Although not new, the issue of variable value stamps ina country other than that of the issuer, is an interestingsubject to study, and has been developing very rapidly inrecent years.

The precedent dates back to the mid-1980s. The Framacompany was promoting its ATM vending machines, andvarious philatelic services produced issues for events heldin other countries; in some cases without even installingany equipment in that country. This way, Cuba was ableto release various special issues in Germany; the PitcairnIslands in Australia, and Australia in Germany. Now, in the21st century, Austria moved its brand new Sielaff kiosks tophilatelic events in Germany. And, indeed, in recent yearswe are experiencing an explosion of such issues. The forayinto the market of easily programmable desktop printersand philatelic kiosks has allowed philatelic services andpostal administrations to offer its variable value stamps inother countries, either permanently or through specialissues on the occasion of a philatelic event. Since 2013,Denmark has issued several sets of stamps in othercountries, not only with special designs, but printed ondemand at different international events. Royal Mail’sagreements with several philatelic services within the ‘PostPostPostPostPost& Go& Go& Go& Go& Go’ project has led to the release of numerouscombined issues; UK stamps printed in Jersey andGuernsey, Gibraltar stamps in London and, in particular,the many ‘Post & GoPost & GoPost & GoPost & GoPost & Go’ issues from the international kioskstemporarily installed in London Stampex and some of themajor philatelic events held worldwide. Undoubtedly, allthese issues are difficult to justify from a strictly postalpoint of view, but are very interesting for philatelicservices, constantly striving for innovations and newproducts that appeal to collectors.

The publication you have in your hands includes severalarticles dedicated to some of these issues. I have no doubtthat we are only at the beginning, and many otherinternational philatelic services will join this trend in thecoming years, with combinations that we can notimagine.

Aunque no es nada nuevo, la emisión de sellos de valorvariable en un país distinto al del emisor es un tema interesante aestudiar, y se está desarrollando muy rápidamente en los últimosaños.

Los precedentes se remontan a mediados de los años ‘80. Laempresa Frama estaba promocionando sus distribuidoresautomáticos de ATMs, y varios servicios filatélicos realizaronemisiones en eventos celebrados en otros países, en algunoscasos incluso sin que se llegaran a instalar equipos en el propiopaís. Así, Cuba realizó varias emisiones en Alemania, las IslasPitcairn en Australia, Australia en Alemania. Ya en el siglo XXI,Austria trasladó sus flamantes quioscos Sielaff a eventos filatélicosen Alemania. Pero, sin lugar a dudas, en estos últimos añosestamos viviendo una eclosión de este tipo de emisiones. Laincursión en el mercado de impresoras de sobremesa y quioscosfilatélicos fácilmente programables ha permitido a serviciosfilatélicos y administraciones postales ofrecer sus sellos de valorvariable en otros países, bien de forma permanente, o a través deemisiones especiales con motivo de algún evento filatélico. Desde2013, Dinamarca ha emitido varias series de sellos en otrospaíses, no sólo con motivos especiales, sino impresos a demandade los visitantes en los diferentes eventos internacionales. Losacuerdos de Royal Mail con varios servicios filatélicos dentro delproyecto ‘Post & GoPost & GoPost & GoPost & GoPost & Go’ han comportado la aparición de numerosasemisiones combinadas; sellos del Reino Unido impresos en Jerseyy Guernsey, de Gibraltar en Londres y, en especial, las emisiones‘Post & GoPost & GoPost & GoPost & GoPost & Go’ de los quioscos internacionales instaladostemporalmente en las Stampex de Londres y en algunos de losprincipales eventos filatélicos celebrados por todo el mundo. Sinduda, todas estas emisiones son difícilmente justificables desdeun punto de vista estrictamente postal, pero son muy interesantespara los servicios filatélicos, en constante huida hacia adelante enla búsqueda de novedades que atraigan a los coleccionistas.

La publicación que tiene entre las manos incluye variosartículos que tratan algunas de estas emisiones. No tengoninguna duda que estamos sólo al principio, y que muchos otrosservicios filatélicos internacionales se unirán a esta tendencia enlos próximos años, con combinaciones que ni tan sólo podemosllegar a imaginar.

Por segunda vez en 2015, los ‘Post & Go Services’viajaron a Alemania; en esta ocasión a la InternationaleBriefmarken-Börse de Sindelfingen. Junto con laInternationale Briefmarken-Messe de Essen (ver artículo

en VARIABLE 37 37 37 37 37), son los dos principales eventosfilatélicos que se celebran anualmente en Alemania.La Briefmarken-Börse se celebró del 29 al 31 de octubrede 2015 en Messe Sindelfingen, un gran recinto ferialsituado al este de la ciudad, a pocos kilómetros de Stuttgart.

La feria fue un magnífico exponente de la actualidadfilatélica en Alemania, reuniendo los principales comerciantesy publicaciones, además de 30 administraciones postalesrepresentadas. For the second time in 2015, the ‘Post & Go Services’travelled to Germany, this time to the Sindelfingen

Internationale Briefmarken-Börse. Along with theEssen Internationale Briefmarken-Messe (see article in

VARIABLE 37 37 37 37 37) these are the two major annualphilatelic events held in Germany. The Briefmarken-

Börse was held from October 29th to 31st 2015 in MesseSindelfingen, a large exhibition centre located east of the

city, a few kilometers from Stuttgart.The fair was a great measure of the current state of

philately in Germany, bringing together major dealers andpublications, plus 30 postal administrations. Upstairs, about 40specialized study groups had the opportunity to show theirwork to visitors (image). Various exhibitions, conferences, and aseminar on postal history took place during the three days.

One of themost visitedbooths wasthe largeDeutsche Poststand, theGerman postalservice, whichtook theopportunity torelease variousphilatelicproducts. As in

Essen, they installed a Sielaffpostal kiosk (left image), issuingthe two definitive designs‘Brandenburg Gate’ and ‘PostTower’ (VARIABLE 11 11 11 11 11).

However, in Sindelfingen, the machines allowedbuyers to obtain stamps with the two ‘Worldwide’ postagerates, notintegratedinto theprogrammedcollecting set(see receipt, next

Meanwhile, theJE01JE01JE01JE01JE01 postal kioskof Jersey Postissued stampswith the ‘Jerseyflag’ design in one of the reels, and the thematic ‘Protectedspecies’ set in the other. Because of a misunderstanding, thespecial overprint, which was, initially, only intended for thestamps issued with the ‘Jersey flag’ design, eventuallyappeared on all the stamps issued by the kiosk.(These issues are dealt with in more detail in the article dedicated to Jersey Post).

This set, more suited to the tastes ofEuropean collectors, includes four of the six values comprisingthe usual ‘Collectors strip’ inthe UK, with the first value ofdomestic mail (‘1st Class up to100g’), the two postage ratesto Europe (‘Euro 20g World10g’ & ‘Europe up to 100g’),and the rate to the rest of theworld up to 20g (‘Worldwideup to 20g’) - (image next page).The ‘1st Class’ stamps werealso offered in strips of fourstamps, the ‘Euro 1st ClassStrip’.

The presence of the ‘Post & Go’kiosks and their special issuesaroused huge interest among thevisitors to the Salon d’Automne. In

France, there has been a long tradition ofcollecting vignettes LISA, the equivalent of theUK ‘Post & Go’ issues. Therefore, the decision toplace the Royal Mail booth and its kiosksopposite the area with the LISA equipment ofPhil@poste was good thinking. On one side, thelatest equipment, fast and reliable, with greatfeatures and designed for philatelic use. On theother side, queues of angry visitors in front of

equipment designed forpostal usage, slowprinting, with significantlimitations for philatelicuse and, in the case ofthe old Monételmachines, with serioustechnical problems andconstant breakdowns.Undoubtedly, the visit ofthe ‘Post & Go Services’to the Paris Salon was agreat eye opener forFrench collectors, andhopefully also a lessonfor Phil@poste.

Si la edición de 2014 estabadedicada a las plantas y vegetación propias delinvierno, la serie de 2015 muestra diferentesanimales que siguen activos durante el inviernoen el Reino Unido, algunos de ellos conimportantes cambios en su pelaje para adaptarseal clima de la época.

In a record year for ‘Post & Go’issues, the fourth and final thematicset of 2015 was available fromNovember 16th 2015. It was thesecond year that Royal Mail issued a‘Post & Go’ set for the Christmasseason. With the 2014 set dedicatedto winter plants, the set for Winter2015 features different animals thatremain active during the winter inthe UK, some of them with majorchanges to suit the colder months.

Like the 2014 set (see article in

VARIABLE 35 35 35 35 35), the new set alsoconsists of four designs, two with theblue background for economic or‘2nd Class’ stamps, and two in greyfor priority or ‘1st Class’ mail. After the ‘Robin’, ‘Common Poppy’ and‘Heraldic Lion’ issues, ‘Hong Kong’ is thefourth design originally issued as part ofa series of six images, which Royal Mailhas also decided to release themselves,on label rolls with this unique design. Inthis case, the picture was part of the ‘SeaTravel’ series, issued for the first time onSeptember 16th 2015 (see VARIABLE 38 38 38 38 38).

For the first time in the UK ‘Post & Go’series, the printing of the rolls with thesolo-’Hong Kong’ design was digital. Thissystem allow direct printing from adigital file to paper, an ideal choice for

this type ofimpression,requiring a smallquantity of rollsand fastproduction.

La nueva serie estáformada por dos diseñosasociados a las fiestasnavideñas, extraídos de laserie de sellos ‘Christmas

Two months after installation of postalkiosks in Gibraltar, Royal Gibraltar Post Officelaunched the first series of Christmas designsfor ‘Post & Go’ equipment.

The new seriesconsists of twodesigns associatedwith the Christmasseason, taken fromthe Christmas 2015stamp set issued bythe GibraltarPhilatelic Bureau,on November 2nd (left image, local

press). The designer is StephenPerera, the graphic designer,photographer, and creative directorof the philatelic service. The first, aChristmas tree, take the designfrom the stamp for local mail (G).The rolls of labels with this designare used exclusively to issue stampsfor domestic / local mail. The

Por otraparte, este tipo de acabadotampoco permite el secado de la tinta de los matasellos.

The rolls of labels weremanufactured by Cartor SecurityPrinting, with digital printing. Thisnew type of printing improves theappearance of the labels, withbetter printing quality and a moreglossy finish. However, the use ofsuch rolls in Gibraltar caused manyproblems and breakdowns of thekiosk printers, possibly because ofthe glossy surface. Furthermore, this

finish does not allow the ink postmarks to dry.The Christmas 2015 series could be obtained from postal

kiosks installed in the Main Post Office (GI02GI02GI02GI02GI02 - images) andParcel Office (GI03GI03GI03GI03GI03 - next page), from November 16th 2015. Themain menu of the kiosks (image below) showed the two newChristmas designs. However, no indication is given about thedifferent usage of each design. A user interface that remainsconfusing and unsuitable for use in a postal environment.Proof of this is shown by the session numbers, with very fewreal postal purchases processed in just over two months. Mostof them are just philatelic orders.

Coincidingwith theintroductionof the newdesigns,RGPOdecided tochangeagain thetwelve

postage rates programmed in the kiosks. These rates weregrouped into three 4-values sets or Collectors Strips. TheCollectors strip LLLLL for local mail includes the first three localmail rates, plus the ‘signed for’ service (Signed Fee). The



Collectors strip SSSSS forinternational mail includes threestamps for mail to the UK, withthe first three weight steps, plusthe lowest rate for Spain. TheCollectors strip WWWWW includes thestamps with the first two ratesfor shipping to Europeancountries and rest of the world.

In thiscase, the imprint commemoratesthe 90th anniversary of thefounding of the Jersey branch ofthe Royal Air Forces Association(RAFARAFARAFARAFARAFA).

The special overprint ‘RAFARAFARAFARAFARAFAJersey 90Jersey 90Jersey 90Jersey 90Jersey 90’ was available at the JE02JE02JE02JE02JE02kiosk only from October 30th 2015until November 30th. As in the caseof the Sindelfingen fair, Jersey Postannounced that the specialoverprint would only appear onstamps issued with the ‘Jersey flag’design. However, early in themorning on the first day of issue,October 30th, the overprint alsoappeared, unexpectedly, on the‘Protected species’ series (‘Collectors

strip’, left). Unlike the German fair,about two hours after the Jerseypost office opened, for the start ofthe issue, philatelic service staffrealized the error, and immediatelyrequested a remote modification tothe programming. Yet another ofthese ‘errors / misunderstandings’that both confuse and irritatecollectors !!!

Jersey Post donated £1 persheet sold to the Jersey association.
