Please find enclosed the 2015–2016 annual report from the Utah Fire and Rescue Academy (UFRA). As you know, UFRA has been
embedded within Utah Valley University for over 50 years, providing fire training and certification services to Utah fire departments.
This annual report illustrates the diversity of courses and certifications UFRA delivers to Utah’s fire departments, regardless of size.
UFRA offers 25 core courses that are free of charge to fire department customers and delivered off‐site at convenient locations for
the requesting department. UFRA hosts an annual fire school during the winter that delivers over 80 course offerings to 700
students in a two‐and‐one‐half day period. UFRA also offers regional fire schools throughout the year in smaller venues to meet the
needs of select regions. Additionally, UFRA offers 26 certification levels that prove competence in those varied fire service
disciplines. Unlike most states, initial certification is free of charge for Utah firefighters. All this became possible by support from the
State Fire Marshal’s Office, the Utah Fire Prevention Board, the Utah State Legislature, and Utah Valley University.
UFRA is dedicated to providing a quality product, credible and knowledgeable instructors, and certification testers who validate
knowledge, skills, and abilities in all levels of certification. Our latest Quality Assurance Report shows a 98% approval rating by
students for curriculum and a 99% for UFRA instructors. UFRA will continue to strive for excellence in all phases of our operation.
During this reporting period, UFRA delivered 537 courses (7,591 students) to Utah fire departments, compared to 477 the previous
year, resulting in a 12.58% increase in courses from last fiscal year. UFRA courses have increased 100.37% percent from FY 2007‐
2008 completing 268 courses to FY 2015‐2016 completing 537. Additionally, UFRA’s Certification Division issued 2,300 certifications
to Utah firefighters.
The Emergency Apparatus Driving Simulator program has been an overwhelming success. Course requests were far above
expectations and course reviews show that the students have enjoyed and learned from this state‐of‐the‐art training.
UFRA and its employees take pride in providing exceptional service to our fire service customers. We are committed to quality
courses, instructors, and testers for Utah firefighters. Our top priority will always remain the safety of Utah firefighters and our
primary goal to enhance their ability to deliver competent fire services to all Utah communities.

"Non‐Affiliated" refers to students in training organizations such as Utah Valley University, Bridgerland Applied Technology College, Davis Applied Technology College, and West Valley Fire Academy. Non-Affiliated certifications were subtracted from the total number of certifications before the volunteer and career certifications were calculated.

University enrollment data does not include department type. Since the Bachelor of Science in Emergency Services Management went online, students have enrolled worldwide. Many are affiliated with agencies that are not Utah agencies.
