As we understand that Prices shall be evaluated on Item Wise basis to arrive at the lowest evaluated cost to Purchaser.Hence bidder can quote individual items of Group also. Please note that givin minimum values of supply reference to meet BEC are too high.It seems that givin valve is applicable to quote complete Group not for individual items. You are requested to please relook this clause and give suitable minimum values of supply reference to quote individual items of group also.

As the meters are manufactured outsideIndia and considering the transportation time and the Third Party Inspection, Wewould request IGL/VCS to kindly consider delivery period of atleast 12-14 weeks forthe first lot from the date of FOI/PO.for the Domestic meters.

1. Is there any specific reason to have only GSM/GPRS based prepaid meters? Why not Lora?2. Point 4.4, the mode of communication should be one way?Generally prepaid meter would have two-way communication, in-order to receive communication to close connection/valve on completion of balance.3. What all cloud servers are accepted? Is there any specific vendor?4. Point 4.11, system should have log of meter reading on 1 hour interval. Which will reduce the battery life drastically? Why take reading at 1 hour internal? Why not take 1 ready every day or 2 at 12 hours of interval?5. Will IGL provide API necessary to provide required data from our server?6. Will IGL SAP has protocol of https and base level 64 / 126 bit encryption over API service calls?7. Will API be available in SOAP or REST full format?8. Point 7, what do they mean by marketing dashboard?

1. How much data the meter storage unit can store? (In terms of both space and days, including all kind of alerts, meter readings, battery status etc...)2. What is the latency of a system?3. Does the meter have temper protection and detection by default available?4. What all does the display unit indicates available on the meter?5. On which events does the valve of the software will automatically closes?6. What if the connection fails, will the data of meters stays in queue or generate an error? Basically will we able to know if the data is not being received?

1. Meter storage unit capacity shall be (24 hrs x 90 days) & cloud server storage capacity shall be (365 days X 5 years).2. All the data to be transferred after 60 minutes on dailiy basis.3. Meter shall have tamper protection and detection by default. 4. Cubic meter (m3) at standard conditions.5. There is no mention of any Software requirement for automatic closing of valve in the technical tender document.6.  If the connection fails data shall stay in queue. After the restoration of connection, data shall be transferred to cloud server.

A) Low outlet Pressure Regulators of 300 and 500 mbar having same flow of 50 SCMH (Item 1 &2)B) High Outlet Pressure Regulators of 2 Bar having variable flow ranging from 30 SCMH to 250 SCMH (Item 3 to 7)Since long we are manufacturing and supplying Item 1 & 2 regularly to all CGD including you where in we have executed your order for more than 1000 Nos. in recent past as well as to other Leading Gas Companies like Gail Gas Limited, BPCL,MGL, TNGCL, BGL etc. successfully. As these Low Pressure Regulators (Item 1 & 2 of Group D-300 & 500 mbar) are having much low commercial Price compared to the price of High Pressure Regulators (2 Bar), it is necessary to separate minimum supply value amount for Low Pressure Regulators and High Pressure Regulators.ORAs per last tender floated by you (Tender No. IGL/ND/ C&P/EP14962 for Commercial Gas Meter and Regulators which was due on 12.07.2018 and later extended further, In regards to Group D of Commercial Regulators, BEC states that Manufacturer must have successfully supplied 25% of Regulators of Tendered quantity of each quoted item or higher size.As we are manufacturing Low Pressure Regulator of 300 and 500 mbar only and shall be participating only for Item 1 & 2 of Group D, it is requested to consider following:

OIML R137 is the International legal recommendation for all type of GAS METERS i.eDiaphragm, RPD, Turbine, Orifice, ultrasonic, thermal etc... However Individual type gas meters have theirown governing standard. Moreover, meter’s design, accuracy and further important validation arebased on their governing standard as per below: ‐1. For Diaphragm meters: ‐ EN13592. For RPD Meters: ‐ EN124803. For EVC (Volume corrector):‐ EN124054. For Thermal Meters: ‐ No Governing standard available as on date.In order to above we would like to draw your kind attention that tender is asking OIML R137 forThermal meters. Whereas at the same tender asking EN standard compulsion for other typemeters (Diaphragm, RPD & EVC).Therefore, with these specs equal and fair evaluation can’t be possible. As Thermal meters arenot complying to any EN standard.In the absence of any governing standard of thermal meter as per PNGRB specs. (T4S), bidderwould strongly recommend removal of thermal meter from tender requirement.

Description ofThermal Meterpage 22/65 oftechnical volume

Thermal mass flow meter offers excellent sensitivity at low flowrates, high reliability due to no moving parts, high accuracy, highturndown ratio and easy installation. However, the suitability ofthermal mass flow meter with the fluid measured is to be checkedprior to usage of this meter.

We request that tender document should refrain from making technical capabilities claim for aparticular product/solution, unless they are backed by proper facts or compliance to knownstandard.We would like to share our insights on Thermal meters: 

Dirt/Dust and impurities in gas may impact measurement accuracy (fouling of the

capillary)

• In all static meters the sensor used for measurement is quite sensitive to dirt/dust. Principle ofThermal meter measurement is to take a known part of the gas flow, by forcing it to pass to smallcircuit of known diameter, so that only this capillary part of the flow actually impacts on the sensorto provide the measurement. The accuracy of the measurement strongly depends on the ratiobetween the capillary circuit and the main pipe circuit in the meter.• Dust/dirt and impurities that in the years of usage will for sure accumulate on capillary circuit andwill change this ratio thus in the and affecting the reliability of the measurement.• Dirt/dust and impurities in general present in natural gas will for sure also affect the reliability ofthe sensor itself as in fact they might deposit on the sensor and so reducing its capability tomeasure.

Risks in algorithm reliability and uncertainties in low flow rates

• The thermo‐mass sensor must be warmed‐up to work and measure so it drains a lot of battery,in order to preserve battery then thermal meters have developed algorithms that basically adaptsthe heating and the sampling period from the sensor to the gas flow, reducing it when there it islow or no gas flow. This brings lit of uncertainty in the measurement process specially at low flowrates.

PNGRB recommends OIML R137-2 for Gas Meters. Thermal meter is a part of OIML R137-2 Standard. Tender is as per PNGRB guidelines.

Description ofThermal Meterpage 22/65 oftechnicalvolume

Bidder would like to inform that the Thermal meter is designed & calibrated to measure only onetype of Gas (either H or L, which is not even covering the whole range of Wobbe index,recommended by PNGRB). In terms of Wobbe Index the PNRGB requirement is 39‐53, L typerange is 39.1 to 44.8 and for H type range is 45.7 to 54.7).

For thermal meters, it is not possible to cover the whole range of Wobbe index, using just onetype of thermal meter. It should be noted that in case of thermal meter, the meter can bedesigned & calibrated either for H type of Gas or L type of Gas at any given time of use. Thesame meter type can‐not be used for both types of gases at same time.

While other meters (i.e Diaphragm, RPD and EVC) are designed & calibrated to measure the alltype of gases at the same time as recommended by PNGRB.

In term of business implications, this will directly result in revenue loss for IGL due to in‐accuratemeasurement in case of thermal meters.

We strongly recommend that the meter type/technology selection should be able to accuratelymeasure the complete range of Wobbe Index as recommended by PNGRB. 

As per PNGRB guidelines, Wobbe index of range 39-53 is applicable for domestic consumers, but not for Commercial & Industrial consumers.

We would like to bring to your kind attention that thermal meters are designed to be installed insafe area only as per ATEX approval. At best thermal meter can only be connected to any otherdevice in hazardous are through an intrinsically safe circuit.

However due to inbuilt GSM/GPRS device the thermal meter can be potential cause of a majorhazard, since these meters will be installed in potentially explosive atmosphere.

Despite the above facts, tender does not mention any area of classification for thermal meter. In order to above, Bidder strongly recommend IGL/VCS to ensure mandatory zone 0 complianceas per ATEX directive 94/9/EC to avoid any potential chance of hazard.

a. As we understand 1 spare battery need to be considered for only EVC and not for AMR/modem device also. Please clarify as this is very important based on cost-implication.  b. Vendor can supply the batteries to IGL within 30-32months condition to that sufficient stock should be available at vendor's store. So, we would like to inform you that every battery has its own self-life and due to passivation effect (dead stock / no usage) this tends to reduce the battery-life. It will be difficult for IGL to verify whether the supplied battery is of 100% capacity post 30-32 months. More-over unused batteries may be drained out even more. Hence, supply of spare batteries clause may be deleted and we request IGL to consider that in case of battery failure, immediate free replacement of battery will be a part of vendor services till end of service contract.

16 - Type approval from weights &measures

Request M/s. IGL to consider Type approval certificates at the time of supply. Tender condition shall prevail 

Bidder would like to request IGL to consider self declaration for ATEX, because our gas meter is certified to OIML-R137 along with EMC test certificate which is one of the criteria to check spark in the electronics and is designed in such a way that the electronics part is outside the gas enclosure and there is no chance for the gas to come in contact with the electronics for an explosion. The  Electronics as per ATEX directive falls under Group II  Category 3. Hence for ATEX "Conformity Assessment Procedure"  it comes under "Internal Control of Production" which is: The manufacturer shall prepare technical documentation that allows the conformity of a product to be assessed. 

In view of this  we humbly request IGL to accept the self declaration by the manufacturer as per the ATEX conformity assement procedure.

We understand that Regulator of item number 1 & 2 will be two stage while item number 3,4,5,6 & 7 will be single stage.All past tender was in the same manner.Two stage regulator gives constant pressure at out let in comparion to single stage if pressure drop is very high. It also prevent condensation of Gas.For low differential pressure single regulators are more stable.

Vendor shall provide single/ double stage pressure regulator. Both are acceptable.
