CLEY PARISH COUNCILMinutes of the Meeting held on Tuesday 3rd April 2018 at 7.30 p.m. in the Social
Club of the Village Hall

1. Welcome, apologies and reasons for absence.
Apologies received from P.C. Pegden.
2. To receive declarations of Interest and requests for dispensations
Cllr Read lives along The High Street and therefore declared his interest in the Draft
Traffic Management Plan which he has written with Cllr Holliday, the plan looks to
tackle a number of traffic and parking issues along The High Street.
3. Minutes of the Parish Council meeting held on 6th March 2018
On a PROPOSAL by Cllr Holliday the minutes were agreed and signed.
4. Matters Arising on the Minutes (for information only and not included on the Agenda)
Item 11.1 Cllr Allen had no further update on the contractor’s damage to Newgate
Green.
5. Receive Reports
5.1 Police. There was no crime reported last month, P.C. Pegden reminded
everyone to be aware of marine crime now the new season approaches.
5.2. NNDC Cllr David Young reported that “Following the recent by-election, the
make-up of the council is now;

Following the review by the Boundaries Commission, the next election in May
2019, the number of councillors will be reduced from 48 to 40. A new Coastal
Ward will cover parishes from Weybourne to Stiffkey.
The Overview and Scrutiny Committee has supported the new Asset
Management Plan, which includes a £2m fund for the acquisition of commercial
property. The Committee will have oversight of the Plan and one of its first tasks
will be to look at the policy regarding concessions where a number of proposed
concessions had to be aborted late in the day when concerns were raised
concerning competition with existing businesses.
A motion at Full council was passed to the effect that the council should seek to
eliminate the use of single-use plastics wherever possible and to educate and
encourage other organisations to do the same.
The review of the Conservation Areas of Cley and other parishes along the
Glaven Valley has commenced. A representative of the Consultants, Purcell,
recently had an initial meeting with members of the Friends of North Norfolk.
Meetings with parish councils are expected to be undertaken in due course.”
5.3 NCC Cllr S Butikofer reported that Highways still haven’t been able to fix the
track, Highways are still particularly busy due to the recent heavy snow.
The Manor House works which was initially proposed as 2 weeks is now going to
take 5 weeks, the works are now taking place from 16th April – 25th May. Traffic
lights will be in place during this time.
The Coasthopper bus has been confirmed and will be extended to now go as far
as Mundesley.
Three police officers have been re-deployed to target anti-social behaviour.

A new chestnut fence has been erected adjacent to the Highway in Newgate
Green, Cllr Butikofer will check with Highways to ensure they are happy and no
encroachment has taken place.
5.4 Village Hall and Play area. “Finances continue to be healthy at the village hall.
The quiz night was well attended and a profit of £594 made – helpful assistance
as usual from the bar. The Eastern Angles will re-appear with their 2018
theatrical offering “Guesthouse” on Saturday 7th April, tickets are £10 each. The
Feast Theatre Company will appear on Friday 4th May with “Salt”. The Lighters
Band are appearing on Friday 12th May.
The driveway repair begins on 10th April. The repair to the main floor starts on 26th
April and will take a week. It would be appreciated if those who have parked their
boat trailers in the car park could provide a name and a contact number, as may
be necessary to confine the trailers to a specific area.
The cellar ventilation seems to be slowly curing the damp problem.
Sad news – after 38 years CADS is folding but very generously are donating to
the village hall; the lighting, the stage extension, the hut and a £1000 for village
hall funds.”
5.5 Allotments. Cllr Judith Holman read out the allotment report. “There was an
allotment meeting on 24th March, there was a good turn out and some useful
ideas put forward. A working party was arranged for 29th April 9am – noon. After
talking to a couple of another allotment holders it was also suggested to run it on
28th April 9am – noon. The social room will be open and refreshments available.
There was also a suggestion of creating an allotment association.
The aim of the working party is to clear up all the rubbish that has accumulated
on unused plots and tidy up to make presentable and encourage some new
holders. The plots that are just inside the gate, need to be cleared of rubbish and
get cut and to also sort out the hedges. My aim is to get to know all the allotment
holders if possible. I am currently in the process of getting some signs for
keeping dogs on leads. I have also sorted out someone to repair the latch on the

gates at the front. I also aim to get a new up to date plan of allotments and plots
drawn out, but this will take some time. ”
5.6 Harbour Project. Cllr Read reported that a meeting was held on Friday 23rd
March, and that they are hoping to confirm sponsors for the Harbour Day soon
and thought has been given to a new logo. Cllr Read reminded everyone to add
their e-mails to the mailing list in order to be kept up to date with all that is
happening with the harbor. The Harbour Project Twitter page now has 250
followers and will soon have an Instagram account. On 24th and 25th March there
was a working party where 20 people turned up to cut the reed beds and remove
litter. Cllr Read reported that the silver birch tree in the quay area behind the
concrete wall needs looking at, the Clerk will contact the Tree Officer at NNDC
and asked for it to be looked at.
5.7 Norse Contract. Cllr Randell reported that the Norse Contract had now been
signed and started on 24th March. Due to escalating costs a number of the lokes
were removed from the contract and will now be cut by volunteers. This has
made a saving of around £900 with the contract now costing around £2000. The
contract has only been signed for a year with the hope that more volunteers will
be found to enable the contract to be cut further. Any volunteers to get in touch
with the clerk.
6. Consider Traffic Management Report
6.1 Cllr Holliday and Cllr Read presented their Draft Traffic Management Report (Full
report found at Appendix 1) which looks at improving traffic and parking in Cley.
The focus of the report was around the main pinch area of the village which is
along Holt Road and The High Street.
6.2 Cllr Read explained that along Holt Road they were proposing a resident permit
scheme, there are approximately 16 car parking spaces along this stretch (Point
G on the plan at Appendix 1) which would be made available to residents with
the option of any remaining spaces being offered to visitors with a maximum 2
hour stay. It was acknowledged that parked cars do serve a purpose as they do
slow traffic down. A loading bay has also been considered along Holt Road
(Point F on the attached plan) which will provide a safe unloading area for

businesses, currently vans park on the corner of New Road which has
implications for pedestrian access/safety. A number of other locations (Point A, E
and H) are marked as having other parking restrictions in place, such as yellow
lines.
6.3 The Traffic Management Report is only a draft at this stage and Cllr Holliday and
Cllr Read will be presenting the report to Highways shortly. County Councilor S.
Butikofer stated that although she fully supported the plan she did think that the
council may struggle to get support from Highways to implement it, due to the
cost of the required traffic management orders. Cllr Butikofer offered to make
contact with Highway Officers and arrange a site visit whereby they can meet
with representatives from the Parish Council and walk through the village to look
at the areas highlighted in the Traffic Management Report together.
6.4 A member of the public commented on how bad the traffic was during the Easter
Bank Holiday weekend and also raised the possibility of using police notices
which had been previously provided by P.C. Pegden. The clerk to make contact
with P.C.Pegden to obtain some more notices.
7. Planning
To discuss any planning applications received. Members needed the opportunity
to study planning documents, therefore planning was discussed at the end of the
meeting, (see item 14).
8. To discuss correspondence received (Appendix 2)
8.1 Refer attached list. There were no comments
8.2 Items received after the agenda closed on 26th March.
8.2.1 Letter received from Geoff Lyon from NNDC, dated 27th March, stating that
NNDC would be happy to add a note to all decision notices for
development/works in Cley drawing developer’s attention to Cley’s Code of
Construction Practice, and providing a link to the full document on the parish
website. Mr Lyon also provided Cley with the option for a representative from the
Council and Purcell (heritage consultants) to attend one of our Parish meetings

to discuss the review of the Cley conservation area. Clerk to contact Mr Lyon to
agree a date.
8.2.2 E-mail received dated 27th March from John Archibald, CEO from Victory
Housing, stated that one of their properties in Cley will shortly be released on the
open market but having taken the views of Cley residents on board it will be
listed as shared ownership (minimum 50%) and only being offered to Cley
residents in the first instance. If there is no interest then it will be offered as a
shared ownership property to adjacent parishes before offering it as an outright
sale. This is being done as a pilot study and if successful they will consider this
method with any future Cley properties. A question from the public was asked in
regards to Mr Archibald’s proposed timescale between offering the property on a
shared ownership basis and offering it as an outright sale. Clerk to ask Mr
Archibald to clarify timescales and to ensure a notice is put on the Parish
Noticeboard.
9. Financial Matters
9.1 Agree the Monthly Financial Statement (7th March – 3rd April)
The monthly statement was presented.
Receipts: £934 in receipts from VAT refund, received 16th March.
Payments: £466.96 payment to the Acting Clerk, £45 training for new clerk, water
bill for the allotment £17.26.
Two outstanding payments to be paid in May (once precept has been received)
are £570 Brown & Co for allotment rent and £1114.40 to NNDC Election Bill.
Cllr Baker PROPOSED that the statement was agreed and accepted.
9.2 Governance matters – policies and DP matters.

Public Participation
An opportunity for members of the public to raise questions or concerns
Parishioners concerned about the amount of litter in the dog bins in the village. Clerk
to ask NNDC whether there are any stickers available which can make it clear the
bins are only for dog waste.
A parishioner reported that paint tins had been left in the recycling.
Ewan introduced himself as the new Cley Marshes Manager, he confirmed that
residents were still able to use the beach car park for free parking but that he would
be posting cards out to residents for them to display in their car. His details if anyone
has any queries on this or on any other matters relating to Cley marshes are;
[email protected] and the visitor centre number is 01263 740008.
The cutting of the allotment hedge was raised and Cllr Randell confirmed that he
had been chasing the contractor on this.
There was a request for clearer signage on the road closure on Church Lane,
residents were keen for it to be clear that access to houses was still available. Cllr
Holliday will contact Highways.

14. Planning matters continued
14.1 Ref LA/18/0407 Well Cottage, Newgate Green. Addition of internal door to
existing opening to larder room. There were no objections
14.2 Ref PF/2018/0444 Swallow Cottage, Newgate Green. Erection of part single
storey and part two storey rear extension. No objections on the extension,
however concerns were raised on the larger driveway and the loss of the wall
giving regard to the fact Cley sits within a conservation area.
14.3 Ref PF/2018/0266 Spring Villas, dormer window. Application withdrawn and
then re-submitted Ref PF/18/0584 2 Spring Villas, installation of dormer window
on rear elevation. There were no objections.
