The District Agenda is comprised of five different sections:

The meeting will begin promptly at 9:30 a.m. with the first section which is called Public Comment. The Public Comment portion of the agenda is where individuals may comment on matters for which the Board may be taking action or that may otherwise concern the District. Each individual is limited to three (3) minutes for such comment. The Board of Supervisors or Staff is not obligated to provide a response until sufficient time for research or action is warranted. IF THE COMMENT CONCERNS A MAINTENANCE RELATED ITEM, THE ITEM WILL NEED TO BE ADDRESSED BY THE DISTRICT MANAGER OUTSIDE THE CONTEXT OF THIS MEETING. The second section is called Business Items. The business items section contains items for approval by the District Board of Supervisors that may require discussion, motion and votes on an item-by-item basis. Occasionally, certain items for decision within this section are required by Florida Statute to be held as a Public Hearing. During the Public Hearing portion of the agenda item, each member of the public will be permitted to provide one comment on the issue, prior to the Board of Supervisors’ discussion, motion and vote. The third section is called Business Administration. The Business Administration section contains items that require the review and approval of the District Board of Supervisors as a normal course of business. The fourth section is called Staff Reports. This section allows the District Manager, Engineer, and Attorney to update the Board of Supervisors on any pending issues that are being researched for Board action. The final section is called Supervisor Requests and Comments. This is the section in which the Supervisors may request Staff to prepare certain items in an effort to meet residential needs. Agendas can be reviewed by contacting the Manager’s office at (239) 936-0913 at least seven days in advance of the scheduled meeting. Requests to place items on the agenda must be submitted in writing with an explanation to the District Manager at least fourteen (14) days prior to the date of the meeting.

Public workshops sessions may be advertised and held in an effort to provide informational services. These sessions allow staff or consultants to discuss a policy or business matter in a more informal manner and allow for lengthy presentations prior to scheduling the item for approval. Typically no motions or votes are made during these sessions.

Pursuant to provisions of the Americans with Disabilities Act, any person requiring special accommodations to participate in this meeting is asked to advise the District Office at (239) 936-0913, at least 48 hours before the meeting. If you are hearing or speech impaired, please contact the Florida Relay Service at 711, who can aid you in contacting the District Office.

Any person who decides to appeal any decision made by the Board with respect to any matter considered at the meeting is advised that this same person will need a record of the proceedings and that accordingly, the person may need to ensure that a verbatim record of the proceedings is made, including the testimony and evidence upon which the appeal is to be based.

A. Call to Order: Chairman Kleinglass called the meeting to order at 9:00 A.M. He declared that a

quorum was present. All parties introduced themselves and gave brief background. Motion Mr.

Dabney, second Mr. Chorba -permit Jerry Flood to participate via phone (Passed)

B. Additions or Deletions to the Agenda: Mr. Kissell – Use of Notice process by VCDD, brief discussion

on Sunshine Laws, Social contact between members is okay, Scott- The will likely be a meeting for

Advisory committee on Sunshine Laws. Carl C.- Discuss power (Dyson Type) hand dryer in men’s

room, swinging door in men’s room. Steve K.- Sanction meeting dates for 2018. Still first Monday of

each month, except when holiday @ 9:00 A.M. Elected John Dabney as committee chair; Elected

Boris Yoffe as Secretary

D. Approval of minutes from prior meetings- Mr. Wright reviewed meeting minutes from December 4,

2017. Minutes reviewed and approved as written. Debbie motion; second Boris.

E. Old Business: Old Business: Interior Design:

• Steve Kleinglass reviewed work of new Renovation Committee, Discussed two entities in

the process ( Knoler and Builders Design); complete the design phase and present to

residents before “season” ends;

• Debbie referenced using a Ten Year. Plan, discussed demographic changes in coming

years.;

• Scott covered VCDD due diligence processes and studies done on assessing the reserve

program of the VCDD.

• Welcome Center discussed- What uses? Renovation costs and operating expenses. Steve

K.- Reviewed previous projects at the VRC; John- Will FAC have input on the Welcome

Center? Not as this is a VCDD matter.; Commercial appraisal value of $1.5 Mil.; John-

provided remarks pertaining to the Golf Club as he is a current member;

• Outside signage Update: Scott- Sign ordered, some free standing new signs will also be

used; still issues with beverages/food at pool area that should be escalated to the Cub

employee.

• Scott- send e-mail on communicating issues to management (contact phone number and

email)

F. Management Report: Mr. Kissell - Discussed pool gate switch problem; John-questions on entry to

the community; Scott- Reviewing disposal of fixed assets; leak discovered as water bill very high;

offer pricing sent out for sale of a six burner cook top, large kettle not saleable nor usable;

Landscape bids reviewed by VCDD , selection soon; considering project to extend patio behind

main dining area of the VRC.

G. VCDD Report: No VCDD Report as Dave Lusty not present

H. New Business: Mr. Kissell- Work to promote outside uses of VRC; update website to help with

outside entities using the club. Scott to get costs to replace paper hand drying in rest rooms,

consider Dyson type dryers, Scott to follow up; Carl to work with Scott on improving the swinging

doors (spring system) in men’s rest room entry. Carl- consider adding another motion sensing light

outside the fitness area for nighttime users. Boris- Establish time limits in lap pool; Scott to have

sign up boards with times logged.

Old Business:

Planters in Social Area

• Planters in place. Gwyn M. resident volunteered to take care of plants in containers.

Water cooler on courtside

• Stand for water machine is in place. Waiting for ice/water machine – possibly this week January 8th. S.K. made follow up call and waiting for an answer.

Change of water cups to environmentally friendly cups

• Suggestion for environmentally friendly cups vs. Styrofoam. C.S. will see what types of cups will fit in machine.

Update Lessons for Life

• C.S. stated that event is coming along. Donations doing well. Approximately 80 have signed up and event can accommodate 120. Over 80 baskets have been donated for the silent auction. Event sign-up will start @10:30 AM, Silent Auction bids can start. 11:00 event begins with 11:10 clinics with 14 Pros – 3 Rounds of clinics. Court 4 exhibition to start after clinics, rotating play from pros.

New Business:

Tennis Committee to be represented at the next CDD Meeting N.S. will represent Tennis Committee at 1/22/2018, 9:30 meeting. S.L. to confirm to Noel definite date.

• M.A. On-Line tennis calendar should be updated, source of information for residents and new residents. C.S. will have it updated this week and delegate responsibility to Jake.

• P.P.-Committee Tenure should be published. Terms published at end of minutes*.

• P.P.-Suggests a training/informational session for Committee on Sunshine Laws Per S.K. Attorney from VCDD aware of this and looking into it.

• Shoe Washer-Messy where it is near sidewalk and not working properly. S.K. re-locate where it was, asking Armen to move it. S.K. provide sign “Please clean shoes before entering Club House”.

• C.B. mentioned that timer for booking courts is not in sync- can be determined when there are different computers &/or browsers open at same time. C.S. needs a screen shot as documentation.

• S.K. stated appointments for C.B. & M.A. to finish their term since they were not aware of short term which was ending and off committee effective 1/1/18. CDD approved their appointments through 2018. CDD approved 9 Tennis Committee members. However, the Committee will be back down to 7 members starting 1/1/2019.

In Attendance: Steven Kleinglass, Rebecca O’Donnell, Annette Dwyer, Al Churilla & Israel Gopstein; Scott Kissell, River Club Manager; David Lusty VCDD Liason, Noller Design Group & Alan (acoustic installer)

1. Call to Order/Roll Call/Establish Quorum a. Meeting called to order January 18, 2018 at 12:00 pm b. Quorum established

2. Old Business

a. Review of meeting minutes from December 28, 2017 meeting. Minutes to be typed & submitted.

3. New Business: A. Acoustic installer, Alan, reviewed his approach to acoustics, how they are installed &

their performance. He explained he was not an acoustical engineer but estimates per past experience. He estimated that an acoustical engineer would cost 3-5,000. After presentation, he measured & reviewed areas of concern and would re-price his acoustic budget for Noller.

B. Noller presented the board with an additional scheme of carpet & fabrics to bring in an orange color.

C. Noller presented colored renderings in both color schemes ( Blue and Blue with Orange) D. The committee voted on the preferred color scheme as the original Blue scheme 3-2

with the addition of introducing the orange/rust color in the artwork & accessories. E. The committee discussed and voted to maintain the existing carpet in the gym. F. The committee discussed and selected a medium color tone for the wood like flooring

for the tennis area. G. The committee discussed & voted to eliminate sconces between windows in bar area &

add a chandelier in the ceiling. H. The committee reviewed the floor plan with furniture layout and voted to eliminate

ottomans at entry outside of tennis room as it may pose an egress issue. I. Board voted and selected a chair and stacking chair from the two options provided.

J. The board discussed extending the carpet from the bar into the ‘parlor’ or rotunda area to help with acoustics. Revised pricing from Noller will include this.

K. The board discussed adding in painting the common bathrooms. Noller to add into pricing.

L. The board requested a separation of acoustic application per area to review quintiles that will be provided.

M. The board would like to see and experience a club that has this particular acoustic application. It was requested that Noller provide locations for the board to visit. Highland Woods Country Club was one suggestion. Scott will contact management at that club to set up a visit.

4. New Business a. Next meeting established as February 8th @ 12pm

i. Builders Design will be previously established meeting of Feb 1st @ 12pm. ii. Noller Design at the following meeting Feb. 8th @12pm.

5. Meeting adjourned at 3:30
