Activities in connection with

vessels

• NWEA Guidelines and development of GOMO – NOPSEMA acknowledges the industry initiative in

developing and revising the guidelines. – The guidelines are not prescribed codes of practice under

the provisions of OPGGSA 2006, Schedule 3, Clause 84. – The Safety Case must include a description of the system

that ensures the safe performance of operations that involve vessels (OPGGS(S) Regulation 2.22).

– NOPSEMA inspectors verify implementation of the system for safe vessel operations at facility inspections.

Adopting these guidelines, or an equivalent, will assist the facility operator to assure itself and the Regulator of the desired outcome - safe offshore support vessel operations

2013 Synopsis

• Legislative Changes – Wells and Environment Regulations under review by RET

Amendments anticipated by end 2013 – Compliance Measures Bill: Administrative amendments

to the Act including increase in existing penalties and enabling of a ‘civil penalty’ regime.

• Diving Guidelines – Guidelines on meeting the requirements of the OPGSS(S)

Regulations intended to be issued for industry comment during 2013.
