tHE WAY to ScHooL may hold dangers for elementary school children, whose spontaneity and recklessness often jeopardize their safety where traffic is involved. Learning safe behaviour is critical and can be made easier if a fellow pupil sets a good example. This is why CAA-Québec and the Société de l’assurance automobile du Québec (SAAQ) suggest that elementary schools set up safety patrols in schools, school buses and schoolyards in addition to the supervision provided by adult crossing guards at dangerous intersections.

CAA-Québec set up the first school safety patrols in 1929, to help children make their way to school safely. In the early 1980s, the SAAQ joined CAA-Québec to promote the program.

tHE mISSIoN of ScHooL SAfEtY PAtroLS is to encourage elementary pupils to behave safely in school, in the schoolyard, on school buses and on the street.

Introduction

This guide describes all of the steps involved in organizing a school safety patrol and the rules to follow to set it up and keep it operating smoothly.

A school safety patrol is made up of Grade 5 and 6 students, although pupils from Grade 4 can also participate if they have the necessary qualities. The school staff, often sup-ported by local police officers, supervises these students. Depending on the school’s needs, three types of patrol can be set up.

The school patrol helps staff supervise students coming and going in the schoolyard and inside the school.

The school bus patrol is set up to teach chil-dren the rules to obey when getting on and off school buses.

Finally, the pedestrian patrol is stationed at pedestrian crossings near schools to remind those crossing of the safety rules to follow.

In order to be recognized by their schoolmates, when they are on duty, young patrollers must wear the regulation uniform: belt or vest, and badge.

The patrol chief chooses the type(s) of patrol that best meet the school’s specific needs.

Advantages

School safety patrols offer numerous advantages for young patrollers, students and society in general, where traffic safety is concerned. Patrols develop patrollers’ sense of responsibility and teach them to work in teams. Patrollers’ positive influence extends to the other students. The pres-ence of school safety patrols creates a calmer atmosphere. Repeating the rules helps children to learn and practise safer behaviour in the long run.

Young ScHooL patrollers

for many years, a number of school administrations have used school safety patrols to assist staff supervising in the school and schoolyard.

Over the years, school patrols have changed, so that now we find patrollers not only at crosswalks, in school buses and yards, but also inside the schools themselves. Young school patrollers (they may be called something different depending on the school) are a valuable resource. They help adults supervising in hallways when classes start or when school lets out, as well as during breaks, at recess, mealtimes or during other activities.

School bus patrollers help school bus drivers when children get on and off the bus.

the school bus drivers are the ones in charge. School safety patrol members help the driver by simply reminding the children of the safety rules.

The patrollers get off first and take ten steps so as to get far away enough and make sure that the driver can see them.

Don’t forget: When a school sets up a school bus patrol, it requires the collaboration of the school bus service and all bus drivers; see a sample letter for that purpose in Appendix 6.

When children cross the street, patrollers remind them to look left, look right, then left again and over their shoulder, before crossing the street. Patrollers stay at their post where they can be seen by the driver and see the students cross.

The patrollers stand near the door, where the driver can see them, helping the youngest children get on, making sure

there is no pushing or shoving and checking to make sure that all

of the children are on board.

When the students arrive, patrollers raise their arms at a 45° angle, stand facing the roadway a few steps back from it so as to prevent them from crossing. Patrollers check for traffic on all sides, looking left, right, left again and over the shoulder, and wait until the way is clear before letting their schoolmates cross.

Young PEDEStrIAN PAtroLLErS Young pedestrian patrollers’ duties are helping children cross the street near the school by reminding them of the rules to obey when walking to and from school. At their posts, young pedestrian patrollers take one of the following three regulation positions:

The patrollers lower their arms, step to the side and remind their schoolmates that they need to walk, not run, and watch out while crossing. Then, they go back to their post.

If a parked car or other obstacle is blocking their view, the patrollers can take a few steps into the roadway to see around the obstacle, without coming out from behind it. After checking that no cars are coming, they lower their arms to let the children pass, and return to their post.

If, exceptionally, young patrollers need to work at an intersection with an adult crossing guard, their role is to keep their schoolmates on the sidewalk and let them go when the adult gives the sign.

A committee including all partners is essential

The first step involves forming a committee including rep-resentatives of all of the school’s partners: parents, police department, school bus service and teachers. Together the members of the group agree on the types of patrols to set up and the locations to watch (schoolyard, inside the school, school bus route, roads and intersections near the school). Pedestrian supervision must respect school safety patrol rules and basic road safety principles.2

Throughout the year, the partners on this committee monitor the different project phases: recruitment, training, super-vision, year-end reward.

School safety patrol chief, a key individual

Once the partners’ committee has been set up, it must choose a reliable person to manage the school safety patrol. To be most effective, ideally this person would be a member of the school staff.

The PATrol chIef’s role Includes:• Recruiting candidates;• Organizing young patroller training at the beginning of

the school year, leading meetings during the year and regularly evaluating patroller work;

• Making sure there is rotation so that there are free periods, if possible, to give young patrollers a break and thus maintain their interest;

• Setting up each patroller’s duty schedule and designating substitutes;

• Distributing the equipment and ensuring that patrollers wear the uniform correctly;

• Ensuring that each child gets a turn to hold posts allowing them exercise their sense of responsibility;

• Evaluating patrollers and informing them of the results;• As needed, organizing ceremonies to mark the beginning

and end of school safety patrol activities.

2 Traffic experts suggest restricting the presence of young pedestrian patrollers to fairly safe intersections and pedestrian crossings near the school. It is crucial for school staff to work with traffic experts, such as police officers, to evaluate how dangerous an intersection is before posting a young patroller there.

Information meeting: for a clear idea of the project

An information meeting should be organized to tell prospective patrollers about the school safety patrol. At the end of the meeting, interested students are given a letter for their parents (see the sample letter in Appendix 6). This letter contains information on the school safety patrol and mentions that the student will have to take a short training session followed by an evaluation. If the parents agree to let their child participate, they must sign the authorization.

A one-hour meeting is suggested, during class time, with the teacher’s permission. In the students’ view, this confirms the importance of their duties and ensures that they will be eager to learn. If your school has more than one type of patrol, it is suggested that a separate meeting be organized for each type.

Before the meeting, the patrol chief assigns guard posts to each patroller using the registration forms and completes the sheet My Patrollers, One by One (Appendix 3).

• Hand out a short evaluation questionnaire (Appendix 5) to each participant. Ask students to work in pairs to complete it, referring to the logbook. The group corrects the answers together.

Supervise their work

The first day on the job, when school starts back, pair each member of the school safety patrol up with a parent, teacher or police officer. These adults will facilitate hands-on learning.

Throughout the year, visit the guard posts often where the patrollers work to make sure that they arrive on time, obey safety rules, wear the uniform correctly and perform their duties (motions) correctly.

A sample evaluation form is given in Appendix 4.

To ensure ongoing training throughout the school year, it is a good idea to organize regular meetings. At these meetings, the young patrollers can discuss their respective experiences, receive encouragement and get useful road safety informa-tion. Resource persons (e.g. police officer, educator, etc.) could be invited for that purpose. These support meetings can be organized at lunchtime.

Praise their work

There is nothing like special activities to keep morale high and to reward a job well done! Picnics, shows, cultural or sports events and draws are all examples of activities that can be organized to motivate safety school patrol members throughout the school year. If need be, the financial assist-ance required may be sought from social clubs.

At the end of the school year, each patroller can also receive a certificate of merit, which can be ordered free of charge from CAA-Québec.
