1. SITE AND CONDITIONS.
It is proposed that a new chiller building (the development) be constructed on Lots 5 and 1050 Rawlings Road Davenport (the Site). The lots have the following areas:
a) Lot 5 3.9588 Ha / 39,588 square metres. b) Lot 1050 1.4421 Ha / 14,421 square metres.
Total Site Area 5.4009 Ha / 54,009 square metres.
P.J. Wright and Associates Pty Ltd (PJWAA) have been advised by Wiley Group (Project Managers) that a site-specific geotechnical report has been arranged and will be forwarded once the testing has been completed. 1.1 GROUND / SITE CONDITIONS In preparing this report, PJWAA have referenced a geotechnical report dated September 2016. This report was prepared for a commercial development in close proximity to the Site.
PJWAA assume that the data contained in the September 2016 report is indicative of the regional ground conditions, and accordingly, the ground conditions are similar.
The assumed conditions are as follows:
a) A minimum of 1 metre depth of ‘Bassendean’ sand over a silty sand with a sub strata clay layer.
b) The ground water table is variable across the site consistent with a perched water table over the clay layer.
c) The ground water flow across the site is in easterly direction towards Preston River.
d) Imported fill is required where wastewater disposal systems are installed.
e) Based upon the site survey, the land is flat with gentle gradient towards the east.

2. GOVERNMENT SEWER POLICY AND CONDITIONS.
The Government Sewer Policy 2019 (GSP) outlines the conditions for approval that must be met for onsite waste treatment. Where these conditions cannot be met, the development must be connected to a reticulated sewer scheme. This report will address each condition as they apply to this development. 2.1 CONDITION 5.1.1: REQUIREMENT TO CONNECTION TO RETICULATED
SEWERAGE. Water Corporation Ezi-net data indicates that a 300mm sewer main has been constructed in McCombe Road. McCombe Road is located on the west side of South-West Highway (refer to Figure 1).
Figure 1 Water Corporation Ezi-net data. The closest point of connection to the Site is located over 200 metres away from the sewer. The sewer would need to extend south, then east, to cross the highway and return along the eastern side of the highway. The sewer extension would be approximately 530 metres in length.

It is the opinion of PJWAA that:
a) Condition 5.1.1 does not apply to this development; and
b) Compliance with Section 5.2 of the GSP is required. 2.2 CONDITION 5.2.2: SEPARATION FROM WATER RESOURCES. The GSP mapping system shows that the site is located within 1km of ‘Significant’ wetlands. (Refer to Figure 2).

The closest wetland to the development is a small creek located to the southwest and is approximately 600 metres away from the proposed wastewater disposal zone. The Preston River is approximately 700 to 800 metres east of the proposed wastewater disposal zone. Condition 5.2.2 requires the development be a minimum 100 metres from a waterway or ‘Significant’ wetland. The development meets this requirement. It is the opinion of PJWAA that condition 5.2.2 has been fulfilled. 2.3 CONDITION 5.2.3: SEPARATION FROM GROUND WATER. The site is located in a sewer sensitive area and therefore a minimum clearance of 1.5 metres is required to seasonal ground water conditions. Subject to the completion of the site-specific geotechnical report, PJWAA assume that the perched water table will be at the clay layer. The wastewater disposal zone will require filling to maintain the minimum clearance to the clay layer, and allow dispersal of the effluent over the maximum area.

2.4 CONDITION 5.2.3: LAND APPLICATION AREA (LAA). The total site area is 54,009 square metres. 2.4.1 Site and Soil Evaluation. PJWAA have undertaken a desktop ‘site and soil evaluation’ based on the ground conditions outlined in 1.1 of this report. For the purpose of this wastewater review and subject to completion of the final site-specific geotechnical report, PJWAA have assessed the soil as Category 3 with a high/moderate structure. Under table 5.1 of AS 1547 this soil category has an indicative permeability rate of 1.5 to 3.0 metres per day. 2.4.2 Wastewater Loading Wastewater design loads have been based upon the following occupancy and data: a) Domestic
No Reg 29 loading Load
i) Staff 20 (showering) 70l/p/day 1,400 l/day. Total 1,400 l/day.
b) Trade Waste
No loading Load
i) Washdown 40m2 10l/m2/day 400 l/day. Total 400 l/day. Total System Wastewater Loading 1,800 l /day.
2.4.3 LAA Calculation. Table 2 in Schedule 2 of the GSP indicates that a Category 3 soil with secondary treatment requires a conversion factor of 0.25. The minimum Land Application Area is as follows: 1,800l /day x 0.25 = 450 square metres. As the site has a total area ort 54,009 square metres, it is the opinion of PJWAA that the development meets the requirements of Condition 5.2.4 of the GSP. 2.5 CONDITION 5.2.5 TYPE OF ONSITE TREATMENT. As the development is located within a ‘Sewer Sensitive’ area, a secondary treatment system is required under the GSP.

Secondary treatment of sewerage allows the use of smaller disposal areas under Australian Standards. This is because the effluent produced is less likely to silt or block up disposal systems. PJWAA propose to utilise the ‘Aquarius Wastewater O3’ Anerobic Treatment Unit (ATU) which is nutrient retentive, therefore the levels of phosphate and nitrate within the effluent are reduced. The ‘Aquarius Wastewater O3’ ATU has ozone disinfection in lieu of chlorine. Chlorine is utilised in most other systems. Ozone disinfection produces no chemical by-products or residual odours that are usually associated with chlorine disinfection systems. The trade waste stream is limited to condensate, defrost and clean washdown water. This waste will be screened and settled prior to combining with the domestic waste stream. The chiller will have a daily dry vacuuming cleaning procedure. PJWAA are of the opinion that the trade waste stream will be clean and free from product contaminates. It is the opinion of PJWAA that the proposed ATU will meet the requirements of Condition 5.2.45 of the GSP.
3. EFFLUENT DISPOSAL SYSTEM
The proposed ATU provides secondary grade effluent, which permits the use of smaller more efficient disposal systems such as flatbed leach drains and subsurface drippers. 3.1 FLAT BED LEACH DRAINS. Flatbed leach drains have been developed for disposal of effluent in regions where the underlying sub strata may have poor percolation properties. Flatbed leach drains are shallow wide span dispersal systems that can be terraced and soft landscaped with hardy grasses and plants such as spinifex and small clumping grasses. 3.2 DISPOSAL SYSTEM SIZING Based upon a wastewater load of 1,800 litres per day and a percolation rate of 50l/m2 for secondary treatment, 36 square metres of disposal area will be required. The ‘DS Agencies’ flatbed leach drain has a 2.4m2 per linear metre dispersal area. Therefore a total of 15 metres of flatbed leach drain is required in the system. PJWAA propose:
a) A single zone disposal field incorporating 2 No x 15 metre flatbed leach drains.
b) An indexing valve will control the even distribution of effluent to each leach drain.
c) The existing soil to be removed to a depth of 1 metre, or the clay layer, whichever is the highest.

d) Where exposed, the clay layer will be raked to break up the surface and aid dispersal.
e) A clean sand fill will be placed over the dispersal area to obtain a minimum clearance of 1.5 metres to the clay layer.
f) Planting along each side of the leach drains will aid through transpiration.
g) The shallow depth of the flatbed leach drains permit evaporation as well as percolation through the underlaying soil structure.
