THE Governments of Dominica, Grenada, Saint Lucia and St. Vincent and the Grenadines have each received

individual credits in the amount of 1.5 Million SDRs, equivalent to US$ 2.3 Million, from the International Development Association (IDA) for the financing of the OECS Electronic Government for Regional Integration Project (EGRIP) and intend to apply part of the proceeds for various consultancy services.

Scope for additional services:

Eligibility:

Participation is open to all legal persons participating either individually or in a grouping (consortium) of candidates which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed (see also item 30 below). Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.

A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (ie, the leader and all other members) are jointly and severally liable to the Contracting Authority.

The participation of an ineligible natural or legal person (as per item 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded.

Number of applications:

No more than one application can be submitted by a natural or legal person whatever the form of participation (as an individual legal entity or as leader or member of a consortium submitting an application). In the event that a natural or legal person submits more than one application, all applications in which that person has participated will be excluded.

Shortlist alliances prohibited:

Any tenders received from tenderers comprising firms other than those mentioned in the short-listed application forms will be excluded from this restricted tender procedure. Short-listed candidates may not form alliances or subcontract to each other for the contract in question.

Grounds for exclusion:

As part of the application form, candidates must submit a signed declaration, included in the standard application form, to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures for EC external actions

Sub-contracting:

Subcontracting is not allowed.

Number of candidates to be short-listed:

On the basis of the applications received, between 4-8 candidates will be invited to submit detailed tenders for this contract. If the number of eligible candidates meeting the selection criteria is less than the minimum of 4, the Contracting Authority may invite the candidates who satisfy the criteria to submit a tender.

Provisional date of invitation to tender: July 1, 2010

Provisional commencement date of the contract: October 29, 2010

Initial period of execution and possible extension of the contract 12 months October 2010 to October 2011. The contract may be extended, if necessary, subject to proper performance and the availability of funds.

Selection criteria:

The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, these selection criteria will be applied to the consortium as a whole:

Economic and financial capacity of candidate:

1.1. The annual turnover of the candidate in each of the last 2 years (2008, 2009) must have exceeded 125,000 EUR;

1.2. The averages of cash and cash equivalents of the candidate at the beginning and the end of the year were positive for the last two years (2008, 2009).

If the applicant is a public body, equivalent information should be provided.

Professional capacity of candidate:

At least 5 staff members currently work for the candidate in fields related to this contract (management of projects in design and implementation of promotion activities);

At least 25 % of all staff working for the candidate this year in fields related to this contract is permanent.

Technical capacity of candidate:

The candidate has worked successfully on at least two projects covering the fields of projects in design and implementation of promotion, publicity and marketing initiatives in the past three years.

The previous projects (past three years) must have been with a combined budget equal to or exceeding 150,000 EUR.

An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Such entities must respect the same rules of eligibility and notably that of nationality, as the economic operator.

If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be reexamined to identify the eight best applications for the tender procedure. The only factors which will be taken into consideration during this re-examination are:

The total number of projects managed by the candidate according to criterion 2;

In case of competition between 2 or more candidates having the same number of eligible projects, the candidates will be ranked in descending order according to the combined budget of the eligible projects managed.

Bank led activity, with 5,000 shares crossing the market.

On the RGSM, the Government of St. Vincent raised EC$20 million dollars in an oversubscribed 91-day Treasury Bill auctioned on Monday April 19th.

In other news, CariCRIS has re-affirmed the CariBBB+ rating of St. Lucia. This effectively positions the country as an investment-grade country. This rating is contingent on the government’s containment of fiscal debt and the resumption of real GDP growth led by the tourism and construction sectors. The rating could be downgraded if these objectives are not met.

TRINIDAD

On the TTSE, the Composite and Cross Listed Indexes advanced, while the All T&T declined by 0.43%. 21 stocks traded, with 3 advancing, 3 declining and 15 trading firm. Sagicor Financial Corporation led the advancers, closing up 8.91%, while the decliners were led by Scotia DBG Investments Ltd, down 9.74%.

In other news, Trinidad’s Central Bank Governor Ewart Williams expressed concern about the continued drought situation’s effect on the country’s agricultural output. Food prices are expected to continue rising, contributing to the country’s inflation.

JAMAICA

All three major indexes advanced on the JSE, with the Select Index leading with 1.2%, closing at 2.3 thousand. The Cross Listed Index closed unchanged at 848.92. Market volume amounted to 44.3 million units valued at J$252.3 million. Gleaner Company was the volume leader with 23.8%, followed by Jamaica Broilers Ltd and Kingston Properties Ltd.

INTERNATIONAL

On the international front, Goldman Sachs Group was sued by the U.S. Securities Exchange Commission for fraud tied to collateralized debt obligations, a derivative product tied to subprime mortgages, which contributed to the world financial crisis. This news caused the company’s stock to fall 13% and triggered a ripple effect on the world markets – stocks and commodities tumbled, while investors flew to the safety of the U.S. dollar and Treasuries; the S&P 500 Index sank 1.6%, the lowest since February 4th; oil slid 2.7%, and gold declined by 2%, also the lowest in two months. Over in the U.K., stocks dropped to the lowest it has been in two months, with the benchmark FTSE100 Index sinking 1.4%.

Zeus, a virus that steals online banking details from infected computer users, is more powerful than ever, warns a web security company.

Trusteer says it has spotted the Trojan virus in one of every 3,000 of the 5.5m computers it monitors in the US and UK.

Zeus 1.6 can infect people using Firefox and Internet Explorer web browsers, the company claims.

The malware steals login information by recording keystrokes when the infected user is on a list of target websites.

These websites are usually banks and other financial institutions.

The user’s data is then sent to a remote server to be used and sold on by cyber-criminals.

“We expect this new version of Zeus to significantly increase fraud losses, since nearly 30% of internet users bank online with Firefox and the infection is growing faster than we have ever seen before,” said Amit Klein, chief technology officer at Trusteer.

DIY VIRUS

In March 2010, many parts of the command and control (C&C) system for the Zeus botnet were destroyed when the Kazakhstani ISP that was being used to administer it was cut off.

However, it does not take long for malware controllers to spring up elsewhere, and toolkits for assembling botnets are readily available on the black market.

“There are plenty of opportunities for people to purchase access to these systems through underground chat rooms,” said Dr JD Marsters, from the department of electronics and computer science at the University of Southampton.

“It’s a game of cat and mouse between anti-virus vendors and botnet developers.”

Computer users should ensure that their anti-virus software and operating systems are kept up to date, he advised.

General election causes change to fixtures

South Africa’s tour to West Indies after the World Twenty20 faces changes after a general election was called in Trinidad and Tobago for May 24 when the teams are due to be playing their one-day series.

Port of Spain was set to host two Twenty20 internationals on May 19 and 20 followed by the first two ODIs on May 23 and 25, but now these matches will be shifted to alternative islands to avoid a clash with the election.

The West Indies board is currently in discussions with ICC, Cricket South Africa and the relevant island boards and will announce the adjusted schedule shortly.

South Africa’s tour comprises the two match Twenty20 series, a five-match ODI contest followed by three Tests.

Lee not broken by latest setbackWhen it comes to discussing his injuries Brett Lee can sound like the Black Knight in Monty Python. “It’s just a flesh wound,” the swordsman says as he loses both arms.

Over the past year Lee has undergone surgery on his foot and ankle, missed the Ashes due to a side strain and retired from Tests following a severe elbow operation that wiped out his summer. Four IPL games into his comeback he broke his right thumb. Still he fights on.

He didn’t quite mutter “just a scratch” when analysing the injury, but the latest setback won’t prevent him from joining his team-mates on their flight to the West Indies on Friday for the World Twenty20. “I’ve played with pain my whole life so a broken thumb won’t worry me,” Lee said after an indoor session at the Gabba.

The slightly revised shape of the digit also offers some benefit. “The way that I hold the ball, it’s pretty much the way the thumb is sitting at the moment,” he said. “I’m lucky that I don’t have to get the finger right around the ball. It’s all good.”

Lee was a late inclusion at Australia’s pre-tournament camp, which involves eight of the 15-man squad, and was cleared by his doctor two weeks after being hit by Sachin Tendulkar while playing for Kings XI Punjab. It was another untimely break for Lee as he attempts to regain a spot in the Twenty20 side that has evolved since he exited the one-day tour of India in October.

So far the comeback has not gone well, but returning senior players find ways to overlook the statistics and focus on feel. Lee didn’t pick up a wicket in 14.3 overs in the IPL and went for 149 runs, 25 of those coming when he was roughed up by Robin Uthappa. “Apart from that one over, I thought I bowled pretty well during the IPL,” he said. “I was a little bit unlucky, but that’s part of cricket. To get back on the field after pretty major elbow surgery, I’m really confident and happy about that. To me it wasn’t about the figures, it would have been nice to get a wicket or two, but I was happy with the way the ball came out.”

During Lee’s latest absence Mitchell Johnson, Shaun Tait and Dirk Nannes became the preferred trio in Twenty20s and the 33-year-old hasn’t yet been able to show that he should regain a starting place. He has the faith of a national contract for 2010-11 based on his decade of elite service.

“It’s a matter of me, I don’t have to look over my shoulder,” he said of breaking into the team. “What I can focus on is getting myself right and if I get the opportunity to play I will try to grab the opportunity with both hands, pardon the pun.”

If Australia feel indulgent they have the option of playing four extreme speed men in the Caribbean, although that would rob them of batting firepower. The IPL has also shown that the fast men are more prone to give away boundaries even while taking wickets.

“Why not?” Lee replied when asked if a pace quartet could work. “It would be pretty handy, four bowlers bowling at 150 clicks. I wouldn’t want to be the batting side.”

However, he realises bowlers are having to be more thoughtful in the format and that speed is no guarantee of success. Pitches in the West Indies are usually low and slow, except in Barbados, and Lee has been trying to add some new deliveries to his repertoire.

“It’s important for the fast bowler to have a couple of things up his sleeve and be a bit more cagey,” he said. “In Twenty20 cricket we’ve seen all the adaptations that the batsmen have done - stance, lap sweeps - and bowlers have to be a little bit crafty as well. Changing different things, different balls, distracting batsmen in certain ways which are all legal, just trying different stuff.”

Australia start their campaign with warm-up matches in St Lucia against Zimbabwe and a Windward XI next week, providing there are no ash-related delays in their travel. Their opening group game is against Pakistan on May 2 followed by the fixture with Bangladesh to determine which sides progress to the second round.

Father Charles Jesse (1897-1985) was born in Dorset, England. He arrived in St. Lucia in 1928 and made significant contributions to the country, for example he wrote the lyrics of the national anthem.

STREET NAMES IN SAINT LUCIA

Bourbon Street

In the second half of the 18th century, perhaps as early as 1768, the town of Castries (Formerly Carénage) had a Bourbon Street-Rue Bourbon. It ran north-south parallel to Bridge Street (then Rue Dennery or d’Ennery) and is on the west side of Columbus Square (Derek Walcott Square). The name Bourbon is the name of the French Kings in the 18th century; Louis XV and Louis XVI were Bourbons.

Brazil Street

The old plan of the town of Castries shows Rue Brésil-Brazil Street. It ran (and still runs) from Manoel Street (south end) to the Chaussée, skirting the Columbus Square (Derek Walcott Square) on its south side. An explanation of this unusual name Rue Brésil may be found perhaps in the early French colonial practice of purchasing Amerindians from Brazil and keeping them as slaves. The colonist bought them sometimes from Dutch people who captured them. The Missionary Historian, du Tertre, speaks well of the Brazilian slaves in the service of the French in his day. However, in 1796 there was definitely a Brazilian quarter of some kind at Castries-Le Petit Brésil. In April that year, the British established batteries of guns in the Brazilian quarter and from there opened up a murderous fire upon the town.

Broglie Street

The old plan of Castries refers to Broglie Street as Rue Broglie. Running from north-south, it lies between Peynier Street and Coral Street. It was named presumably after a French soldier-statesman Duke Victor Francois de Broglie. The Duke was made a Marshal of France after the battle of Bergen in 1759. He was War Minister when the French Revolution of 1789 broke out. Later, he served the Bourbons in exile.

Chaussée

The 18th century plan of the town of Castries already referred to the name Chaussée. It is the road running from the north-east corner of the town to the road leading to Marchand-then known as Chemins des Hauteurs. Chaussée means causeway, embankment or raised road. The part of Castries where the Chaussée was built must have been swampy in the 18th century. On modern maps the road is shown as Chaussée road, however, this is incorrect and it should be referred to as the Chaussée.
