WelcomeWelcome, fellow hobbyists, to the event pack for Council of War, Warhammer World’s team-based event. You and your three allies will fight as an intrepid band of warriors, whose fates are interwoven. If you are to achieve glory and honour, you must stand together as one. Fighting over the war-torn battlefields of the Old World, your mission is to stand against the foul denizens sent against you by other teams.

Council of War is all about having a great time indulging in your hobby, surrounded by your gaming buddies, as well as meeting new groups of friends. Many a lasting alliance has been forged over the battlefield at events like this, and Council of War is our most social event of all. Expect rivalries with other groups, inter-team banter and lots of fun while you duke it out with one another.

So What iS council of War?At a Council of War event, you and your allies form a team of four, and fight against members of other teams in a series of battles over a weekend. You’ll get to play games over incredible terrain, against fully painted armies and like minded opponents. With prizes available for painting, gaming, bravery and sportsmanship, there is something for everyone to strive for. Grab your collection of miniatures and head to Warhammer World for a hobby experience like no other.

One ticket covers entrance to the event for all four players on a team. Once purchased, we will send you an email with your ticket contained within. You will need a copy of this email (printed out or displayed on a phone or tablet) when your team arrives at Warhammer World.

your teamCouncil of War sees you fight as part of a team of four players, with your scores all being combined together to create a team score (more on that later). It’s a great opportunity for groups of friends to play together, or for members of a gaming club to come and represent their local area.

your team nameWhen you register with the Event team, you’ll need to come up with a team name that aptly describes the four of you. Perhaps you’ll go for a name to intimidate your opponents like “the Crushers of Souls” or “the Invaders of terra”. Maybe you’ll take the ever-popular comedy option such as “the Ninja Badgers” or “ragnar Blackmane’s Beer tasting dept”. Whatever you decide between you, it needs to be family friendly and memorable!

PreParing for the eventIn order to attend a Council of War event, you’ll need to prepare armies of miniatures to play with, as well as a number of other things to bring with you. We’ve prepared this checklist for you; if you follow it, you’ll definitely have everything you need!

1. Your Army. You need to bring your miniatures, prepared to the required standards laid out in the Warrior’s Code and the “Selecting Your Army” section on the next page.

2. A copy of your ticket either printed out or available to display on a phone or tablet.

3. Your Warhammer rulebook.4. Any Games Workshop publications you require.5. All your required gaming materials such as dice, templates,

tape measures, etc. 6. two copies of each of your Army Lists; one to hand in at registration

and one to keep on you. 7. Any extra models for the Legends Painting Competition.8. Spare glue for those inevitable running repairs throughout the event.9. Accommodation. For a weekend event, you may need somewhere to stay.

Dressing to impress!Part of the appeal of turning up as a team is the chance to wear some sort of team costume or outfit. In fact, we’ve created the Jules le Jongleur’s Finest Dandies award for the team the Events Staff judge to be the best dressed! So, why not don those team colours and get yourselves noticed?

Your ArmY ListsWhen attending a Council of War event, you’ll need to bring at least two copies of each of your Army Lists with you. these are, essentially, a full list of each and every model in each of the different armies and what they are armed with. gameSYou will play a variety of games at a Council of War:

Games 1 & 2: sinGles Gamesthe four players of your team will be matched up against the four players of another team and you will all play one-on-one games. these games will last up to two and a half hours each.

Game 3: Doubles GameOn Saturday afternoon, you will split your team of four into two pre-arranged doubles pairs and play a game against a doubles pair from another team. this game will last up to two and a half hours.

Game 4: Team GameOn Sunday, the four members of your team will play alongside each other in one huge, all day game against the four members of another team. this game will last up to 6 hours.

For all of the games, which teams you are drawn against will be completely random.

For Games 1 & 2, the scenario will be generated randomly from the Pitched Battle table on page 141 of the Warhammer rulebook. All players will play the same scenario to ensure fairness. For Game 3, we will be using the Battleline scenario (page 144). For Game 4, we will be using the dawn Attack scenario (page 145).

the scenery on the tables will be pre-determined by the Events team, but players should feel free to re-organise it before rolling for deployment if you wish. If a certain terrain feature is required to play a scenario, the Events team will provide it for you.

Selecting your armyto attend a Council of War event, you’ll need to bring a number of different sized armies, selected using the “Choosing your Army” guide on page 108 of the Warhammer 40,000 rulebook and the standards laid out in the Warrior’s Code (below). Between the four of you in your team, you will need:

• Each player: A 2000 point army, chosen as above, for use in Games 1 & 2.• doubles teams: Each player in the doubles team uses a 1000 point army,

allied together using the rules found on page 136 of the Warhammer rulebook., for use in Game 3. doubles teams must designate on their Army Lists which pair is team 1 and which is team 2.

• team Game: A 10,000 point army, chosen between the four players using the allies rules from the Warhammer rulebook (page 136).

Note: For Game 4 only, players may field units from any number of Games Workshop publications mentioned in the Warrior’s Code.

teAm gAme: Designer’s notethe team Game is, in essences, a massive game of Warhammer, between armies constructed using the allies rules. It is designed for all players to be able to take whichever miniatures they wish including multiple publications such as Warhammer Armies books, Storm of Magic, Battle Scrolls, Warhammer Forge books and so on. How many points each player use is up to you; have fun with it, guys!

DoubLes gAme ArmY seLection exAmpLeNick and John are a doubles team at Council of War. Nick is taking a 1,000 point Orcs & Goblins army, while John is taking a 1,000 point Vampire Counts army. these two armies fight alongside each other as detailed in the Warhammer rulebook (page 136).

the Warrior’S codeWhen attending Council of War, we require that you read and abide by the Warrior’s Code, which is designed to ensure everyone has a fantastic experience. In summary, we expect that – 1. All your miniatures have been produced by Games Workshop

(Citadel, Forge World or Warhammer Forge). 2. All miniatures in your army must be fully painted. 3. All miniatures in your army must be fully based. 4. All miniatures in your army must be fully assembled. 5. Your Army List must be selected from a current Games Workshop

publication. 6. All miniatures in your army must have weapons/equipment as listed. 7. You will use an appropriately sized and painted movement tray for any

units that are larger than one model.8. unit Fillers represent no more than 20% of the unit and roughly

equate to the fighting prowess of the models they replace.9. You do not use proxies at Warhammer World Events. 10. All major conversions are approved by the Warhammer World

Events team in advance of the event. 11. You treat all your opponents in a fair and even handed manner.12. You embrace the Most Important rule; play in the spirit of the game

and do not get bogged down in the details of the rules.

If you and your miniatures abide to the Warrior’s Code throughout the event, there is a sizable reward as mentioned later in the Scoring section.

ScoringIn each game, players will score a number of Victory Points as described in the scenario being played. record these on your result slips prior to handing them in to the Event Staff. these Victory Points are added to the Victory Points scored by the other members of your team to create a running team total.

Each player who fully abides by the Warrior’s Code throughout the event will also receive an additional 100 Victory Points, which is added to your team total.

during the final round, we ask each player to pick their favourite game from the weekend using the voting slips on your event record sheet. the completed slips must be handed in after Game 4. Each Favourite Game vote you receive from other players adds 3 Victory Points to your team total.

At the end of the event, the team who have scored the highest team total will be declared the winners and receive the ruinous Powers Award.

In the case of a tie between two teams, we will use the following as tie-breakers:• Number of Favourite Game votes received.• Number of Victory Points awarded for following the Warrior’s Code. • the combined presentation of your team’s army lists.

Honour tHe coDeGive your team the best chance by ensuring you abide by the Warrior’s Code! Make sure your army is fully assembled, painted and based before you come, that any major conversions have been approved in advance and that you observe the Most Important rule throughout the event. If you have any questions, don’t hesitate to contact the Events team (details at the end of this pack).

to tHe Victor tHe spoiLsAdditional Victory Points are available as such:• If playing the Watchtower scenario, you earn an additional 500 Victory

Points for capturing the Watchtower in the centre of the board at the end of the game.

• If playing the Blood and Glory scenario, you earn an additional 500 Victory Points for reducing the opposing army to Breaking Point. the game ends when one team’s armyhits breaking point as normal.

Everybody has seen those cinematic moments, where one heroic act by an underdog has swung the course of the battle. using the record sheets provided, note down your most unbelievable stories of heroic deeds; we want narrative-driven stories of hugely defied odds and insurmountable glory like this: • “The Champion of my Swordsman, Sergeant Lars Holt, charged into an Ogre

Stonehorn with the last four men of his unit, blades drawn. With the fury of crazed men, they cut down the beast in one turn of combat! Huzzah!”

• “My 10 Gnoblars, The Anklebiters, charged a unit of Seekers of Slaanesh, and killed them, before overrunning into a Bloodthirster and killing that too!” (Note- this actually happened here once...)

the best story of bravery in the face of the enemy will receive the Single Most Heroic Act prize at the Award Ceremony.

THe BugMAn’S PuB Quiz At our two day events, we hold a pub quiz on Saturday evening. Based entirely on Warhammer, this quiz boasts favourites such as Guess that Stat-line, Say What You See and Who Would Win? designed to let you chill out in Bugmans with a drink or two, this is suitable for new players and veterans alike, so why not gather a team of six or less and have a go? the winning team will not only be crowned Bugman’s Rangers at the Award Ceremony, but also receive a free round of drinks on us!

Legends gives you the chance to show off your skills with single models rather than with whole armies. Simply enter a model in the relevant category when entries are

being taken (check the schedule). Once all the entries are in, we ask everyone to vote for their favourites. Whoever gains the most votes in each category will be declared the winner! (Please note - these models can be anything from your collection, so feel free to bring anything, from any games system you like).

Hero of Legend: All types of Infantry & Cavalry, Bikes & Jetbikes.Beast of Legend: Monstrous Creatures, Beasts, Flying Monstrous Creatures, Warhammer Swarms, War Beasts, all Monsters.engine of Legend: All Vehicles, War Machines and Artillery.

THe BeST ARMy CoMPeTiTionIt’s an honour for any hobbyist to have their army nominated by the Events Staff for the Best Army Competition. Make sure you show your appreciation by voting for your favourite army from those selected at the appropriate time. the winner will be declared The Master Artisan and glory shall be theirs.

foodIncluded in the ticket price for a Council of War event is food for all four members of the team. All of our food is freshly prepared in our kitchens by our chefs on the day and served in our restaurant. You all receive lunch on both days of the event, as well as an evening meal on the first day. Our food is said to have sated the appetites of the most rapacious of Fenrisians and tyranid beasts, so eat well!

the aWard ceremonyAt the end of the Council of War event, we will have an Awards Ceremony, where we will recognise the achievements made by some of the teams. We like to recognise every aspect of the hobby, so there is something for everyone, no matter what you love about the Games Workshop hobby. We will be presenting:

• the ruinous powers: the team who score the highest team total over the weekend.

• the chosen: the team who score the second-highest amount of Victory Points.

• the Aspiring champions: the team who score the third-highest amount of Victory Points.

• the master Artisan: the player who receives the most number of votes for Best Army, as voted for by the players.

• bugman’s rangers: the team who win the Pub Quiz.• the scribe’s Quills: For the team who hands us the best presented

set of army lists.• Legends painting competition Awards: For the players who win

the Legends Painting Competition.• news from the Front: single most Heroic Act: For the story the

Events team judges to be the most heroic.• Jules le Jongleur’s Finest Dandies: For the team judged to be the

best dressed.• the emperor’s Laurels: For the team/teams who collectively received

the highest number of Favourite Game Votes.• Warhammer World Knight of the inner circle: For any team who

manages to earn 100% of the available Favourite Game Votes (16 in total).

tHe scribe’s QuiLLsEvery time we have an event here at Warhammer World, we’re amazed by the quality of the army lists we get handed to us – old dusty tomes, electronic read-outs, scrolls, skulls, fully illustrated books and the like! We even had a huge wooden shield given to us once...

to honour this creativity, we created the Scribes’ Quills award for best army list. this prize goes entirely on presentation, so why not go mad and see what you can create?

the team who is judged by us to have the most extravagant and well-presented set of army lists will win the scribes’ Quills at the Award Ceremony.

KnigHts oF tHe inner circLeWe here at Warhammer World consider sportsmanship and displaying a great attitude to be far and away more important than winning games, and as such, we created a magnificent prize – the Knights of the inner circle.

this awesome trophy is awarded to eachmember of any team which manages to gain 100% of Favourite Game votes over the weekend (16 in total).Such a display of great conduct is worthy of note, and any team who does so is inducted into the Warhammer World Inner Circle of Knights.
