    Notice is given pursuant to sections 119 and 223 of the Local Government Act 1989 (‘the Act’) that Whitehorse Manningham Regional Library Corporation (‘the Library’) proposes pursuant to Part 5 of the Act to make the following Local Laws (‘proposed Local Laws’).Meeting Procedures and Use of the Common Seal Local Law No. 3 2020

    The purpose and general purport of the proposed Meeting Procedures and Use of the Common Seal Local Law No. 3 2020 is to:1. provide for the administration of the Library’s powers and functions;2. regulate and control the use of the Common Seal of the Library;3. regulate and control the election of the Chairperson and Deputy Chairperson;4. regulate and control the conduct of meetings of the Library; and5. create offences arising out of disorderly conduct at a meeting or the unauthorised use of the

    ROAD MANAGEMENT PLANNotice of Intention to Make Amendments to the Road Management Plan

    City of Whittlesea proposes to make amendments to the Road Management Plan in accordance with section 54 of the Road Management Act 2004.

    The amendments improve on the existing Road Management Plan that established a management system for Council for the discharge of its duty to inspect, maintain and repair its public roads based on policy and operational objectives as well as available resources.

    It also sets the relevant standard in relation to discharge of duties in the performance of those road management functions.

    Any person who wishes to comment on the proposed amendments to the Road Management Plan may make a submission.     Regulatory Impact Statement (RIS) has been prepared in relation to the proposed Land Acquisition and Compensation Regulations 2021 (the proposed Regulations).

    The proposed Regulations, to be made under section 110 of the Land Acquisition and Compensation Act 1986, will replace the Land Acquisition and Compensation Regulations 2010 which sunset on 22 June 2021.

    The objectives of the proposed Regulations are to: increase efficiency of the land acquisition process promote uniform practices in the land acquisition process minimise the scope of disputes and costs for acquiring authorities and land owners increase certainty and transparency in the land acquisition process ensure landowners are informed of their rights and obligations ensure equity for dispossessed home owners and ensure that there is transparency in the fees charged by Land Use Victoria as to the

    registrar of Titles’ costs in compulsory acquisition matters.The RIS examines the impact of the proposed Regulations and concludes that the proposed

    Regulations are the most efficient method of achieving the identified objectives.
