VEDANTA STERLITE’S
ABOUT THE TUTICORIN SMELTER With a capacity of 400,000 tonnes,
Vedanta’s Sterlite smelter at Tuticorin
under normal production circumstances
holds a 33% market share of India’s
annual refi ned copper demand of around
630,000 tonnes (FY2017).
The smelter also produces annually:
• 220,000 tonnes of phosphoric acid for
the fertiliser manufacturing sector; and
• some 90% of Tamil Nadu State’s traded
sulphuric acid. Of the 100,000 tonnes
produced per month, 50,000 tonnes is
consumed in the phosphoric acid plant
and 50,000 tonnes is sold in the market.
Until its closure in March 2018, the plant:
• provided direct employment to around
4,000 people. More than 70% of these
employees were from Tamil Nadu. The
plant operations used the services of
more than 20,000 people engaged in
various supplier and customer units.
Plans to double capacity to 800,000
tonnes will see the number of direct
employees rise to 8,000 while the
number of indirect employees would
rise to 30,000, taking the combined
number to 38,000, and
• engaged about 1,000 trucks/tankers on a daily basis with consistent load, thereby providing livelihood to around 9,000 truck drivers and cleaners per month. We have over 650 supply and service partners and we help them generate business of close to $134 million every year.

TUTICORIN
Sterlite Copper is the fi fth largest company in Tamil Nadu in terms of turnover.
It contributes around 12% of Thoothukudi VOC Port’s revenue, by far the largest private sector contributor.
With revenue in excess of $2.8 billion, the smelter contributed $288.8 million to the exchequer (state and national combined) in the 2017 fi nancial year.

EVENTS IN 2018/2019It was with great sorrow that we witnessed the tragic incidents around the protest at Tuticorin on 22 May 2018 in which 13 people were killed by police during a demonstration.
Protests were launched in early 2018 around the expansion of the plant, which would almost double capacity, and had been underway since December 2017. All required permissions had been received.
The company had received grievances from the local community around road and water issues. These were in the process of being addressed. The protestors made allegations concerning the environmental practices of the existing plant, which the company believes to be unfounded. The Supreme Court outcomes of the legal process confirm this.
Since the tragic events of May 2018 the company has intensified its efforts to engage with all stakeholders.
The company has been working with the relevant authorities to ensure the safety of our employees, facilities and the surrounding communities.
This has taken a number of forms, including increased stakeholder engagement as well as training on issues such as human rights, security, emergency preparedness and crowd control.
And, at Sterlite Copper, legal processes are underway through the State Courts to re-open this plant. Comprehensive CSR and stakeholder outreach programmes continue.

Water samples from bore-wells / dug
wells are tested by the TNPCB on a
monthly basis both within the plant
premises and nearby villages. Samples
have not indicated the presence of
marker pollutants, including arsenic
and zinc, confirming that Sterlite’s
operations are not polluting
the groundwater.
We have spent over $74.5 million on
environmental mitigation measures,
including flue-gas desulphurisation
units with bag filters, and modern
technology-based reverse osmosis
plants and evaporators, and have
implemented several other state-of-the-
art environment protection measures.
Sterlite’s emissions are monitored
24 hours a day through a CARE Air
Monitoring station, one of eight in
Chennai operated by the National Air
Quality Monitoring Programme.
We are a forerunner as a Zero Liquid
Discharge facility among global smelters
and have implemented several projects
to conserve water. The use of water has
progressively declined over the years as a
result of sustained efforts. The smelter’s
water consumption is the second lowest
in the world at 6.0 m3/Mt of cathode,
a reduction of over 20% in the past
four years.
Sterlite Copper’s emissions of sulphur
dioxide are well below 1 kg/Mt, compared
to TNPCB’s prescribed standard of 1kg/Mt
and global emission norms of 2kg/Mt. Our
emissions are on par with several European
and Japanese smelters.
We also continuously seek to conserve
energy, with our energy intensity ranking
us in 7th place among global smelters.
The smelter’s energy consumption is
7.43 GJ/Mt, which is lower than the
global average of 7.88 GJ/Mt.
MANAGING OUR
ENVIRONMENTAL
The Tuticorin plant is equipped with comprehensive air pollution control measures and solid waste management facilities. The plant has implemented a Zero Liquid Discharge Policy since inception, and all effluents are treated and recycled back into operations.
We have spent over
$74.5 million on environmental mitigation measures, particularly flue-gas desulphurisation units with bag filters, modern technology-based reverse osmosis plants and evaporators.

HEALTHThere is no scientific evidence for the allegations concerning health issues as independent research and verification have borne out.
The cancer incidence rate at Tuticorin is much lower than the state average.
The Tamil Nadu Cancer Registry (2014 data) suggests that cancer crude incidence rate per 100,000 of population is at between 60 and 70 for less urbanised districts like Tuticorin – compared to over 100 for more urbanised districts like Chennai, Coimbatore, etc.
State data on fertility rates indicates that Tuticorin’s total fertility rate and crude birth rate were both above the state average (16 for Tuticorin, as compared to 15.7 for Tamil Nadu as a whole). As regards infant mortality, state data indicates that the district is also one of the best-performing districts in Tamil Nadu with a district average of 12.5.
The increased prevalence of asthma and respiratery infections in the region are known to be a consequence of intensive vehicle activity, as well as the use of fossil fuels and kerosene by almost 90% of the polulation in the region.

CSR Vedanta’s Sterlite plant has worked intensively to improve the lives of 250,000 people in Tuticorin who are direct or indirect benefi ciaries of our various corporate social responsibility (CSR) initiatives. We have multiple CSR projects including:
• 11 Khushi child care centres benefi tting children between three and six years of age;
• primary and secondary health care facilities covering 33 villages per month and benefi tting 150,000 people;
• 94 schools providing quality education to 8,050 female children;
• vocational training for 1,040 young people; and
• female empowerment projects for 20,000 women which include more than 2,000 self-help groups.
