3. Method of Working

Thomson Habitats are highly experienced in sensitive working environments. We believe thatour skills and methodology that we apply within the ecology sector, can be transitioned intothese works.

Due to the nature of our sites, we have sensitive working methods in order to minimisedisturbance to local wildlife and residents.

We have outlined our proposed approach and methodology below.

3.1 Mobilisation & Prelims

Prior to mobilisation on site, we will prepare a project plan. We will continue to update the projectplan, in line with progress, and relay this to you monthlyIn order to assist with our projectplanning, we would like to request the proposed funeral scheduling for the week that the worksare scheduled. We will aim to co-ordinate our noisy operations outside of any funerals that aretaking place, in order to minimise disturbance to users of the cemetery.

From first enquiry, details of a potential project are put on our bespoke Client InformationDatabase. This includes contract details, quotations, and invoices, and forms the spine of ourproject administration system.

Upon award of contract we will develop a detailed programme plan consisting of the following:

Completing commercial and health and safety risk registers (under CDM regulations ifappropriate);

Drafting and obtaining client approval of method statements;

Allocating staff and resources;

Organising supplier / sub-contractor resources;

Confirming / adjusting a project plan, along with milestones, timescales and resourcerequirements;

Preparing site files with HS & E method statements, risk assessments, relevant companypolices and procedures (including emergency procedures), site details, checks on resources andlabour qualifications.

Within Thomson Habitats, every project is assigned a project manager who has soleresponsibility for meeting, if not surpassing, our client’s expectations. The project manager’sfundamental duties are to:

Plan, organise, monitor and control all aspects of a project based on set performance, timeand cost criteria;

Act as first point of contact with the client, suppliers and other stakeholders;

Motivate all involved to achieve project objectives;

Adhere to legal requirements and the company’s business, quality and environmental policesand procedures;

Communicate on a regular basis with the site supervisor;

Page 12: Vegetation Clearance Works, West Norwood Cemetery, London · 1 x SSSTS supervisor and 1 x team leader. All operatives will be Lantra/NPTC certified as appropriate and applicable

8 Vegetation Clearance Works, West Norwood Cemetery

Ensure that all appropriate health and safety and environmental requirements have beenaddressed;

Ensure all resources are available when necessary.

On site, the project manager is supported by the site supervisor who is responsible for all dailyactivities undertaken by Thomson Habitats. The site supervisor’s duties include:

Ensuring that the site teams are working to agreed procedures;

Maintaining an excellent health and safety record;

Co-ordinating plans and timing with the client representative ;

Liaising where appropriate with other stakeholders and members of the public;

Communicating on a regular basis with the project manager.

The company’s senior management team select individuals for these key roles based on theirqualifications and experience relevant to the proposed works. Once a project is completed, theclient is requested to sign off the work by attending a site meeting with the project manager toensure that the works have been performed as well as the client had hoped. All key businessclients are regularly contacted by directors to gain feedback. This feedback is reviewed atmonthly board meetings and any improvements are implemented.

Prior to mobilising to site, all members of the project team including site staff, will receive adetailed site briefing. This briefing will outline the project scope, site restrictions along with anysensitivities and pertinent information. For this project, we will produce a detailed bespoke mapoutlining the works areas and traffic lighting the work areas and associated risks. Red areas arenot to be worked in without prior agreement, amber areas can only be worked in with a permit towork system in place, and green areas have no restrictions. We have utilised this ‘traffic light’system approach to previous sites and have found that it is a robust project control, and ensuresfull specification compliance. The site supervisor will have paper copies of these maps and willalso have a hand-held mapping device showing the site constraints. This map will be ‘live’ andwill be updated throughout the project duration, and will be used to show project progress andcompleted areas.

3.2 Herbicide Spraying

In order to minimise any noisy operations on site, and to prevent disturbance to members of thelocal public and any funerals that are ongoing, we will spray off all areas of vegetation prior toundertaking any mechanical clearance works.

Vegetation will be a sprayed with a non-residual foliar applied herbicide such as Glyphosate.These works will be undertaken by a 2 man PA1/PA6w herbicide spraying team with knapsacksprayers. All proposed areas for clearance, and areas of Ivy will be sprayed with Glyphosate.

Our intention is that the vegetation will die-back in advance of the main clearance works. Thiswill help to reduce any noisy operations, and minimise any disturbance to local residents andusers of the cemetery.

We anticipate that these works will take up to 1 day.

3.3 Vegetation Clearance (Northern Boundary)

Vegetation on the Northern boundary will be cleared by a 2-man clearance gang. The gang willconsist of 1 x SSSTS supervisor and 1 x team leader. All operatives will be Lantra/NPTCcertified as appropriate and applicable.

Page 13: Vegetation Clearance Works, West Norwood Cemetery, London · 1 x SSSTS supervisor and 1 x team leader. All operatives will be Lantra/NPTC certified as appropriate and applicable

Vegetation Clearance Works, West Norwood Cemetery 9

Vegetation will be cleared to ground level, or as close as is practicable. Arisings will be neatlystockpiled onto marine ply in order to keep the site tidy. Vegetation will be cleared using acombination of brushcutters with a blade, brushcutters with a strimmer cord, chainsaws andhand-held loppers. In areas where there is a high density of grave stones, vegetation will becleared using loppers, pruning saws and non-powered hand tools, in order to minimise the riskof damaging any grave stones or associated infrastructure.

Any Ivy growing on walls or railings, will be carefully pulled by hand and will be stockpiled at thevegetation stockpile area.

In areas where vegetation cannot be cleared from the ground, a low ground pressure trackedMEWP will be used. In areas where the tracked MEWP is working, marine ply will be put on theground to prevent rutting. We have allowed for a MEWP to be in attendance on this area of thesite for 2 days.

Following completion of all of the vegetation clearance works, a tracked chipper will be broughtto site to undertake the chopping works. In areas where the tracked chipper is working, marineply will be put on the ground to prevent rutting. We have allowed for the chipper to attend site onthe last day of works, in order to minimise the noise caused by the operation. We have allowedfor the chipper to be in attendance for 1 day. All arisings will be fly-chipped and left in situ.

3.4 Ivy Clearance (Western Boundary)

Prior to commencing works in this area, appropriate warning signage and cones will be installedaround the working area to prevent members of public from entering the working area.

Where possible, all works will be done from within the cemetery boundary, to minimise anydisturbance to the adjacent footpath.

In areas where the MEWP is operating on the footpath, a banksman will be inattendance to supervise and co-ordinate any plant movements.

3.5 Ditch Clearance

Due to the access constraints associated with this area of the site, we have allowed for theseworks to be undertaken by a 1.5T mini-excavator.

Where there is vegetation in the way of access routes, it will be sensitively cleared usingbrushcutters, with the arisings left in situ.

The mini-excavator will have retractable tracks in order to track through small, confined spacesin order to access the Victorian ditch and to minimise any damage to gravestones. In areaswhere the excavator is operating, marine ply will be put onto the ground to prevent rutting.

The excavator will excavate the ditch and place the arisings to one side at the toe of theembankment. The arisings will then be re-formed and battered onto a 45 degree slope.

We have provided a day-rate for these works, as the scale and scope of excavations is unknownat this stage.

6. Contract Management

To ensure efficient communication, the Project Delivery section of our ISO 9001 certified qualitymanagement system is designed in line with the standard forms of contract, such as NEC3. Byfollowing our processes the project manager ensures the professional communication of projectprogress at all stages of a contract. By effectively managing the division of responsibility on allcontracts - from fieldworker level, through supervisors and project managers, and ultimately todirectors - the dedicated project manager monitors and records all site issues which are reportedby and to the client.

Ongoing contact is maintained with the client via telephone and site meetings followed byemail or hard-copy confirmation when necessary. A log of technical queries is maintainedby the Project Manager to ensure that all responses have been appropriately dealt with.

Our clients are provided with a detailed programme of work for their comparative monitoringprocesses and where appropriate we adopt a joint and open approach to managing delivery.The programme plan is continuously updated throughout the project to ensure that accurateprogress of specific deliverables is recorded and communicated to the client.

Weekly meetings are held internally between project managers and directors to monitor thedelivery of projects.

While the site supervisor reports to the contract manager on a daily basis, site meetings arealso held for additional monitoring of the programme.

In addition to maintaining the relationship with the client we also ensure appropriate liaisonwith all relevant stakeholders such as ecological representatives, local authorities andbiodiversity officers.

Evidence of work completed is provided in documentation including photographs.

Early warning notices are issued to allow relevant stakeholders to adjust the programme ifnecessary. For example, while working on Hackney Marshes we kept the client informed atthe earliest stage of how the changes in weather conditions and seasonality were going toaffect associated works on site.

Vegetation clearance

East West Rail Project

Location: 11 mile route between Bletchley

and Steeple Claydon

Keywords: Vegetation clearance, tree felling,

chipping

The brief

We were asked to remove vegetation, up to 6m

from the edge of the ballast shoulder, on both

sides of a mothballed railway line. The route

was approximately 11 miles long which equated

to over 20ha of vegetation removal. All

chippings were to be removed from site.

What Thomson Habitats did for the client

We flailed over 20ha of small vegetation with

a diameter less than 100mm. This was done

using three 13t excavators with heavy duty

flail heads.

We felled hundreds of trees, over 100mm

diameter, using excavators and tree shears,

and also hand teams with Unimogs.

A safe working perimeter around machinery

was implemented using lookouts and the

machines were guided by banksmen.

We transported the felled trees using two

forestry forwarders, guided by pilot vehicles

and Banksmen.

The chippings were removed for biomass.

Trees were transported to one of three chip

sites where they were chipped using a 24”

crane-fed whole-tree chipper.

All of the works were supervised by

ecological clerks of works to ensure that any

areas of ecological sensitivity were not

disturbed.

The outcome

The project was completed to the brief and

within tight timescales. All chippings were

successfully delivered for processing as

biomass. The project was monitored and

managed using the Thomson Interactive

Mapping (TIM) system which was updated using

mobile mappers on site as work progressed.

was constructed in a chosen area of parklandnearby. The badgers were excluded from theexisting sett, consisting of approximately 50entrances, and the tunnels were thendestructively searched. Over 500m of badgerexclusion fencing was erected around the bundto prevent the badgers returning. Theysuccessfully inhabited the artificial sett withintwo days.
