The Contract Monitoring Division (CMD) ensures economic opportunities for small businesses in the City and County of San Francisco and the PUC region. The City requires prime contractors to use a percentage of LBE, PUC-LBE and/or NPE certified firms on most City contracts.
Certified firms are eligible for a 10% bid discount or points bonus (or a 5% bid discount or points bonus for SBA-LBEs). This helps level the playing field for small local firms in competitive bidding.
Micro-sized LBE firms are eligible to bid on City contracts where thebidding pool is limited to Micro-sized LBEs only.
