UYEP RISE PROGRAMThe National Urban League selected seven (7) Affiliates to implement a comprehensive workforce development program that will serve 700 youth and young adults between the ages of 14-24. Each selected affiliate will serve a total of 100 participants. The Urban League of Chattanooga was chosen as a grantee of this program.
The program will comprise of the following:
Ongoing Case Management and Wraparound Support Services Expungement and Diversion Program Opportunities for Juvenile Offenders Workforce Readiness and Development Training Educational Interventions and Training Assistance with Credentialing Attainment Design and Implementation of Service-Learning Projects Implementation of a Strong Mentoring Component• Strong Follow-Up Services

Workforce Activities The UYEP RISE program model is designed to execute at minimum a 4 week workforce readiness course to cultivate the following changes among participants:
1. Attitudes and behaviors that align with job readiness and employability;
2. Understand the importance of degree attainment and/or skills-based training;
3. Build awareness of career pathway options; 4. Gain opportunities to develop pathway-specific skills. (i.e.
summer employment, apprenticeships, and subsidize/unsubsidized employment
The Urban League of Chattanooga will demonstrate use of best practices in moving low-skilled youth into meaningful job placements; comprehensive awareness of the local job market; and established relationships with local employers and business councils, organized labor, and community colleges.

Occupational TrainingThe UYEP RISE program model is designed to assist youth with obtaining an industry-recognized credential within in-demand workforce industries.
The Urban League initial industry specific training programs that can lead to an industry-recognized credential.
Training programs should reflect the following elements:
1. Local labor market trends and availability of jobs2. An understanding of which certifications/ trainings are desired by employers
with input from both industry associations and employers 3. Interests and skills of the participant

Educational Interventions
The UYEP Rise participants are expected to have an opportunity to participate in one of three educational tracks:1. Participants ages 14-17 stay in/return to high school
and obtain a high school diploma2. Participants ages 18-24 obtain a GED or high school
diploma, and 3. Participants ages 18-24 who already have their high
school diploma/GED obtain an industry-recognized credential (s)

Mentoring Urban League of Chattanooga will recruit, screen, and train at least 20 individuals to become mentors to UYEP Rise participants.
Mentoring will involve group mentoring with a 1:5 mentor/mentee ratio.
We are partnering with various non profit organizations, local professional entrepreneurs and businessmen and the city of Chattanooga’s initiative, My Brother’s Keeper.

Service LearningThe Urban League of Chattanooga will work with community partners to establish a variety of Service Learning Projects (SLPs) for participants. These projects are required to be meaningful, relevant, and connected to goals outlined in participants’ ICEP. All participants must be involved in at least two Service Learning projects.
All service projects must incorporate the following principles:1) Provide a public good2) Provide tangible skills to the participant3) Incorporate time for reflection in group and one-on-one sessions4) Include a public awareness component—and incorporate the
attainment of hard and soft skills that are transferable to the SLP and future employment

Follow-Up Services
The UYEP RISE program model requires a 9 month follow-up service for each participant who has completed the required program components. Specific follow-up objectives are required to be outlined within the Individual Career & Education Plan.
Key Follow-up Services: Phone calls and in-person meetings with the participant Connection to supportive services Identification of skill upgrade opportunities Workplace visits to address any issues Ongoing mentoring efforts

Diversion
The Urban League of Chattanooga will collaborate with the Juvenile Justice System (JJS) to ensure court-involved youth can participate in the program as a means of diverting juvenile sentencing.

ExpungementExpungement is the removal and isolation of all records on file within any court, detention or correctional facility, law enforcement, criminal justice agency or juvenile justice agency can expand workforce opportunities for young adults. The Urban League of Chattanooga is partnered with Legal Aid of East Tennessee to assist with expungement services.
