTIONSSection 1: The Officers of the GSDA listed in Article VIII, Section1, of these Bylaws

will be elected in the month of April and will take office as of September 1st annually. Any GSDA member not on suspension or on probation is eligible to run for any elective office.

Section 2: The GSDA Secretary shall call for candidates for all appropriate existing GSDA Executive Board positions no sooner than 90 days and no later than 60 days prior to the scheduled date for election to those positions. Those qualified persons wishing to place themselves in contention for GSDA office(s) shall notify the GSDA Secretary no later than 30 days prior to the date of the election. As a prerequisite to running for GSDA Executive Board positions, a person must possess an individual membership in the GSDA and be in good standing.

 Section 3: The President will appoint an Elections Committee to run and certify the elections after the nominations have been closed.

Section 4: All elections for GSDA Executive Board positions shall be effected by secret ballot. It shall be the responsibility of the GSDA Secretary to call for candidates, construct a ballot and distribute the ballot to all incumbents as appropriate. All ballots for board positions must be returned to a predetermined neutral party for counting.

Section 5: Should more than two (2) candidates be nominated and run for any of the aforementioned offices, the following shall prevail:

A) Any candidate receiving at least 51% of the votes cast shall be elected, or;

B) Should the conditions under (a) not prevail, there will be a runoff election within twenty-one (21) days between the two (2) candidates receiving the highest number of votes cast on the first ballot. Date of a runoff will be scheduled on a league night if possible.

Section 6: All Members of the GSDA are eligible to vote, except those on suspension or probation.

Section 7: The Captain or Team Representative for each team shall run the Polls for that team, turning over the ballot envelope to the person designated by the Election Committee to pick them up.

Section 8: Procedures to be followed by the Election Committee and Poll Supervisors (Team Captains):

A) A)    Ballots to be distributed bearing Teams name to the Team Sponsors establishment two (2) days before the election. Packet will contain one (1) ballot for each registered team member, one (1) unmarked envelope and one (1) Poll Register (Team Roster).

 

B) Team Captain will give one (1) ballot to each Member present and have them sign the Poll Register. He will place the ballots for Members not present into the blank envelope unfolded. He will place the signed Poll Register in the envelope after it is completed.

C) Members will vote their ballots by making a mark after one name for each office that they are voting for. Marks will be in ink only. Voting for more than one person for the same office automatically nullifies both votes, unless noted otherwise. Voting with a pencil automatically nullifies the entire ballot. They will fold the ballot twice, so that only the blank side of the ballot is exposed and place the ballot in the blank envelope.

 D) When all unused ballots, voted ballots and Poll Register are in the envelope, the Team Captain will seal the envelope and place his signature in such a manner that it runs from the body of the envelope onto the flap and back onto the envelope. This signature certifies that the Poll was run in accordance with this bylaw.

E) A member designated by the Election Committee will pick up the Poll envelopes, ascertaining that they carry the signature as prescribed in d) above, and return them to the Election Committee.

F) The Election Committee will open all envelopes that have a signature and count all votes that are qualified.

G) Disqualification of envelopes, ballots and votes:

1) 1)     Any envelope not having a signature as described in d) above is disqualified.

2) 2)     If there are more voted ballots in an envelope than there are signatures on the poll register, all ballots in that envelope are disqualified.

3) 3)     A ballot marked in pencil and/or marked over with ink is disqualified.

4) 4)     A ballot is disqualified when more than one candidate is voted for in the same office, unless noted otherwise.

H) The Election Committee will ascertain that each Team captain has in his possession copies of B), C), D), and G) above prior to the election date.

I) A recount is MANDATORY if:

1) 1)      If there should be three percent or less of the difference of the total votes cast for a specific office deciding the winner for that office.

2) 2)      If one candidate only a plurality and there is less than three percent difference of the total votes cast for the runner-ups.

J) The Election Committee will hand over to the President the certified results of the election showing an account of all votes cast by office and by candidate, all votes disqualified and reason, all ballots disqualified and reason, after all results have been tabulated and all run-offs, if any, have been completed.

Section 9: The President will have the Secretary notify all candidates of the official returns and will make the formal announcement in the Newsletter.

Section 10: The President shall fill Executive Board Member vacancies temporarily, for a period not to exceed 90 days. An election, under these circumstances, to fill such vacancies, shall take place during said 90-day period. A scheduled election for a GSDA office/position may, at the Board's discretion, be deemed unnecessary, if said position was filled by a special election with 90 days prior to the scheduled election for that position. In such instances, the newly elected Officer would continue to serve through the remainder of the designated term.

 

ARTICLE XIII - CONTRACTS AND AGREEMENTSSection 1: The Board shall have the sole authority to enter into contracts and

agreements in the name of the GSDA. Approval of any contract or agreement must be approved by a majority vote. Such contract must bear the signature of the President and the Treasurer to make the contract or agreement binding on the GSDA.

 

ARTICLE XIV - EXPENSES

Section 1: Any Member, under the direction of the Board, is to be reimbursed for all legitimate expenses incurred in the name of the GSDA.

Section 2: All expenses are subject to the approval of a simple majority vote of the Board Members in attendance at any Board meeting in attendance at any meeting.

 

ARTICLE XV - RECALL OF BOARD MEMBERSSection 1: Any Board Member may be recalled from office by a two-thirds (2/3)

majority vote of the Board Members in attendance at any Board meeting.

Section 2: Any Board Member recalled by the Board has the right to appeal such recall action. Such appeals must be in writing and received by the President no later than ten (10) days after the Board’s recall ruling. If, after consideration of the appeal by the Board, the appeal is rejected, there can be no further appeal.

Section 3: Recall voting shall be accomplished by secret ballot.

Section 4: If the President is recalled, the office shall be assumed by the Vice President, after which a new Vice President shall be elected. After the new Vice President has been elected, the General Secretary shall commence making the proper arrangements to fill any former Board Member position rendered vacant by the action no later than 10 days following the election for the vice presidency of the GSDA.

Section 5: Should the President by recalled and appeal his case, his duties shall be assumed by the Vice President from the date of petition until a final determination is made by the Board. In the absence of the Vice President, the senior Board Member shall assume his duties.

Section 6: Any Board Member will not be eligible for office for the period of three (3) years from the date of recall.

  

ARTICLE XVI - POLICYSection 1: Policy changes and temporary rulings, as approved by the Board, as well

as general information, will be in the form of announcements issued by the GSDA Secretary. These policy changes and temporary rulings, except for Bylaws and/or Standing Rules changes or adoptions, will be considered to

be in force immediately upon receipt by all Board Members and by Individual Members (as posted in the GSDA Newsletter).

Section 2: It is the responsibility of all Board Members and Individual Members to read any and all announcements issued by the GSDA.

Section 3: It is the responsibility of all Team Representatives to relay the information contained in the aforementioned announcements to the team, which they represent.

 

ARTICLE XVII - GENERALSection 1: The Board is given full power to make, alter, amend or repeal any and all

By-Laws of the GSDA. A two-thirds (2/3) majority vote of the Board is required to make, alter, amend or repeal any By-Law of the GSDA. Proposed Rule/By-law changes shall be published in the GSDA Newsletter at least two weeks prior to any action by the board to change or revise same, to ensure membership input as to their desires on how the Team Captain / Representative should vote.

Section 2: Rules and regulations to supplement these By-Laws shall be revised for the purpose of clarity and uniformity. Any additions, deletions or changes may be made to these By-Laws according to provisions set forth in Section 1 of this Article.

Section 3: The order of business and/or procedures of any Board Meeting or Executive Meeting, or any subject not covered by these By-Laws, or noted in Board minutes shall be subject to "Roberts Rules of Order Revised." However, should there be a conflict with these By-Laws and/or "Robert's Rules or Order Revised," the latter shall prevail.

Section 4: These By-Laws shall be reviewed/updated by the President (subject to a two-thirds majority Board approval) on a bi-annual basis.

 

 ARTICLE XVIII – ESTABLISHED TEAM STATUSSection 1: Established teams are teams that completed the last scheduled season,

including teams that were down to four (4) players and meet the minimum requirements listed below.

 Section 2: Established teams shall play in the League for which the team was qualified, after the last game of the last scheduled season, provided the team consists of fifty percent (50%) plus one (1) member of the original team.

 

ARTICLE XIX – NEW TEAM ENTRANCE TO LEAGUE PLAY

Section 1: A new team is a team that has not competed as such, a team that failed and did not complete the last season, but rebuilds to meet the requirements in Section 2 below, a team that complete the last season, but could not meet the Established Team requirements and meets the requirements in Section 2 below.

Section 2: New teams will be eligible to start in the League if they have four (4) players. Three (3) members may be added any time until mid-season of play for a maximum of seven (7) members.

Section 3: The Executive Committee has the authority to place any new team at any lower or higher level, regardless of eligibility to maintain a numerical balance of teams as nearly as possible at all levels.

  

ARTICLE XX – TEAM ROSTER /STATEMENT OF INTENT RULES

Section 1: All players intending to play during a given season must sign the Roster/Statement of Intent Form (TR1) of a team before the cutoff date for that season. The player is committed to play for that team at this time.

Section 2: The Team Captain may release players from committal, at their request, if their team strength will not go below four (4) players.

Section 3: Players signing after the cutoff date will not be allowed to play until the Secretary has received the Roster/Statement of Intent Form (TR2) and their dues have been paid.

Section 4: Players released from other teams may not join another team until that season and all play-offs are completed.

Section 5: New players arriving in the area may join the GSDA and sign a team Roster/Statement of Intent Form at any time, with the exception of Article XIX, Section 2.

Section 6: Any players voted off of any team for any reason shall be held to have been released with prejudice. If the player (in this case) wishes to join another team they must appear before the Executive Board with both the

former Captain and the gaining Captain and any witnesses that any party desires to call. The Executive Board will base its decision on the information presented as to whether or not to allow him to join another team.

 Section 7: Any player who is refused a release by a Team Captain, and Sec.3 is satisfied, may request the Executive Committee to intervene on their behalf. The Executive Committee may grant the release after both parties and any witnesses have appeared before the Committee. Failure of either party to appear at the hearing will automatically give the opinion the party that is present. Failure of both parties to appear will make the issue dead, and may not be recalled.

Section 8: Any player signing another team Roster/Statement of Intent Form without being released from a prior commitment shall be suspended for an indefinite period and all points scored by the player and/or partner will be subject to forfeiture.

Section 9: Players from disbanded teams, with the exception of the players who caused the disbandment, shall be allowed to play with other teams. Players that cause a team's disbandment, for whatever reason, shall not be able to play for the rest of that season, unless their absence was due to physical impairment or job /duty requirements. The Executive Committee shall determine the eligibility of these players and/or whether any recommendations for disciplinary action should be made to the Board.

Section 10: The Executive Board must approve all team additions regardless of when in the season the player is added. This will assure that better players are not added to alter a team's seeding.

Section 11: Once the Team Rosters are received by the GSDA, there will be no changing the sponsoring pub unless the pub closes or the management chooses to discontinue their support of the sport of darts at some point during the season. Exceptions will be made in cases where a pub change presents no conflict in the season schedule and will be decided upon by the board.

ARTICLE XXI – PLAYING LEAGUE STRUCTURE AND SCHEDULING

Section 1: GSDA teams will be divided into as many divisions of skill as needed, based on past performance of either players or teams. These divisions will be Premier, gold, Silver and Bronze, if needed Copper and so on with Premier being the highest level. Teams will be rated at the level the team

held at the end of the last season played, including those promoted /demoted as described in Sec.2 paragraphs B and C of this article.

Section 2: Promotion/Demotion procedures:

A) The top team in any division will be promoted to the next highest division above the last highest division played, effective immediately after the last match of the season played.

B) The last place team of any division shall be demoted to the division below the last division played, effective immediately after the last match of the season played.

C) Any ties for promotion/demotion of division shall require a playoff, unless one team cedes to the other.

D) Teams may request to be moved up/down, but the final decision for such move is the responsibility of the Executive Committee schedulers.

Section 3: Scheduling league play:

A) Persons designated by the President to do the scheduling will group all teams established and new into divisions the teams are qualified for. The divisions will be balanced numerically by moving teams up and down as needed to balance the divisions.

B) Schedulers will then schedule as many complete rounds as possible within a fifteen (15) week time frame and allowing a one (1) week break. An extra week may be inserted for major holidays as it is needed.

 Section 4: League playoffs for City Cup Champion, Promotion/Demotion ties and Division winners:

A) All playoffs shall be based on regular league format. The first team to score ten (10) points wins the match. Should a tie result after a full match has been played then a team game of 1001 will be played with four (4) players from each team. If a team played shorthanded, then all players on that team who participated must play if still present.

B) All winner ties, promotion/demotion tie playoffs must be completed within seven (7) days of the season's final game, unless a holiday intervenes, then the time limit will be extended three (3) days as needed.

Section 5: The Executive Committee has the authority to:

A) Increase or decrease in the number of teams, promoted/demoted to maintain a balance throughout the entire league structure.

B) Exercise of any authority noted above requires a 2/3rds vote of the entire Committee.

ARTICLE XXII – PLAYING RULESSection 1: General:

A) All darts events played under the exclusive supervision of and/or sanctioned by the ADO/GSDA shall be played in accordance with the following rules. All players/teams shall play by these league rules and where necessary, any supplemental rules stipulated by the GSDA Board of Governors.

B) Any player/team who, in the course of any event, fails to comply with any of these league rules shall be subject to disqualification from that event.

C) The interpretation of these league rules, in relation to a specific darts event, shall rest with the Executive Committee whose decision shall be final and binding. Protests will be resolved by the Executive Committee.

D) Good sportsmanship shall be the prevailing attitude during league/tournament play.

E) Gambling is neither permitted nor sanctioned by the ADO/GSDA.

F) The ADO/GSDA assumes no responsibility for accident or injury during league/tournament play.

G) The GSDA reserves the right to add to or amend any or all of the league rules at any time for any purpose deemed necessary at that time.

H) League Play shall consist of four events as follows:

One point will be awarded for a win in each leg of singles; also one point will be awarded for a win in each leg of doubles. Killer Cricket is played with points.

 

 Section 2: Scorecards:

The GSDA Official Scorecard will be used by all teams and leagues as a worksheet for both teams. Winners of each game will be marked with an X. Both team captains must indicate their line-up, one event (i.e. Singles Cricket, Doubles Cricket, Singles 501, Doubles 501, Singles 301 and Team 701) at a time, and no substitutions will be allowed after the line-up is made. Both team captains are responsible for recording high outs and scores for Women and Men, and will sign the scorecard. SCORECARDS MUST BE DELIVERED BY THE HOME TEAM CAPTAIN OR REPRESENTATIVE TO THE DESIGNATED DROP BOX BY 7:30 PM THE FOLLOWING DAY. One (1) point will be deducted for a score sheet turned in late.

 

Section 3: Forfeits:

A) League play will commence promptly at 7:30 PM on Tuesday. It is permissible to start early provided that both teams are present and both captains concur. If a team is not present by 7:45 PM (8:00 PM for out of town matches), all games and points will forfeited unless an agreement is made by the two captains prior to the night of the match. A match may be postponed by agreement of captains for reasonable situations of convenience. The hosting location may also be changed by agreement of both captains with prior concurrence of the Executive Board. However, the match

must be completed prior to the scheduled league play date. The last game of the season may be advanced seven (7) days but it cannot be delayed.

 

B) A forfeit will be declared for failure of a team to attend a scheduled match. However, at least three (3) players of the opposing team must be present. The Captain claiming the forfeit will list his players present on the side of the scorecard that his team would be, visitor or home, and sign the form to certify that it is true and correct. The scorecard shall be deposited in the designated drop box. Points will only be awarded for events where players are in attendance. Any team with at least four (4) players in attendance at the scheduled starting time must play the match if opponent is present. A team with less than four (4) players in attendance at 7:45 PM Tuesday automatically forfeits. If a team has less than 3 players in attendance the match will be rescheduled when agreed upon by the Captains and with Board approval. The match must be made up within 7 days from the original date of the match. Ten (10) points will be awarded for each occurrence or the team’s average, whichever is higher. Two such forfeitures in a season shall constitute disbandment of the team.

 

C) A forfeit will be declared for use of any unregistered, non-GSDA player or a suspended GSDA player. The use of an unauthorized player will result in the entire match being forfeited. It is the responsibility of the team to accept the penalty of playing shorthanded if they cannot field a team with only GSDA members in good standing. A match can start with only four (4) members in attendance. When a game comes up and there is no one to play the game, that particular game will be forfeited to the opposition in attendance. All players should have their cards in their possession during matches as proof of membership. Should there be a challenge and the member does not have his/her card in his/her possession, the challenger has the option of allowing that member to play on a conditional basis, if the Captain shows proof on the Roster/Statement of Intent form. Such conditional basis should be noted on the scorecard so that the Secretary may verify or deny the claim.

Section 4: Nine (9) darts is the maximum warm up allowance per player before the start of a match.

A) It is not permissible to practice on other boards while playing a match.

B) Practice is allowed on other boards for players not involved in a match, as long players do not disturb other players that are in progress of a match.

Section 5: Players and scorer only are allowed inside the playing area.

Section 6: Opposing players must stand at least three (3) feet behind the player at the hockey.

Section 7: The Throw:

A) All darts must be thrown from the hand.

B) A throw shall consist of three (3) darts, unless a game is finished in a lesser amount.

C) Any dart bouncing off, or falling out of the dart board shall not be rethrown, except when throwing for the cork.

Section 8: Starting and Finishing:

A) The visiting team will have the option of throwing first for the cork in each game of each leg.

 B) The second thrower may acknowledge the first as an inner or outer Bull (cork) and ask for that dart to be removed prior to this throw. The dart must remain in the board in order to count. Additional throws may be made when throwing the cork until such time as the players dart remains in the board. Should the second player dislodge the dart of the first, a rethrow will be made with the second thrower now throwing first. Rethrows will be called if the scorer cannot decide which dart is closest to the cork, or if both darts are anywhere in the inner or outer bull. Should a rethrow be necessary, the person who shot the second will now shoot first.

Section 9: The Games:

A) Cricket: Only the numbers 15 through 20 and the inner and outer bulls-eye are used. The object is to close all the numbers and the bulls-eye prior to your opponent. To close a number, you must score three (3) of that particular number (i.e. throw three (3) singles, or one (1) double and one (1) single, or throw one (1) triple.) To close the bulls-eye, the inner bulls-eye counts as a

double and the outer bulls-eye counts as a single. Once a player/team closes a number, points may be scored on that number until the opponent closes that number, after which no further points may be scored on it. The player/team that closes all the numbers and bulls-eye first and has the most points or equal amount as the opponent is the winner. When a player/team closes all numbers and the bulls-eye, he continues to score points on all numbers and the bulls-eye his opponent has not yet closed. Inner bulls-eye is 50 points and outer bulls-eye is 25 points. Should the opponent close the numbers and bulls-eye before the player/team makes up the point deficit, the opponent is the winner.

B) The 501 game will be Open-In, Double-Out. For the purpose of starting and finishing the game, the inner bull is considered a double 25. The “Bust Rule” shall apply, if the player scores one less, equal, or more points than needed to reach zero (0) the player and busted and the score reverts to the score required prior to the beginning of his throw. Fast finishes, such as 3 in a bed, 222, 111 shanghai, etc. do not apply.

C) The 301 game will be Double-In, Double-Out. For the purpose of starting and finishing the game, the inner bull is considered a double 25. The “Bust Rule” shall apply, if the player scores one less, equal, or more points than needed to reach zero (0) the player and busted and the score reverts to the score required prior to the beginning of his throw. Fast finishes, such as 3 in a bed, 222, 111 shanghai, etc. do not apply.

D) The 701 game will be Open-In, Double-Out. For the purpose of starting and finishing the game, the inner bull is considered a double 25. The “Bust Rule” shall apply, if a player scores one less, equal, or more points than needed to reach zero (0) the player and busted and the score reverts to the score required prior to the beginning of his throw. Fast finishes, such as 3 in a bed, 222, 111 shanghai, etc. do not apply.

Section 10: Doubles Events:

A) It is permissible for one member of a doubles team to throw for the cork and have his partner shoot first.

B) It is permissible for a team to participate in a doubles match with one player, provided that team forfeits a turn in the rotation equal to the missing player. The missing player may not join a game in progress.

C) No player may participate in more than one leg per event (i.e. Singles Cricket, Doubles Cricket), either singles or doubles.

Section 11: Scoring:

A) For a dart to score, it must remain in the board for five (5) seconds after the third or final dart has been thrown by a player. The tip of the dart must be touching the bristle portion of the board in order for that dart to be counted as a score.

B) No dart may be touched by the thrower, another player, the scorer, or a spectator prior to the decision of the scorer.

C) A dart’s score will be determined from the side of the wire at which the point enters the board.

D) It is the responsibility of the player to verify his score before removing his darts from the board. The score remains as written if one or more darts have been removed from the board. Errors in arithmetic must stand as written unless corrected prior to the beginning of that player’s next throw. In the case of double matches, such errors must be corrected prior to the next turn of the partner of that team.

E) In doubles events, no player may throw again until his partner has completed his throw. Any player throwing out of turn shall receive a score of zero (0) points for that round and his team shall forfeit that turn.

F) The scorer shall mark the board so that scores made are listed in the outer columns of the score board and the remaining scores are listed in the two inner columns.

G) The score board must be clearly visible in front of the player at the hockey.

H) The scorer may inform the thrower what he has scored and/or what he has left. He MAY NOT inform the throw what he has left in terms of number combinations. It is permissible for a partner, teammate or spectator to advise the thrower during the course of a match, if requested by the player. The final responsibility for the

correct score remaining and the proper combination of numbers to shoot to end the game belongs to the player throwing the darts.

Section 12: Darts used in league play shall not exceed an overall maximum length of 30.5 cm (12 inches), nor weigh more than 50 grams per dart. Each dart shall consist of a recognizable point, barrel, and flight.

 

Section 13: Dartboard:

A) The dartboard will be a standard 18” bristle board of the type approved by the ADO/GSDA and shall be of the standard 1-20 clock pattern, and shall be in good or better condition.

B) The scoring wedge indicating 20 shall be the darker of the two wedge colors and must be the top center wedge.

C) The outer narrow band shall score double the segment number, the inner narrow band shall score triple the segment number. The outer center rings shall score 25 and be a single bulls-eye, the inner center shall score 50 and be a double for starting and finishing games and shall be a double bulls-eye.

D) The minimum throwing distance shall be 7’9¼”. The board height shall be 5’8” from the floor level at the hockey to the center of the double bulls-eye. It shall be 9’7½” from the center of the double bulls-eye to the throwers side of a raised hockey at the floor level.

Section 14: Lighting.

Lights must be affixed in such a way as to brightly illuminate the board, reduce to a minimum the shadows cast by the darts and not physically impede the flight of the dart. Minimum bulb size shall be 100 watts located no further than 4 feet from the board. Fluorescent type lighting provides the best lighting and may be used.

Section 15: The Hockey:

A) Whenever possible, a raised hockey 1½” high and 2’ long shall be placed in a position at the minimum throwing distance. A tape or painted line is permissible. The front edge of the tape or painted line nearest the dartboard will be the hockey line. Marked plastic floor runners are permissible only if they are secured to the floor in some manner where they will not move and change the hockey distance.

B) Should a player have any portion of his foot or shoe over the hockey line during a throw, all darts so thrown shall be counted as part of this throw, but any score made by said darts shall be invalid and not counted. One warning by the opposing captain shall be sufficient before invoking this rule.

C) A player wishing to throw a dart, or darts, from a point either side of the hockey line, must keep his feet behind an imaginary straight line extending from either side of the hockey line.

D) The thrower of any event/match may step across the line to verify where a dart has landed if the scorekeeper does not inform the player when asked.

 

Section 16: Scoreboard:

A) A scoreboard must be mounted within 4’ laterally from the dartboard and not more than a 45 degree angle.

B) The scoreboard must be in good enough shape to clearly display the Score to the Hockey line.

Section 17: Score Keepers Duties and Advice:

A) Once you know which player is to start the first leg, put his initials on the left side of the scoreboard, the opponent’s on the right, and keep these names in the same position for all legs of the contest.

B) Focus your attention on the dartboard and the duties at hand. The slightest movement on your part could distract the thrower. The corollary of this is: NO DRINKING OR SMOKING AT THE SCOREBOARD.

C) Try adding the score as each dart lands on the board. If you can’t see where a dart lands, wait until the third dart has been thrown to lean over, view the hidden dart, and accomplish your addition. The sole exception to this rule occurs when a player asks for the score of a particular dart or the total remaining, in the middle of his turn. Then move in closer for a better view.

D) Remain completely silent during each round. But once all three darts have been thrown, announce the total score of the darts BEFORE the player has removed them from the board. The time to settle arguments is while the darts are still sticking in the board.

If you allow the player to pull the darts before you both agree on what they are worth, you are setting yourself up for ugly scenes and ridicule from onlookers.

E) Take your time. Accuracy is far more important than speed. Double-check your subtractions by adding the score shot to the remaining total. That should match the previous total.

F) If you find a mathematical error in player A’s score while player B is shooting, wait until player B’s round is over to make the correction. This is hard to do; we all want the audience to know we’ve caught on to our own errors. But the movement required to erase and fix player A’s score is unfairly distracting to player B, who didn’t deserve to be penalized for your mistake. Player B, of course, may well not recognize that an error correction is in progress. Slow player B down on the approach to retrieve his darts by asking him to hold on for moment while you correct your error. Player B’s darts need to remain in the board for a little longer than usual while you get player A’s score adjusted.

 

 

G) When a game is over, announce “game shot” or at the very least, give the typical hand signal by extending your forefinger into the dart lane. Don’t make the player walk forward to see if that last cork at Cricket made it into the ring.

H) Remember you may withdraw at any time. Let’s say a player is using foul language or throwing darts recklessly after a terrible prior shot. If you are uncomfortable, remove yourself from the scene. You are not required to give a reason, only to state that you are finished with the scoreboard.

ARTICLE XXIII – TEAM CAPTAINS DUTIES AND RESPONSIBILITIES

Section 1: Captains for each individual team may be elected, appointed, or chosen in any manner agreeable to the team. If desired a Co-Captain may also be chosen to share the duties and responsibilities.

Section 2: The Team Captain or designated representative shall represent the team at all Board of Governors Meetings. Failure to attend or have a team representative will result in a one (1) point reduction for the first offense,

two (2) point reduction for the second and three (3) pointes for every no show thereafter. After the second NO SHOW the Board will be notified and actions will be taken.

Section 3: The Team Captain will maintain the Roster/Statement of Intent form for his team and will promptly deliver any and all changes to the GSDA Secretary. He will have custody of all team monies, maintain all records, and perform all duties necessary to the team.

Section 4: The Captain/Co-Captain will make the line up, and with the opposing Team Captain ensure that the scorecard is neatly and properly completed. The HOME Team Captain will deliver the scorecard promptly to the GSDA designated Drop Box by Wed. 7:30 P.M.

Section 5: The Team Captains will designate scorekeepers for games. They will ensure that each Scorekeeper is similar with and abides by the rules and courtesies of correct score keeping.

Section 6: The Team Captains are responsible for the conduct of the team during league play. Excessive drinking, unruliness, profanity, verbal harassment in any form, or any other action which disrupts the match or place the GSDA in a bad light are not acceptable. The team Captains may and shall to stop and prevent any such conduct, up to and including expelling the offending party from the playing site with the aid of the owner’s representative. Failure to comply with this Section may be grounds for suspension or expulsion from the GSDA.

Section 7: The Team Captain shall be responsible for posting in his sponsor’s bar/lounge, with the assistance of the sponsor ant and all correspondence relative to his team and the GSDA. (Newsletters, Bylaws, tournament notice, Etc.)

Section 8: The Team Captain should have in his possession a copy of the GSDA Bylaws and should familiarize himself with these and other rules of darts in general.

Section 9: The Team Captain should conduct himself and encourage his team members to do so, at all times, in a manner that will reflect on his team, his sponsor and the GSDA favorably. He shall promote the game of darts, the GSDA and good sportsmanship.

Section 10: The Team Captain shall perform any and all other duties assigned to him or as necessary to fulfill his duties and responsibilities.

Section 11: Team Captains who shirk their duties and responsibilities as Team Captain and GSDA member are subject to disciplinary action by the Board under the provisions of Article VI of these Bylaws.

ARTICLE XXIV – AWARDSSection 1: City Championship Trophies (played once a year in May)

A) Trophies for the City Cup Championship Teams (one (1) for A and B and one (1) for Division C and below) will be awarded for first second and third. These trophies will be housed in the Sponsoring Bodies’ locations. The movement of such trophies is the responsibility of the Team Captain. The reigning champions or Sponsoring bodies are required to relinquish said trophies a minimum of two (2) weeks prior to the City Cup Championships for turnover on awards night to the new Champions. It is the reigning Team Captains responsibility to ensure that if the bar is going to close that the City Cup Championship Trophies are moved to their new Home bar. In addition, if the team disbands, they shall ensure this trophy is returned to the GSDA Board.

B) The individual players on the first second and third teams will receive an individual Championship Trophy.

C) The actual awards given will depend on the funds in the Treasury.

D) Should any team win the City Cup Trophies (1st, 2nd, or 3rd place) three (3) times in a row, then that team retains ownership of said trophy for life of the team and a new trophy will be purchased to replace it. Should disbanding of the team take place, it is requested that the trophy be returned to the GSDA.

Section 2: Division Champs:

A) Each division winner (1st, 2nd, and 3rd place) will receive a trophy to be retained by the Sponsoring body forever. Each trophy will have an emblem or plate inscribed with the team name, division and season played.

B) Each register player on the 1st, 2nd, and 3rd place teams per division will receive an individual trophy with the inscribed information stated in Sec.2A just preceding. The individuals will keep these forever.

C) The actual awards given will depend on the funds in the Treasury.

Section 3: Special Awards:

A) Papa Smurf Award: In honor of Jim Dickenson, will be awarded to a member deemed to be recognized.

B) QP Leader Award: Quality Point leaders per division will be awarded first and second place awards per division, except when there is a first place tie. Then only those tied for first place will receive an award. If there is no tie for first and there is a tie for second, first place and everyone tied for second place will receive an award.

C) Ton 80 Award: A Ton 80 Award will be given to individuals for hitting 180 points in an ’01 game in one round (3 darts). This must occur during League play, Playoffs and Finals, or GSDA sanctioned Tournaments.

D) 9Mark Award: A 9Mark Award will be given to individuals for hitting 9 count in a Cricket game in one round (3 darts). This must occur during League play, Playoffs and Finals, or GSDA sanctioned Tournaments

E) Ton 70 in/out Award: A Ton 70 In or Out Award will be given to individuals for hitting 170 points in a 301 game in one round (3 darts), And must be starting or ending a game. This must occur during League play, Playoffs and Finals, or GSDA sanctioned Tournaments

F) 6 Bulls: A special award will be given to any GSDA member hitting six (6) bulls-eyes in one round (3 darts). There may also be awards for five (5) bulls as well. This must occur during League play, Playoffs and Finals, or GSDA sanctioned Tournaments

G) Hi in/out Award: A high In and Out award will be given to one (1) man and one (1) woman for ether hitting the High In and/or Out for each season during League play.

Section 4: Trophy specifications are at the discretion off the Board of Governors of the GSDA.

 ARTICLE XXV – QUALITY POINTS/INDIVIDUAL RANKINGS

Section 1: Quality Points are awarded for the purpose of selection of teams to shoot in challenge matches against other Associations within our Region, and to recognize individual accomplishments of GSDA members. They are also used to help rank teams for scheduling purposes.

Section 2: Members who have the highest QP average for a given season will compete to determine the All Star Team for that season. The All Star Team will consist of five (5) men and four (4) ladies.

Section 3: When there are no Quality Point leaders for a given team, the team may nominate at least one lady and one man to compete for All Star Team selection.

Section 4: Quality points are awarded as follows:

A) 301 and 501

85 - 99 1 point100 - 139 2 points140 – 159 3 points160 – 169 4 points170 in or out 5 points180 5 points

B) Cricket

D) In Cricket, triples or bulls eyes must count towards closing or scoring against an opponent. (Example) If the player needs two 20’s and the opponent already has 20’s closed, then only 2 marks will count if a triple 20 is scored.

ARTICLE XXVI – PLAYOFFSSection 1: The top four (4) teams from each division, based on each season’s points,

will be involved in the Playoffs. Ties will be broken according to the following criteria:

A) Win/loss record in their particular division.

B) Match points against the tying Teams

C) In the case of ties, a playoff match at a neutral site, to be determined by the Board and agreed upon by the Pub owner. (Playoff loser would retain eligibility for a wild card spot)

Section 2: The total number of season points may not determine a playoff berth. Wild Card teams will be selected as needed to round out the field (to 8, 16 32, etc.).Wild Card teams will be selected from the fifth place teams (depending on the number of divisions in the league) based on the following criteria:

A) Since some teams might have a bye situation due to the number of total teams in a division and to make it as equitable as possible for wild card berth, equalization is required.

B) The total Team points for each team in a bye division will be divided by the number of games played and multiplied by the number of games in a season (number played by a non-bye divisional team). Fractions will be rounded up and then Sec. 3 and 4 apply.

Section 3: If there are not enough fifth place teams to fill the playoff bracket, then sixth place teams will also follow the criteria described above to complete the playoff bracket.

Section 4: Playoff match ups will be assigned by blind draw. First round matches will be played within own divisions if possible.

Section 5: Home team advantage in playoffs will be determined by the following criteria:

A) Season points.

B) Win/loss record.

C) Coin Toss.

 Section 6: In the event of a nine (9) to nine (9) tie in a playoff or City Cup Championship match, there will be a tie breaker match of 6 people per team to play a 1001 match. Prior to the 1001 but after the last 301, a fifteen (15) min break will be taken for two (2) reasons.

A) Captains to make their team lineups and work out strategy.

B) A coin toss to see which team corks first. The HOME Team Captain will make the coin toss call in the presence of the visiting Captain.

Section 7: Fall/Winter & Winter/ Spring Season playoffs will be divided according to the format listed below:

A/B format

C/below format

Summer playoffs will be voted on by the Executive Committee to determine one of the following options:

A) No playoffs at all.

B) All divisions grouped together – The team with the most total league points has the option of what format to be used. If the more than one team has the highest score then the team with the best win/loss record will decide. If the teams have the same win/loss record, then the winner of a coin toss will decide the format.

Section 8: Proposed addition of NFL style playoffs as an option for playoffs. The playoff option would be voted upon by the Board before the start of any session.
