Pledged to neither Sect nor Party,But established for the benefit of all.

SATURDAY, DEC. (i, 1890.

A useful measure of the latesession is the law providing for thesanitary regulation of lodging houses. There is need of a law to icgulatclaundries. A San Francisco paperlately called attention to the factthat Chinese wnsh houses mixed theclothes of clean and sound peoplewith those of unclean and sick peo-

ple in soaking their washes. Doubtless the same practice is in voguehere, and it is simply an outrageouswrong, liable to have serious conse-quences to the public health.

The favorite object of commonjibing when it was present was theLegislature. Nevertheless the pub-lic has received many advantagesfrom the labors of the people's re-

presentatives, which will last atleast until another Legislntuie be-

comes the butt of criticism. Roadswill he better kept, the lighting ofthe city will he improved, streetgrades will be harmoiiicd, mail com-

munications are already vastly im-

proved, lodging houses are placedunder ollicial surveillance for sani-

tary purposes, Government oflicialscannot shiik their honest debts nnymore, and, if the Ministry piovothemselves to be men of even aver-age wisdom, abuses that flourishedtill they were exposed by committeesof the late session, may be consider-

ed as abolished for the cm rentperiod. No more bogus or paddedpay rolls, no unauthorized contrac-tion of public debt, a la the late re-

gimes, no more jobbery in public-works- ,

no more wild cat contracts toheap up claims for private indem-nity these are among the negativeblessinga that may reasonably heexpected from the Legislature of1890, notwithstanding ull its faultmid confusion of purlieu,

stated yesterday, U ii. inonthV im-

It is but fair to state m this eon- -

neetioii that the oil iiiiiuiifnutiiredby the Slaiulaid Oil Co. is not theonly oil which has heretofore beenfound to be under-tes- t. Tlie aim ofthe ItUM.i.TiK is to proteut the pub-

lic from the nefarious tralllc in allundci-te- st oils, no inatter whethermanufactured by a Trust or a pri-

vate company. In this instance theStandard Oil Co., or the Oil Tiust, has been the offender: but anyother company attempting to violate

the law will be met w ith as promptand severe strictures.

THE SCOTCH SABBATH.

Editoii Bulletin:In order to correct any false im-

pressions which may be acquired byresidents of theso islands upon read-ing your printed report headed,"Physical Culture," a lecture byProf. W. T. Brigbam, at the Y. M.C. A. Hall, wherein the closing re-

marks in regard to bow legs areconcerned and their causes, I dis-

tinctly say that the statement aboutbowlegs in Scotland being very com-mon is a direct and malicious mis-

statement. I have lived for 19 yearsin Glasgow, Greenock, and Perth, and have been in numberless otherplaces, even in the districts of thecoal pits and blast furnaces and themanufacturing localities, and I mustconfess that I cannot recollect ofbut one or two exceptions to themost perfect formed limbs of myScotch countrymen. In fact I mightalmost ask the question what personiu Honolulu knows of a bow-legge- d

Scotchman in these islands. Evendid such a one ever exist here, Ihave asked a dozen persons, oldresidents here, but they have an-

swered, "We never saw any norheaid of any." Since when havegin shops been running in full blastiu Scotland? This is an outrageousstatement to make. I left Glabgowin 1879 and the gin shops, or pro-perly written the public houses, iutbe whole of Scotland are under thenational laws of Scotland. Everytown, district or village has the

license hours, namely, thatthey cannot open their doors to sellor give awaj'a drink of any naturebefore 8 o'clock a. m., nor laterthan 11 o'clock p. in., nor can theyopen their place of business to sellor give away a drink fioin 11 o'clockSaturday night until 8 o'clock Mon-

day morning. This was law befoieI860. So strictly is Sunday ob-

served in Scotland that even thedoctors' olllces and apothecaryshops are only open for an hour inthe morning and again in the even-ing. Depots of the dairy farms aieopen only long enough to distributethe milk for the neighborhood onSunday morning and again in theevening.

In all 1113' travels I may say that Inever found any country to obseivethe Sabbath with more thoroughstrictness than I observed iu thewest coast of Scotland.
