PRINCIPAL’S MESSAGE AND BACKGROUND OF THE ESTABLISHMENT OF GOVERNMENT POSTGRADUATE COLLEGE CHARSADDA

Education is the key to prosperity and positive progress in the society. It stands for institutional and professional training on the one hand and full development of the personality and potentialities one the other. Education is a dynamic process which evolves society and the individual simultaneously. Without harnessing the vast human resources available to our economic development, the objectives of social development will remain unfulfilled. An effective system of higher education not only serves present needs of the society but also helps to give direction and impetus to the course of human progress. Higher education is the agency’s primary responsibility for extending the frontiers of knowledge for examining and interpreting the ways of man and nature.

With this end in view, an intermediate college was commissioned in the ancient and historic town of Charsadda in September 1960. For about three years, classes were held in the small building of Government Primary School of Babara. In 1963, with the generous donation of 33 acres of land by certain local philanthropists, college building was constructed. The college was upgraded to degree level in September 1971, both in Arts and Science Subjects.

It was mainly on account of the relentless efforts of Prof. Arbab Hameedullah, a former principal, that the college was upgraded to the Postgraduate level on 16-02-1998. Three Postgraduate Departments in the subjects of English, Economics and Political Science offer masters level education to sons and daughters of the district of Charsadda at their doorstep. The college is affiliated to the Board of Intermediate & Secondary Education Peshawar and Bacha Khan University Charsadda.

In line with 16-years education for graduation degree, the college, at present, offers 4 years B.S Programmes in 10 subjects while 3 other BS disciplines are likely to be included this year.

We provide a congenial educational environment to the students of our college with the co-operation of our students and their parents.

IMPORTANT CO-CURRICULAR ACTIVITIES

The role of the co curricular activities cannot be denied in the character building of the students. Keeping in view this objective, various types of competitions e.g., Husni Qirat, Naat Khwani, Debates etc. are held regularly to flourish the sense of competition among the students. All the college students are invited to take part in these activities enthusiastically. Prizes, certificates are awarded to the winning students in the annual day function held at the end of the session.

SPORTS Mental growth and physical development is must for a healthy mind. To enhance mental abilities and physical potentialities of the students all facilities of sports and training are provided. The college students have been showing commendable performance in the board and university tournaments for the last few years and have won distinctions in some games

To sharpen the intellectual abilities and literary skills of the students, GPGC Charsadda publishes its annual magazine HASHTNAGHAR, which consists of three sections in English, Urdu and Pashto. All the college professors and students are invited to furnish their contributions to the magazine. The articles are judged by the editorial board and good creative essays, short stories, poems etc are selected for publication.

LIBRARY AND READING ROOM PROCTORIAL BOARD

Hostel

Limited seats for the deserving candidates/having A-I or A-grade only are available to non-local students.

Proctorial Board Discipline and good manners are the most important factors for education and training. Peaceful and congenial educational environment contributes to the Achievements of the objectives that are the basis of national character building. A Proctorial board is, therefore, organized to persuade students to observe perfect discipline. It has two main chapters: Members are appointed from among the teaching staff, called the staff proctors, while the other chapter works under the supervision of the first, and consists of senior students. A suitable person from amongst the teaching staff is appointed as the head of the Proctorial board known as the Chief Proctor.Proctorial board keeps a vigilant eye on the general attitude/behaviour of the students and helps in the maintenance of discipline. They have to perform the under mentioned duties:

(i) To make sure that discipline is properly maintained.(ii) To be present in the college during functions, Board/University examinations, sports and other competitions. (iii) To ensure that the students are in proper uniform and represent the college in an appropriate manner.

Character-building society of the college

A valuable asset of the college is its library, which consists of sufficient number of books that are issued to the students for a fortnight period. This period may be extended provided that the same book is not required by another student. A student can borrow one book at a time and he is liable to a fine of Rupee one per day, if he fails to return it in due time. In case of loss of a book or any damage to it, the students concerned has to either replace it or deposit three-fold price in the government treasury. Journals, reference and text books may be studied in the library but cannot be borrowed. Library is a silence zone where chattering is not allowed.

The college has established a character-building society. This society aims to build the character of the youths/students and tries to make them useful and good citizens of the country. Various debates, programmes, and activities are carried out for achieving this objective of inculcating good manners, habits, and morals in the students. Currently, Prof Abdul Jabbar, the Principal of the college, patronizes this society as its president. The following are the members of the society.

Additional Responsibilities/Co-curricular Activities/ Various Committees

Besides teaching, some additional/co-curricular tasks have been assigned to the teaching staff for the smooth running of the college. Various committees carry out these tasks. Important ones are the following.

The College Council ( A Governing Body of the College)

Important/urgent issues related to the college are discussed by the college council, which comprises the principal, all professors, associate professors, warden, senior assistant professors, senior lecturers, Director Academics, student/parent representatives, educationists and members of the civil society according to the policy of the provincial government.

The College Admission Committees

They follow the admission policy laid down by the Govt. of Khyber Pakhtunkhwa and the affiliated university to admit students to the Faculty of Science ( Engineering, Medical, and Computer Science) and the Faculty of Arts. Various other Admission Committees exist to admit students to various BS disciplines after successful completion of their Intermediate education. The rule of merit is strictly followed and practiced.

The College Academic Committee This committee guides the students to take market-oriented subjects in their academic disciplines. It also renews the college prospectus on yearly basis, maintains the monthly academic plan of the teachers during the session, gets the teachers evaluated by their students; it also maintains curricula of different subjects/disciplines, and makes efforts to ensure the availability of these curricula to both teachers, and students.

The Internal/External Exam. Committee

The Controller and the Deputy Controller of the college conduct various internal and external examinations in the light of examination policy of KP government and the affiliated university. College-wise and subject-wise results are prepared and the performance of the teachers is shown in their ACRs/PERs.

The internal Audit Committee

A Bursar from the college teaching staff is entrusted with the responsibility to carry out the audit of the funds collected. Financial requirements such as receipts, sanctions granted for the purchases of various items are audited. In addition to that a balance of funds in the college is worked out and tallied with closing balance shown in the bank statements.

The Refreshment Committee

This committee arranges seats, provides refreshments to dignitaries as per needs of the time, and season.

The Plantation Committee

This committee controls and utilizes the services of all the college gardeners. It looks after all the plants, and trees, seasonal plants for the beautification of the college, and makes efforts for better maintenance of the college lawns.

The Blood Donation Committee

This committee enlists the blood groups of all the students of the college, cooperates with various reliable NGOs and other social organizations in this connection. It motivates and persuades students with the help of the teachings of Islam to donate blood to save lives. It creates awareness that the donated blood gets recovered in 120 days. The blood donor students are registered with the blood-donating organizations in case they need blood in future. In addition to that, certificates are awarded to blood-donating students for the encouragement of other students.

The literary Committee

The students are motivated to take part as competitors in the various literary activities of the Literary Committee. Qirat, poetry competitions, debates, quiz programmes etc are held, and winners are awarded. The students are encouraged and prepared to participate in the competitions outside the college in other institutions. Besides that, efforts are carried out for printing and publishing of the college magazine annually.

The IT society

The recently-formed IT society in the college creates awareness amongst the students about the fast changing information technology. Besides, it makes efforts to improve the proficiency skills of the students in the use of computers, Smart phones. It does as a platform for everyone to share with one another, learn, and discuss new ideas. Computer-user students will get protection from the exploitation of the market technicians in getting services like Window Installation etc.

The Press Committee

The function of this committee is to send reports to both print and electronic media on issues related to the affairs of the this college. A liaison is established with the local media men so that the affairs of the college are run in a better way.

The Minor Repair CommitteeAll kinds of minor repairs in the college are handles by this committee. It demands quotations for minor repairs through press advertisements,

recommends/ accepts the bidder with lowest rates for a certain repair work, and examines the standards of work carried out by the contractor from time to time.

The Science Purchase CommitteeThe task of this committee is to demand Lab Gear/Equipment needed in science departments from its respective Chairmen, prepare a consolidated list, demand quotations from the Science-Supplier groups, recommend/accept the bidder with the lowest rates, issue order for the supply of the items to ensure that they are according to the demands, and specifications.

The Library Purchase CommitteeThis committee purchases books, periodicals, newspapers, for the college library.

The Plant and Machinery Committee

This committee purchases different items for the college such as ACs, Generators, Grass cutters and multimedia appliances after demands are indentified. Priority is given to the most needed item/s first.

The Placement Committee

This committee arranges seminars for the students to guide them to take to take those subjects which are more market-oriented, and which can benefit the students more in their practical life.

ADMISSION

Admission to the college is conducted strictly in accordance with the rules and regulations, framed by the Provincial Higher Education Department, BISE Peshawar and University of Bacha Khan Charsadda. Admission forms to the candidates will be made available just after the declaration of results by the Board / University. The College Admission Committee will announce the last date for the submission of the application forms in each case.

GENERAL ADMISSION RULES AND REGULATIONS

1 Admission process starts on the date announced by the admission committee and continues according to the schedule of BISE Peshawar/ University of Bacha Khan Charsadda at the relevant levels.

2 In case of availability of online admission facility for a particular level of studies, candidates shall apply online and hardcopies of their application forms along with required documents shall be submitted to the college.

3 The application form duly filled by the candidates shall be supported by attested photocopies of thefollowing documents:

a. SSC Certificate for admission at any level of studiesb. Detailed Marks / Provisional Certificate of the last exam passedc. Character Certificate issued by the learning institution last attended. Where the candidate has passed the last examination in private

capacity such certificate shall be signed by a gazetted officer.

d. Domicile Certificatee. Self / father CNIC / Form Bf. Threepassport size coloured photographs.g. Quota eligibility certificate in case a candidate applies for a specified quota notified by the government, e.g Sports, Disable or Higher

Education EmployeesKhyber Pakhtunkhwa(college subsector) quotas, etc.h. Migration Certificate for candidates having passed their examination from other than BISE Peshawar / University of Bacha Khan

Charsadda.i. Affidavit as per specimen.

Note: Migration certificate-(h) and affidavit in light of Supreme Court decision for refraining from politics-(i)will be obtained from the candidates at the time when their admission is confirmed.

4 Applications which are not registered within due date, whether online or manually, shall not be considered for admission.

5 The principal may keep 10 % of the total number of seats in each faculty for 15 days for meritorious students who may not turn up for admission within the prescribed time for admission due to unavoidable circumstances. The minimum marks declaring a candidate as meritorious will be determined by the concerned committee of the college.

6 If a student applies for admission one or more years late (maximum upto three years) then he/she shall produce an affidavit to the effect that he/she has not been admitted to any college / institution previously and he/she is availing the opportunity for admission for the first time.

7 Students passing in supplementary examination are not eligible for admission in the academic year in which he/she has passed the examination.

8 Students who failed in any class or did not appear in the examination or discontinued their studies are not allowed readmission in the same or lower class.

9 Students failed in one or more subjects are not allowed to take admission in Part-I /1st Semester of Intermediate, Degree, Postgraduate or BS classes.

10 Students placed in “E” grade in SSC exam are not allowed admission in 1st Year in any faculty / group. Candidates who obtain less than 45% in the last examination passed are not allowed admission to 3rd year / Degree Part-I or BS 1st Semester.

11 General conditions as well as conditions specific to particular faculty/group or subject for admission to the Intermediate, Degree, BS and Postgraduate Levelare those set by the concerned Education Board or University for the relevant level, faculty or subject.

12 No regular admission in any class is allowed to a candidate who has already passed equivalent examination in another faculty / group or subject.

13 Candidates who fail to confirm their seat by depositing the required fee within the specified period shown on any merit list shall lose their right of admission and his/her seat will be allotted to the next candidate in order of merit. However, if such candidate(s) turn for admission at a later stage and vacant seatsare available then such candidates may be given opportunity before offering admission to next candidate(s) having lower stage on

the merit list.

14 A.For Intermediate Part-1/1st Year and Two Years Degree Part-1/3rd Year, admissions are awarded on the basis of the following allocations:

i. Seventy Eight percent (78%) of the total number of seats are reserved for local candidates of the area in which the college is situated. A candidate is defined local to a college if he/she:a. is domiciled of district Charsadda.b. is child/spouse of an employee of the federal or provincial government serving in the district of Charsadda.c. has passed the last exam from a feeding school / college of the area situated in district Charsadda

ii. 10% seats are reserved for candidates of areas other than district Peshawar provided they have obtained A or A 1 or A+ Grade in the last examination passed.

iii. Five percent (5%) seats at each level are reserved for the children of the employees of the Higher Education Department Khyber Pakhtunkhwa (college subsector) on provincial basis.

iv. Two percent (2%) seats are reserved for disable candidates on provincial basis.

v. Five percent (5%) seats are reserved at each level for sports quota on provincial basis. These seats are reserved only for the games which are available and offered by the college.

vi. Seats falling vacant under any quota will be allocated to quota for local candidates.

B.i. In case of admission to the Postgraduate or BS classes, 50 % of admissions at each level, i.e. BS 1st Semester and Postgraduate

Previous / Part-1 shall be made on the basis of open merit while 50% shall bereserved for local candidates of the area as defined under 14:A(i)(a, b, c) above.

ii. Seats falling vacant under one quota as defined under 14: B(i) shall be allocated to the other quota.C.

One seat in each faculty over and above the allocated total seats is reserved for Afghan refugees. However, such candidates shall submit their applications through proper channel.

15 Twenty extra marks are awarded to Hafiz-e-Quran. Such candidates shall not only support their claim by the relevant certificate but they shall also have to pass the recitation test conducted by the relevant admission committee.

16 Five marks per yearare deducted from the obtained marks of a candidate who has passed the last examination in the previous year(s). Such procedure is limited for the candidates who failed to get admission during the previous three consecutive years only.

17 Merit List of sports quota for the game(s) the facility for which is available in the college will be prepared on the basis of performance of candidates in sports, which will be measured as below:

18 UPPER AGE LIMIT

i. Male Candidates:

19 Age Relaxation

a. Overage candidates (except under sports quota) can apply for relaxation in the upper age limits for upto three years by giving cogent reasons for availing such relaxation. Applications for age relaxation must be submitted before the closing date of submission of application forms, whether online or manual.

b. The provisional admission shall stand cancelled if the relaxation in upper age limit is not granted by the competent authority within 30 days of making such a request.

20. Cancellation of Admission

Admission in the college shall stand cancelled under the following circumstances.

i. If any information given by the student in his Admission Form is found to be incorrect at any stage.ii. If a student fails to attend the classes within 10 days of the start of the session. iii. If a student is found to be professional agitator, or has been struck off from any educational institution on disciplinary grounds.iv. If a student is practically involved in Politics.v. If a student admitted on sports basis either does not submit an undertaking that he/she will actively participate in the college sports team,

or does not participate in the sports activities of the college.vi. On the request of the student provided the request is made within a specified time period notified by the admission committee.

21. Struck off on Account of Absenteeism

A student who remains absent for more than six consecutive days without approved leave shall be struck off the college rolls without any notice.

22. Re- Admission

A student whose admission is cancelled or whose name is struck off on the basis of long absence can apply for re-admission to the Principal within 15 days of the issue of such notification. The Principal may allow his re-admission on payment of the Re-admission fee / Admission Fee and any other outstanding dues.

Re-admission for the second time in a current academic session shall not be generally allowed. However, genuine and deserving cases may be submitted to the Director Higher Education on the basis of valid documentary proof with the condition that the applicant can make up for his shortages and can fulfil the requirement of 75% attendance during the remaining period of the session. Such students shall pay all the Government fees and Pupils Fund except security and BISE / University charges.

23. Change of Subject

Change of faculty is not allowed. However, change of subject is allowed subject to the following conditions:

i. The student must apply for change of subject within 21 days of the start of the classes at each level of studies.ii. Change of subject is allowed only within a faculty or group of subjects.

24. Migration

Migration to or from the college may be allowed by the Principals of both the colleges subject to the conditions:

i. that the applicant is seeking migration from a college situated beyond 16 kilometre of this college.

ii. that the request is based on genuine grounds like parents / spouse transfer , family shifting , family enmity or marriage duly supported by documentary proof

iii. marks obtained by the candidates in the last examination passed are not less than the minimum marks obtained by a regular student of that class.

iv. the migration is within the prescribed time period of BISE Peshawar / University of Peshawar.

F INSTRUCTIONS REGARDING COLLEGE DUES

i. All dues must be paid in advance by the students seeking admission to the Part-I of their respective courses.ii. 2nd year and 4th year students have to deposit all the dues before the commencement of their classes.iii. 26 Fee Concession and Scholarships

i. Deserving students within the ambit of 10% of the total strength are given fee concession. ii. Deserving and meritorious students are also granted financial assistance/prizes from Pupils’ Fund.iii. Besides these, scholarships like MORA, Fauji Foundation, and FATA etc are also floated from different agencies.iv. Only one financial assistance is to be availed at one time.v. Any of the above privileges is withheld in case a student is short of the required attendances, remain wilfully absent from the class-tests or

internal examinations or shows poor result.

28 MINIMUM REQUIRED CLASS ATTENDANCE

At least 75% attendance of the delivered lecturers is compulsory for a student in theory and practical classes in each subject. Students falling short of 75 % attendance in any subject shall not be allowed to take the annual public examination of the board / university.

29 IDENTITY CARDS

The college identity card is issued to all students within fifteen days of their admission. It is binding upon every student to obtain the college identity card and display it on their chest during the college hours. In case of loss or spoilage, a duplicate Identity Card is issued on payment of a fine of Rs.50/-.

30 SOCIAL WORK

Some work of social welfare for at least three weeks during two academic years is must for the degree students. Social work may include cleanliness and beautification of an area, look-after the play grounds and lawns or some other assignments of social interest inside/outside the college premises.

31 CODE OF CONDUCT

It is binding upon every student of the college to follow the following rules and regulations:

i. Every student is bound to observe the religious obligations and to show tolerance for other religions, beliefs, customs and traditions. Promoting communal, regional and religious disharmony among students or college staff is strictly prohibited;

ii. Every student has to be loyal to the Ideology of Pakistan and is not allowed to commit any actions which may damage the honour and integrity of the motherland;

iii. Every student has to demonstrate tolerance, patience, and politeness in his dealing with teachers and fellow students;iv. Every student should respect the college teachers and the college administration and abide by the rules and regulations introduced from

time to time. Any form of harassment of any student or other employee of the college or visitor is strictly prohibited;v. Every student should pledge to keep his mind and body clean and must demonstrate good manners and should develop the spirit to help

and serve his fellow students;vi. Every student must receive his education keenly and participate in sports and co-curricular activities with honesty and sincerity;vii. Every student must take care of the public and college property and persuade others to do so;viii. Every student, for any personal concern, has to directly contact the concerned Incharge. Improper interference in the academic,

administrative, sporting, social or other activities is strictly prohibited;ix. Every student shall regularly observe the college and class timing and shall ensure his/her regular presence in the classes such that his/her

attendance shall not fall short of the required attendances of the public examining bodies;x. Every student shall regularly take class tests and home examinations;

xi. Every student must come to the college in the college prescribed uniform;xii. Every student must provide correct information to the college administration, whenever required;xiii. Every student must observe all the rules regulations related to the class-room, common room, library, lawns, playgrounds and hostel;xiv. Every student must abstain himself from using unfair means in the class tests, home examination and public examination;xv. Smoking, consuming or possessing alcoholic drinks or other intoxicants, gambling, possessing or using any weapons in the college

premises and unauthorised audio/video recording/ photography is strictly prohibited;xvi. Every student shall pay all the college, board, or university dues well in time;xvii. Taking part in politics and wearing of any badge or cap of political parties/ federations within the college premises is strictly prohibited;xviii. Display of any sort of poster/ banner in the college building or boundary wall is not allowed;xix. No student shall facilitate unauthorized entry of any person into the campus or unauthorized occupation of any portion of college premises,

including hostels either himself or by any person;xx. Female students are not allowed to use or keep cellular phones except allowed by the college administration under special circumstances.xxi. Every studentshallobserve the cultural and social norms of the society;xxii. Parents/guardians of the regular students and ex-students can visit the college after 11:00 A.M.for any official work.

In order to ensure the code of conduct and discipline, the Chief Proctor, and the staff proctor may extend the range of duties of the Proctorial monitors to check indiscipline and indecency among the students even outside the college premises.

32 ACCOUNTABLE IRREGULARITIES

Students are required to observe and maintain a reasonable standard of conduct. Any act of misconduct committed by a student inside or outside the campus shall mean the violation of the college discipline resulting in penalties of different intensities including expulsion, rustication or struck-off from the college.

Committing any or more of the following will be considered as misconduct and violation ofcollege discipline:

i. Disruption of, or improper interference with, the academic, administrative, sporting, social or other activities of the college including any attempt to prevent any staff member, student or visitor of the college from carrying on his or her work;

ii. Violent, indecent, disorderly, threatening, defamatory or offensive behaviour or language and use of abusive and derogatory slogans or intimidatory language whilst on college premises or elsewhere;

iii. Any form of harassment of any student or other employee of the college or visitor to the college whether in person, in writing, by email, via the internet or otherwise, whilst on college premises or whilst engaged in any college activity;

iv. Fraud, deceit, deception, dishonesty or forgery, tampering with or misuse of the college documents or records, identification cards, etc;v. Furnishing false certificate or false information to any office under the control and jurisdiction of the college;vi. Action which causes or is likely to cause injury or impair safety on college premises;vii. Misuse or unauthorised use of college premises or items of property or damage to, or defacement of college or associated property or the

property of other members of the college community caused intentionally or recklessly or by negligence, and misappropriation of such property;

viii. Engaging in any attempt at wrongful confinement of teachers, offices, employees and students of the college or camping insideix. Breach of the provisions of the Policies, Codes, Rules and Regulations of the college;x. Smoking, consuming or possessing alcoholic drinks, dangerous drugs or other intoxicants in the college premises;xi. Indulging in acts of gambling in the college premises;xii. Possessing or using any weapons such as knives, laties, iron chains, iron rods, sticks, explosives and fire arms of any kind in the college

premises;xiii. Unauthorised audio/video recording/ photography of a learning or other activity;xiv. An act of ragging which includes the action of teasing, playing a practical joke upon someone, display of noisy, disorderly conduct, teasing

by rough or rude treatment or handling, including such activities which causes or likely to cause annoyance, undue hardship, physical or psychological harm or raising apprehension or fear in a fresher or asking the students to do any act or perform something which cause him/her shame or embarrassment or danger to his/her life;

xv. Conduct which constitutes a criminal offence (including conviction for an offence) where that conduct: (a) took place on college premises, or (b) affected or concerned other members of the college community, or (c) damaged the good name of the college, or (d) itself constitutes misconduct within the terms of this Code;

xvi. Any act of moral turpitude;xvii. Failure to disclose name and/or other relevant details to an officer or employee of the college in circumstances when it is reasonable to

require that such information be given;xviii. Failure to comply with a previously-imposed warning under this Code or any other Policies, Codes, Rules and Regulations of the college;xix. The deliberate false activation of a fire alarm or fire extinguisher;xx. Unauthorised occupation of hostel, rooms or unauthorised acquisition or use of college furniture in one’s hostel room or elsewhere;xxi. Causing or colluding in the unauthorized entry of any person into the campus or in the unauthorized occupation of any portion of college

premises, including hostels by any person;xxii. Arousing communal, caste or regional feelings or creating disharmony among students or college staff;xxiii. Tearing of pages, defacing, burning and destroying of books of the college library;xxiv. Any offence under law;xxv. Using or committing an attempt for using unfair means in class test and home examination;xxvi. Pasting of posters or distributing pamphlets, handbills etc. of an objectionable nature or writing on walls and disfiguring buildings;xxvii. Disobeying teachers or college administration;xxviii. Neglects his academic work or other assignments and without any reason absents himself from the class;xxix. Does not clear his college dues in time;xxx. Indulges in politics;xxxi. Any other act which may be considered by the Principal or the college Discipline Committee to be an act of violation of discipline;

33 OFFICERS AUTHORIZED TO TAKE DISCIPLINARY ACTIONThe following persons are authorized to take disciplinary action by way of imposing penalties as specified under the heading ‘Range of Penalties’.

Any penalty enumerated under the heading ‘Range of Penalties’ may be imposed by the Principal or Chief Proctor of the college upon the recommendation of a Teacher, Head of the Department, Librarian, Imam e Masjid, Hostel Warden, college Controller of Examination, Incharge Sports, Head of any College Society, Discipline Committee and College Council.

34 RANGE OF PENALTIESThe following penalties may, for act of indiscipline or misconduct or for sufficient reasons, be imposed on a student, namely:

i. Written warning and information to the guardianii. Fine from Rs.100 to Rs.5000iii. Suspension from the Class/Department/College/Hostel/Mess/Library/ or availing of any other facilityiv. Suspension or cancellation of scholarships, fellowship or any financial assistance from any source or recommendation to that effect to the

sanctioning agencyv. Recovery of pecuniary loss caused to college Propertyvi. Debarring from participation in sports, debates, different societies, academic or refreshing tours and other such activitiesviii Disqualifying from holding any representative position in the Class/ College/ Hostel/ Mess/ Sports/ Clubs and in similar other bodiesix. Hostel shift and between Morning/Evening shiftsx. Expulsion from the College/Department/Faculty/Hostel/Mess/Library/Club for a specified periodxi. Debarring from an examinationxii. Issue of Migration Certificatexiii. Issuance of character certificate with adverse remarksxiv. Prohibition of further admission or re-admissionxv. Struck-off the college rolls for the current academic year/session or for any extended period

35 SUSPENSION OF STUDENTSHIP

Any student against whom a charge of misconduct has been initiated may be suspended from the college by the Principal which shall continue till the final decision of the competent authority.A review of disciplinary action/actions initiated against a student would lie with the officer issuing the orders, within seven days, and an appeal would lie against the orders of the authorities mentioned in these Rules to the College Council.

36 AMENDMENT AND ANNULMENT OF RULES

The Principal in consultation with the College Council is competent to amend the rules or regulations, except those related to admission policy, in the interest of the institution.

37 BAN ON POLITICAL ACTIVITIES

In the light of the Supreme Court verdict which reads as under.

“Students’ indulgence in political activities in the college shall be strictly prohibited.”“We, therefore, hereby direct that at the time of admission to an educational institution the student and his parent/guardian shall give an undertaking that the student shall not indulge in politics failing which he shall not be allowed admission. And if after the admission, he violates such undertaking i.e. “indulges himself in politics” he shall be expelled from the institution without any further notice. All the educational institutions shall henceforth seek and obtain similar undertaking in respect of all existing enrolled students.

It is explained that the finding with regard to “indulgence in politics” given by the Head of institution under his seal and signature shall be final and shall not be questioned except only before the Supreme Court”.

The specimen of undertaking given on the following page has to be filled and signed by the student and his father/guardian on judicial paper and attested by a competent authority to be produced at the time of interview/admission.

Unless a candidate is granted admission to the college, there is no need of producing the undertakingalong with the Admission Form. It should be produced at the time of interview/admission.
