Jim Sache asked if the meeting would agree to move item 9 on Agenda (Judges Panels) to item 13 on Agenda.

2. Chairman’s Opening Remarks:

Chairman asked for a minute’s silence in respect of all those associated with the WPO and family members of the WPO that have passed away since the last world ploughing contest.

The Chairman said that we have 29 countries competing in the 62nd World Ploughing Contest and 57 competitors which is a very good entry. Unfortunately Macedonia had to cancel at the last minute and Hungary cancelled a few months earlier.

He thanked the landowner for preparing the land for the contest for the past 5 years and the organising committee for their great efforts in preparing for this contest.

He spoke about how active the WPO Executive have been over the past 12 months and said that the General Secretary would give a detailed report on these activities.

He said that he hoped that the co-operation during the board meetings would create good confidence and understanding of each country.

He said that the standard of competition promised to be high in Denmark as the land was good and the conditions were excellent.

3. Minutes of Governing Board Meeting held in Merignac, France

Chairman asked for a proposer and seconder for the Minutes of the World Ploughing Board Meetings in France 2014.

One amendment pointed out – under (13) Reports from Board Members on preparations for future World Ploughing Contests. 2033 should be listed as Spain.

WEBSITE AND FACEBOOK PAGESThese are being maintained on a regular basis and I have the installed of online chat with anyone who visits the website. However I would really like if countries were more active on social media, sending me messages, making suggestions of how to improve our online presence. I am still concerned that a number of countries are having difficulty in submitting entries online and I have to carefully watch this.NORTHERN IRELAND INTERNATIONAL PLOUGHINGVisited Northern Ireland Ploughing Contest in October at new venue – very well organised.KENYA 2017Initiated follow up with Kenyan Ploughing in preparation for World Ploughing in Kenya 2017. New Board Member. Identified Irish contacts in Kenya including Irish Ambassador and started correspondence. Meeting with Kenyan Ambassador to Ireland.Meeting with former Irish Army representative from Regiment in Kenya.Meeting with Missionary Priest co-ordinating conflict resolution across Africa including Kenya. Continuous consultation with Kenya during the year. Decision to visit Kenya in October/November with Chairman of WPO.GERMANY 2018Consultation initiated by German Board Member Gebhard Betz.ENGLAND 2016Liaising with Society of Ploughmen re: schedule of information required for WPO, information booklet, venue details, dates. Visited site in York in June – accommodation, racecourse where Gala Evening will take place and location for Church Service. Organization is well underway and it will be a good contest. Airport Leeds/Bradford.RUSSIAIn May I was invited by Roman Ivanov to visit the Russian National Ploughing Championships. I received an excellent reception and was taken care of very well in Russia. I was invited to Judge the National Contest. The Government were very interested to understand the WPO and how Russia could prepare for World Ploughing Contest 2020. There are many aspects of the Russian National Contest that are very good but still some work necessary to prepare for a World Ploughing Contest and Roman will be working closely with GS in association with sponsors to make sure that Russia is ready in 2020. It will be necessary to make a couple of visits to Russia to make sure that this is the case.

DENMARKI visited the contest site in Denmark in May and I had a meeting with landowner. Progress was very good and land was in excellent condition. All plans for Denmark were going very well, good organisation in place.USA 2019Correspondence with Mike Rhoades during the year and plans are on schedule for 2019. Request for a visit by the WPO General Secretary to sign off if site is suitable.COMPETITORS:I sent a questionnaire to new competitors following contest in France to identify if there was any suggestions they may have for improving the contest, nothing to report.I received some correspondence from time to time from competitors and I try to answer their queries as best I can – I find that some competitors never receive the information booklet and rules booklet from their Board Members – this must improve. If you wish to give me the address of the competitor to send directly I can arrange this.Before the contest this year I emailed the competitors that had submitted their email addresses and I have asked them to submit any questions they would like answered at the briefings. This combined with the questions submitted on Saturday night presents interesting reading.NEW AREAS OF INTEREST IN PLOUGHING:

POLAND:I have had a meeting last week at Irish National Contest with a delegation from Poland who already organise Regional Ploughing Competitions and are now interested in organising a National Ploughing Contest.CHINA:I have had a discussion with a Chinese delegation about the possibility of starting ploughing contests in China. I have also met with a Chinese Young Ploughman in Ireland and will try to develop this idea.EUROPEAN FUNDINGThe Executive have discussed at some length the possibility of finding some financial opportunities at European Level. I have been in contact with the European Commission on this subject and I have explained the WPO Structure and Financial Situation. Last week at the Irish National Championships I had a meeting with the European Minister for Agriculture, Phil Hogan and he was very positive about the possibility of finding a funding opportunity. He has invited me to Brussels in October/November to discuss further. Any suggestions for that meeting would be greatly appreciated.

UPDATING WORLD RECORDSI am trying to update World Records and I would appreciate if any board members have Minutes of Meetings pre-2010 to submit a copy to me for my records. Important decisions have been made by the WPO over the years and we must have the records of these decisions.SOUTH AFRICAThe South African Ploughing Association have had some turmoil in the last few months but I am trying to assist Rudi and his associates on behalf of the WPO as we are very anxious that South Africa will remain an affiliate of the World Ploughing Organization.On my own behalf I would like to say thank you to the Board for your continued co-operation especially the executive team that I have worked closely with since my inauguration as General Secretary – they have been a huge source of support and assistance to me and I wish them well in the future. I hope the outgoing Chairman Tugomir will remain on the Board as his knowledge and experience of European Parliament is very important as we try to find support.I look forward to the coming year in WPO and I encourage you to correspond with me during the year with your ideas, suggestions and observations as we are all working towards the improvement of the WPO for all involved.

RE: request for previous minutes

Jim Sache said that Bob Timbers, Canada would have some of the minutes from previous years and GS was to follow-up with him on this.

Jan Cholensky, Czech Republic said that he had arranged a meeting with Fuchs Oil, Ukraine during World Programme with a view to setting up a National Ploughing Association in Ukraine.

He also said that the Czech Republic Match would take place on the 10/10/15 and he could invite the Polish delegation.

5. Treasurers Report 2015 (David E. Johnson)(a) Accounts 2015 were presented by Treasurer and explained.

He said that the accounts were presented on a cash flow basis, he said that the Swiss Account had been closed so all transactions were now in Sterling.

Chairman asked for the accounts to be proposed and seconded.

Treasurer said that travel claims are being presented very late. Executive have concluded that travel claims must be submitted one month after World Contest.

Jim Sache, Canada asked why travel claim forms state that they must be returned within one month but the treasurer says within 3 months. He said it should be decided that it is one month only.

CONTEST FEE: after a trial period to not charge a contest fee. Reintroduce fee? Dick Pedersen, USA proposed to leave contest fee until further funds are needed. Seconded by Vaclovas Boguzas, Lithuania and carried.

AFFILIATIONS:Peter Gladwell, Australia asked for confirmation that Affiliations were now being paid in Sterling – confirmation was given.

At the moment affiliates are invoiced in October and a reminder is sent in January.

Colin asked if everyone has paid then why is that not written in accounts, where is the affiliation fee for 2015?Treasurer explained that usually due to late payments some affiliations do not appear on the same year’s accounts.Executive propose that because affiliates not paying affiliations on time – a surcharge for late payment should be introduced.

8 – 10 affiliates are not paid by year end.

David Johnston, Treasurer said that WPO is a registered charity – changes to constitution will need to be ratified by Charities Act.

COMMENTS:Colin Millar, New Zealand went through some details about affiliations in relation to increasing fees – went through accounts from 2010 put facts together so Board would know exact details.

Peter Gladwell, Australia asked the question - Should those who do not pay, not plough? Yes, this is already in motion if not paid within 3 months of contest.Vaclovas Boguzas, Lithuania said there was no possibility to pay on time, can only pay in JulyAnna May McHugh, Rep. Ireland: must meet countries half way and have some consideration. Must be accommodated.Richard Pedersen, USA – agrees with Anna May and said that the Executive need to be involved in the decision to increase affiliation fees if they are not being paid on time.Gebhard Betz, Germany said that surcharge is to push government departments to provide funds earlier.

PROPOSAL:Affiliation fee to remain at €2,300 annually if paid by 31st March

Late payment: April – June charge €2,600

Richard Gill, Northern Ireland said he was finding it difficult to understand why countries were having problems making payment but he felt that the proposed late payment fee was too much.

FRANCE – paid by Young Farmers in Euro. The Euro rate is a problem

Rasmus Mjolhus requested that the meeting take a 5 minute recess which was agreed.

Discussion was continuing about Affiliations and Chairman finished the discussion as proposal had been made and was lost.

6. Report on 2015 World Ploughing Contest, Denmark (Lars Gammelvind)Lars said preparations were going well and weather was good. He said that the organising committee were prepared to take challenges, the co-ordinator of the assembly yard had not yet arrived due to harvest but everything was under control.The Host farmer is very dedicated and expects the same in return. The workshop is very good and Lars asked that teams put no rubbish in the assembly yard and park correctly.

Ken Chappell explained that all the proposals were discussed and said that he would give their conclusions.

Jim Sache, Canada wanted clarification on rule 7 (b) 2 and 3.

Rolling of split.

RULES COMMITTEE CONCLUSION: The furrow is not rolled in the normal course of ploughing. Points stay as previously.

Peter Gladwell, Australia asked – When is something a wheel? When is it a roller?

b. Recommendations to the board, to be implemented in 2016 – there were none.

On the field some people have 4 wheels but using 3.

The Rules Committee propose that the following clarification should be added to the rule book.

RULE 5. TIME FOR PLOUGHING – PAGE 6 E.

Does the competitor that ploughs the 60 minutes and then is still late at the end – is he allowed to finish ploughing or does he have to stop?

Clarification that competitor does not have to stop ploughing but any ground ploughed after the 60 extra minutes will not be judged.

Page 13 point (12) – Total maximum is 130 per panel per day. – make this change.

Previously there was a drawing of the extension at end of mouldboard – it was a picture with an x –

can this picture be re-re-introduced for clarity?

The Rules Committee requested that the General Secretary show Board Members how the Draw for Judges takes place.

DENMARK COMPETITOR HAS PLOUGH LISTED AS KVERNELAND/MOLBRO

Rules Committee wondered if Kverneland have a problem with that?

Decided to await reaction from Kverneland. It is an un-written rule that a competitor cannot list 2 ploughs.

If Kverneland comment then make a change and get country to pick one or the other.

COMPETITORS QUESTIONS FROM BRIEFING:

Oval disk – was there a rule to say that you could not have on plough – any extraneous attachments not allowed

ANSWER: this rule is in place under where it says no extraneous attachments are allowed – the plough inspectors take off the oval disk. Page 6 Rule 7 b. 3

Rolling the Openings – the tractor wheels cannot roll but the plough may in the normal course of ploughing.

Back lifting – is allowed.

12.Proposals to the World Board

France Proposal – about Judging

Bernard Lavire explained the proposal and the reasoning behind it.Richard Pedersen, USA wanted to know who is targeting who? Competitors should be friendly to one another.

Gebhard Betz, Germany said judges shouldn’t be questioned. Judges bring their own ideas to the contest. We should accept the judges each country sends and accept their decisions.Rasmus Mjolhus, Norway said that announcing of the results has two major challenges. WPO is such a big event. Need to deal with pressure. Sponsorship by Host, they wish to be displayed. Demand results, spectators require same. Need results as soon as possible. Concealing first day results is not ideal. Recommends we continue with the current system.

Each part of the French Proposal was voted on.

The question was asked what is the guideline on Judges Teams walking the plots.Some teams walk all across the ploughing while others don’t walk on ploughing at all.

AOB to be brought forward to today/tomorrow

Colin Millar, New Zealand presented the Questionnaire he had prepared for Wednesday’s meeting and gave affiliates a copy to complete overnight and return the next day. He said that he would distribute copies of the last WPO Constitution.

The Rules of Procedure for Board and Rules of Procedure for the Executive were distributed for consideration.

Peter Gladwell asked for any suggestions on how he should now brief Judges since he would not be putting them into their Judging Teams during Judges Briefings.

Chairman divided affiliates into groups and asked them to complete the questionnaire he presented with different questions about the working of the WPO, they discussed and completed questionnaires and returned for assessment.

FRENCH TROPHYTugomir Majdak explained that he was invited back to St. Jean D’Illac during the year to receive a trophy on behalf of the WPO. He said the ceremony was a very nice gesture.Executive Committee to look for ideas. Trophy should follow competition. Name of host to be on trophy. Rasmus Mjolhus, Norway proposed that trophy be part of Executive Committee plan and Board Members can submit ideas to General Secretary.WORLD TROPHIESRose Bowl. Friendship. Jim Sache, Canada said all good positive comments about Peter Gladwell, Australia briefing JudgesJudges judging after one or two rounds of crown – which is too early – Judges need to know.Can Head Stewards remind Judges of this?Clarification about judging on your own country – can or can’t?Peter Gladwell explained that Judges are briefed to stand back when their country is being judged, they can then be told the score decided and if they wish to make a case as to why score should be different – they can briefly but do not have a say in final scoring.All countries should be sent notice on how to Judge as part of Head Stewards Report.Rule needs to be clarified.Ken suggested that “Important Points to Remember” could be put on a checklist for Judges

AUSTRIA: thought the new system of not informing Judges of what panel they were on worked.

Judges panel varies from 3 to 4 – it is not ok as there are difficulties in each country having an equal say where there are 4 Judges.

Peter Gladwell, Australia said that on the second day of briefing Judges he divided them into groups of 2 and this worked well, it created lots of interaction. First day was not so good.

He said that the Measuring Sticks were in bad condition and needed to be repaired.

He also said that one set of lights changed to red prematurely and this needed to be checked.The Scrutineer’s Office/General Secretary needs to be in Radio Contact with Head Stewards.Bernard Altmann suggested that the WPO buy radios for the contest – GS suggested that because we only want them once a year it might be better to just hire for the term – she will arrange same. David Johnston said – Measuring sticks should be checked/Equipment to be checked.

Johan Merckx, Belgium said that there should be only one official language of the WPO and that is English – why then were there other languages at the Church Service. General Secretary explained that she and Denmark had asked for other languages just to represent the different countries. He accepted this explanation.

Anna May McHugh, Republic of Ireland said that the Judges teams not all coming back together caused delays and they must adhere to this regulation.General Secretary noted that there was a considerable shortage of product to make sandwiches in the morning at Vigso and future host countries would need to be sure this did not happen.General Secretary thanked Lene, Ninna and Ole for all their excellent co-operation throughout.

3. ACCEPT THE RESULTS OF THE 62ND WORLD PLOUGHING CONTEST

Marjan Kardinar asked about competitor being overtime – big deductions for one competitor 14 minutes overtime, one competitor 10 minutes overtime.

Rudi said that one of the late competitors was from South Africa and it was his own fault for being late. Peter Gladwell, Australia said that each competitor should have his/her own countdown clock. Jim Sache, Canada proposed that a warning 30 minutes before the end might be a good idea.

Chairman Tugomir Majdak spoke about his term as Chairman – he said that he was in the position for 3 years and was very proud of his time as Chairman, working with the best ploughmen and women in the world. He said that it was great that everyone was on the one level and he hoped that he was successful as a Chairman and that everyone was happy with his.He was happy that an Executive Committee was formed during his term allowing the World Ploughing Organization to be more efficient.

He mentioned that good practice of Executive Committee and also other committees were priorities for him and he hoped that some things have improved under his leadership. He said that co-operation in the future is important for the future of ploughing – of agriculture and of farming.

Tugomir said that these were his words to you of the board at the end of an era. He was proud and hoped that the future of the WPO is bright in next year and next decade.

When Tugomir Majdak, Croatia was proposed the Treasurer said that the term was 3 years except in exceptional circumstances.

Peter Gladwell, Australia read the Constitution and said that the Chairman could be a 3 year term unless there were any more proposals.

Lars Gammelvind, Denmark said it was tradition that the chair was a 3 year term.

Richard Gill asked about meeting schedule for 2016 as there will not be any tour days in England.

General Secretary said that there were comments on the UK Package being expensive.

Peter Gladwell said that countries were to take back the Governing Board. Constitution and move forward from there.

Head Stewards were advised to stay back after meeting and elect a chair.

General Discussion:

It was suggested that all competitors should be advised that they must wear steel toecap boots during practice and competition.

Should competitors only qualify every second year?

Should panel of judges be divided into number of years they have judged at world level.

Joining fee – Lars Gammelvind asked why there is a joining fee.

He felt that it is a little hard on a new country. Jim explained it is to stop re-joining.

Bernhard Altmann said that he visits Ukraine 5 times a year and that he could assist them in starting up.

Richard Gill said that he did not think a joining fee was fair.

Lars Gammelvind said he did not agree with a re-joing fee because we should be helping those countries that had to drop-out and would like to come back.

Re-joining fee is €1,356 STG.

Gebhard Betz asked that Germany to be added to the Official List as host of World Ploughing Contest in 2018.

Tugomir Madjak proposed that Germany be listed as official.

Colin Millar remarked on the good cooperation from everybody. He extended his thanks to Denmark Young Farmers and also to the owners of the Host Farmer Bjarne Neilson and his wife Janna. Over 200 volunteers worked on the event and he thanked them also for their co-operation.

He said that there would be positive memories of the World Contest in Denmark.

He proposed a vote of thanks to the outgoing Chairman Tugomir Madjak which was carried.
