Introduction
Refereeing is challenging and at whichever level you participate, you will find it rewarding. If
it is all too hard, why do we take on officiating and more importantly remain involved? It is
interesting to speculate on why officials remain in officiating when the job itself can be so
difficult.
Referees see themselves as technicians of a special kind, of social competence under stress.
In other words, there is a great deal of satisfaction gained from the ability to render
decisions in difficult situations – a virtual trial by fire. Not everyone can handle decision
making under stress, and although referees might not receive much praise for the job they
do, they can gain a great deal of self-satisfaction. Self-satisfaction is probably the most
important ingredient in any field of endeavour.
Being involved in basketball officiating also brings the added incentive of being financially
rewarded for your time and commitment. Being paid means that you are a professional and
therefore expected to behave in an appropriate manner at all times with respect to your
officiating.
This booklet has been produced by the Waverley branch of the Victorian Basketball
Referees Association (VBRA) to provide information to assist you in meeting your
professional obligations.
Glossary of Relevant People & Organisations
There are many acronyms and terms provided in this booklet, and for a new referee it is
easy to get confused. Here is a quick guide to the common ones:

The only jewellery which may be worn as a referee is a wedding band, and in the case of a
stadium clock not being present, a wrist watch. If jewellery cannot be removed it must be
safely taped at the supervisor's discretion.

Waverley Referee Jackets

The weekly rostered shifts for the domestic competitions are as follows.

When you are assigned to a roster, it is expected that you will be available for the entire
shift time. Should you wish to play or coach during that shift, it will be at the discretion of
the referee supervisor and subject to referee numbers available on that shift.
Referees are not permitted to play and referee on the same Senior Men’s shift. On junior
shifts, all courts must be filled before a supervisor is allowed to let a referee play during that
shift.
There will be other opportunities to referee on an occasional basis from time to time in
tournaments, school competitions, etc. These will be posted on the notice board in the
Referees Room as they arise.
Being Assigned to Rosters
You will need to contact the Referee Administrator (Chantal Stuttard mob 0417 570 725
home 9702 0371 after 4.00pm) to be permanently rostered on a shift. Whilst every
endeavour will be made to find a shift which suits you, the number of referees required is
determined by the number of games and there may not always be vacancies on some shifts.
Referee shifts and the referees rostered to them are posted on the notice board in the
Referees Room, a minimum of two weeks in advance. Where vacancies are shown for a shift,
you may fill that particular vacancy by writing your name on the roster. Once you have put
down your name to fill a vacancy, you must attend that shift or find a suitable replacement.
You may not simply cross your name off a roster if you change your mind about filling in.
If you wish to fill a vacancy permanently, you must advise Chantal who will then roster you
as a permanent referee on the relevant shift.

Arrival
All referees are expected to be in attendance at the stadium or external venue at least 10
minutes prior to the start of the shift.
Replacements
If you cannot referee on your permanent shift, it is your responsibility to provide your own
replacement. This means that you must call other referees from the referee telephone list
to find a replacement. Current telephone lists are available in the Referees Room, and lists
of emergency referees for each shift are with the rosters in the Referees Room and on the
reverse side of the phone lists. Do NOT expect Chantal or your referee supervisor to
organise a replacement for you. Ensure you call other referees; text messages and
Facebook messages do not count. Once you have obtained a replacement, you must advise
your referee supervisor of the replacement prior to the start of the shift.
If you are going to be absent for a period of more than two weeks, you may then advise
Chantal in writing at least three weeks in advance. Chantal will then find a replacement
while you are absent.
If you are unable to continue with your rostered shift, please advise Chantal promptly.
If you require a replacement for your shift, you cannot use a referee whose name is already
filling a vacancy on that particular shift. Likewise if your name is already down to fill a
vacancy, you cannot replace another referee on that shift.
Any referees who do not follow the above guidelines will be dealt with through the VBRA
Waverley Branch Discipline Policy.
Player / Spectator Complaints
Verbal complaints must be dealt with by the referee supervisor (or Referee Adviser if
warranted). Where appropriate, referee supervisors should encourage complaints to be in
writing and sent to the Referee Adviser at [email protected].
Written complaints will be dealt with directly by the Referee Adviser and VBRA Waverley
Committee (and relevant referee supervisor if required).
Referees Playing on the Same Shift
Referees are not permitted to compete in Senior competition nights when they are rostered
on a shift on the same night.
Referees are only permitted to compete in Junior competition day/nights when the shift
supervisors has determined the roster can be filled competently. Priority will also be given
to refereeing ahead of competition participation.

Walkovers
An unnotified walkover occurs on a shift if one or both teams do not have enough players to
commence the game 10 minutes after the scheduled start time. Flexibility around this
timeframe should be encouraged if a team knows that a player is on the way, or has been
held up by events out of their control.
Referees need to ascertain whether or not team/s would like to receive a refund and leave
the stadium, or continue to use the court during the specified game time.
One referee must notify the doorkeeper immediately as to the team’s decision – if a refund
is requested by the team/s, the rostered referees must ensure that the players clear the
court area and leave the stadium as soon as practicable, or else a refund will not be granted.
If a team is playing with an illegal player in order to play a match, the game is forfeited by
that team. The legal team has the option to play (and still pay their sheet fee) or to get their
money back and leave the stadium. It is the referees responsibility to find out what the
team’s decision is as soon as possible.
The other referee must notify the shift supervisor of the walkover. If a team/s decides to
stay and use the court, they are entitled to use the services of the referees rostered onto
the game (via a ‘scratch match’). Referees must ask the teams if their services are required,
and if so, both referees must remain. Referees are free to leave the court area only if both
teams have left the stadium.

VBRA – Waverley Branch Discipline System
If, in the opinion of the Referee Supervisor, Referee Administrator, Assistant Referee Adviser,
or Referee Adviser, a referee’s attitude or performance on a particular shift is unsatisfactory,
the referee in question may be counselled or reprimanded at the discretion of the individual.
Any referee who displays an ongoing unsatisfactory attitude will be referred to the Referee
Adviser and VBRA Waverley Committee for appropriate action.
VBRA Waverley regards the performance of referees as the key to delivering great service to
all players, coaches and spectators. The VBRA Waverley Discipline System comprises the
following three steps.
First Warning from Referee Supervisor
On the first occurrence of inappropriate behaviour, the referee supervisor will issue a formal
written warning to the relevant referee to improve performance by completing an
inappropriate performance warning.
Formal Warning from VBRA Waverley President
After receiving a formal warning, any further inappropriate behaviour will result in the
supervisor contacting the VBRA Waverley committee or the Referee Adviser. The Adviser
and/or President will then issue the referee a final written warning advising of the
performance improvement required.
Action by VBRA Waverley Committee
If a referee displays further inappropriate behaviour after receiving a Formal Warning, the
supervisor will notify the President or Referee Adviser and the referee involved will be
required to justify to the Committee, the reasons for inappropriate job performance. As a
result, VBRA Waverley has the power to suspend or downgrade the referee for a
determined period of time which it believes will assist the referee in returning as a more
professional and reliable VBRA Waverley member. At any stage in this process, a supervisor
and the Referee Adviser may elect to submit a VBRA Referee Tribunal report as per the
VBRA discipline process.

Pay Rates
Referee pay rates are determined and reviewed periodically by Basketball Victoria (BV). As
at March 2012, the pay rates for domestic competition are as follows.

On all domestic shifts, a referee who referees five games or more in a row will receive one
extra game payment at the lowest age group of that shift.
Referees who officiate on a Saturday may be entitled to a lunch payment or dinner payment
of $8.00. This payment is only valid if the referee has been present from the beginning of
the shift and referees the last timeslot.

Basketballs
Waverley Basketball Association (WBA) provides appropriately sized basketballs for all
domestic games, and only these should be used for those games. To prevent loss of these
basketballs, and added expense to the WBA, the following procedures are to be observed.
• The first named referee on the roster is responsible for taking the ball onto the court.
• Referees must only take the ball corresponding to the court on which they are
officiating.
• All balls are to be returned to the Referees Room after every game.
• If a situation occurs whereby two referees each take a ball to referee on the same
court, the senior referee must start the game whilst the second referee returns the
spare ball to the Referees Room immediately.
• Referees are not to leave WBA balls on benches at any time.
• If both teams agree to use a different ball for their game, it may be used as long as it
is the correct size (size 6 for womens, mixed and junior games up to U14s, size 7 for
U16s and U18s junior and senior mens games).
• Referees are not permitted to allow teams to use the WBA balls except during the
course of a scheduled game.
• Referees who wish to shoot on a spare court during a rostered break are not
permitted to use WBA balls (in lieu, they may use other balls which have been
handed in).
• If it is found that a referee’s actions led to a ball going missing, the referee involved
may be required to reimburse the stadium for its loss.
Friday Nights
All games on Friday nights are to be played with VJBL balls which will be available in the
Referees Room during that shift. The above policy also applies to all Friday night games.
Nail Checks
On all female and mixed games, referees are to check the nails of each player before the
game so they are not a danger to other players. Nails should not be visible from the other
side of the hand when the palms are held out facing the referee. If they are too long, they
are to be cut before the player may step on the court.

Waverley Basketball Association
WBA conducts domestic and representative competition at Waverley stadium on Sunday to
Friday nights and all day on Saturday. WBA is responsible for payment of all Waverley
referees which means that each referee is effectively employed by WBA.
Working with Children Checks
In accordance with Victorian legislation, WBA is required to ensure that all referees aged 18
years or over hold current Working with Children (WWC) cards. It is each referee’s
responsibility to make application and provide proof of application, and subsequent proof of
a WWC card, to Referee Supervisors upon request. Under BV and VBRA rules, referees aged
18 years or over without this accreditation are not permitted to referee. This ensures
affiliated associations such as VBRA Waverley complies with the WWC legislation.
Referees over 18 are not allowed to ref games without a valid WWC.
Paid Waverley Basketball Association Positions
As part of its commitment to the standard of refereeing, WBA provides paid positions for
the Referee Adviser, Assistant Referee Adviser, Referee Administrator, Referee Supervisors,
and Referee Development Officers. Applications for each position are generally advertised
in September each year.
Referee Adviser The position of Referee Adviser is an important educational tool for WBA to assist in the
development of the referee program, and referee education and mentoring for all current
and potential referees. The current Referee Adviser is Andrew Cavell. The main roles and
responsibilities of the Referee Adviser include:
• Holding beginner referee schools (Level 0) at least twice per year;
• Being in attendance at the stadium on relevant nights to regularly develop and
monitor trainee referees on court;
• Being in attendance at the stadium on a variety of shifts, solely in the capacity of
Referee Adviser for a minimum of 10 hours per week to develop referees, and
implement and maintain standards of officiating and behaviour;
• Providing regular informal feedback to all referees;
• Conducting written and informal evaluations for all referees;
• Attending and providing a written report at monthly VBRA Waverley Committee
meetings; and
• Disseminating information regarding rule changes, interpretation and mechanics of
basketball refereeing to all referees.

Assistant Referee Adviser
The Assistant Referee Adviser is a position which is aimed at referee development, in
particular assisting with referee schools which run throughout the year and assisting in the
development of all referees. The current Assistant Referee Adviser is Chris Salmon.
The main roles and responsibilities of the Assistant Referee Adviser include:
• Attending and assisting the Referee Adviser with each Level 0, B grade and A grade
referee schools;
• Organising any educational events in consultation with the Referee Adviser; and
• Providing regular informal feedback to all referees whilst at the stadium solely in the
capacity of Assistant Referee Adviser.
Referee Administrator
The Referee Administrator is responsible for appointing referees to each roster to ensure all
domestic games at Waverley are covered. Additionally, the Referee Administrator is
responsible for communicating any changes in game fixtures and rosters (start/finish times,
finals rosters, etc). The current Referee Administrator is Chantal Stuttard.
The main roles and responsibilities of the Referee Administrator include:
• Appointing the appropriate number of referees (as determined by WBA) to each
referee roster at the commencement of each season, keeping in view ratios of
competencies and availability;
• Providing a list of emergency fill-in referees;
• Posting referee rosters in the Referees Room, a minimum of two weeks prior to
commencement of each roster;
• Contacting individual referees to fill nightly roster vacancies;
• Maintaining a current list of all VBRA Waverley referees which is updated at least
every three months;
• Prior to the commencement of each new season, calling for nominations for
appointment to every roster to cater for referee movement;
• Contacting new C grade referees (and those from other associations) to arrange
permanent appointment to a roster; and
• Attending and providing a quarterly report at monthly VBRA Waverley Committee
meetings.

Referee Supervisors
Referee Supervisors are appointed to a particular roster and are paid by WBA to oversee
their shift and be primarily responsible for all referees on that shift. All supervisors must
hold a minimum referee accreditation of Level 1A, with the exception of external venues. B
grade referees may be considered as Referee Supervisor for external venues at the
discretion of WBA.
The supervisor’s roles include:
• Being in attendance at least 15 minutes before the start of the first game and remain
at the stadium until completion of that session of competition;
• Inspecting all equipment (e.g., basketballs, score boards), and if faulty, report to
WBA;
• Being responsible for the distribution and collection of all small (size 6) and large
(size 7) stadium basketballs;
• Completing the roster and pay sheet throughout the shift;
• Inspecting and approving referee uniforms;
• Providing support and encouragement to all referees;
• Ensuring referees perform to their accredited level;
• Ensuring all games are run on time and that WBA By-Laws are applied;
• At all times setting an example to all other referees and being receptive to direction
from members of WBA and VBRA – Waverley Branch;
• In the absence of the Referee Adviser, answering all questions pertaining to
officiating and interpretation of the rules;
• Collecting pays and paying canteen tabs; and
• Securely closing the stadium at the end of the shift (where required).
The Referee Supervisor is available to assist the referees in any capacity required.
Referee Development Officers
Referee Development Officers (RDOs), along with the Referee Adviser and Assistant Referee
Adviser, are referee development positions in WBA, but are paid on a casual (per game)
basis. They serve to provide formal and informal feedback to all Waverley referees for
developmental and disciplinary purposes. RDOs must hold a minimum of a Level 1A referee
accreditation, and must complete at least two evaluations a month. RDOs also provide
informal feedback during their attendance at the stadium, and may be directed by the
Referee Adviser to develop specific referees and be involved in the Level 0 and B Grade
schools.
The current RDOs are Drew Burland, Alex Martin, Adrian Schruhm, Harry Stobie, Lachlan
Wilson and Megan Wilson.

Victorian Basketball Referees Association – Waverley
Branch
The VBRA which is the organisation governing all referees in Victoria, and has many
branches across the state which each look after their own stadium. VBRA Waverley is part of
WBA, and works for the common purpose of providing basketball competitions at Waverley
Basketball Stadium. In addition to the paid positions listed previously, VBRA Waverley has
an honorary committee which are unpaid positions designed to work towards the
betterment of Waverley referees.
Victorian Basketball Referees Association – Waverley Branch Committee
The VBRA Waverley Committee is elected by Waverley referees at its Annual General
Meeting in August each year. The 2013 – 2014 committee is yet to be elected. Please view
the Waverley Referee website at www.wavrefs.weebly.com to view the current committee.
Role of the VBRA – Waverley Branch Committee
The charter of the VBRA Waverley Committee is to:
• represent interests of members to VBRA;
• administer registration of new members;
• administer payment of annual VBRA fees;
• represent interests of VBRA Waverley members to WBA on all matters affecting
basketball officiating in domestic competitions;
• encourage members to maximise their potential by officiating in the highest level of
basketball possible, given their own ability, through:
� awarding annual trophies; and
� Referee of the Month awards;
• working with the Referee Adviser and WBA to provide development opportunities;
and
• promotion of acceptable standards of referee behaviour, appearance and approach
to officiating.

THE TEN EFFECTIVE HABITS OF CALLING
A BASKETBALL GAME These habits apply to domestic Waverley games, not MMBL or VJBL games.
� Contact by a defensive player on a shooter must always be called a foul
� Bumping or persistent hand-checking of a dribbler by a defensive player
must always be called a foul
� Bumping a cutter by a defensive player must always be called a foul
� Swearing by a player or coach towards a referee must always be called a
Technical foul
� Any deliberate contact with an opponent must always be called an
Unsportsmanlike foul
� If a player or coach disputes a referee’s decision it must always be called
a Technical foul
� Advantage/disadvantage is NOT to be applied (except in top division
senior grade competitions of each night)
� If you are unsure as to whether a foul is a shooting foul, always call it a
shooting foul.
� If you are unsure as to whether or not points should be awarded (for
example after a foul on a shooter), always count the points
� When refereeing basketball, where appropriate, talk to the players
about their actions and your calls
These habits have been developed in reference to “The Ten Commandments of Calling Basketball in Victoria” created by
Basketball Victoria.

Tribunals
Player Tribunals
Any serious or persistent breach of the By-Laws should be reported. Any disqualifying foul
should generally lead to a report. BV has prepared a Report Form listing the offences for
which a referee may report / lodge a report. These Report Forms are available from your
Referee Supervisor and in the Referees Room.
The offences for which a player can be reported include the following.
• Assault
• Conduct which brings basketball
into disrepute
• Deliberately endangering health or
safety
• Disputing decisions
• Elbowing
• Fighting
• Gross breach of a code of conduct
• Kicking
• Obscene gesture
• Offensive language
• Playing, etc whilst suspended
• Putting a person in fear of
impending violence
• Spitting
• Striking
• Threatening
• Tripping
• Tunnelling
• Unsportsmanlike behaviour
All relevant details must be completed on the front of the report. Give careful consideration
as to what offences to allege against the reported person or team. It is better to add in too
many offences than to miss a relevant offence. It is the Tribunal’s job to decide which
offences are most relevant. As a general rule, every report should have ‘Bringing Basketball
into Disrepute’ and ‘Unsportsmanlike Behaviour’ and ‘Gross Breach of Code’ ticked as
offences.
When filling out the back of the report, keep details simple and relevant.
Tribunal hearings are held at the Nunawading Basketball Stadium, Burwood East Reserve,
Burwood Highway, Burwood East. WBA will advise referees of the date and time of the
hearing. It is mandatory for reporting referees to attend the tribunal hearing. Any referee
who does not attend their tribunal may be reported to the VBRA for non-attendance.
Referees under the age of eighteen years may have a senior person attend the tribunal with
them, and it is encouraged that a senior referee or relevant Referee Supervisor attends in
support.

Referee Tribunals
Referees may also be reported to a Referee Tribunal for misconduct. Examples of
reportable offences include the following.
• Striking or kicking – Maximum penalty: life-time ban
• Racial or other vilification – Maximum penalty: 52 weeks
• Attempting to strike or kick – Maximum penalty: 52 weeks
• Otherwise assaulting or attempting to assault – Maximum penalty: 52 weeks
• Putting a person in fear of impending violence – Maximum penalty: 52 weeks
• Deliberately endangering the safety or health of any person (incidents involving

• Contempt of a tribunal or investigation – Maximum penalty: 16 weeks
• Failing to follow the reasonable directions of an Officer of the VBRA, an approved
referees’ supervisor, scoretable officials’ supervisor, statisticians’ supervisor, or
referees’ adviser – Maximum penalty: 12 weeks
• Cheating in matters of time or score sheets – Maximum penalty: 12 weeks
• Accepting payment for refereeing, acting as a referee coach, referee adviser or
similar appointment, or as a score-table official without holding a current VBRA
membership Licence – Maximum penalty: 12 weeks
• Misconduct that may bring the VBRA and/or its members into disrepute – Maximum
penalty: Life Suspension. The hearing must take the nature and severity of the
offence into consideration when determining an appropriate penalty. Examples of
misconduct include gambling on the outcome of a match; wilful damage; officiating
under the influence of alcohol or illegal drugs; wilful defiance of a VBRA policy; or
gross breach of BV Code of Conduct for Referees.
The foregoing is not a complete list and a Tribunal may deliberate on any matter of misconduct.
