(11.26 km) sec- tion known as The Point because of its location around the point of a mountain. The project began in August 2014, and is scheduled to be completed by October 2016, for a full dollar amount of $164,487,224. Funding reportedly comes from the Utah State Transportation Improvement Fund. The prime contractor is Utah County Constructors, with Travis Farr serving as project manager. According to John Gleason, UDOT public information officer, this project will improve mobility and reduce con- gestion along I-15 between northern Utah County and Draper. UDOT plans to widen and place new pavement along this stretch of freeway. Customer Service is Key at Salt Lake’s Utah Track & Welding Entrepreneurs frequently aren’t adept at

playing by the rules — especially someoneelse’s. But that’s what makes them inde-pendent: they believe they can do somethingbetter and most important, they set aboutdoing it. Roland Oman’s father, James Oman

founded 8th West Welding, Salt Lake City,Utah, in 1950. The company sold undercar-riage parts and cutting edges for mining andconstruction equipment; it also rebuilt idlers,rollers and tracks. James Oman’s largest cus-tomer was the Kennicott Copper Mine (nowRio Tinto Kennicott), the largest open pitcopper mine in the world. Roland began doing various machining

work at 8th West in the early 1970s. In 1975,when his father sold 8th West to IndustrialParts Depot, Roland began selling undercar-riage parts for the company. What he learnedfrom the sales end of the business wasinvaluable and he soon began thinking ofways to help his customers with solutionsthat not only made them successful, but alsohimself.Roland, however, possessed with an inde-

pendent spirit, sometimes offered solutionsto his customers that were not always in linewith ones that his employer, Industrial Parts,thought were best. In 1980, he decided to do things com-

pletely his way by founding Utah Track &Welding in Salt Lake City, Utah. “My vision from the onset was to connect

seller to buyer, but more importantly, to fillthe customer’s needs in a cost effective man-ner,” said Oman. “I saw parting out usedequipment as an important way to do that.”Today, used parts are a major component

of his business and Oman can draw theseparts from an average of more than 1,000machines that reside on his 12-acre property

in Salt Lake City.The machines often come from contrac-

tors buying new equipment. Utah Track &Welding can usually offer more for an oldpiece of equipment than the customer wouldtypically receive by trading it in at a dealer-ship. Also, a dealer may take a piece on trade

that they don’t want on their lot, which theythen sell directly to Utah Track & Welding.

generation family company.Sam joined Utah Track & Welding short-

ly after graduating from Brigham YoungUniversity in 2004, with a degree in businessmanagement and is the company’s vice pres-ident. Sam enjoys the business and helping his

customers improve their bottom line.

The Utah Department of Transportationhas completed its study of the state Road 30corridor, from I-15 in Riverside to 1000West in Logan, which yielded several pro-posals meriting further study for this impor-tant transportation facility in northern Utah.UDOT’s just completed SR-30 Corridor

Study was a nearly year-long process thatincluded input from local governments,agencies, targeted stakeholder groups andthe public. The study identified severalpoints along the SR-30 corridor whereimprovements could significantly increasethe margin of safety on the roadway, andprovide for greater mobility through 2040.The corridor study results document is avail-able for review atwww.udot.utah.gov/SR30study.From I-15 in Riverside, Box Elder

County, to SR-23 in Petersboro, CacheCounty, the study revealed the potential forseveral minor spot improvements, such asintersection restriping, additional signs, andminor intersection realignments, that couldaddress many localized safety concerns.

Independent, stand-alone projects couldaddress these concerns, which would beimplemented based on future funding.UDOT will also coordinate with local gov-ernments in the planning and implementa-tion of these spot improvements.However, from SR-23 to 1000 West, the

segment of the roadway regionally known asthe Valley View Highway, the study found

that SR-30 requires substantial improve-ments. In this area the study stated that muchof the highway doesn’t meet current require-ments for roadway shoulders, and doesn’thave appropriate turn lanes into high-trafficbusinesses and other sites. As a result, thesedeficiencies have led to above-average crashrates and many serious incidents.Stakeholders, including emergency service

providers, told the study team that this high-way segment is unsafe and can’t be properlypatrolled by law enforcement due to the lackof roadway shoulders. Additionally, the roadway through this

zone provides an inadequate level of opera-tional service, meaning that capacityimprovements should also be considered inthe future. UDOT is proposing to move forward with

a more in-depth environmental study, toevaluate potential alternatives to furtherimprove safety and roadway capacity. Thisprocess will include more in-depth technicalassessment and involvement with local gov-ernments, stakeholders, and provide addi-tional opportunities for public input beforedetermining any preferred alternatives.UDOT is now in the process of determiningthe type of study it will conduct, and expectsto start the process this year.

as well, the Omans can offer moreoptions to their customers bystocking undercarriage parts for allmajor manufacturers of earthmov-ing equipment.“We are a low cost alternative to

the dealer,” said Sam.In addition to new and used

parts, the company has a growingservice department. There are four

field trucks on the road, doingwelding, repairing tracks andmore.The company does slightly

more than half of its parts businessin Utah. It also does significantbusiness in Idaho, Wyoming,Nevada and Colorado as well asthroughout the United States.Utah Track & Welding now has

ed in 2004, having sold 6,000 unitsto date to the European market.Sunward continued to think aboutthe American market and just thispast fall, it reached back out toPacific Tri-Star and a deal was setin motion.“Even though they are kind of a

young company [Sunward wasfounded in 1999], they are veryaggressive and to see their prod-ucts compared to the other facto-ries I visited in China, you see theworkmanship,” said Gibb. “I sawtheir skid steers being built fromthe ground up and when they cameoff their production line, they werepretty well ready for the market.The impression I had was that theyare going after the export marketseriously, and they know they haveto have the performance, theappearance. And they have it.“Now, we have about 50

Sunward machines here, withabout that many more machinescoming in” said Gibb.In its distributorship agreement,

Pacific Tri-Star will cover Utah.Sunward also is active itself,

with Jun Wang, the general manag-er of Sunward N.A.LLC, havingvisited Chicago, Florida, Texas,Canada and the Northwest to startseeking dealers.So far, in its territory, Pacific Tri-

Star has sold a combination of

approximately 16 Sunward skidsteers and mini-excavators. “We are just kind of getting

started,” said Gibb. “We sold the3220 skid steer and then we soldthe SWE30U, SWE50, SWE60,SWE80 mini-excavators.”Gibb said some customers

already knew the Sunward brand,while others did not.“Probably one-third to half of

them were aware of the Sunwardname over the years, having seenthem at ConExpo,” he said. “Theothers were seeing the equipmentfor the first time in our yard here.”Pacific Tri-Star’s new Sunward

customers have liked what they’veseen so far.“They like quality of the

machines and their competitivepricing,” said Gibb. “When theysaw the price, it got their attentionand it got them in the door. Then,they saw the machines and operat-

ed them. They see the Yanmar andKubota engines, the KYBhydraulics, so they also saw therecognizable brand compo-nents in the machines.“The Kubota engine is on

the skid steer, and we alsohave a Kubota engine on themini 4-ton excavators,” headded. “The larger machineshave the Isuzu engine, likethe 15-ton excavator and the21-ton excavator. TheSWE40 has a Kubota, buteverything else under the 15-ton will be the Yanmar.”All the machines are either

Tier IV Interim or Tier IVFinal.The customers, Gibb

added, also are confident thatSunward will back theirequipment here in the UnitedStates.“They know that Sunward

North America will be here forsupport, parts and back-up, andthat’s made a very big difference,”

he said. “They know that the com-pany will be here, rather than hav-ing to deal with them overseas.”

The parts and service infrastruc-ture also is well under way to sup-port Sunward customers.

“We have some partson hand here, but the bulkof the parts are still beingshipped,” Gibb said.“Right now, the partsavailability is substantial,with the goal being 90 to100 percent parts avail-ability, down the road. Asthe machines are arriving,we are formulating thepopular model numbersand getting the partsinventoried accordingly.”Pacific Tri-Star has two

Sunward-dedicated tech-nicians and one servicetruck, which, Gibb said, issufficient for what is need-

ed for right now. “I’m impressed with their

founder, their managers, their engi-neering and their desire to accom-modate the requests from theAmerican buyer. They listen tous,” Gibb said.

UDOT Nears Completion of ‘The Point’ Reconstructiontions; and enhance the existingtraffic management system byinstalling additional ramp meters,fiber optics and other infrastructureto improve mobility.

“Maintaining all lanes of trafficwhile reconstructing this majorurban corridor required significantconstruction phasing and carefulcoordination with multiple activi-ties,” Gleason said.

“These included building retain-ing walls, relocating storm drainand other utilities, and installingATMS and high mast lighting, aswell as rebuilding the roadway andbarriers. This also required signifi-cant coordination with the publicto keep them informed of trafficphasing and impacts.”

An interesting feature of theproject was the use of a conveyorbridge system known as a Bailey

Bridge that allowed concrete to betransported over the travel lanesinto the median so that reconstruc-tion could occur there. The con-veyor belt reduced the number ofconstruction trucks on the road andkept production moving withoutimpacting traffic.

“The fact that the project wasable to maintain the existing num-ber of lanes while reconstructingthe roadway in less than two yearsis a significant accomplishmentand makes this project unique,”Gleason noted.

The overall project included517,000 tons (469,015 t) of fill,185,000 tons (167,829 t) ofasphalt, and 87,000 sq. ft. (8,083 sqm) of block retaining wall.

Five lanes of traffic were on newconcrete between SR 92 and14600 South in October 2015, andcontinued to Bangerter Highway

by January 2016.In addition, the project recon-

structed an existing irrigation canal(the East Jordan Canal Company)crossing with a 26 ft. (7.9 m) wide

by 9ft. (2.7 m) tall precast box cul-vert. This work was completedunder the I-15 mainline in less thantwo months to accommodate theCanal Company’s schedule.
