    1. Abstract

    According to the impact of market economy, requirements of the project

    implementation also change from the appointment of contractors to the tender, from the

    traditional management method to many advanced and flexible management methods.However, Vietnamese engineers actually lack their understanding and experience of the

    project management, not meet the current requirements. The author has overview of the

    situation of the project management and teaching project management in Vietnam in this

    research. The author comes to the following conclusion that the project management is still

    very much limited and underdeveloped. Thus, the teaching of project management should

    be researched more to make specific and reasonable proposals.

    2. Introduction

    PM has been a popular concept all over the world, but the new one in VN. In the global

    integration trend, VN must accept the rules of market economy. PM, especially in

    construction is the basis to improve the competitiveness for enterprises in the dynamic

    market economy. New concepts about PM can assist VNese engineers, architects and

    managers to finish the project on time, on cost and high quality.

    In VN nowadays, construction industry has developed significantly. The most notably

    is the increasing in size (scale?) of construction projects, the strict demand of project

    techniques, the complicated and continuously changing interactions among interested

    stakeholders and the more rigorous (higher?) requirement of VN authorities. In term ofconstruction projects, PM has still just been the cooperation of designs, bidders and

    contractors into a general process (progress?). It causes lots of difficulties for VNese

    bidders to participate in big (important, major, key?) projects.

    VN is lack of PM human resources, who have thorough knowledge in this field.

    Therefore, PM has been put into the curriculum of some major universities as well as some

    public training centers. Nonetheless, the outcomes are still limited. In future, PM will

    always have to deal with unpredictable risks such as inflation, energy shortages, the globalchanges, new technologies and natural disasters so there is the essential requirement to

    understand and use effectively the PM technology. Teaching PM at this moment requests

    the higher level of not only the methods but its objectives as well.

    3. Current status of PM and teaching PM courses in Vietnam

    3.1. Current status of PM in VN

    The period before 1986, all the projects had came from capital budget, conducting in

    traditional method: the governmental clients with their dependent partner representatives.Designers and contractors were appointed before construction stage, without tender. There

    were totally no supervision and PM. The impacts were judged by specified objectives

    whether it met the proposed plan or not. The criteria such as project costs, risks and quality

    management ... have been hardly (rarely?) raised.

    Since the Renovation (1986), PM has developed in all field, especially construction

    industry. However, the current experience and knowledge advanced project management of

    VNese engineers do not meet the age requirements. The sharp example is the fact that most

    of major projects are managed by foreign enterprises. Another is that some big projects

    managing by VNese has some weaknesses, shortcomings and errors, leading to the impact

    that the international investors and governments doubt at manageable abilities of VNese.

    Currently on the PM market, there are a lot of well-known foreign companies such as

    Delta Company of America, CDW of the Netherlands, Japan's Nippon Koei have

    managed key projects such as Ten Road, Heineken Beer Factory, Bai Chay Bridge They

    tend to take up the major proportion of PM market for large and complex projects,requiring high technology and quality. The VN PM companies or functional organisations

    focus on the domestic market of state investment, where foreign companies are not allowed

    to participate in. Most of the local parties (companies) operate in this narrow market and

    have no conditions to cope with new challenges in PM field. As a consequence, these

    organisations cannot improve their skills, accumulated the experience and enhance their

    competitiveness with foreign rivals when they participate in large projects.

    The number of projects has increased, together with the development of constructionindustry. The high requirements of PM skills are required to be raised to a new step. The

    foreign companies have advantages in terms of experience, technology, capital continued to

    dominate over domestic companies. After Vietnam joined the WTO (2006), domestic

    companies have lost their market share to foreign companies, so they have to deal with

    other local as well as foreign enterprises at the same time and this issue has discouraged

    them.

    Another key point is that the manage skills is strengthened and accumulated whiledealing with real troubles. Major projects in VN are mostly undertaken by foreigners. In

    general, although being aware of the foreign companies advantages, domestic companies

    still apply passively available management methods instead of researching and using new

    ones. As a result, it causes a major obstacle to these companies in their process of

    expanding the scope of activities because the larger project scale is, the wider scope of

    activities is. They would be confused in establishing their monitor and control systems.

    Furthermore, there is not enough integration among the domestic companies to compete

    with foreigners. Thus, the gap between local and foreign organisations has been more

    widen.

    3.2. Current status of teaching PM courses in Vietnam

    There is totally no teaching and training PM solely in Vietnam (they mix with other

    program). The specialised engineers implement project work without intensive training. It

    makes PM work difficult due to lacking of the excellent human resources. Some

    Vietnamese well-trained in foreign countries has came back to VN, but they try to find a

    job at foreign companies due to higher salary and better work conditions. University of

    Transportation has established the project management department but not yet graduated

    students. There are some short training courses with limited results. This shortfall at VN

    makes the teaching and learning PM demands become essential and imperative. VN

    government has legislated that Pmers need the certification that they already study in PM

    courses, organised by the licensed training organisation.
