Volunteers’ Centre of Vojvodina presents you the fi rst edi on of our new newsle er Пигеон that will serve not only as a messenger of Volunteers’ Centre of Vojvodina and our ac vi es, but rather a opportunity for public to be informed about ongoing projects and campaigns in Novi Sad and around, about posi ons of diff erent social groups, strategies public authori es are carrying out for their well-being and about possibili es of public involvement.

Пигеон as the cirylic version of the word Pigeon has a mul ple meaning – white pigeon is the peace symbol, one of our values and the value of our interna onal movement, a pigeon represents a messenger that will spread the news and announcements, white pigeon is the symbol of the city of Novi Sad and its youth and it suggests that we will focus on the needs of youth in Novi Sad and also Vojvodina and Serbia in general.

With this newsle er we want to promote values and signifi cance of volunteering in public and link organiza ons, raise capaci es by doing so and raise visibility of programmes and projects to donors.

U poslednjih par godina, došlo je do nekoliko okvirnih promena u Srbiji koje su dovele do načelnog poboljšanja stanja mladih u Srbiji. Ukinute su nam vize, mladi mogu putova uz malo manje napora, iako ostaje mnogo drugih poteškoća na tom putu, Ministarstvo omladine i sporta je napravilo zakon o mladima, Skupš na Vojvodine, a kasnije i Skupš na Srbije izglasali su zakon o volon ranju. Na osnovu ovoga može se zaključi da je okruženje u kojem mladi imaju mogućnos doveden do savršenstva, da mladi imaju pregršt mogućnos za usavršavanje, zaposlenje i sl. Među m neke stvari baš i nisu kao što se čine, i moramo bi veoma pažljivi i svesni svih pretnji i zloupotreba koje se mogu javi .

Volonterski centar Vojvodine, kao jedna od nekoliko organizacija koja se bavi promocijom volonterskog rada i vrednos volonterizma u Srbiji, prepoznala je i degradaciju volonterizma kroz zloupotrebu tog pojma, zamenjujući njime statuse pripravnika, prak kanata i drugih. Volonterski centar Vojvodine želi da napomene da korist od volon ranja nikako ne smeju da imaju pojedinci, grupe pojedinaca ili fi rme i volonter nikako ne sme da obavlja posao koji bi u suprotnom bio plaćen. Svesni smo da više od polovine mladih u Srbiji nema posao i mi smo volonterizam usmerili ka razvoju pojedinaca, preispi vanju sistema vrednos i s canju novih znanja i veš na.

Osim toga, osiguravamo da od toga korist ima i zajednica kroz angažman volontera. Želimo da ovaj newsle er kroz svoje mesečno pojavljivanje i svoje priče podseća na ovu pojavu. Kao odgovor na to, mi smo pred kraj pokrenuli programe Lokalnog Volonterskog Servisa (LVS) i Volonterskog Kluba (VK), koji pored već ustaljenog Programa Međunarodne Razmene doprinose našim ciljevima. Lokalni Volonterski Servis je taj koji će u lokalu postavi temelje volon ranja u lokalu, principe angažovanja volontera i poštovanju njihovih prava i obaveza. Sve organizacije, ustanove i manifestacije koje ovom cilju žele da doprinesu, pozvane su da se priključe LVS-u i omoguće mladima da steknu nove veš ne i upotrebe stečene, a za uzvrat dobiju pomoć od strane volontera i njihovog angažmana.

Pored ovih problema, Volonterski centar Vojvodine, kao prvenstveno mirovna organizacija i zvanični ogranak mreže Service Civil Interna onal u Srbiji i dalje radi na organizovanju programa međunarodne razmene koje za cilj imaju okupljanje ljudi iz različi h zemalja i kultura, njihovu saradnju i zajedničke ak vnos usmerene isključivo ka razvoju lokalne zajednice. Svesni smo velikih tenzija u svetu, predsrasuda i mržnje i zato zajedno sa našim partnerima iz celog sveta radimo na uklanjanju h prepreka koje stoje na putu mirnog suživota ljudi.

Bojana Perić – prva koordinatorka Lokalnog volonterskog servisa, jedna od osnivača Volonterskog centra Vojvodine, omladinska radnica i trenerica u oblas ma: volonterizma, omladinskog rada, komunikacijskih veš na i odnosa s javnošću, pedagoškinja u Medicinskoj školi.

Lokalni volonterski servis (LVS) jedan je od prvih projekata ak vista i ak vistkinja iz Volonterskog centra Vojvodine, koji su sebi postavili za cilj da ostvare trajnu saradnju između mladih volontera i organizacija/ins tucija kojima je potrebna volonterska pomoć. U 2011. godini, m iz VCV-a pokrenuo je ovaj projekat po četvr put.

Bojana Perić Prkosovаčki, koja je tri godine za redom bila koordinatorka LVS-a, kaže da

je početna ideja ekipe iz Volonterskog centra Vojvodine bila da organizuju međunarodne kampove, čiji je broj iz godine u godinu sve više rastao. Godine 2006. Bojana je došla na ideju da se pokrene volon ranje na lokalnom nivou. Kako sama kaže: „Ja nisam tada znala šta to znači. Meni je samo bila super misao da ja, kao pedagog u traženju posla, mogu da dobijem više iskustva u svojoj struci.” To je bio početak Lokalnog volonterskog servisa.

Godine 2007. Volonterski centar Vojvodine je učestvovao na konkursu Ministarstva za omladinu i sport, nakon čega su dobijena sredstva za realizaciju ovog projekta. Tim LVS-a počeo je da povezuje ljude koji su želeli da volon raju sa ins tucijama i organizacijama koje su imale otvorene volonterske pozicije. U to vreme, LVS je počivao na papirnim formularima i ličnom kontaktu – volonteri su popunjavali aplikacije, LVS koordinatori su lično vršili selekciju, a organizacije su dobijale spiskove volontera zainteresovanih za određene ak vnos .

U trećem ciklusu projekta, grupa iz VCV-a počela je da deli svoje znanje – organizovala je obučavanje Kancelarija za mlade i ostalih omladinskih organizacija, kako bi i oni mogli da formiraju svoje volonterske servise. Kroz ovu obuku prošlo je tridesetak Kancelarija za mlade, koje su to iskoris le za svoje dalje ak vnos .

Izdata su bila i dva priručnika: „Lokalni volonterski servis” i „Volonterski menadžment”, a ovo širenje znanja ostalo je izuzetno bitan aspekt LVS-a.

LVS je konstantno menjao svoj okvir, prateći lični razvoj ljudi uključenih u stvaranje projekta, kao i tehnološke promene. Sa pokretanjem četvrtog ciklusa,

LVS je dobio svoje novo, moderno lice. U cilju njegove promocije, organizovane su javne akcije u centru grada kao i Sajam volonterizma, sa kojim je započelo mapiranje volonterskih pozicija u Novom Sadu, te uspostavljanje partnerske saradnje sa organizacijama koje deluju na lokalnom nivou. Potpuno novi pravac razvoja LVS-a predstavlja internet portal sa bazom podatka koja sadrži informacije o aktuelnim volonterskim programima.

Lokalni Volonterski Servis u VCV-u

Na ovom portalu, svaki volonter može otvori svoj nalog, može pretraživa i prijavljiva se za volonterske pozicije u skladu sa ličnim interesovanjima. Takva baza podataka omogućava volonterima da se u svakom trenutku sami prijave za projekte, a organizacijama da same vrše selekciju volontera. Ovaj servis će bi dostupan od februara 2012, na internet sajtu www.volon ram.rsNema sumnje da je ideja volonterizma sve više prisutna širom sveta. LVS doprinosi daljem razvoju ovog trenda, pružajući odgovor na pitanje: Kako ja mogu da postanem volonter? Drugim rečima, kroz promociju volonterizma, LVS svim budućim volonterima - korisnicima portala, pruža mogućnost da dožive nešto novo, da upoznaju sjajne ljude, urade nešto korisno za druge, steknu nove veš ne, životno i radno iskustvo i još mnogo, mnogo toga... Kad počinje s volon ranjem, niko ne može ni da zamisli šta mu sve može done volonterski rad. Looking for a theater performance by roma actors

Qendra Multimedia from Prishtina is looking for a theater performance performed in Roma language (or any other language) with roma actors for a Roma cultural week we are planning to organize in the end of May 2012.

We are looking for small production from the region (Serbia, Macedonia, Romania, Croatia, Hungary, Bulgaria, Montenegro, Bosnia & Herzegovina), but also from the other EU countries. ICM, IEC, EVS – SCIs world of acronyms

Volunteering or working with SCI most people in the beginning start a vocabulary book – what could ICM stand for? Or PM? Or NMW? Three of the main acronyms used in SCI are ICM and IEC, and in the volunteersexchangeworld in and outside of SCI you will often stumble over the acronym EVS. Those we will stortly discuss here.

„We have a strategic plan that we revised and we all agree upon and that set the tune for next year, plus the assembley give precise direc ons and implementa on to the IEC (Interna onal Excu ve Commitee) to execute during the year. Also new branch and partner are approved into the movement or take off ... International Committee Meeting

Every year SCI Interna onal has two mee ngs to which the branches are invited. One of

them takes place in October and is meant as an evalua on mee ng in which the branches and also some partner organisa ons of SCI discuss the past season of workcamps and evaluate it. This mee ng is called EEM. The other mee ng is called ICM – Interna onal Commi ee Mee ng – and takes place every December. This is in a way the interna onal general assembly of SCI, where representa ves of every branch get together for four days and take strategic decisions.

In 2011 we held the ICM in the countryside near Namur, Belium, and almost all the branches par cpated. What do we do on this mee ng? We take strategic decisions on the interna onal level of SCI for the next year.

We fi nd common goals we will work on, discuss fi nances, decide on the contact with other organisa ons and many ac vists in SCI use this chance also to discuss projects with others present in the mee ng. This year again we did this, had some long discussions and took some decisions that we will implement in the next year. Many of the decisions taken on an ICM will be implemented by the IEC.

On this years ICM the branches elected a new vice-president – Paolo Pagano, who had been a member of the IEC for already 2 years – and a new member – Ma eo Tes no. We asked Ma eo some ques ons about his decision to be ac ve in the IEC and his mo va on to be with SCI.

Why did you decide to join the IEC? I have been involved at almost every level of local ac vity at SCI, plus for the last 4 years I was on the board in Italy,

so I decide to move to the next step a try to put my various views points I acquired of the movement to service. I love make connec ons and try to fi nd a red line between all this diff erent ac vi es we do. Recently I co-train in a street ac on seminar and there was a man from Nigeria, that just wrote me a report where he shows how much it took home and how many new peace tools he acquired. He is a great man in

a diffi cult coun-try I never been to Nigeria but I am sure through him I contribut-ed to the March

toward peace there. I join IEC to help SCI grow and fi nd more opportuni es for things like this to happen. Enabling the dreams of others. It’s somehow a burocra c job but I join to also bring a more poe c aspect.Pierre Ceresole was a pra cal man but also walked following his dream of Peace.... so I hope we can execute but also rap it all in poetry. We need narra ve but also poem to survive as men in general.

When did you join SCI and why? Well I was in Mongolia with another NGO to build houses for people, I loved the experience but I did not quite feel at home, so a er the camp I was ea ng on a table on the street of Ulaan bataar (the capital of Mongolia) and there I met by total chance two SCI ac vists (one french man and an australian woman) they just fi nished a workcamp with or-phan kids and they told me all about it, so when I got back to Italy I looked for my local branch... then for few years I just did workcamps and trained people to go to the south of the world...

I love to meet new people and I learn so much by every new ac v-ist that I encounter. I found that SCI was my family since it was hori-

zontal, every voice can be heard and people are asked to take charge, be responsibile and all to come up with new ways to get to PEACE.

What is SCI to you? PEACE... a place where to meet people with diff erent background, culture, language, work with them, fi nd a common un-derstanding through working along each others side, ge ng dirty, swea ng together, get to be essen al and direct to each other and then fi nd a way to walk toward peace. Not just by talking about it into a lecture room. Beside be in IEC I try my best to s ll be a co-facilitator in a training and a workcamp once a year. To me, it’s very impor-tant that the grass root is always what I am... I always say that the greatest distance between a new ac vist and the president of SCI is an e-mail.

Exchange Interna onal Volunteering in VCV

At the moment there is four of us at the offi ce – Aurelija, Philip, Izabela and me, Valerie. I arrived as the last of this group just recently, actually as I am wri ng this just a li le more than a week ago. So who am I and why am I here?

Well, as I said, my name is Valerie, and I am from Vienna, Austria. I just fi nished one of my studies and fi gured before I start working I would like to take another opportunity of living abroad, learning new things in the organisa on I volunteer for and also outside of this volunteering by living in a new place and mee ng new people, learning a new language, etc. I have been involved with SCI Austria for the last years so for me it was a natural thing to do my EVS with another SCI organisa on and I am very happy VCV accepted my applica on, since it was my fi rst joice. So far I am slowly ge ng my hang of the work VCV does with all its diff erent

aspects and I am hoping to support them in many diff erent ways during the year 2012 and I am also looking forward to learning many diff erent things. I am also star ng serbian, mee ng new people and fi nding my way around Novi Sad. So far I cannot say much about my EVS yet, since I only have my fi rst impressions, but in this newsle er you will be able to read about diff erent experiences all four of us are making during their stay here as an EVSvolunteer.

European Voluntary Service in VCV

The European Union funds the volunteering of individuals and groups abroad in different ways – one of them is called EVS – European Voluntary Service. In this case the Youth in Action programme (EU) pays for the basic expenses of young people form the age of 18 to the age of 30 while they are volun-teering with organisations not located in their country of origin. Originally this was only possible for countries within the EU but over the years the programme expanded, which is why it is now possible for us to volunteer with VCV through this programm.

I am Izabela from Poland. As a student of Cultural Studies and Slavistic Philology I am interested in Balkan culture, history and languages, particularly Serbian. Within the Voluntary Center of Vojvodina I am a leader of “Decoupage and recycle art” workshop and I am a member of the Voluntary Club coordinating team. Despite working in VCV I am also a part of puppetry theatrical group in Art Klinika association called “Lutkorama” . In my free time I am working hard to broaden my skills in playing guitar and being “опуштенa” :)

My name is Philip Pajevic, and i am working with VCV since November 2011 for one year through the EVS progamme. Although i am originally from Serbia (as my surname suggests), i was born and raised in London, UK, and this my fi rst time actually living in Serbia. I studied Politics and social studies, and the development of Serbian society has been a particular interest of mine for some time now-this was my main motive for coming to Novi Sad and VCV.

I am Aurelija from Lithuania. At this time I am doing my EVS in VCV. Since I came here, to Novi Sad, I started learning south European culture and also started gathering main features of Balkan life style. It’s quite hard to adapt and it is completely different from my personality and even if I am almost three months here I often feel “lost in the context” and confused :) but maybe that was the reason why I choose Balkan country. I fi nished my master studies of Economy and I had a quite well-paid job that was in my study fi eld; all my life I was very busy...and now I have time for myself to consider what I want from my life.

Peace Caravan – What is that? And how to participate?

This summer the inoffi cial workinggroup No More War in SCIInternational will realize a project called Peace Caravan, and you are invited to participate. We will have a group of eight people travel around Europe holding workshops related to peace on workcamps, doing streetactions, fl ashmobs, etc. and discussing peace with locals. Two of those people will travel the whole distance starting in Helsinki and fi nishing in Barcelona, the other six will change every three weeks. So volunteers from different countries, including Serbia will be able to participate for three weeks. The Peace Caravan will also pass through Novi Sad and stay for some days, so if you cannot dedicate three weeks you can maybe support us on the local level or just come and meet the people and participate in the actions in Novi Sad.In the next newsletter I will try to explain it more. Interview with Tamara Paroški from Kancelarija za mlade

Tamara Paroški is working since September, last year and she is doing her internship in KZM. She used to work in public sector in NGO with youth but mainly Tamara was working with socially marginalized people and there were usually people who are young. According to Tamara, working in NGO in Serbia it’s kind of hard because you can’t plan your future, you don’t have a real salary to be independent so I had a plan to work somewhere “safe for me” and will still have a job after that.

How did you see NGOs in Serbia and how did they encourage other people especially socially marginalized people?

It’s a kind of broad topic. NGO, especially those who

were working with socially marginalized people during 90’s were providing just simple aid but now they gave a kind of developmental courses. So something is changed, you can see this coopera on between ins tu ons and NGOs coopera on is much closer than used to be, we have a new law and strategies. I think, promo on for socially marginalized people is improved and it’s s ll in the process.

Is the Local Ac on Plan for youth is a link to this and was it the same sort of mo va on as what you just said? What is the main ideology behind it for youth society?

Local Ac on Plan is for

youth, includes also social disadvantaged youth but it’s much more than that. It was some kind of a plan how to make a strategy and how to incorporate all our goals and have a real strategy to show the government in which areas youth need money. Earlier we didn’t have that sort of resources.

Can you just briefl y outline what the Local Ac on Plan for Youth is?

Local Ac on Plan is the strategic plan. There are 11 areas of interest for youth – Educa on, Employment, Health, Culture, Free me, Security, Volunteerism etc. So we gathered people from NGOs and people who were interested in youth. They were making a plan for each area and also they did a research for youth in Novi Sad. They came up with priority areas and priority problems and aim what we need to fi nance during next more years. The main diffi cult area of priori es for the whole ac on plan it would be, making info centre, volunteer centre and volunteer club for youth. That would be three main

areas. And that was probably the biggest problem because of space, networking people, to get sustainable projects and get funds.

How do you secure that the defi ned areas will develop in a desired way?

In that strategic plan we had priori es. Every year we give money for organiza ons who want to work on these strategies; last year we picked 3 strategies and 3 aims in each year. Last year the area of Culture and Security was not developed enough where was not enough

coopera on between ins tu ons and NGOs for dealing with this

issue, where is not infonet about programs, ins tu ons and organiza ons for dealing this topic and not enough programs what are dealing with issues of security for youth. And the aims are to develop all that which is missing.

Specifi cally, who or what was the inspira on behind it? Did you have a top group or just youth in general…or was it the others problems of youth that inspire you to bring this plan?

From my point of youth, I would say that when people were

making a strategy for dealing with poor people, they came up with results that youth are one of the poorest people in Serbia. I think for that point we started with that idea how to help youth to dealing with that issue. Before that, Serbia didn’t have any policies or even not law what would recognize youth as a specifi c group. Since then, I think, all the strategies, issues and groups started to think about it, to fi nd ways and mechanisms to fi nd legal procedures how we would recognize youth and how we would help them and fi nanced them. The cultural situa on is not suitable for youth …because they don’t have money just to go to the major concert…and we don’t have enough programs that would go along with the money youth has. For example, if you are young person here, is very unlikely if you don’t have money to go to school of dancing, to languages school because all that cost. Youth organiza ons are mainly to think about that schools and courses that would be free for youth people.

Who are the young people in Serbia?

Young people are 14 - 30 years old. We defi ned it with that way, maybe it looks longer, but youth is defi ned by economical

situa on.

How do the organiza ons for your experience deal with the Local Ac on Plan for out of

the system in the sense there are the ques ons of violence, lack of tolerance etc.?

Local Ac on Plan for youth is not that specifi c and it’s not dealing solu ons for that. It’s much wider. That would be kind of issue of social policy which just giving ideas, what are the priori es and we would give money for those priori es. It’s a kind of huge topic and it’s not

really covered in Novi Sad. The thing is that fi rst is how you approach that. In order to approach that group, you will have to have either support of schools or support of central support ins tu ons. If you have none of them and if you don’t have coopera on between ins tu ons, it’s very hard. In order to deal with that problem, you need to have a basic coopera on, if you don’t have that, you can’t go that. There some systems i.e. dropping centre for children at streets. Whenever you have a kind of coopera on, you would try to involve more than one program, more than one issue. But some mes you don’t have that and in order to get this, you need to have more that 10 people

working that. Some mes there are also problems with law, i.e. Serbia was wai ng for a law for NGO in 7 years. So if the some issues are not fi xed, some mes you need to work out the edges of the law, when you have to wait for all of procedures and that takes me.

To what extend have the project so far achieved the desired local aims?

Last year it was the fi rst year when we get fi nanced. It’s s ll hard to say, s ll didn’t get the report back from the organiza ons. I think organiza ons s ll need more

me to adjust to that. I think from

now they just are keeping themselves to the regular programs, I am not sure if they are ready to deal with the problems, “to bite some”…it’s a kind of too big for them.

How will they contribute ideally to long term success? What is the aim of bigger picture?

Well, a plan is always to develop more youth organiza ons, to incorporate more young people who are interested in it, to shake a li le bit people. I think that now there is s ll some kind of threatens but there is not just one straight line. The aim is to get ins tu ons to corporate more.

DC! - “Pokušaj osvežavanja društvene sves , ha evolucija ka boljem standardu.”

Nakon izbacivanja iz kasarne „Dr. Arčibald Rajs“ Društveni centar je nastavio da živi a inicija va i njene pristalice nisu odustale od ovog prostora, gde je centar zaživeo i na neki način postao simbolički nerazdvojiv od samog mesta u koji se uložilo toliko truda, ljubavi i ideja. Tamo je tokom samo tri nedelje održan zavidan kulturno obrazovno sportski program. Da samo ponovimo da je održano: 18 eduka vnih, krea vnih i humanitarnih radionica, 12 muzičkih programa, 9 tribina i okruglih stolova, 6 fi lmskih i video programa, 3 izložbe, 5 književnih programa, 5 performansa i 17 sportsko-rekrea vnih sadržaja.

Program se i nakon 13-tog januara nastavio, održane su akcije : „Hrana ne oružje“ - 31. januara u centru grada realizovano je deljenje besplatnih obroka socijalno ugroženom stanovništvu kao i svim ostalim građanima. Cilj akcije je bilo prikupljanje zdrave vegeterijanske hrane, priprema iste i na kraju deljenje gotovih obroka; za m je 3. februara je u NDNV-u (Nezavisnom društvu novinara Vojvodine) otvorena izložba fotografi ja mladog autora Danijela Šivinjskog koji je 22 dana pra o dešavanja u bivšoj kasarni “Arčibald Rajs”. Nakon izložbe usledila je interak vna tribina “Gde je Društveni centar sada?” ; u nedelju 5.februara održana je akcija čišćenja snega ispred kasarne – nekadašnjeg prostora DC-a. Akcije će se nastavi a informacije o njima se mogu naći na zvaničnoj stranici inicija ve www.drustvenicentar.org Društveni centar je pokrenuo odavno

postojeći problem javnih prostora i doveo u pitanje statuse nekadašnjih vojnih objekata u zemlji. “Cilj akcije je bio i da senzibiliše javnost prema opasnos od otuđivanja takvih prostora tj. njihove prodaje privatnim licima. Takvi prostori bi morali bi vraćeni lokalnoj zajednici jer ih je zajednica i stvorila i ustupila Vojsci, ali trenutno ne postoji poli čka volja za takvim potezom. U tom smislu našu akciju ulaska u kasarnu smatramo apsolutno legi mnom kao vidom odbrane javnog interesa.” Ak vis DC-a Status kasarne kao i drugih napuštenih vojnih i drugih prostora I dalje se nalazi pod izvesnim velom misterije. Od onih koji se predstavljaju kao nadležni se ne dobijaju jasna obrazloženja. Pitanje u čijem vlasništvu se nalazi kasarna je i dalje bez jasnog odgovora. “Inicija va ne funkcioniše po principu hijerarhijske strukture gde neki ljudi imaju veću, a neki manju moć odlučivanja. U okviru tela koji zovemo Radna grupa, gde su ak vni članovi, razgovaramo o svim aktuelnim pitanjima i dilemama, iznosimo svoje stavove, predloge, donosimo odluke glasanjem i pravimo buduće dogovore. Svako ima pravo da predloži neku akciju ukoliko smatra da će to bi korisno za ideju Društvenog centra. Radi efi kasnije podele rada, podeljeni smo u sekcije po svojim afi nite ma i iskustvu. Tako imamo Medijsku sekciju, Pravnu,Tehničku i Programsku. Treba naglasi , među m, s obzirom na specifi čnost naše Inicija ve, njene širine i šarenolikos ljudi uključenih u nju, da mi nismo imali model po kome ćemo pravi našu strukturu, tako da je ona fl eksibilna i podložna promenama kada uvidimo da je to potrebno. Recimo, stvari su drugačije funkcionisale dok smo bili u kasarni, a drugačije sada jer su okolnos promenjene, a samim m i naši priorite . Tako da nove sekcije ili podsekcije mogu nasta ili nesta , u zavisnos od potreba i okolnos . Želimo da svoje funkcionisanje podignemo na viši nivo tako da će budući rad pra strateški okvir koji smo defi nisali.” Ak vistkinja DC-a

ić Inspirisane akcijom Društvenog centra niču nove grupacije ljudi po celoj srbiji koje najavljuju svoje akcije na proleće kojima podržavaju ovu inicija vu. Čeka nas jedna prolećna revolucija kulturnog oplemenjivanja. Pokrenuta je lavina krea vnih ljudi da nastave ono što je DC započeo – buđenje kulturno solidarne društvene sves i borbu za javne prostore. Pre svega napuštene vojne objekte na čije održavanje država godišnje izdvaja nezamislivu svotu novca. Ovaj grad vec isuviše dugo pa od nedostatka prostora za društveno korisne grupe i ak vnos za kvalitetno ispunjavanje slobodnog vremena. Polako su nestali skoro svi prostori koji su predstavljali kulturna stecišta mladih i starih , mesta koja su ovaj grad činila “srpskom A nom” . Novi Sad to odavno već nije što se vidi iz toga kakva je poli ka grada prema kulturnim, obrazovnim, vaspitnim, rekrea vnim organizacijama i akcijama…Grad je sveden na mesto gde se preživljava a ne mesto za život. Glavna ideja je bila da se stvori jedinstveno mesto koje bi bilo društveno i kulturno korisno za ceo grad. Za ono sto je Društveni centar osmišljen, da pruži mnoge sportske ak vnos kao i javna predavanja iz prirodnih i društvenih nauka, razne tribine i umetničke programe kao i zabavne sadržaje – neophodan je veliki prostor a ova kasarna je trenutno najbliža ispunjavanju h uslova. Ona može obezbedi veliki broj sportskih sala, projekcionih sala,prostora za tribine i predavanja kao i galerije , male ateljee, prostore za rezidense gostujućih umetnika, kancelarije za različite NGO organizacije i druge udružene grupe , prostore za 24h psihološka savetovališta i pomoć ugroženima. Potrebna je i posebna prilagođenost i pristup za građane sa posebnim potrebama. Mislim da mnogi građani i dalje ne shvataju koncept Društvenog centra, kolika je njegova otvorenost i korisnost za društvo u celini. Iznenadno osvajanje “vojnog objekta” zbunilo je mnoge u javnos i naišlo na njihovo neodobravanje i u izvesnom smislu naškodilo u sku koji bi ovaj društveni pokret ostavio na neke ljude da je drugačije nastupio a koji su ovakvim načinom sa kojim se ne slažu odbijeni i nezainteresovani za taj centar. Ali bez ovakve akcije ovaj društveni pokret ne bi ni bio primećen kao što ni pitanje propadanja napuštenih prostora ne bi bilo ozbiljnije pokrenuto.

Velika većina ljudi u Novom Sadu ne zna za postojanje mnogih organizacija koje bi im bile korisne i samim m i ne može da koris njihove usluge, dok realna potreba za njima postoji. Znači organizacije nisu u mogućnos da pruže svoj puni potencijal za društvo. One bi ovako postale vidljivije; trenutno su razbacane po gradu u malim zaturenim i neuglednim prostorima. Ovako – sve na jednom mestu (koje je jasno obeleženo i organizovano , na dobroj lokaciji – što bliže a najbolje u samom centru) kasarna bi bila jedinstveni prostor za zaš tu ljudskih prava i potreba, prostor gde se odvijaju kulturno umetnički i obrazovni programi , stecište krea vnos . Mesto koje bi imalo svoju slobodu i autonomnost , koje bi živelo i disalo onako kako to njegovi građani dišu. Ova unija različi h ljudi otvorila je put novoj revolucionarnoj fi lozofi ji i misli, novi stav i novi sistem, nesebično deljenje sebe i svoje krea vnos drugima, davanje od sebe ono što umeš i bi spreman da slobodno primiš ono što drugi nudi . Slobodan protok ideja i znanja, bez novčane nadoknade, već kao nagrada samoj sebi , ovo je prvi put da organizacije žele da deluju zajedno a ne kao konkurencija jedni drugima….za novčane fondacije, za pažnju medija… Sada postoji viši cilj. Zajedno smo jaci! Ali I lepsi I srecniji! A svakako mudriji!

The idea of establishing a DC in spaces and rooms of abandoned military barracks is a wonderful idea to me. It’s great to have one place where you are free from diff erent restric ve factors, because it is precisely a must for those who want to awake the crea ve mechanism inside themselves, those who would like to express themselves in some way, to show their crea vity, but afraid to do that. They are afraid because in the exis ng society, there is a high level of intolerance towards diff erences to those who are experimen ng, to those who want to make something diff erent.

It’s nice to see young people interested in culture who want to improve the cultural life of their communi es. The bad thing is when they expect for someone else to pay the bill for it. Storming the barracks was one of the most ridiculous events that took place in Novi Sad in the past few years. This city did not need assault and robbery. This city needs private ini a ve and people willing to roll up their sleeves and fi x something.

i liiiiiiiiiiiiiked dc a lot. it’s a great place and realy great idea. food and place for sleeping for everybody. can that be bad? a lot of interes ng events and a friendly atmosphere, something for everyone but for sure something went wrong. i bealieve that the fault is on the both sides. one side should ask and give their suges ons, and other side sould hear and tell how and why. it sounds simple but it looks like it’s not. maybe some other me when both sides were ready, we can realize this project. hope soon.

Ideja DC-a je odlična jer podrazumeva kontekst pod čijim okriljem bi radile najrazliči je nevladine organizacije. Tronedeljno iskustvo DC je pokazalo dve stvari: prvo, da postoji opravdana potreba za kulturnim prostorom s obzirom na bogat program i odziv ljudi. Drugo, nega vna reakcija okoline je samo još više ukazala na neophodnost postojanja takvog centra čija bi uloga bila u tome da razvija svest o važnos kulture i kulturnih potreba.

It is good ini a ve, of course, but illegal. My oppinion is that it’s a shame they kick them off from barracs since those buildings were empty for long mes. They were group of enthusias cs who wanted to change cultural life of Novi Sad and I think that people from City hall and Police should have found compromise and let stay them inside un ll they fi nd them some other place.
